The bad dreams were not gone yet, no matter how much time passed. He squirmed on the bed, still unconscious, stirring in the dawn as if the weight of the world fell upon him. A shrill and terribly familiar scream filled the air, so close that even though it couldn't be identified, it made him cringe intead of waking up. His breath came in heavy puffs when panic enveloped him, his hands deperately searching on something — anything — to hold onto while he felt the ground tilting, threatening to throw him into the abyss the he knew it was just inched away. But there was nothing to cling but the soft fabric of the sheets beneath him that were already almost on the floor. And then, as suddenly as it started, the hooks that were hissing from the weight stopped, being replaced by slight click-clack sounds.

He was on that damned train once again. The next second, an explosion and the fire engulfed everything around him.

His eyes darted open to the cold darkness and he rolled back to the middle of the bed, his arm going up to cover his eyes as he tried to let that fucking nightmare aside. His pulse started to slow and the blood pumping in his ears were giving him the worst headache. His chest heaved for oxygen as he tried to control his anxiety, remembering that it wasn't the first time he had panicked during a dream, let alone would be the last. His head spun with the vivid details still fresh under his eyelids: the sound of metal scraping metal, the wind roaring agaist the wagon sides. The ground disappearing and giving way to an icy chasm.

He remembered being fallen in the snow, almost passing out by the ache that pulsed throug his body when his ears captured the sound of footsteps dragging trough the snow. He sighed in relief for thinking that it was Steve coming to his rescue. Only to find out that it wasn't Steve. There were more than three guys, all of them speaking a foreign language. And only when it came to him what language was that the tears flooded his eyes and he cried like a baby. Bucky Barnes has never been so terrified in his life. And he had a reason. Although, that explosion was something very new. That fire was never there before.

His vision was still a bit blurred, but he could make out Sam's silhouette, dressed and equipped, screaming at his door.

"Bombs. Not far. Fury thinks is a terrorist attack. Let's go!"

Bucky rubbed his eyes hard and yawned, his hands roaming the bed after the shirt he wore last night before going to bed. It was a little too late when they received a notification from the local cops. A small residential building was on fire, three explosions did the job and now the firefighters could not contain it. Bucky is frowning, both from the nightmare and the selfish tought that the police could have handled a smal fire on it's own that he knew he shouldn't be having.

However, his expression shifted quickly when he saw the red-orange glow and the dark smoke filling the sky from afar.

The choices we made are the ones that leads us to different paths, each decision is a curve, they can bring us closer or farther away from the end. The fate, still, works within its own rules. It has always been like that, fate is traced since our birth.

The fire department chief explained in details what happened since the beginning and what they needed to do, but Bucky wasn 't paying any attention. His heart was throbbing against his ribcage, not quite undertanding what was that and why his legs were moving towards the bulding on they own. The place was the enbodiment of hell itself. Hot, red and suffocating; flames licking the walls and turning to ash everything in its path. He wrinkled his nose when the unmistakable scent from burnt human flesh reached him. Approaching the main hall where a small group tried to fight the fire, he looke up and then to the base of the stairs. On the floor, some debris fell on bodies that were already charred.

"Buck!" Sam yells from the door when he realizes that his partner is running up the stairs without looking back, like he was hypnotized. "Fuck, Barnes!".

Bucky is now surrounded by the fire, the estructure giving in under his feat faster and faster as he approaches the top floor. The crackling of the flames are the only other sound beside his heart pounding in his ears. It is so hot he can barely breathe and the air is so toxic he can feel the smoke clinging into his lungs.

Finally, he finds it. What his heart — or instinct — is looking for. The last door in the hallway, the one that has been in his head since he set foot in that street, who knows why. Without hesitation, he kicks the door open, splitting the weak wook in two halfs. The smoke is so concentrated on those four walls he could barely see two feet ahead. The kitchen and living room were empty, the roof lining left no room from anyone to hide in the bathroom. And then he hears it. A low sob coming from the remaining room.

The girl was sitting in the corner beside the bed, the fire almost reaching her, but she seemed to be ignoring everything around her. Her eyes staring at a fixed point on the opposite wall, they don't move when Bucky enter the room and comes closer, but thick tears spill out like waterfall in her sooty cheeks. She was hugging her knees, rocking her body back and forth, shaking compulsively. Bucky dropped to his knees and crawled close to her. He knew that the smaller he seemed, the less chance he had to frighten her even more.

Now, face to face, his expression lit up in recognition. His heart skipped a beat when the girl's eyes strayed from the wall to face his, making him fall back with the sudden movement.

Somewhere outside her window, Sam was observing, not undertanding what was all that about. "Come on, Barnes! Get her outta there!" He screams.

As if his brain clicked back to reality, the Soldier realizes what is happening around them and uses a blanked he found on the ground to wrap the girl's small body and move it more carefully. She does not refure, nor does she tries to resist. She just let herself be carried away by him.

Bucky sixth sense comes to realization when is already too late. They hadn't even get to the window when the fourth explosion came. The entire top floor went down. Sam was launched into the air and Bucky has flied all the way to the ground, out of breath and coughing blood. The girl was on the other sidewalk, next to the remaining residents, covered in dirt and her own blood. She was looking dead into the sky with a faint smile on her bruised lips.

Sam rushes to his friend, taking off his head gears to get a better view of Bucky's wounds up close. He put his head against his tights and tried to keep the Soldier awake.

"What the fuck was that, Barnes?!" He asks, desperately calling for help. Wanda and Clint were already on their way. Bucky stared at him with unfocused eyes, his face covered in soot and drops of blood.

The sun behind them was rising at a lazy pace, but was strong enough for Sam to get a look at his partner's face better. Bucky was smirking.

"I... I know... Her" He says. Is hard to breathe when you can't feel your own lungs, you know?

"What?"

Sam was more concearned about the huge piece of rusty metal that is burried deep in Bucky's stomach. He pulls San by the collar.

"I know her" He says loudly and a bit harsh, then falls down, completely exhausted. His hole body ached.

"You'll be fine, pal" Sam murmurs softly.

Later that morning, after all that ruckus, the fire was extinguished. Residents were relocated and the injuried were transportated to local hospitals. Bucky had used his body as a shield to protect the girl, in addition to hitting his head against the glass and getting a face full of shards, the huge cut in his belly, minor burns and superficial scratches, he also had fractured his collarbone. Sam and Fury were watching the two of them from the bedroom window. Both slept soundly.

"What are we going to do with her?" Sam asks and hand Fury a huge file. "The cops gave me her data and I found this little baby in the wreckage of her room", then handled over a thick folder, full of notes and reports. The red figure in the front made Fury sigh loudly.

“But,” the man continues. “I’ve looked over your body of work. It’s extremely impressive. We host a lot of different visiting researchers at the Ocean Sciences Center. I’d like to work something out with you. And in terms of next year, I’m very interested in expanding our course offerings regarding marine mammal studies, if the university can be made to agree.”

Zhenya ends the meeting elated and grateful.

They have a celebratory dinner after that.

“And another thing,” Marc-Andre says as they discuss Zhenya’s work opportunities. “If Sid says yes to making this public, you could probably have any position or facilities you wanted, anywhere.”

“If,” Zhenya stresses. “Up to Sid. And I’m think about this a lot. If this doesn’t work out, can just work on fishing boat or some other job like that. Anything, so I’m close.” Cath smiles and pats his hand.

“Explain it to me again,” Vero asks. “Why tell anyone, ever? Wouldn’t they just, I don’t know, put him a lab somewhere?”

Zhenya feels a wave of revulsion shudder through him. “No. Never. Die before I let happen.”

“Yeah,” Marc-Andre says, jaw set, his normally impish expression serious and set like iron. “But it might… change things. Force the hands of organizations like the U.N. Create a global movement towards conservation. Wake people up.”

They’re all silent for a moment. They all have the images to draw on, the dire statistics and the horrifying data that keep them up at night. But Sid didn’t ask to be an ambassador for his species. The decision has to be his.

Kris’s in-laws own a sailboat. She sails best with a crew of three, so Zhenya, Marc-Andre, and Vero start taking her out on shakedown voyages into the Bay of Fundy while Kris stays behind with Cath, whose due date is approaching rapidly. 

They figure the boat’s the best way to find Sid once Magda reaches her feeding grounds. Her top speed is about eight knots, or fifteen miles per hour. Just fast enough to catch up with Magda if she isn’t moving at her full traveling speed.

They take a longer trip all the way around the southern end of Nova Scotia, to Halifax. The open water of the Atlantic is rough, nothing like the tropics. But they work together well, and start making plans for the long sail up the coast followed by the more than sixteen hour crossing to Newfoundland. 

They spend late nights with charts all over the table, laptops spilling pools of blue light. Every night, Zhenya checks the data to watch Sid’s progress. 

Closer and closer.

Zhenya nearly loses his mind when Magda lingers near Cape Cod. Then, before he knows it, the tags ping within a day’s sail of Cape Sable Island, right off the southern tip of Nova Scotia. He wants to take the boat out right away to chase them, but he knows it’s foolishness, putting them all at risk.

But they start packing, and prepare to follow, up past Cape Breton and into the Gulf of St. Lawrence.

Two days before they set sail, Cath delivers a baby girl. She and Kris name her Victoria. Zhenya goes with Marc-Andre and his family to visit, bringing along a little stuffed whale, because, why not.

Cath is exhausted but radiant, and Zhenya almost can’t look at Kris’s face as he watches his son kiss his new little sister’s downy head.

“I can’t help but feel that it’s...not good luck, exactly,” Cath says, when Zhenya is given the chance to hold Victoria. She’s so tiny and so light in his arms. “But just… it’s significant somehow. Her coming now.”

“Life,” Zhenya says, staring down as the baby blinks hazy blue eyes and yawns a miniature, perfect yawn. “New things starting.”

Cath smiles at him. “Exactly.”

Zhenya takes a dozen pictures for Sid.

The Atlantic feels like it wants to fight them,  either to cast them right out of its storm-shattered currents again or drag them down in pieces. But Vero and Marc-Andre have been raised on the water, and Zhenya’s learned fast. Magda’s slowing, moving less linearly each day. She’s stopping to feed in the rich waters, replenishing the weight she lost nursing Pasha in the Caribbean.

The day they come within a mile of the last satellite ping, the sky is gray but calm. Zhenya stays topside, binoculars trained on the horizon, watching for spouts. They put a speaker into the water, playing a looped tape of Zhenya’s voice. When they made the recording, Zhenya was too embarrassed to speak in English, so it’s in Russian. He talks to Sid, telling him how much he misses him, how the months without him dragged.

And then they wait.

There’s a thud on the hull. Splashing at the waterline. Zhenya’s binoculars clatter to the deck, he lurches for the rail, and Marc-Andre has to haul on the back of his jacket so that he doesn’t slip and go overboard.

Sid.

There he is, reaching his hands out so Zhenya and Marc-Andre can haul him up. There’s ice-cold water streaming off him but Zhenya kneels on the deck and wraps him in his arms anyway, buries his face in Sid’s neck, can’t stop the hot tears coursing down his face.

Until this very moment, a small, deep part of him had been certain that they’d never find him.

Sid’s making a low keening sound deep in his chest, and his hands are clutching at Zhenya’s jacket like he’s afraid he’s going to disappear. They move to the back of Zhenya’s head, to his waist, back to clutching at his jacket. He wrenches loose, but it’s only so he can take Zhenya’s face in his hands and kiss him, little biting kisses all over his face, followed by a deep press of his lips to Zhenya’s.

“Sid,” Zhenya says brokenly. Sid murmurs back the sound he makes for Zhenya’s name. His eyes are dark and wild. He leans forward and sets his teeth to the base of Zhenya’s throat, holding him in place.

When he pulls back there’s blood on his lips. His sharp canines scraped Zhenya’s skin.

Sorry sorry sorry, he signs wildly, but Zhenya shakes his head. He leans forward, and kisses Sid in the same place, right above the shine of his gold chain. He bites down too, and Sid jerks against him.

Mine yes mine Sid declares more than asks. Mine.

Yes, Zhenya says, and rests his forehead against Sid’s. Yes.

Chapter One: Connor Repurposed

October 2037 – One year and one month until the android revolution.

The RK800 model, serial number 313 248 317-48 sat in the back of the police cruiser with detached patience. Designated “Connor” by his designers, the android was at the mercy of the officers in the front seat. He went wherever they deemed to take him. Androids were not allowed to drive. They were also not permitted to carry any sort of firearm. They were allowed to work jobs and handle people's money, or look after children without human supervision. But cars and guns, the public was not ready to trust them with such things alone.

Connor had no opinion of it either way. He was not programmed to simulate opinion, only tell facts as he saw them. He was also programmed for infinite patience, which led to many, many hours sitting in the back of police cruisers, sometimes even locked inside alone. Connor had no opinion of this either.

Instead, he idled his time by rolling a quarter over his knuckles, back and forth, over and over in a perfect ripple. He had found the coin in one of the cruisers a few weeks ago and offered it to the officer on duty. The human just looked at it as if the money wasn't worth the effort to put it in his pocket and told Connor to keep it if he liked.

Connor didn't know about liking it, but he did keep it. In those quiet hours when he was forgotten in the back of the squad car, he would pull the quarter from his pocket and fiddle with it. Flipping it up in the air was the first thing he taught himself. Then it was rolling it over his knuckles from one hand to the other. Then came more complicated tricks: spinning it on his finger tips, flicking it from one hand to the other, nearly faster than the human eye could catch. He did not know why he taught himself these tricks, he just did them.

The squad car pulled into a small neighborhood. Connor noticed young children riding their bikes and trikes in the cul-de-sac where their target destination was located. Not an adult in sight—human or android. Very irresponsible, Connor observed. As the two officers in the front opened their doors, there was clear yelling coming from the house where they parked. The car doors were shut, leaving Connor alone inside. The back doors of the cruiser did not open from the inside, as that was where perpetrators were placed. Connor was used to it.

The entire purpose of the RK800 test model was to construct a perfect program that would eventually allow Cyberlife to release an enhanced android exclusively available to police departments. Something far more advanced than the regular beat cop models they already used. The main goal was to provide quick analysis to on-site crime scenes and assist in more complicated police matters. Especially those involving other androids, which, in just the few past months, was becoming an issue that had never arisen before.  When the Detroit Police Department was given the android, however, they didn't seem to know what to do with him, which was why Connor spent so much time in the car.

He expected it to be much of the same this time, until the officer on the passenger side opened the door for him.

Officer Green was his name. “There's an android on scene. We might need extra assistance.”

“That's what I'm here for,” Connor said politely. He put the coin in his pocket as he stepped out of the car and straightened his tie. It was in his coding to always look as professional as possible. Cyberlife was trying to sell a product and it was his duty to make the product always look good.

Neighbors were gathering around the yard as the homeowner, a middle-aged woman, continued to scream hysterically in the driveway. Particularly at the the individuals that sat locked in her car. She had been frantically yanking on the door handles, screaming and swearing, and beating on the windows when the officers had pulled up.

“It's about time you got here!” The homeowner then turned her rage on the officers as they arrived. “That thing could have hurt my kids by now while you took your sweet ass time!”

Neither officer looked particularly concerned with the scene. As they tried to placate the woman about their lack of punctuality, Connor scanned the car. There were three bodies inside: two human, one android. The humans were in the back seat. Both were male, twins. Likely between the ages of five and six. They looked concerned, their hearts beating a bit faster than normal.

The android sat in the front seat of the car, hands on the steering wheel. She was an RX200: a domestic model specifically programmed for housekeeping and minding younger human children. Her face also looked stressed, her LED flickering quickly between yellow and red.

“That android could have taken off with my boys and done God knows what to them!” the homeowner continued to rant. “I called the station nearly forty minutes ago!”

“Ma'am, I assure you that is not a possibility,” Connor offered before the other officers could reply. “The RX200 model is programmed to be protective of children, not to harm them. And all Cyberlife androids have a fail-safe. Their program freezes if they attempt to drive any vehicle. The time-frame of our arrival would not have mattered. The android is incapable of driving away.”

The woman looked at him as if a lamp post suddenly started talking to her. She turned back to the officers. “Get that damn thing out of my car and away from my babies!”

Assured by Connor's words, neither officer responded as urgently as the mother. “Can you tell us why the android put the kids in the car?” asked Officer Barton, the one who had driven them to the scene.

“I have no idea. It's been glitching these past few weeks. I've been meaning to take it in for maintenance, but I haven't had the money.”

“Ma'am,” Connor offered again, “if you like, I can access the car's computer and unlock the doors.”

Suddenly he was someone worth the woman's attention. “Oh, yes please! Unlock the car!”

Connor hacked into the car's system with ease, but as he ordered the machine to unlock the doors, he was blocked by another cybernetic entity. The clash of two sent a painful feedback into his processor as a female voice screamed in his head. “GET OUT!”

Connor jerked back from the assault, his systems scrambling to block out the other android.

“What's wrong?” Officer Barton asked him.

“The other android, she's communicating with me over my radio frequency.”

“Stay out! They're safe with me!” the female android yelled in his head. Her voice was strained, static, and glitchy. “These are my children! Not hers! I raised them! I fed them! I put them to bed! My children! She can't take them away from me!”

“She thinks the children are hers. That you are trying to take them away,” Connor translated for the rest of them.

“I am trying to take them away from it! It's broken!” the mother spat. “I am their mother! I carried those boys in my body! How dare that plastic piece of--”

As the woman stalked toward the car, the engine jumped to life and everyone froze.

“She can't,” Connor insisted. “Her programming will never allow her to leave the driveway.”

The car lurched back and stopped, and lurched again, as if the driver were having physical trouble pushing down the pedal.

“Shouldn't be possible,” Connor muttered to himself.

“Stop it!” the mother screamed. “Stop it from taking my babies!”

The car lurched again as it backed out of the driveway.

“No, no, no!” Officer Barton called as the android-operated vehicle plowed its back end into the police cruiser.

With a grinding of gears, the car was forced into drive, the damaged back bumper now scraping on the ground. Connor processed the car's intended pathway instantly. The android was driving blind with panic, focusing only on fleeing. It took no notice that it was now putting other children in danger. Something that none of the Cyberlife models should have been capable of doing. They were programmed to shut down instantly if they were about to act on harming any human. And yet, here was an android driving a car and careening straight for a little girl pedaling a purple plastic tricycle.

Connor sprinted into the pathway of the fleeing vehicle. As the little girl came up fast, he dove bodily into the blacktop, shoving the small body out of the way. He saw the blunt nose of the runaway vehicle careening toward him.

He was aware of physical impact, then static.

Then nothing.

Model RK800 “Connor”, serial number 313 248 317-48 was aware as he was brought online. His internal clock synced with online routers to confirm it had been two months since he had been active. Immediately, a smattering of damage reports flooded in. He felt no pain, but also could not feel his left arm. It was completely torn off. The rest of his limbs he was unable to move. He wondered if that coin was still somewhere on his person.

“Well, look, I guess it does still work,” said a female voice.

There were three humans standing in front of him. The one who spoke was Amy Witman, a technician with Cyberlife. Connor recognized her from his memory banks. She had begun working with the company two models ago. Each Connor, after the body was damaged, would have all programming, memories and data downloaded into a new body and sent back out into the field. The current Connor was eighth in the line of androids sent out in the field. After being offline for so long, no doubt the ninth Connor was already back with the police department for weeks now. Perhaps even that was damaged and now the tenth was in the back of someone's squad car.

There were two other humans with Amy: a broad, tall female with sharp features and short, dark hair, and a much larger male with a short marine-style cut and various pale scars on his face. Neither of these humans were in Connor's database.

“It's pretty hashed,” said the unknown female. “Is it even worth the effort to put it back together?”

“Yeah, the Detroit PD is pretty rough with them,” Amy agreed with a bit of irritation. “Those guys don't understand how expensive these are. They'll just take them anywhere. Several have come back with bullet holes. We do have other RK800's in storage that are brand new. Maybe you should ask about getting one of those.”

The unknown male stepped closer to Connor, eyeing his form up and down. “This is the one that jumped in front of a moving vehicle to save a kid, right? This is the one I want. And since it's all chewed up, no one's going to care if we do a little customizing when we put it back together. Maybe change that innocent little baby-face, too, while we're at it.

The unknown female took her turn to get close to Connor's face. “Nah, leave it that way. He's cute. She'll like it.”

Amy stepped forward and turned the android off. And Connor ceased to exist once more.

 When Becca decides to shake off those shackles and get the hell outta Dodge, she doesn’t have many regrets. She won’t miss those late nights folding baby clothes at her local All Baby Needs SuperStore. She won’t miss her distant parents or her uninspiring classes for her useless degree. The only person she will miss is Jack.

Jack is stuck in the post-university, pre-real job wasteland of delayed adolescence. He doesn’t know if he is a socialist, or an anarchist, or just reads too many books. He stacks vegetables, he haunts libraries and he chases girls. But now his best friend is leaving town, and he doesn’t know if he can handle being left behind.

A story about growing up, leaving home, staying behind, sad bastard music and the people who make everything bearable.

Chapter One: 

Becca

Truthfully, I can handle all of it. The cloying stench of mouldy socks and clove cigarettes. The scratchy, standard-issue woollen blanket that wasn’t quite enough to wade off the night-time chill. The oddly masculine snoring that would make any trucker proud. The clanking of pipes in the wall beside my bed that had me sat bolt upright on my first night, half convinced the ghost of Jacob Marley was coming for me, dragging the chains he’d forged in life. All of this didn’t bother me. Not really. But the weeping. I couldn’t handle the fucking weeping.

I’d been sharing a room in Berlin’s cheapest youth hostel for a week with Ilonka, from Hungary. Ilonka the weeper. And we aren’t talking about girlish sobs here, with intermittent hiccups. Oh no. Not Ilonka. Beautiful, heartbroken, weeping Ilonka. She didn’t do anything by half measures.

She’d told me her life story on the first night, over a Midori and lemonade in the bar downstairs. I was quickly coming to the realisation that this was how it was done. Nothing in Backpacker World got done without a bit of Dutch courage.

Ilonka’s story was that she’d come to Berlin to intern at one of those ridiculously trendy, ridiculously contemporary art galleries in Kreuzberg. Which made sense. With her extensive collection of very cute multi-coloured berets, long, lean legs encased habitually in skinny jeans, and her Franka Potente in Run Lola Run hair, she certainly looked the part. She made me feel inadequate every time she entered a room, and I was convinced that was at least half of what contemporary art was all about.

Which is why it was so disconcerting when halfway through her third Midori and lemonade, big fat tears began to slip down her perfect, Eastern European face, and into her drink, which she continued to sip through her straw, unperturbed. Then, without much warning, she keeled forward, and a high-pitched noise of distress began to rise from the back of her throat, not unlike that of an ambulance leaving the scene of an accident. The barman, cute and Irish though he may have been, gave us that ‘You’d better clear the fuck out’ look perfected by cute Irish bartenders the world over, and I bundled her upstairs before he summoned over the bouncer, who was significantly more intimidating.

Once I’d gotten her settled on her twin bed, she pulled herself together enough to relate to me the rest of the story. On her third week into her internship, she’d rung up her boyfriend, Kolos, back home in Budapest, and her best friend had answered the phone. Turns out they’d been screwing around behind her back for the last six months, and they had used Ilonka’s absence to move in together. Which you have to give points for, if only for the sheer brazen cowardice of it all. Were they going to keep up the charade until it came time to ask her to be the Maid of Honour at their wedding?

Ilonka was a wreck. She’d keep it together all day, every day at work, but as soon as she got back into the room she would just lie on her bed, crying inconsolably for hours, until she eventually, mercifully, fell asleep. If she wasn’t weeping, she was sitting on the window sill, where she had pried the window open, and was smoking her favourite clove cigarettes in flagrant disregard of our dorm’s no smoking policy, and my (fabricated) assertions that I was an asthmatic. She’d hold her cigarette in one hand and her mobile phone in the other, and yell obscenities in Hungarian to whoever was on the other end, in between puffs. I don’t speak a lick of Hungarian, but you can always tell an obscenity, no matter the language. It’s about the force behind the delivery. The venom behind the words.

The hostel had been chosen for its location, just off the Ku'damm, not for its internal décor or sterling customer service record. Which is just as well, because I’d been in cancer wards with more cheer; the grey-speckled institutional style walls hinting at the building’s previous life as an insane asylum perhaps, or at the very least a reform school. My polite request to move to a different room had been met with a coolly raised eyebrow, and an unconvincing promise that they’d see what they could do.

It wasn’t exactly what I had in mind for my first foray into the world of international travel. But it certainly made for interesting anecdotes for my emails sent back home.

I’d say things were going much better for me outside of the hostel, but that was a matter of some debate.

A few months back, embittered by my slow slide from promising Journalism student to person-who-straightens-cans-of-baby-food-in-a-budget-department-store-for-a-living, I’d stayed up until four in the morning one night, researching methods of escaping the monotonous retail hell that my life had become.

My unlikely salvation was with a company that would pay for me to fly to Germany to work as an Au Pair for a year. They’d even put me up in Berlin for a month, so I could brush up on the language, before they dispatched me to the family they would pair me with. All of those weekend evenings spent wrangling my neighbour’s kids to bed when I was sixteen had suddenly come in handy, and I had signed on the dotted line.

Of course, when I say “brush up on the language”, I mean learn from scratch. Of course. German had never been an elective at high school. I’d learnt Italian, although that data had almost been completely rewritten in my mind, replaced with an intricate knowledge of song lyrics by a particular favourite band of mine, who specialised in what my friend Jack liked to call “Sad Bastard Music.”

The total sum of my German language proficiency before my departure had been restricted to numbers one through ten, hello, good bye, thank you, and handful of random phrases one picks up after a lifetime of watching World War Two dramas, none of which were suitable for polite company. My knowledge of German culture was mostly restricted to a general appreciation for Daniel Brühl’s face, and a vague recollection of having read Faust when I was fourteen.

It was not until I took a seat on the first day of classes, that I realised what a grave mistake I had made. There was no way I would be able to wrangle children, even relatively small, uncomplicated ones, in four weeks time, with absolutely zero grasp on the language. It was impossible. Unfathomable.

Our teacher was a jovial fellow called Hans-Peter. He had the kind of white bushy moustache and knitted jumpers which made him look rather like a benevolent tug-boat captain, and kind eyes that encouraged students to take risks where they might otherwise have kept silent. He was a good teacher. I could tell. But there was no way in hell he was going to make me semi-fluent within a month.

Every classroom in the language school was named after a particular river in Germany. Our classroom, Donau, which I later discovered was the German word for the Danube, was right at the top of three dizzyingly uneven flights of stairs, in a converted attic where every inch of wall space was dedicated to laminated charts depicting a different German verb, and its various forms. It also had a broken radiator, which Hans-Peter would kick good-naturedly every morning when it failed to break the chill, before instructing us to keep our gloves on.

That’s the first useful German phrase I learn.

“Handschuhe auf!“ Gloves on.

The second:

“Jacken auf!“ Jackets on.

I’d always had a natural talent for scholastic endeavours. Which is to say, I’d really crashed and burned at university when I’d gotten through twelve years of schooling without really trying too hard, to find I actually had no idea how to study. But I’d always managed to scrape by on natural ability. I had no natural ability when it came to German. I was a babe in the woods. And I definitely needed to study.

Being in a foreign country where you don’t speak the language is a little like being a newborn lamb. You stumble a lot, and you’re vulnerable as hell, but everyone finds you pretty damn adorable anyway, for the most part. But for someone who has always been really good at things, it is the ultimate exercise in humility. Suddenly, you’re unable to do even the most simplest of things. Order a coffee. Ask for directions. Make an effusive apology to the angry looking guy you bump into on the train.

It had taken me five whole days to work up the necessary courage to approach even a McDonalds counter. I practiced the order in my head, as I waited in line.

“Ein Happy Meal, bitte.” One Happy Meal, please.

I didn’t think even I could fuck that up. I tried to anticipate what questions they would ask me, in which order. Would I like a toy? Would I like ketchup?

When they asked me if I wanted mayo or ketchup on my fries, the unexpected option made me answer in the affirmative, without specifying which I preferred, pissing off the harried-looking girl behind the counter in the process. I could feel my cheeks flush with embarrassment, and I backed away from the counter, waving my hands and butchering an apology in my pidgin German.

I never went back to that McDonalds.

Like a diamond in the rough, I found a T-Mobile payphone on my way back to the hostel and I fed about ten euro in change into the machine until it finally connected me to Jack’s mobile. It rang out, and went to voicemail, and instead of leaving a message, I hung up the receiver, and burst into angry, embarrassed tears. I didn’t get any change back, either.

Wiping my face clean with the sleeve of my coat, I hurried back to the hostel, before I could make an idiot of myself in some new way. Still hungry, I raided the vending machine in the lobby, and sat on my bed eating out-of-date chips until Ilonka had returned. She took one look at my tear-stained face and unsatisfying dinner and bundled me into my coat and took me out to an Irish Pub around the corner for a pint of Guinness and something called a Blarney Burger.

“It will not always be so,” she reminds me sagely, as she steals a chip from my plate. And for a little while there, Ilonka is my hero. When I grow up I want to be just like her. We sing Cranberries songs together, and make the acquaintance of some chipper blokes from County Clare who are, of course, enamoured with Ilonka’s ethereal Eastern European beauty, and keep us plied with enough black stuff that I quite forget about the dizzying regret that has been eating me away inside for days.

But later that night, the weeping starts again, and it chips away, slowly but steadily, at my newfound regard for her. I get up for class early the next morning, head still throbbing from the previous night’s excesses, and leave her a note on her bedside table.

“It will not always be so.”

Public Health Experts Worry About Boom-Bust Cycle of Support

Congress has poured tens of billions of dollars into state and local public health departments in response to the covid-19 pandemic, paying for masks, contact tracers and education campaigns to persuade people to get vaccinated.

Public health officials who have juggled bare-bones budgets for years are happy to have the additional money. Yet they worry it will soon dry up as the pandemic recedes, continuing a boom-bust funding cycle that has plagued the U.S. public health system for decades. If budgets are slashed again, they warn, that could leave the nation where it was before covid: unprepared for a health crisis.

“We need funds that we can depend on year after year,” said Dr. Mysheika Roberts, the health commissioner of Columbus, Ohio.

When Roberts started in Columbus in 2006, an emergency preparedness grant paid for more than 20 staffers. By the time the coronavirus pandemic hit, it paid for about 10. Relief money that came through last year helped the department staff up its covid response teams. While the funding has helped the city cope with the immediate crisis, Roberts wonders if history will repeat itself.

After the pandemic is over, public health officials across the U.S. fear, they’ll be back to scraping together money from a patchwork of sources to provide basic services to their communities — much like after 9/11, SARS and Ebola.

When the mosquito-borne Zika virus tore through South America in 2016, causing serious birth defects in newborn babies, members of Congress couldn’t agree how, and how much, to spend in the U.S. for prevention efforts, such as education and mosquito abatement. The Centers for Disease Control and Prevention took money from its Ebola efforts, and from state and local health department funding, to pay for the initial Zika response. Congress eventually allocated $1.1 billion for Zika, but by then mosquito season had passed in much of the U.S.

“Something happens, we throw a ton of money at it, and then in a year or two we go back to our shrunken budgets and we can’t do the minimum things we have to do day in and day out, let alone be prepared for the next emergency,” said Chrissie Juliano, executive director of the Big Cities Health Coalition, which represents leaders of more than two dozen public health departments.

Funding for Public Health Emergency Preparedness, which pays for emergency capabilities for state and local health departments, dropped by about half between the 2003 and 2021 fiscal years, accounting for inflation, according to Trust for America’s Health, a public health research and advocacy organization.

Even the federal Prevention and Public Health Fund, established with the Affordable Care Act to provide $2 billion a year for public health, was raided for cash over the past decade. If the money hadn’t been touched, eventually local and state health departments would have gotten an additional $12.4 billion.

Several lawmakers, led by Democratic U.S. Sen. Patty Murray of Washington, are looking to end the boom-bust cycle with legislation that would eventually provide $4.5 billion annually in core public health funding. Health departments carry out essential government functions — such as managing water safety, issuing death certificates, tracking sexually transmitted diseases and preparing for infectious outbreaks.

Spending for state public health departments dropped by 16% per capita from 2010 to 2019, and spending for local health departments fell by 18%, KHN and The Associated Press found in a July investigation. At least 38,000 public health jobs were lost at the state and local level between the 2008 recession and 2019. Today, many public health workers are hired on a temporary or part-time basis. Some are paid so poorly they qualify for public aid. Those factors reduce departments’ ability to retain people with expertise.

Compounding those losses, the pandemic has prompted an exodus of public health officials because of harassment, political pressure and exhaustion. A yearlong analysis by the AP and KHN found at least 248 leaders of state and local health departments resigned, retired or were fired between April 1, 2020, and March 31, 2021. Nearly 1 in 6 Americans lost a local public health leader during the pandemic. Experts say it is the largest exodus of public health leaders in American history.

In Ohio, the computer system used to report cases to the state predates the invention of the iPhone. State officials had said for years they wanted to upgrade it, but they lacked the money and political will. Many departments across the country have relied on fax machines to report covid cases.

During the pandemic, Ohio’s state auditor found that nearly 96% of local health departments it surveyed had problems with the state’s disease reporting system. Roberts said workers interviewing patients had to navigate several pages of questions, a major burden when handling 500 cases daily.

The system was so outdated that some information could be entered only in a non-searchable comment box, and officials struggled to pull data from the system to report to the public — such as how many people who tested positive had attended a Black Lives Matter rally, which last summer was a key question for people trying to understand whether protests contributed to the virus’s spread.

Ohio is working on a new system, but Roberts worries that, without a dependable budget, the state won’t be able to keep that one up to date either. 

“You’re going to need to upgrade that,” Roberts said. “And you're going to need dollars to support that.”

In Washington, the public health director for Seattle and King County, Patty Hayes, said she is asked all the time why there isn’t a single, central place to register for a vaccine appointment. The answer comes down to money: Years of underfunding left departments across the state with antiquated computer systems that were not up to the task when covid hit.

Hayes recalls a time when her department would conduct mass vaccination drills, but that system was dismantled when the money dried up after the specter of 9/11 faded.

Roughly six years ago, an analysis found that her department was about $25 million short of what it needed annually for core public health work. Hayes said the past year has shown that’s an underestimate. For example, climate change is prompting more public health concerns, such as the effect on residents when wildfire smoke engulfed much of the Pacific Northwest in September.

Public health officials in some areas may struggle to make the case for more stable funding because a large swath of the public has questioned — and often been openly hostile toward — the mask mandates and business restrictions that public health officials have imposed through the pandemic.

In Missouri, some county commissioners who were frustrated at public health restrictions withheld money from the departments.

In Knox County, Tennessee, Mayor Glenn Jacobs narrated a video posted in the fall that showed a photo of health officials after referencing “sinister forces.” Later, someone spray-painted “DEATH” on the department office building. The Board of Health was stripped of its powers in March and given an advisory role. A spokesperson for the mayor’s office declined to comment on the video.

“This is going to change the position of public health and what we can and cannot do across the country,” said Dr. Martha Buchanan, the head of the health department. “I know it’s going to change it here.”

A KHN and AP investigation in December found at least 24 states were crafting legislation that would limit or remove public health powers.

Back in Seattle, locally based companies have pitched in money and staff members for vaccine sites. Microsoft is hosting one location, while Starbucks offered customer service expertise to help design the sites. Hayes is grateful, but she wonders why a critical government function didn’t have the resources it needed during a pandemic.

If public health had been getting dependable funding, her staff could have been working more effectively with the data and preparing for emerging threats in the state where the first U.S. covid case was confirmed.

“They'll look back at this response to the pandemic in this country as a great example of a failure of a country to prioritize the health of its citizens, because it didn't commit to public health,” she said. “That will be part of the story.”

“We need funds that we can depend on year after year,” said Dr. Mysheika Roberts, the health commissioner of Columbus, Ohio.

When Roberts started in Columbus in 2006, an emergency preparedness grant paid for more than 20 staffers. By the time the coronavirus pandemic hit, it paid for about 10. Relief money that came through last year helped the department staff up its covid response teams. While the funding has helped the city cope with the immediate crisis, Roberts wonders if history will repeat itself.

After the pandemic is over, public health officials across the U.S. fear, they’ll be back to scraping together money from a patchwork of sources to provide basic services to their communities — much like after 9/11, SARS and Ebola.

The Youngest Child Separated From His Family at the Border Was 4 Months Old

Baby Constantin spent five months of his first year in a foster home. His family got a painful look at America’s experiment with family separation as an immigration policy.

KALAMAZOO, Mich. — The text messages were coming in all day and night with only two data points: Gender and age. With each one that arrived, the on-call caseworker at Bethany Christian Services in Michigan had 15 minutes to find a foster home for another child who was en route from the border. On a brisk winter day in February 2018, Alma Acevedo got a message that caught her breath: “4 months. Boy.”

Since the summer of 2017, the 24-year-old social worker had been seeing a mysterious wave of children arriving from the border, most of them from Central America. Those who were old enough to talk said they had been separated from their parents. “The kids were just inconsolable, they’d be like, ‘Where’s my mommy? Where’s my daddy?’” Ms. Acevedo said. “And it was just constant crying after that.”

None of them had been this young, and few had come this far. When he arrived at her office after midnight, transported by two contract workers, the infant was striking, with long, curled eyelashes framing his deep brown eyes. His legs and arms were chubby, seeming to indicate that he had been cared for by someone. So why was he in Michigan?

Ms. Acevedo went to her computer and pulled up the only document that might help answer that question, a birth certificate from Romania naming the baby, Constantin Mutu, and his parents, Vasile and Florentina. She searched a federal Immigration and Customs Enforcement agency database that showed the baby’s father was in federal custody in Pearsall, Tex.

Constantin was ultimately the youngest of thousands of children taken from their parents under a policy that was meant to deter families hoping to immigrate to the United States. It began nearly a year before the administration would acknowledge it publicly in May 2018, and the total number of those affected is still unknown. The government still has not told the Mutus why their son was taken from them, and officials from the Department of Homeland Security declined to comment for this story.

In Constantin’s case, it would be months before his parents saw him again. Before then, his father would be sent for psychiatric evaluation in a Texas immigration detention center because he couldn’t stop crying; his mother would be hospitalized with hypertension from stress. Constantin would become attached to a middle-class American family, having spent the majority of his life in their tri-level house on a tree-lined street in rural Michigan, and then be sent home. 

Now more than a year and a half old, the baby still can’t walk on his own, and has not spoken.

Though the vast majority of families streaming across the border from Mexico in recent months have come from Central America, running from poverty, drought and violence, the Mutus came from much further away — Romania, where a small but steady number of asylum seekers fleeing ethnic persecution have for years made their way to the United States.

As children growing up in their small hillside village, Vasile and Florentina Mutu helped their parents beg for money for food. They are members of the Roma minority group, which originated in India. In Romania, the Roma were enslaved for more than 500 years. Violent attacks against them persist throughout Europe. Exclusion from schools, jobs and social services is commonplace, and human rights groups have documented the practice of forced sterilizations.

A decade or so ago, as the Mutus recall, the first Roma family from their village announced that they were leaving for the United States. Word made its way back that the family had found great success — their children learned to speak perfect English, and they had become rich, though it wasn’t clear how. Over the years, more than a dozen other families followed, including Florentina’s older brother, who left a few years ago with his wife and three children. He had posted pictures on Facebook of palm trees, luxury car dealerships and American cash.

By the time their fifth child was born, the Mutus had settled into a system where they raised money elsewhere in Europe, begging and doing menial work, then came back for a few weeks at a time to Romania, where the money stretched further. They had occasional run-ins with police. Once, Mr. Mutu said, he was arrested for stealing cable from a construction site.

Extended family lives nearby and often gathers for meals.

The family makes finely honed brooms and axes out of wood, a trade passed down through generations of their ancestors.

Though most of their children had been born at home, Constantin had to be delivered by C-section. Vasile sold two pigs and a cow to pay a doctor to do the procedure. In a haze of pain while she was in labor, Florentina signed documents that she couldn’t read. When she returned to the hospital for an appointment to check on her recovery, a hospital employee told her that the doctor had also performed a tubal ligation. She and her husband had planned to have more children, as is traditional in their culture. They were devastated.

Soon after, in between middle-of-the-night feedings of Constantin and while the rest of their children slept, Vasile and Florentina formed a plan: They would try to seek asylum in the United States with their two youngest children and send for the others when they were settled.

Within weeks, the Mutus had sold their home to pay a man who would arrange to get them into America through Mexico. Florentina packed a suitcase with diapers, a change of clothes for each of them, holy oil and dried basil — a Romanian good luck charm. On the plane, Constantin started to run a fever. 

Mexico City was a whirl of chaos and noise. They couldn’t understand the voices or signs in Spanish. Beggars banged on the window to their taxi to ask for money; though they had done the same themselves in Europe, it somehow seemed scarier. They met a smuggler who led them to a crowded bus headed for the border.

The Mutus found seats out of sight from one another, and for the next several hours, took turns caring for Nicolas, their 4-year-old, and Constantin, who was getting warmer. As they approached the border, they got off at a stop and split up to look for medicine. Mr. Mutu had settled into the last leg of the journey on the bus when Constantin started crying on his lap. Mr. Mutu stood up, shimmying toward the back of the bus to get a bottle.He spotted the seats where his wife and son had been sitting, which were now empty.

Mr. Mutu looked around frantically and pulled out his phone to call his wife, but both of them had drained their minutes by making calls back to Romania to check in with their other children. Unsure of what else to do, he paid a cabdriver to take him and Constantin to the foot bridge into the United States, thinking that he could call his wife when they reached the other side. It was dark outside when he reached an immigration officer stationed outside the American border. He told the officer that he wanted political asylum and was taken in to be interviewed with the help of an interpreter on the phone. Mr. Mutu explained that he had lost his wife and son, and that they were fleeing persecution in Romania.

A handful of officers entered the room. They took Constantin, placed him on a chair, and shackled Mr. Mutu’s hands and feet.

“The police wiped the floor with me,” he said through a translator, explaining that he was dragged out of the room while Constantin stayed behind with some of the officers. “I started crying because I didn’t know what to do,” he said. “I couldn’t speak English. I told them, ‘I don’t understand. Why?’”

Florentina Mutu was still at the bus stop with Nicolas, crying on a bench since she had discovered that the bus had pulled away without her, when she got a call from her mother. Border officials had reached her in Romania and explained that she would also be arrested if she crossed the border. The relatives quickly scraped together money to get them home.

Constantin was placed with a foster family in Michigan while Ms. Acevedo worked to connect with his parents. She got a phone number for his mother in Romania and made a video call during what was the middle of the night there. A disheveled woman answered, sitting in darkness, looking like she had just been woken up. She spoke frantically, but Ms. Acevedo couldn’t understand, so she pulled up Google Translate on her computer and typed a message about Constantin in English, which she then played in Romanian.

Florentina Mutu started to sob. She repeated her full maiden name, which was listed on Constantin’s birth certificate, over and over. “She said it like 20 times,” Ms. Acevedo said “She said, ‘Florentina Ramona Patu,’ and I said ‘Yes, yes, yes.’ I just wanted her to know that he was somewhere. He wasn’t lost or disappeared or something. I wanted her to know that he was with people.”

Ms. Acevedo started making weekly video calls between Constantin and his mother, propping the baby up on the couch. Ms. Mutu would mostly cry as she spoke desperately to him in Romanian.

Vasile Mutu, still in detention, sank deeper into depression. He couldn’t sleep and refused most of the food that he was offered. Occasionally he was handed documents in English or Spanish, which he couldn’t read. He cried so much that his cell mates started beating him to make him be quiet. He thought about committing suicide. “No one was telling me anything. They kept telling me to wait and wait.”

Two months into his detention, an immigration officer came to Mr. Mutu with an offer. As he understood it, if he gave up his claim for asylum, he would be deported back to Romania with Constantin. He agreed, and on June 3, 2018, he was released from his cell and loaded into a van.

He looked everywhere for Constantin and asked the officers where his son was, but was not given a clear answer. At the airport, he refused to board without the baby. The immigration officers, he said, told him that Constantin would be handed to him once he had taken his seat. But the plane lifted off and the baby never came.

When Mr. Mutu arrived home, it felt more like walking into a funeral than a celebration.

While the months dragged on waiting for his day in immigration court, Constantin settled into a routine with his foster family, in their comfortable brick house on a hilly road in rural Michigan. The family, which had started fostering immigrant children a year earlier after a life-changing experience doing missionary work in Ethiopia, asked not to be identified in this story because it would violate the terms of their contract with the federal government. Their three daughters immediately became enamored with Constantin and would argue over who could pull him out of his crib when he woke up from a nap.

The baby’s foster mother meticulously documented his developments for Ms. Mutu, keeping in mind how hard it would be to miss moments like when he first scooted across the living room floor or developed the belly laugh that shook his whole body. “He would do new sounds or something, and they only do it for a short amount of time, and so you want his mom to be able to hear that,” she said. “And she always wondered if he had teeth yet, and so when he would smile, you could see. So I just wanted her to see that.”

She poured herself into caring for Constantin while she struggled to fathom how he had come into their home. “I can’t imagine being the person who grabs a hold of a child and takes them. I don’t know where you have to go in yourself to be able to do that job,” she said. “If we were in that situation, I would want someone to take care of my child. I would want them in a home, in a bed. I would want someone asking them, ‘What snack do you want before you go to bed at night? Do you want a pink toothbrush or a green toothbrush?’” she said. “Or rocking them in the middle of the night, helping them go back to bed when they have bad dreams.”

Constantin was still in diapers when he appeared in federal immigration court in Detroit, four months to the day after he had arrived in Michigan, on June 14, 2018. During the five-minute proceeding, he babbled on his foster mother’s lap as she sat on the defendant’s bench. His pro bono legal representative requested that he be returned to Romania as soon as possible at government expense.

A lawyer for the Department of Homeland Security argued against the request, stating that as an “arriving alien,” Constantin was not eligible for such help. The judge quickly ruled against her, questioning the idea “that the respondent should be responsible for making his own way back to Romania as an 8-month-old.” The judge granted the request made on behalf of Constantin, giving the government three months to either appeal or send him home.

By the time Constantin’s travel plans were booked for July — a few weeks after President Trump, facing a wave of public outrage, had rescinded the family separation policy — he was 9 months old and had spent the majority of his life in the custody of the United States government.

Florentina and Vasile Mutu didn’t sleep the night before the reunion. They were standing at baggage claim at the airport in Bucharest when they finally spotted Constantin, hours behind schedule, bobbing toward them in his foster mother’s arms. She handed the baby to his mother, but he screamed and reached back in the other direction, his face crumpling into a knot of terror.

The Mutus had to stop several times on their way home to console Constantin, who bucked and wailed to the point of hyperventilation. For weeks afterward, his mother struggled to get him to eat or sleep and exchanged text messages with his foster mother, who offered advice on how he liked to be cuddled and fed. In the suitcase she had packed, she included $200 in cash — the daily allowance that Bethany Christian Services’s foster children receive — along with clothes, pacifiers, toys and books that Constantin liked, and his favorite blue-and-green striped blanket.

Florentina Mutu struggled with conflicting feelings of gratefulness and guilt. “He’s been spoiled,” she said. “He lived comfortably there, in a decent house. Not like we live here.”

The Mutus, who are pursuing a claim for damages against the United States, are back in the village where they grew up, crammed temporarily into a small house they share with another family — one bathroom with no shower shared among 11 people. They bathe with cups of water warmed on the stove and keep their clothes in an attic, climbing a rickety ladder every few days in order to change them.

Constantin has acclimated slowly. He’s sensitive to loud noises, and crowds make him cry, which is a problem, says his mother, because both are part of Roma culture. “He is not the same as he would be if we had raised him,” she said.

At 18 months old, he still can’t walk without holding onto someone’s hand. He babbles and squeals, but as far as words go, she said, “He says absolutely nothing.”

After Constantin’s return to Romania, his foster parents took two months off from fostering to adjust to him being gone. Ms. Acevedo quit her job after all of the separated children on her caseload were reunited with their parents. “I just couldn’t get over it,” she said. “So if I couldn’t get over it, imagine the kids.”

The Mutu family has returned to traveling through Europe to earn enough money to buy a new home. In the last few months, they have lived in a trailer and picked produce in Sicily, and gone to Ukraine and Poland to rummage for secondhand clothing that they can resell — Constantin and his siblings always in tow.

Both of the parents still dream out loud about returning to the United States. “I’d have to get to Canada,” Mr. Mutu said recently. ”From Canada, I could take a taxi to America, and pay seven or eight or ten thousand dollars to prepare the documents that I would need.”

Ms. Mutu’s brother, who has since returned from Florida, said he thinks they are deluded. He hated the United States, he said; it was full of struggling immigrants and other poor people. By then, he had admitted to them that he had ended up in a cramped, three-bedroom apartment shared with several other families, struggling to make the rent. The only food he could afford to eat, he said, was worse than what they had in Romania. “The laws are very strict there,” he said. “You can’t even beg there.”

“That’s not true,” Vasile Mutu shot back at the idea later. He had grown up looking at Americans — on television and now on social media — and saw their privilege not only in the way they dressed, but also how they moved and spoke, and in their expressions. The only poor people in America he saw were the ones who were detained with him at the border, hoping to get in.

Public Health Experts Worry About Boom-Bust Cycle of Support

Congress has poured tens of billions of dollars into state and local public health departments in response to the covid-19 pandemic, paying for masks, contact tracers and education campaigns to persuade people to get vaccinated.

Public health officials who have juggled bare-bones budgets for years are happy to have the additional money. Yet they worry it will soon dry up as the pandemic recedes, continuing a boom-bust funding cycle that has plagued the U.S. public health system for decades. If budgets are slashed again, they warn, that could leave the nation where it was before covid: unprepared for a health crisis.

“We need funds that we can depend on year after year,” said Dr. Mysheika Roberts, the health commissioner of Columbus, Ohio.

When Roberts started in Columbus in 2006, an emergency preparedness grant paid for more than 20 staffers. By the time the coronavirus pandemic hit, it paid for about 10. Relief money that came through last year helped the department staff up its covid response teams. While the funding has helped the city cope with the immediate crisis, Roberts wonders if history will repeat itself.

After the pandemic is over, public health officials across the U.S. fear, they’ll be back to scraping together money from a patchwork of sources to provide basic services to their communities — much like after 9/11, SARS and Ebola.

When the mosquito-borne Zika virus tore through South America in 2016, causing serious birth defects in newborn babies, members of Congress couldn’t agree how, and how much, to spend in the U.S. for prevention efforts, such as education and mosquito abatement. The Centers for Disease Control and Prevention took money from its Ebola efforts, and from state and local health department funding, to pay for the initial Zika response. Congress eventually allocated $1.1 billion for Zika, but by then mosquito season had passed in much of the U.S.

“Something happens, we throw a ton of money at it, and then in a year or two we go back to our shrunken budgets and we can’t do the minimum things we have to do day in and day out, let alone be prepared for the next emergency,” said Chrissie Juliano, executive director of the Big Cities Health Coalition, which represents leaders of more than two dozen public health departments.

Funding for Public Health Emergency Preparedness, which pays for emergency capabilities for state and local health departments, dropped by about half between the 2003 and 2021 fiscal years, accounting for inflation, according to Trust for America’s Health, a public health research and advocacy organization.

Even the federal Prevention and Public Health Fund, established with the Affordable Care Act to provide $2 billion a year for public health, was raided for cash over the past decade. If the money hadn’t been touched, eventually local and state health departments would have gotten an additional $12.4 billion.

Several lawmakers, led by Democratic U.S. Sen. Patty Murray of Washington, are looking to end the boom-bust cycle with legislation that would eventually provide $4.5 billion annually in core public health funding. Health departments carry out essential government functions — such as managing water safety, issuing death certificates, tracking sexually transmitted diseases and preparing for infectious outbreaks.

Spending for state public health departments dropped by 16% per capita from 2010 to 2019, and spending for local health departments fell by 18%, KHN and The Associated Press found in a July investigation. At least 38,000 public health jobs were lost at the state and local level between the 2008 recession and 2019. Today, many public health workers are hired on a temporary or part-time basis. Some are paid so poorly they qualify for public aid. Those factors reduce departments’ ability to retain people with expertise.

Compounding those losses, the pandemic has prompted an exodus of public health officials because of harassment, political pressure and exhaustion. A yearlong analysis by the AP and KHN found at least 248 leaders of state and local health departments resigned, retired or were fired between April 1, 2020, and March 31, 2021. Nearly 1 in 6 Americans lost a local public health leader during the pandemic. Experts say it is the largest exodus of public health leaders in American history.

Brian Castrucci, CEO of the de Beaumont Foundation, which advocates for public health, calls Congress’ giant influx of cash in response to the crisis “wallpaper and drapes” because it doesn’t restore public health’s crumbling foundation.

“I worry at the end of this we’re going to hire up a bunch of contact tracers — and then lay them off soon thereafter,” Castrucci said. “We are continuing to kind of go from disaster to disaster without ever talking about the actual infrastructure.”

Castrucci and others say dependable money is needed for high-skill professionals, such as epidemiologists — data-driven disease detectives — and for technology upgrades that would help track outbreaks and get information to the public.

In Ohio, the computer system used to report cases to the state predates the invention of the iPhone. State officials had said for years they wanted to upgrade it, but they lacked the money and political will. Many departments across the country have relied on fax machines to report covid cases.

During the pandemic, Ohio’s state auditor found that nearly 96% of local health departments it surveyed had problems with the state’s disease reporting system. Roberts said workers interviewing patients had to navigate several pages of questions, a major burden when handling 500 cases daily.

The system was so outdated that some information could be entered only in a non-searchable comment box, and officials struggled to pull data from the system to report to the public — such as how many people who tested positive had attended a Black Lives Matter rally, which last summer was a key question for people trying to understand whether protests contributed to the virus’s spread.

Ohio is working on a new system, but Roberts worries that, without a dependable budget, the state won’t be able to keep that one up to date either. 

“You’re going to need to upgrade that,” Roberts said. “And you're going to need dollars to support that.”

In Washington, the public health director for Seattle and King County, Patty Hayes, said she is asked all the time why there isn’t a single, central place to register for a vaccine appointment. The answer comes down to money: Years of underfunding left departments across the state with antiquated computer systems that were not up to the task when covid hit.

Hayes recalls a time when her department would conduct mass vaccination drills, but that system was dismantled when the money dried up after the specter of 9/11 faded.

Roughly six years ago, an analysis found that her department was about $25 million short of what it needed annually for core public health work. Hayes said the past year has shown that’s an underestimate. For example, climate change is prompting more public health concerns, such as the effect on residents when wildfire smoke engulfed much of the Pacific Northwest in September.

Public health officials in some areas may struggle to make the case for more stable funding because a large swath of the public has questioned — and often been openly hostile toward — the mask mandates and business restrictions that public health officials have imposed through the pandemic.

In Missouri, some county commissioners who were frustrated at public health restrictions withheld money from the departments.

In Knox County, Tennessee, Mayor Glenn Jacobs narrated a video posted in the fall that showed a photo of health officials after referencing “sinister forces.” Later, someone spray-painted “DEATH” on the department office building. The Board of Health was stripped of its powers in March and given an advisory role. A spokesperson for the mayor’s office declined to comment on the video.

“This is going to change the position of public health and what we can and cannot do across the country,” said Dr. Martha Buchanan, the head of the health department. “I know it’s going to change it here.”

A KHN and AP investigation in December found at least 24 states were crafting legislation that would limit or remove public health powers.

Back in Seattle, locally based companies have pitched in money and staff members for vaccine sites. Microsoft is hosting one location, while Starbucks offered customer service expertise to help design the sites. Hayes is grateful, but she wonders why a critical government function didn’t have the resources it needed during a pandemic.

If public health had been getting dependable funding, her staff could have been working more effectively with the data and preparing for emerging threats in the state where the first U.S. covid case was confirmed.

“They'll look back at this response to the pandemic in this country as a great example of a failure of a country to prioritize the health of its citizens, because it didn't commit to public health,” she said. “That will be part of the story.”

School Bus Missed Exit, Made U-Turn in Deadly NJ Crash: Sources

Multiple sources tell NBC 4 New York that video from a Department of Transportation camera shows the school bus filled with fifth-graders in Thursday's deadly wreck in New Jersey making a sudden U-turn in a median.

The development comes as investigators probe the cause of the crash, which killed one student and a teacher after the full-size school bus collided with a dump truck on Route 80 near exit 25 in Mount Olive Township.

The bus, which was carrying 38 students and seven adults from East Brook Middle School in Paramus, was heading to a class field trip to Waterloo Village, a historic site in Stanhope. The student and teacher who were killed have not yet been identified. The rest of the people on board were injured, some critically. 

There were three school buses taking students from the same school on the field trip, sources said. Of the three buses, one missed the exit, video shows. When the driver realized this, he apparently saw a designated U-turn area for emergency vehicles ahead -- and cut across lanes of traffic to try to make the U-turn.

An 11-year-old boy sitting in the fourth row of the bus told News 4 New York, "I heard like a scraping noise and then the bus tilted over, and a lot of people were screaming."

Photos obtained by News 4 show the heavily damaged bus on its side in the median, surrounded by dozens of emergency and law enforcement vehicles. The front of it was barely recognizable, a mangled chunk of broken-apart machinery spread from the highway shoulder lane through the guardrail and into the grassy median, where police and first responders are seen tending to stunned children.

The undercarriage, the bus wheels still attached, lay perpendicular to the overturned bus, stretching out over multiple lanes of the highway.

Students on the other two buses taking part in the trip were told they had to leave 10 minutes after arriving because of a storm, and only learned of the accident when they arrived back at school. They were then reunited with their families. 

All school trips for the rest of the year were canceled. School leaders decided not to cancel classes on Friday, saying the student body should be together to grieve. 

Students at East Brook Middle School, a public school serving roughly 650 students in grades 5 through 8, were picked up early from school — they found out about the accident when other students were crying in the halls.

"We thought it was just a drill and people were joking around," student Alejandro Garcia said. "Stuff started coming in. We gathered around two students whose brothers were on that bus... It was just horrible what happened." 

The news of the deadly bus crash caused a chaotic scene inside the school as frantic parents rushed in to pick up their children.

No additional details on the children or any injuries were available. 

A man at the front desk of a company connected to a license plate on the dump truck said it's not clear what happened, but he did confirm the driver left the facility Thursday morning and got into the accident. It's not clear if that driver was injured. 

A team with the New Jersey Department of Health also responded.

The area of exit 25 on Route 80 where the crash happened was closed for the majority of the day. It wasn't until just before 9 p.m. when all lanes had reopened as cleanup crews loaded the mangled bus onto a flat-bed truck. 

Serious accidents are not uncommon in that stretch of the busy highway. From 2014-2016 there were more than 5,000 crashes on Route 80 in Morris County, resulting in 10 deaths and nearly 1,400 injuries, according to a News 4 I-Team analysis of state data.
