जेम्स और छह अन्य की हत्या के आरोपी रणसी बुढ़ और अन्य सतिपंथ के

झारखंड के पश्चिमी सिंहभूम जिले के गुदरी ब्लाक अंतर्गत बुरुगुलिकेरा गांव में सात लोगों की पीट-पीटकर हत्या और सिर कलम करने की दिल दहला देने वाली घटना सामने आई थी. 22-23  जनवरी को इस घटना की खबरें मीडिया में आने के बाद इसके लिए झारखंड में चल रहे पत्थलगड़ी आंदोलन को वजह माना जा रहा था. इस घटना में पत्थलगड़ी की भूमिका होने के आरोपों पर इसकी जांच के लिए सामाजिक कार्यकर्ता, लेखक और पत्रकारों के एक दल ने बुरुगुलिकेरा का दौरा किया. दल के वापस लौटने के बाद आदिवासी अधिकार मंच ने दावा किया है कि इस जघन्य हत्याकांड में पत्थलगड़ी नहीं, सतिपति पंथ का बढ़ता प्रभाव कारण है.

इस दल में आदिवासी बुद्धजीवी मंच, आदिवासी अधिकार मंच, आदिवासी महिला नेटवर्क, जन आंदोलनों का राष्ट्रीय समन्वय (एनएपीएम), जौहर, मार्क्सवादी समन्वय समिति, उलगुलान सेना और अन्य संगठनों के प्रतिनिधि शामिल थे. इनमें से कई संगठन झारखंड जनाधिकार महासभा के साथ जुड़े हैं. बताया जाता है कि गांव की आधे से अधिक आबादी सतिपति पंथ की समर्थक है. जेम्स बुढ़ और गांव के छह अन्य लोगों की हत्या का आरोप भी सतिपति पंथ का नेतृत्व करने वाले गांव के रणसी बुढ़ और अन्य पर है.

गांव में पिछले एक साल से सक्रिय इस पंथ ने लोगों को अपना राशन कार्ड, आधार कार्ड, वोटर कार्ड जमा करने और सरकारी योजनाओं से दूरी बनाने को कहा. बुरुगुलिकेरा से लौटे प्रतिनिधिमंडल की रिपोर्ट के आधार पर संगठन ने दावा किया है कि गांव के आधे से अधिक परिवारों ने दस्तावेज जमा किए, लेकिन जेम्स और कई अन्य ने ऐसा नहीं किया. जेम्स गांव के उप मुखिया थे और उन्होंने दस्तावेज, जमीन के कागजात आदि जमा कराने, लोगों को चर्च में जाने और आदिवासी त्योहार नहीं मनाने को कहने का विरोध किया.

मंच का दावा है कि रणसी बुढ़ की पत्नी मुक्ता होरो भी पूर्व मुखिया थी. सतिपंथ की मुहिम का विरोध दो गुटों में टकराव का कारण बना. आदिवासी त्योहार माघे पर्व के एक दिन बाद 16 जनवरी को जेम्स बुढ़ और उनके समर्थकों ने राणसी बुढ़ के घर पर हमला किया था. संगठन के अनुसार जेम्स समर्थकों ने घर में तोड़फोड़ करने के साथ ही कथित रूप से लोद्रो बुढ़ और रोशन बरजो को भी अपने साथ लेते गए थे. पीड़ित परिवारों का दावा है कि हमलावरों के साथ पीपल्स लिबरेशन फ्रंट ऑफ इंडिया (पीएलएफआई) के सदस्य भी थे. जेम्स बुढ़, मंगरा लुगुन के एक पीएलएफआई नेता का करीबी होने का दावा किया जा रहा है. दावे के अनुसार अपने घरों पर हमले की चर्चा करने के लिए, 19 जनवरी को राणसी बुढ़ और अन्य सतिपति पंथ समर्थक हमलावरों को उनके घरों से एक बैठक के लिए लाए.

मंच ने सतिपति समर्थकों और मारे गए व्यक्तियों  के परिजनों के हवाले से दावा किया है कि इसी बैठक में सात लोगों की पीट-पीटकर हत्या कर दी गई और फिर सिर कलम कर दिया गया. हालांकि दावा यह भी किया जा रहा है कि दोनों गुटों के बीच का पंथ संबंधी टकराव शायद हत्या का एकमात्र कारण नहीं है. संगठन ने उम्मीद जताई कि इस हत्याकांड से जुड़े सवालों के जवाब जांच के लिए गठित विशेष जांच दल (एसआईटी) की जांच रिपोर्ट से ही मिल जाएंगे. मंच ने दावा किया कि यह घटना झारखंड के मुंडा-कोल्हान क्षेत्र में सतिपति पंथ के बढ़ते प्रभाव को भी उजागर करती है.

आदिवासी अधिकारी मंच ने आरोप लगाया कि ग्राउंड रिपोर्ट किए बिना कई मीडिया संस्थानों ने शुरू में इन हत्याओं के लिए पत्थलगड़ी को जिम्मेदार बताया और सतिपति पंथ का उल्लेख नहीं किया. रघुबर दास सरकार पर पत्थलगड़ी आंदोलन के दौरान गांवों में लोगों के दमन का आरोप लगाते हुए संगठन ने दावा किया कि गुजरात से आए सतिपति पंथ के बढ़ते प्रभाव पर सरकार चुप्पी साधे रही. संगठन ने हेमंत सोरेन सरकार से सतिपति पंथ के लगातार विस्तार और क्रियाकलापों की जांच कराने की अपील करते हुए मांग की कि आदिवासियों की लंबे समय से लंबित मांगों का निस्तारण करते हुए पांचवीं अनुसूची, पेसा, समता निर्णय और अन्य आदिवासी केंद्रित कानूनों के प्रावधान लागू किए जाएं.

क्या है पत्थलगड़ी आंदोलन

पत्थलगड़ी मुंडा आदिवासियों की एक प्रथा है, जिसमें वे अपने पूर्वजों के सम्मान में या गांवों की सीमा चिन्हित करने के लिए पत्थर गाड़ते हैं. साल 2017 से झारखंड के अनेक गांवों में पत्थर गाड़े गए हैं, जिनपर आदिवासियों के संवैधानिक और कानूनी प्रावधान, उनकी व्याख्या अंकित की गई है. पत्थलगड़ी आंदोलन भूमि अधिग्रहण कानून में बदलाव, ग्राम सभा की सहमति के बिना योजनाओं के क्रियान्वयन, पेसा और पांचवी अनुसूची के प्रावधानों को लागू न करने के ���ाथ ही मानवाधिकारों के उल्लंघन के विरोध में था. वहीं गुजरात से शुरू हुए सतिपति पंथ का मानना है कि कुंवर केशरी सिंह और उनका बेटा ही वास्तविक भारत सरकार हैं. पंथ के लोग सरकारी योजनाओं के साथ ही चुनाव के बहिष्कार की भी बात करते हैं.

क्या है सतिपति पंथ

सतिपति पंथ के लोग आदिवासियों से जल, जंगल, जमीन और समुदाय को शोषण से बचाने के लिए पंथ में शामिल होने के लिए कहते हैं. इसके लिए आदिवासियों को एक विशिष्ट जीवन और रहन-सहन का पालन करने को कहा जाता है. पंथ आदिवासियों की धार्मिक प्रथाओं (जैसे चर्च जाना या सरना त्योहारों को मनाना) और पारंपरिक प्रथाओं (जैसे पत्थलगड़ी) को अस्वीकार करता है. आदिवासी अधिकार मंच के दावे पर यकीन करें तो बुरगुलीकेरा गांव में भी, कई लोगों ने बताया कि उन्होंने अपनी जमीन बचाने के लिए राशन कार्ड और अन्य सरकारी योजनाओं का लाभ छोड़ दिया. पत्थलगड़ी आंदोलन और सतिपति पंथ के लिए लोगों के समर्थन के पीछे मूल कारण आदिवासियों का निरंतर शोषण, उनके प्राकृतिक संसाधनों पर हमला, पारंपरिक आदिवासी स्वशासन प्रणाली का कमजोर होना, आदिवासियों की आवश्यकता और सोच के आधार पर विकास की कमी को कारण बताया जा रहा है.

Though a grand spectacle, attended by some 200,000 people, many thought it unusual for the prime minister himself to hold a road show. However, as a senior BJP leader admitted, the party needed him more than ever in Ranchi. Apart from Congress candidate Subodh Kant Sahay, sitting BJP MP Ram Tahal Choudhary too has eme­rged as a challenger. Denied a ticket, he has jumped into the fray as a rebel. The biggest challenge for Raghubar Das, the state’s first non-tribal chief minister, this Lok Sabha election is that the BJP has everything to lose, having won 12 of the state’s 14 Lok Sabha seats in 2014. The party is contesting 13 seats this time, leaving its Giridih seat for ally All Jharkhand Students Union, besides dropping four sitting MPs. Additionally, the Congress-led opposition has stitched a near-perfect alliance. The grand old party is contesting 7 seats, the Jharkhand Mukti Morcha 4, the Jharkhand Vikas Morcha 2 and the Rashtriya Janata Dal 1. Except in Chatra, where the RJD too has fielded a candidate, the alliance is working well on the ground. Going by the 2014 numbers, JMM-Congress and JVM had a 35.3 per cent vote share. And the Modi wave is unlikely to happen again, a senior Congress leader said in Ranchi. Apart from the timely alliance, having regional satrap Hemant Soren, son of former chief minister Shibu Soren, touring the state from June 2018 could also help upset the saffron applecart. The CM also alienated the tribals with the amendments to the tenancy acts removing the requirement that 70 per cent of landowners consent to clearing land for development projects. The August 2017 anti-conversion bill too was seen as an attempt to divide the tribal community along religious lines. Five of the state’s 14 seats are reserved for STs, one for SCs. The BJP is hoping to meet the Congress challenge by reminding voters how lame-duck Independent Madhu Koda was propped up as chief minister between 2006 and 2008. His wife Geeta is now the Congress candidate from Singhbhum. The alliance’s past record too isn’t encouraging. It has done well in just one of the three Lok Sabha polls held since the state came into being in 2000. That was in 2004, when the Congress-JMM-RJD and CPI alliance won 13 seats. Supporters of an alleged tribal militant group, Pathalgadi, in Jharkhand on Tuesday  abducted three policemen posted as guards at the ancestral home of Bharatiya Janata Party (BJP) MP Kariya Munda in Khunti district.

Pathalgadi supporters raided the house of Khunti MP and former Lok Sabha deputy speaker Munda following an early morning operation by the police at their village to arrest two leaders accused of masterminding the abduction and gang-rape of five women activists last week.

A Jharkhand Police team comprising of some 500 personnel had gone to Udbhuru village, some 55 kms from the state capital Ranchi, to conduct a raid to nab Pathalgadi leaders Yusuf Purty and John Jonas Tidu, reported Hindustan Times.

Khunti Superintendent of Police Ashwini Kumar Sinha was quoted as saying that the Pathalgadi supporters spoiled their chances of arresting Tidu and Purty, following which they sealed their houses, reported Times Now.

Following the police raid, some 300 angry villagers attacked Munda’s house at Anigada-Chandidih and kidnapped the cops, identified as Subodh Kujur, Vinod Kerketta and Suyom Surin. They also took away their INSAS rifles. The MP was not present at the house when the attack happened.

The police raid followed the 19 June incident when the five women associated with a non-governmental organisation were kidnapped and gang-raped by six men in Khunti’s Kochang village. According to ADG Mallick, the police had nabbed two of the six men who said during investigation that the women were raped and the act filmed on the direction of Tidu.

The Pathalgadi movement is a traditional practice in which villagers use stone plaques to convey messages. Many tribal villages in Jharkhand have used the practice to claim independence from state government control. Such stone slabs proclaiming independence and banning the entry of outsiders have been put up outside settlements across Khunti, Simdega, Gumla and West Singhbhum districts.

In the past, too, police have been held captive in Pathalgadi villages, which are mostly situated in dense forest areas said to be the hotbed of rebel outfit People’s Liberation Front of India (PLFI).
