Sansa: Okay, kid, you are severely annoying and we've had our differences, but by the power of Lady-In-A-Song I will sweet-talk you into behaving and learning how to calm yourself before the seizures take over and I will plan for your dignified adult future as Lord of the Eyrie to the point of ignoring how this interferes with my alleged best bet for taking my home back. Think of the Winged Knight, take courage from him. Stop throwing your chamber pot. Your future wife will love your hair, at least. I think this to myself because I believe you will grow to adulthood. Hence me organizing your awesome new guard. You are still severely annoying sometimes. As absurd as it is, the barely teenaged cousin-posing-as-stepsister IS basically your mother right now, and doing a pretty good job. You're welcome.

“Ser Sweetrobin,” Lord Robert said, and Alayne knew that she dare not wait for Mya to return. She helped the boy dismount, and hand in hand they walked out onto the bare stone saddle, their cloaks snapping and flapping behind them. All around was empty air and sky, the ground falling away sharply to either side. There was ice underfoot, and broken stones just waiting to turn an ankle, and the wind was howling fiercely. It sounds like a wolf, thought Sansa. A ghost wolf, big as mountains.
And then they were on the other side, and Mya Stone was laughing and lifting Robert for a hug.

Beyond epilepsy, how much of Robert Arryn’s problems do you think are nature or nurture? If Ned or Stannis had been allowed to foster him away from Lysa how do you think he would turn out?
That is an open question. It's fairly obvious to say that some of Sweetrobin's problems are distinctly "nurture," his spoiled attitude shows every bit the signs of an overindulgent parent. Keeping him away from Lysa (and more importantly, Littlefinger) would go a long way into improving him from a physical and mental health perspective.
But how much of his arrested development is actually genetic? The Arryns are noted as having the "purest Andal blood" but also struggle with fertility issues. Obviously, this is GRRM tagging a stab at the whole "super-special bloodlines" idea both of aristocracy in our own world and in fantasy literature in general (even if that message isn't *always* picked up).
So I can't really say, and it's tough to answer your second question because while Eddard and Stannis would certainly raise him differently, the nature/nuture problem crops up. It's easy to say that Sweetrobin under Eddard would learn the importance of duty, not shirking the hard tasks, and other "Northern virtues" as expressed by their culture, but Sweetrobin might actually be headstrong and develop in his own way. After all, it's not like Robert Baratheon changed from being fostered with Jon Arryn.

I think it would be the funniest shit ever if Winds of Winter comes out and the most relevant character is actually Sweetrobin. Like Jon is actually dead, doesn't get revived and George is like "Here is your new POV character!". It would subvert expectations. It would be the most iconic moment in the history of literature.

The fact that people still think Harry and Sansa going to marry and rally the Vale army to WF is hilarious. They put so much stake on Harry character that they forget he is giving importance by some Vale lords only because they feel Robin is going to die because of his weak health. What would Sansa going to gain with marrying Harry?
GRRM: This kid is really ill. Underdeveloped, a brat, immature. SICKLY!!!!
GRRM: He is getting DANGEROUS MEDICINE THAT COULD KILL HIM!!!!!!! Watch him take it on the page and the maester talk about how it's dangerous and Arya learn about how it's DEADLY!!!
GRRM: This is the step-by-step plan of what is going to happen WHEN he dies! Which is super probable!!!!!
Fandom: Yeah, that kid is going to die and GRRM is going to follow the step-by-step plan he laid out for this eventuality. This is a reasonable thing to expect.
GRRM: Pay no attention to the other disabled young boy surviving against the odds and currently on a plot-relevant magical adventure north of the Wall. Or the main character with dwarfism. Disabled children that are expected to die will definitely die.
Fandom: Yes, Sweetrobin will die. So excited about how Sansa will be betrothed to Harry and then word-by-word act out the plan that Littlefinger made for her not first, not second, not third, FOURTH arranged engagement to a person not of her own choosing - this time it's going to be for real. Yes, this is good speculation.
GRRM: "No one will ever marry me for love."
Fandom: See? He told us. He always spells out exactly what's going to happen.

I used to think that Bran Stark was so young for a main character POV and I know that GRRM has mentioned in interviews that he finds Bran hard to write because he's so young and just now listening to the Cersei AFfC chapters reminded me that Tommen is written as even younger and nowhere close to Bran in terms of being a child ruler.
If we compare the parallel arcs of Bran as the Prince of Winterfell administering over the North with Maester Luwin's help and King Tommen as Lord of the 7K ruling with Cersei's help, the difference is gargantuan.
In ACoK Bran is the same age (or even younger) as Tommen is in AFfC. And yet while Bran is learning about the diplomatic settling of disputes between houses, Tommen is playing with his kittens and wanting to outlaw beets.
Infact, SweetRobin over at the Vale is a year younger than Tommen, (and we all know how Lysa brought up her son) suffering from bouts of epileptic seizures, getting poisoned with high doses of Sweetsleep and is still able to grasp the situational politics of the region and correctly figure out that Harry the Heir and supporters want him dead. I think even the baby of asoiaf, Rickon Stark, back from Cannibal Island will have a keener understanding of the politics of the North.
It feels like Cersei is even worse than Lysa in terms of being an overprotective mother who just does not allow her child to learn and grow. And with Maester Pycelle as his teacher, yeah... Poor Tommen. Supremely unqualified and unprepared for what's coming, who just wants to be left alone to play with the kitties.

I think this illustrates Littlefinger’s nice guy/incel mentality so well. He can’t comprehend that Sweetrobin could win his bannermen by being a good lord who does what’s best in spite of of his disability. He doesn’t understand that the lords might have their prejudice, but also he’s an asshole who obviously murdered his wife to gain power. He feels entitled to their regard, but he does nothing to earn it. He can only imagine them as shallow in their principals as he is, so he seeks a proxy to gain the power he craves.

man people who hate on sweetrobin I don’t get… like kid is without a doubt bratty and spoiled when we first meet him esp, but even then he’s obviously traumatized by his time in KL and his mom’s own mental illness… and he has epilepsy which is a debilitating illness today much less in the Middle Ages… then by the end of the series he’s even more traumatized bc the only person who has ever loved and nurtured him was killed in a horrifically violent way…… and he’s being poisoned by his stepfather and maybe (?) the surrogate mother he’s latched onto. like goddamn being kinda bratty as a kid doesn’t warrant the way some people talk about him
