The red workbenches around the commonwealth are actually civilian versions of the Vault Tec workbench found in Vault 88.
They were covertly placed through out the area by Vault Tec through subsidiary companies before the war to assist with rebuilding once the vaults were unsealed. For reasons lost to time, the instructions to operate them were never distributed to the Overseers of the Commonwealth vaults.
They need a Pip-boy to unlock their full potential, otherwise they functioned as a basic drill press. The workbench’s range and abilities are determined by their post-war condition.
For example: The one at Home Plate in Diamond City was salvaged from elsewhere and stripped down for valuable scrap and to make it lighter to move. The result is a limited menu and effective range from the bench compared to the one at Sanctuary.
Almost none can build pre-war structures and instead try to make stable structures from available materials.
This is how the Sole Survivor can nearly single handedly build up these settlements that have been left undeveloped since after the war.

Throughout her travels in the Equestrian Wasteland, she struggles to cope with the realities of post-apocalypse life whilst doing what she can to restore hope and light to a land plagued with suffering and darkness.
