Bright, early mornings in the summer always brought a calming solace for Liam. As he jogged along the coastline of the private, secluded beach near the Capital, the sunshine and cool sea breeze invigorated him and allowed for clarity of thought; a guilty pleasure that he took for himself. Listening to calming music through his ear buds, and with the steady pace of his jog, his thoughts eventually turned to the conversation that he had had with his brother the previous evening. Liam shook his head, remembering with regret how the phone conversation quickly got heated...
‘Leo, are you trying to tell me that I need to give this woman, this stranger, the benefit of the doubt?”
All I am saying Liam, is that our father turned his back on his own daughter, on your sister, my half sister.
Oh, in that case you are trying to tell me that I am just like our father?!

Liam stopped abruptly, not realizing his calming jog had turned into a fast-paced run. He bent over, slowing down his breathing as he swept the sweat from his brow.
The sunshine glinted off the bows of the yachts docked at the marina just up ahead as he looked up. Chuckling to himself, he realized how far and fast he ran.
This argument had swiftly spiraled into a shouting match and ended with Liam curtly ending that conversation.
Shaking his head, he chastised himself, thinking that when he returned to the palace, he needed to call Leo to further explain his reasoning and to apologize for the conversation getting out of hand.
Of course, he was curious, and wanted answers from this woman, his ‘sister’. What he really needed was answers from his father.
Why did he not embrace his own flesh and blood? Why?
Why would he knowingly abandon his child?
Why keep this child away from him?
Was his father’s paranoia the reason?
These are missing pieces to this puzzle that confounded him. Should he give her the benefit of a doubt? Yes, he can. However, there are qualified Interpol Inspectors that are trained to vet situations like this.
His responsibility, no... his duty was to protect his queen and family at all costs. Which makes it a critical priority to keep this woman physically away from Cordonia’s borders.
Liam made a mental note to call back Olivia and Inspector Cossoy back to the capital, once Lena was secured in Lyon, France.
Picking up his jog again, he continued at a steady pace, changing his thoughts to the upcoming celebration ball being held at the palace on Saturday. Deciding to formally invite Amalas, he was sure that his brother would follow her back to Cordonia. That would be the perfect opportunity to extend an olive branch.
“Li, hold up.” Drake appeared walking on the dock, interrupting his thoughts.
“Hey, Drake, good morning.” Liam slowed to a stop, turning to greet his friend.
“Welcome back, how was your trip?” This being the first conversation that the friends had since their talk; Liam was curious about how his trip to the U.S. played out.
“Pretty good, all things considered.” Drake acknowledged.
“Delaney’s parents were very welcoming. Her older brother, not so much.”
“Oh, oh! That must have been uncomfortable, what did you do?” Liam joked, clapping Drake on the back.
“He was asking me more questions about my intentions than her father did.” Drake rolled his eyes, shaking his head.
“It made me wonder what Laney told him about me.”
“Why would she disparage you?”
Drake ran his hand down his face, sighing, “we had an argument just before we left the hotel to meet her family at the restaurant. She seems to think that I am afraid of commitment.”
Liam looked at his friend, “well, she may have a point there.”
“Not you too,” Drake complained. “I just like my space.”
“Yes, well, it sounds like she wants a future with you, Drake, and that means compromise.”
Groaning, “I get that, Li, it's just that.... Drake paused and exhaled loudly, closing his eyes.
Liam noticed the tells of Drake’s nervousness and stopped to look directly at his friend.
For whatever reason, Drake was having a rough time returning eye contact.
Without looking up, Drake reached into his backpack that was slung over his shoulder.
“I have something for you. It is an invitation for you and Riley.”
Surprised, Liam reached for the sealed envelope. “This? An invitation for what?
Drake, speaking very quietly, “well, I don’t want to spoil the surprise... But it is something incredibly special from Delaney and I.”
Liam’s eyes narrowed suspiciously, reading the look on Drake’s face as apprehensive.
“Delaney and I have come to an agreement.” Drake looked everywhere but did not return Liam’s questioning gaze.
“We have decided to set up roots, here, in Cordonia, as a couple.”
“Really? What happened to change her mind about moving back to Austin?”
“We came to a compromise.”
This piqued Liam’s curiosity. “What exactly did you agree to?”
“In your hand, Li, is a wedding invitation.” Drake revealed, his eyes not looking up from the ground.
“Well, well, well...this is, a surprise. Congratulations, my friend! Riley will be delighted to hear this.”
Still looking at the ground, Drake nodded, “thank you, Liam.”
Furrowing his brows, Liam looked at his friend in confusion, not saying a word.
“Watching you with Brooks, all these years.... I want that too.” Drake spoke hesitantly.
It wasn’t lost on Liam; the meaning behind those words. Knowing that Drake had feelings for Riley, once upon a time, that had sparked during his social season. Confessed feelings that still lingered for Drake, but feelings that were never returned by Riley.
“Pretending to be happy is pretty damn exhausting,” Drake confessed.

Royal Boutique, Cordonian Palace
Eleanor squealed, “mommy, look at all the pretty dresses! I want that one! Oh, oh, look at this one! Mommy, pleeease, may I have both?”
It was the Friday before the Celebration Ball at the Palace. Promising her daughter, the particularly important grown-up task of choosing her formal wear, Riley watched her little girl excitedly choose two dresses to try.
“Well, Ellie, since you can only wear one dress to the ball tomorrow, the other dress you can wear to the next event. Choose the one that you think fits the purpose of having this ball.”
Eleanor tapped her finger to her chin, debating her choice.
“You handled that situation perfectly, your majesty.” Riley’s personal assistant, Claire, whispered.
“Mommy, I have decided.”
Riley looked expectantly at her daughter.
“These dresses are wrong,” Eleanor answered. “These dresses aren’t blue.”
Claire grinned watching Riley’s reaction, as Ellie plucked the blue dress from the rack to try on, leaving the other selections behind.
Shaking her head with a smile, Riley resumed looking through the ball gowns in the boutique. It was time to find a gown that would fit her now rapidly changing body and her personal assistant suggested an A-line pastel yellow tulle ball gown with an embellished plunging neckline.
Gazing at her reflection in the full-length mirror she smiled as she felt flutters in her tummy. The twins were very active in their daily movements tucked securely inside her body.
“Claire, this is the one.” Riley called out to her assistant from the dressing room.
Hearing the dressing room door click behind her, Riley was delighted when she felt Liam’s strong arms wrap around her; clearly not Claire.
Riley closed her eyes, when she felt his lips kiss her ear.
“Mm mm... what did you do with my assistant?” Riley tittered.
“I sent her away. You have me to attend to your needs.” Liam responded, kissing down her neck.
“In that case, what do you think of this gown? Do you think the bodice is too revealing?”

Giggling, Riley playfully swatted his arm. “Liam, I am serious!”

The unmarked black SUV passed through the palace side gate as Alex and Olivia watched. Lena was being transported out of the country by Interpol today.

Alex overheard Leo's question for Olivia...

Olivia was well aware of the 'conversation' between the brothers.
Agreeing with Liam, Olivia was very vocal about her position to Leo after their conversation ended.
"Yes, Liv, I will go but I am going solo."
Olivia looked at Alex, raising her brow, and answering Leo.
"This will be an interesting evening,"

Par une ordonnance n° 2400606 du 31 janvier 2024, le président de la 1ère chambre de ce tribunal administratif a rejeté sa demande. Par un pourvoi sommaire et un mémoire complémentaire enregistrés les 4 juin et 4 septembre 2024 au secrétariat du contentieux du Conseil d’Etat, Mme Foisy demande au Conseil d’Etat : 1°) d’annuler cette ordonnance ; 2°) réglant l’affaire au fond, de faire droit à ses demandes de première instance ; 3°) de mettre à la charge de l’Etat la somme de 3 500 euros au titre de l’article L. 761-1 du code de justice administrative et 37 de la loi du 10 juillet 1991. Par une décision du 24 juillet 2024, le préfet de Loire-Atlantique a refusé de procéder à cet échange, au motif que la demande avait été présentée au-delà du délai d’un an imparti pour le solliciter. Mme Foisy se pourvoit en cassation contre l’ordonnance du 31 janvier 2024 par laquelle le président de la première chambre du tribunal administratif de Lyon, sur le fondement du 4° de l’article R. 122-12 du code de justice administrative, a rejeté son recours contre cette décision, ainsi que contre le rejet de son recours gracieux, en estimant celui-ci manifestement irrecevable. 2. Pour rejeter comme manifestement irrecevable la requête de Mme Foisy, le président de la première chambre du tribunal administratif de Lyon a estimé que celle-ci comportait uniquement des conclusions à fins d’injonction tendant à ce que le tribunal » réexamine sa demande d’échange de permis de conduire « . En statuant ainsi, alors qu’il ressortait clairement des écritures de Mme Foisy que sa requête tendait à obtenir l’annulation de la décision du préfet refusant l’échange de son permis qu’elle avait produite, sous l’application Télérecours, comme étant la décision attaquée, et que cette requête contenait d’ailleurs l’exposé d’éléments de fait et de droit mettant le juge à même de statuer sur la légalité de cette décision, l’auteur de l’ordonnance s’est mépris sur la portée des écritures de la requérante. Mme Foisy est, par suite, fondée, sans qu’il soit besoin d’examiner l’autre moyen du pourvoi, à demander l’annulation de l’ordonnance attaquée. 3. Mme Foisy a obtenu le bénéfice de l’aide juridictionnelle. Par suite, son avocat peut se prévaloir des dispositions des articles L. 761-1 du code de justice administrative et 37 de la loi du 10 juillet 1991. Il y a lieu, dans les circonstances de l’espèce, et sous réserve que la SCP Le Guerer, Bouniol-Brochier, avocat de Mme Foisy, renonce à percevoir la somme correspondant à la part contributive de l’Etat, de mettre à la charge de l’Etat une somme de 1 500 euros à verser à cette société. Des moustiques-tigres infectés par le virus de la dengue détectés pour la première fois en France hexagonale | INRAE

COMMUNIQUÉ DE PRESSE - La dengue – ou grippe tropicale – est la principale maladie virale liée aux moustiques et contre laquelle il n’existe pas de traitement spécifique. La prévention est donc essentielle. Bien qu’historiquement restreintes à la zone intertropicale, des infections humaines par le virus de la dengue sont détectées en France hexagonale depuis 2010. Des scientifiques INRAE, en collaboration avec l’université Claude Bernard Lyon 1, l’EPHE-PSL et le réseau MASCARA sont intervenus sur un foyer de cas de dengue détecté dans la Drôme en 2023.
Pour la première fois en France hexagonale, les chercheurs ont trouvé des moustiques infectés par le virus. Cette découverte est majeure car non seulement elle permet de confirmer l’espèce vectrice (ici le moustique-tigre), mais elle propose aussi un moyen innovant pour tracer le virus et suivre l’épidémiologie de la maladie facilement, rapidement et à moindre coût, par l’analyse des contenus des pièges à moustiques chez des citoyens vivant autour des cas détectés de la maladie.

"Le virus responsable de la dengue appartient au genre des Orthoflavivirus comme le virus zika ou le virus West-Nile. Alors que des infections humaines par le virus de la dengue sont détectées en France hexagonale depuis 2010, les données permettant d'identifier les espèces de moustiques impliquées et de tracer le virus font défaut. Soutenus par le réseau local MASCARA[1] regroupant notamment des agences de santé publique et des laboratoires de recherche, les chercheurs INRAE et leurs collègues ont analysé, à la fin de l'été 2023, des moustiques provenant de pièges privés au sein d'un quartier urbain français touché par un foyer de dengue.
Le foyer, dans la Drôme, comprenait 3 cas, dont 2 autochtones confirmés (par sérologie ou détection du virus), c’est-à-dire que les malades n’avaient pas voyagé dans une zone où la maladie est présente au cours des 15 derniers jours et avaient donc été contaminés sur le territoire français. Un 3e cas, identifié à proximité des deux premiers suite à l’enquête épidémiologique, a été classé comme importé. L’individu était revenu d'un récent séjour dans les îles françaises des Caraïbes avec des symptômes compatibles avec la dengue, mais celle-ci n'avait pas été diagnostiquée.
Des moustiques Aedes albopictus (moustique-tigre) piégés à moins de 100 m de la zone de résidence des personnes infectées contenaient le virus. Les données génétiques du virus provenant des moustiques collectés ont permis de relier cette souche virale aux souches responsables de l'épidémie de dengue de 2023-2024 ayant sévi dans les îles françaises des Caraïbes. Ceci suggère que les moustiques auraient transmis le virus à partir du cas importé vers les cas autochtones, provoquant le foyer d’infection.
Cette étude indique que le virus circule en France métropolitaine via les populations locales de moustique-tigre. Elle montre l'importance de mettre en place des plans de lutte individuelle et collective vis-à-vis de cette espèce[2], mais aussi de sensibiliser les professionnels de la santé aux maladies transmises par les moustiques. Enfin, elle souligne l'intérêt de la surveillance entomo-virologique, en particulier à travers l’utilisation des pièges à moustiques privés."

Undeniably, money is a large part of the game. And although it might not be their biggest priority (with that being playing together in a team they both feel comfortable in and will get the best out of them) it's still a necessity and even if it's more than they'd need to get buy its undeniably attractive and would also help give them a cushion for after their playing careers. The Civilians Announces Tenth Annual R&D Group
The Civilians will present the newest members of The R&D Group, marking the Group's 10th season, and The Civilians 20th Anniversary Season. The R&D Group is comprised of playwrights, composers, and directors who work together as a writing group for nine months to develop new plays and musicals. The season culminates in the Findings Series, a works-in-progress reading series anticipated taking place in June 2021. The artists were selected from a competitive application process. The open call received a record number of 268 applications, a 60% increase from last year.
The members of The Civilians' 2020-21 R&D Group are Galia Backal, Nana Dakin, Isabella Dawis, Jacinth Greywoode, Jaime Lozano, Emily Lyon, AriDy Nox, Reynaldo Piniella, Tylie Shider, Tidtaya Sinutoke, Rachel Stevens, Ken Urban, and Noelle Viñas.
Led by R&D Program Director Ilana Becker, the artists share work as it develops, discuss their creative processes, and provide a community of support for one another. Each project develops according to its unique methods of creative inquiry, offering new approaches to the idea of "investigative theater." Methods may include interviews, community engagement, research, or other experimental methods of inquiry. The artists will meet twice a month, virtually.
"The sheer talent and curiosity we encountered in this year's applicants proved exceptionally heartening. This season's R&D Group artists, in particular, inspired us with their visionary and deeply personal approaches to questions that demand illumination," said Becker. Artistic Director Steve Cosson added, "I am overjoyed to mark the 10th Anniversary of The Civilians' R&D Group with these exceptional artists; I'm immensely excited as they embark on the process of developing these vital new projects."
Ken Urban's project, THE MODERATE, joins the group through The Civilians' new work development program; his play is commissioned by the EST/Sloan Project, developed by The Civilians, and will receive its first reading at EST. This season, Cosson and Becker will also hold two virtual roundtable sessions with Finalist Directors in order to better get to know their work, and to expand community.

SUNWATCHER

SUNWATCHER, a Noh-inspired musical, is the story of astronomer Hisako Koyama (1916-1997) - intertwined with the ancient Japanese myth of the sun goddess Amaterasu, in a retelling inspired by the structure of classical Noh theatre. Hisako was a woman with no formal scientific training - also a survivor of the 1945 US air raid of Tokyo, the deadliest bombing in history - who managed to rise to the stature of Galileo. She did so by drawing the sun in painstaking detail every day for 40 years, a landmark achievement for solar science. SUNWATCHER is a celebration of Hisako's extraordinary dedication to ordinary observation, reminding us how seemingly small acts can have an immense impact over time and space.

BLACK GIRL IN PARIS is a musical about one of the most famous and least known black women in the American historical canon: Sally Hemmings. It hones in on her years spent in Paris, a point in her life where she both had the most access to freedom ever afforded her and the beginnings of the relationship that would forever define her legacy. Black Girl in Paris seeks to explore the inherent contradictions of an enslaved young black woman held in bondage in a city where slavery has been outlawed, under a man widely considered to be one of the architects of one of the greatest articulations of the necessity of freedom in the western world. It also centers an ensemble cast of Ancestors who chide and guide Sally along her journey, interweaving fables and history to craft the nuanced world Sally is forced to grapple with. At the heart of this musical is the question "What does it mean to be free?", a question black Americans have been grappling with since the original kidnapping and enslavement of Africans for The American Project.

Tasked with escaping your neighborhood, you inevitably run across environmental hazards that impede your progress. Especially if you're Black, Indigenous or Latinx. Dissentary takes inspiration from the classic game The Oregon Trail and adds an environmental justice lens; your group can do one of two things - leave in pursuit of clean air, water and healthy food, or stay and defeat the corporations focused only on profits. Dissentary will both be a participatory theatrical piece as well as an accompanying card game that will allow people to play the game off-line themselves, thus giving access to people who normally don't have access to the arts.

Playwright Ken Urban and director Steve Cosson will interview scientists, researchers and policymakers in order to dramatize the hidden human cost of the internet and imagine a future when a free exchange of knowledge and information is possible again. This project is an EST/Alfred P. Sloan Science & Technology Project Commission.
EL CÓNDOR MÁGICO

El Cóndor Mágico examines the events of Operation Condor, the US-backed campaign of right-wing dictatorships and repressive regimes in South America throughout the 1970s-80s via oral history, research, and satire. It will also explore the American fascination with magical realism, a Latin American narrative tool rooted in history in a region where people have been known to "disappear," problems miraculously go away, and corruption can serve as a curtain behind which history does tricks. Research will unravel how the political imprisonment of over 400,000 people, varied intimidation/torture tactics taught by the US, and unknown thousands of "disappeared" people set a precedent for relations between the US and Latin America that haunt us today. With an eye on Operation Condor's long shadow and impressive wingspan, it asks: who is the magician behind the "magical realism" when it comes to the relationship between Latin America and the US?

E… D…, agissant en leur nom propre et en tant que représentants légaux de leur fils mineur A…, ont demandé au tribunal administratif de Clermont-Ferrand de condamner le centre hospitalier de Vichy (Allier) à leur verser, en réparation des préjudices que leur ont causés les conditions de la naissance A…, le 5 avril 2009, la somme de 1 583 344,48 euros ainsi qu’une rente trimestrielle de 7 113,60 euros et une rente mensuelle de 812,25 euros pour A… et la somme de 190 717,95 euros pour eux-mêmes. Par un jugement n° 1600017 du 14 décembre 2021, le tribunal administratif a condamné le centre hospitalier de Vichy à verser, d’une part, à A… D…, représenté par ses parents, la somme de 145 976,26 euros et une rente semestrielle de 7 025,12 euros à servir jusqu’à réévaluation de son état de consolidation, sous déduction de la prestation de compensation du handicap et de toute allocation ayant le même objet et, d’autre part, à Mme B… et M. D…, une somme de 57 771,92 euros en réparation de leurs préjudices personnels. Par un arrêt n° 22LY00494 du 10 novembre 2023, la cour administrative d’appel de Lyon, sur appel de Mme B… et M. D… et appel incident du centre hospitalier de Vichy, a condamné ce dernier à leur verser, d’une part, en qualité de représentants légaux de leur fils A… D…, une somme de 523 061,32 euros, d’autre part, au titre de leur propre préjudice, une somme de 42 277 euros à Mme B…, une somme de 35 000 euros à M. D…, ainsi qu’une somme de 18 014,13 euros au titre des frais exposés conjointement par eux, l’ensemble de ces sommes portant intérêts au taux légal à compter du 6 janvier 2016, ces intérêts étant capitalisés au 6 janvier 2017 et à chaque échéance annuelle pour produire eux-mêmes intérêt. Par un pourvoi sommaire, un mémoire complémentaire et un mémoire en réplique, enregistrés les 10 janvier, 10 avril et 25 octobre 2024 au secrétariat du contentieux du Conseil d’Etat, le centre hospitalier de Vichy demande au Conseil d’Etat : 1°) d’annuler cet arrêt en tant qu’il statue sur l’indemnisation des préjudices A… D… au titre du besoin d’assistance par tierce personne ; 2°) réglant l’affaire au fond, de faire droit, dans cette mesure, à ses conclusions d’appel. Vu les autres pièces du dossier ; Vu : – le code de la santé publique ; – le code de justice administrative ; Après avoir entendu en séance publique : – le rapport de Mme Sara-Lou Gerber, maîtresse des requêtes, – les conclusions de M. Maxime Boutron, rapporteur public ; La parole ayant été donnée, après les conclusions, à la SCP Gury et Maître, avocat du centre hospitalier de Vichy et à la SCP Rocheteau, Uzan-Sarano et Goulet, avocat de M. D… et de Mme C… B… ; Considérant ce qui suit : 1. Il ressort des pièces du dossier soumis aux juges du fond qu’Hugo D…, né le 5 avril 2009 au centre hospitalier de Vichy, présente un handicap imputable à une encéphalopathie anoxo-ischémique d’origine intra et per-partum. Par un jugement du 14 décembre 2021, le tribunal administratif de Clermont-Ferrand a condamné le centre hospitalier à indemniser l’enfant, ses parents Mme B… et M. D…, ainsi que la caisse primaire d’assurance maladie du Puy-de-Dôme et de l’Allier, en retenant que les fautes commises au cours de l’accouchement avaient fait perdre une chance d’éviter le dommage, estimée à 50 %. Par un arrêt du 10 novembre 2023, la cour administrative d’appel de Lyon a partiellement annulé ce jugement, réévalué les indemnités dues à A… D… et à ses parents et réformé le jugement en ses dispositions contraires. Le centre hospitalier de Vichy se pourvoit en cassation contre cet arrêt en tant que celui-ci fixe l’indemnisation due au titre du besoin d’assistance par tierce personne. M. D… et Mme B… forment un pourvoi incident en tant que ce même arrêt n’a évalué le taux de la perte de chance de se soustraire au dommage qu’à hauteur de 50 %. Sur le taux de perte de chance : 2. Il ressort des énonciations de l’arrêt attaqué que, pour fixer à 50 % la perte de chance imputable aux fautes commises par le centre hospitalier de Vichy, la cour administrative d’appel de Lyon s’est notamment fondée sur l’expertise complémentaire du Pr F… et du Dr G…, qui ont conclu qu’Hugo avait été victime de deux atteintes hypoxiques, avant et durant l’accouchement, et que, bien qu’il fût très difficile de cerner les parts respectives de ces deux facteurs dans les préjudices subis, le retard fautif à décider d’une césarienne avait été à l’origine d’une perte de chance de 50 % d’éviter une aggravation de son état. La circonstance que ce rapport d’expertise fasse état, dans le cadre du rappel des faits, d’un tracé à risque important d’acidose à 11h38, puis, dans la réponse à la quatrième question de l’expertise, d’un tracé à risque important d’acidose à partir de 13h n’est pas de nature à entacher ce rapport d’une contradiction interne, les experts ayant considéré qu’entre 10h et 12h l’enregistrement du rythme cardiaque fœtal, dont il ne ressort pas des pièces du dossier qu’il aurait été interprété de manière erronée, présentait encore une variabilité qui ne conduisait pas à une indication certaine de césarienne. Par suite, en se fondant sur ce rapport et sur l’ensemble des expertises figurant par ailleurs au dossier, pour fixer à 50 % la perte de chance d’échapper au dommage en l’absence de toute faute médicale, les juges du fond n’ont ni commis d’erreur de droit, ni dénaturé les faits et pièces du dossier sur lesquels ils ont porté une appréciation souveraine. 3. Il résulte de ce qui précède que le pourvoi incident de M. D… et Mme B… doit être rejeté. Sur l’indemnisation due au titre du besoin d’assistance par une tierce personne : 4. Il ressort des énonciations de l’arrêt attaqué que, pour évaluer le besoin d’assistance par une tierce personne A… jusqu’à la date de son arrêt, la cour administrative d’appel de Lyon, après avoir estimé que ce besoin s’élevait à 22 heures par jour, a relevé que l’enfant était pris en charge à temps plein dans un institut médico-éducatif, et en a déduit qu’il n’y avait lieu d’indemniser ce chef de préjudice, à compter du mois de septembre 2012, que durant les week-ends et les vacances scolaires, périodes pendant lesquelles A… avait vocation à séjourner chez ses parents. En statuant ainsi, alors qu’il ressortait des pièces du dossier, et notamment des relevés de la prestation de compensation du handicap qui différenciaient les jours où cette prestation était versée en indemnisation de l’aide apportée par la famille et les jours où elle était versée au titre du » minimum établissement « , que les jours de présence de l’enfant à domicile s’établissaient à un niveau sensiblement inférieur, la cour administrative d’appel a dénaturé les pièces du dossier. Il suit de là que le centre hospitalier de Vichy est fondé à demande l’annulation de l’arrêt qu’il attaque en tant qu’il statue sur l’indemnisation due à A… D…, au titre du besoin d’assistance par une tierce personne. Sur les conclusions présentées au titre de l’article L. 761-1 du code de justice administrative : 5. Il n’y a pas lieu de mettre à la charge du centre hospitalier de Vichy, qui n’est pas la partie perdante, les conclusions présentées à ce titre par M. D… et Mme B…. D E C I D E : ————– Article 1er : L’arrêt 10 novembre 2023 de la cour administrative d’appel de Lyon est annulé en tant qu’il fixe l’indemnisation due à A… D…, au titre du besoin d’assistance par une tierce personne de ce dernier. Article 2 : Le pourvoi incident de M. D… et Mme B… est rejeté. Article 3 : La présente décision sera notifiée au centre hospitalier de Vichy, à Mme C… B… et à M. E… D….
