Bright, early mornings in the summer always brought a calming solace for Liam. As he jogged along the coastline of the private, secluded beach near the Capital, the sunshine and cool sea breeze invigorated him and allowed for clarity of thought; a guilty pleasure that he took for himself. Listening to calming music through his ear buds, and with the steady pace of his jog, his thoughts eventually turned to the conversation that he had had with his brother the previous evening. Liam shook his head, remembering with regret how the phone conversation quickly got heated...
‘Leo, are you trying to tell me that I need to give this woman, this stranger, the benefit of the doubt?”
All I am saying Liam, is that our father turned his back on his own daughter, on your sister, my half sister.
Oh, in that case you are trying to tell me that I am just like our father?!

Liam stopped abruptly, not realizing his calming jog had turned into a fast-paced run. He bent over, slowing down his breathing as he swept the sweat from his brow.
The sunshine glinted off the bows of the yachts docked at the marina just up ahead as he looked up. Chuckling to himself, he realized how far and fast he ran.
This argument had swiftly spiraled into a shouting match and ended with Liam curtly ending that conversation.
Shaking his head, he chastised himself, thinking that when he returned to the palace, he needed to call Leo to further explain his reasoning and to apologize for the conversation getting out of hand.
Of course, he was curious, and wanted answers from this woman, his ‘sister’. What he really needed was answers from his father.
Why did he not embrace his own flesh and blood? Why?
Why would he knowingly abandon his child?
Why keep this child away from him?
Was his father’s paranoia the reason?
These are missing pieces to this puzzle that confounded him. Should he give her the benefit of a doubt? Yes, he can. However, there are qualified Interpol Inspectors that are trained to vet situations like this.
His responsibility, no... his duty was to protect his queen and family at all costs. Which makes it a critical priority to keep this woman physically away from Cordonia’s borders.
Liam made a mental note to call back Olivia and Inspector Cossoy back to the capital, once Lena was secured in Lyon, France.
Picking up his jog again, he continued at a steady pace, changing his thoughts to the upcoming celebration ball being held at the palace on Saturday. Deciding to formally invite Amalas, he was sure that his brother would follow her back to Cordonia. That would be the perfect opportunity to extend an olive branch.
“Li, hold up.” Drake appeared walking on the dock, interrupting his thoughts.
“Hey, Drake, good morning.” Liam slowed to a stop, turning to greet his friend.
“Welcome back, how was your trip?” This being the first conversation that the friends had since their talk; Liam was curious about how his trip to the U.S. played out.
“Pretty good, all things considered.” Drake acknowledged.
“Delaney’s parents were very welcoming. Her older brother, not so much.”
“Oh, oh! That must have been uncomfortable, what did you do?” Liam joked, clapping Drake on the back.
“He was asking me more questions about my intentions than her father did.” Drake rolled his eyes, shaking his head.
“It made me wonder what Laney told him about me.”
“Why would she disparage you?”
Drake ran his hand down his face, sighing, “we had an argument just before we left the hotel to meet her family at the restaurant. She seems to think that I am afraid of commitment.”
Liam looked at his friend, “well, she may have a point there.”
“Not you too,” Drake complained. “I just like my space.”
“Yes, well, it sounds like she wants a future with you, Drake, and that means compromise.”
Groaning, “I get that, Li, it's just that.... Drake paused and exhaled loudly, closing his eyes.
Liam noticed the tells of Drake’s nervousness and stopped to look directly at his friend.
For whatever reason, Drake was having a rough time returning eye contact.
Without looking up, Drake reached into his backpack that was slung over his shoulder.
“I have something for you. It is an invitation for you and Riley.”
Surprised, Liam reached for the sealed envelope. “This? An invitation for what?
Drake, speaking very quietly, “well, I don’t want to spoil the surprise... But it is something incredibly special from Delaney and I.”
Liam’s eyes narrowed suspiciously, reading the look on Drake’s face as apprehensive.
“Delaney and I have come to an agreement.” Drake looked everywhere but did not return Liam’s questioning gaze.
“We have decided to set up roots, here, in Cordonia, as a couple.”
“Really? What happened to change her mind about moving back to Austin?”
“We came to a compromise.”
This piqued Liam’s curiosity. “What exactly did you agree to?”
“In your hand, Li, is a wedding invitation.” Drake revealed, his eyes not looking up from the ground.
“Well, well, well...this is, a surprise. Congratulations, my friend! Riley will be delighted to hear this.”
Still looking at the ground, Drake nodded, “thank you, Liam.”
Furrowing his brows, Liam looked at his friend in confusion, not saying a word.
“Watching you with Brooks, all these years.... I want that too.” Drake spoke hesitantly.
It wasn’t lost on Liam; the meaning behind those words. Knowing that Drake had feelings for Riley, once upon a time, that had sparked during his social season. Confessed feelings that still lingered for Drake, but feelings that were never returned by Riley.
“Pretending to be happy is pretty damn exhausting,” Drake confessed.

Royal Boutique, Cordonian Palace
Eleanor squealed, “mommy, look at all the pretty dresses! I want that one! Oh, oh, look at this one! Mommy, pleeease, may I have both?”
It was the Friday before the Celebration Ball at the Palace. Promising her daughter, the particularly important grown-up task of choosing her formal wear, Riley watched her little girl excitedly choose two dresses to try.
“Well, Ellie, since you can only wear one dress to the ball tomorrow, the other dress you can wear to the next event. Choose the one that you think fits the purpose of having this ball.”
Eleanor tapped her finger to her chin, debating her choice.
“You handled that situation perfectly, your majesty.” Riley’s personal assistant, Claire, whispered.
“Mommy, I have decided.”
Riley looked expectantly at her daughter.
“These dresses are wrong,” Eleanor answered. “These dresses aren’t blue.”
Claire grinned watching Riley’s reaction, as Ellie plucked the blue dress from the rack to try on, leaving the other selections behind.
Shaking her head with a smile, Riley resumed looking through the ball gowns in the boutique. It was time to find a gown that would fit her now rapidly changing body and her personal assistant suggested an A-line pastel yellow tulle ball gown with an embellished plunging neckline.
Gazing at her reflection in the full-length mirror she smiled as she felt flutters in her tummy. The twins were very active in their daily movements tucked securely inside her body.
“Claire, this is the one.” Riley called out to her assistant from the dressing room.
Hearing the dressing room door click behind her, Riley was delighted when she felt Liam’s strong arms wrap around her; clearly not Claire.
Riley closed her eyes, when she felt his lips kiss her ear.
“Mm mm... what did you do with my assistant?” Riley tittered.
“I sent her away. You have me to attend to your needs.” Liam responded, kissing down her neck.
“In that case, what do you think of this gown? Do you think the bodice is too revealing?”

Giggling, Riley playfully swatted his arm. “Liam, I am serious!”

The unmarked black SUV passed through the palace side gate as Alex and Olivia watched. Lena was being transported out of the country by Interpol today.

Olivia was well aware of the 'conversation' between the brothers.
Agreeing with Liam, Olivia was very vocal about her position to Leo after their conversation ended.

Olivia looked at Alex, raising her brow, and answering Leo.
"This will be an interesting evening,"

B… A… a demandé au tribunal administratif de Strasbourg, d’une part, d’annuler la décision implicite par laquelle le ministre de l’intérieur a refusé de faire droit à sa demande tendant à l’octroi du plafond réglementaire puis du montant forfaitaire de la part fonctionnelle de l’indemnité de responsabilité et de performance allouée aux fonctionnaires du corps de commandement de la police nationale, d’autre part, d’annuler les arrêtés des 5 mai 2017 et 4 mai 2018 par lesquels le ministre de l’intérieur a fixé la liste des postes de chef de circonscription de sécurité publique et de chef de service ou d’unité organique bénéficiant de ce montant forfaitaire, d’enjoindre au ministre de l’intérieur de modifier les arrêtés des 5 mai 2017 et 4 mai 2018 et de condamner l’Etat à lui verser la somme de 14 706 euros en réparation des préjudices qu’il estime avoir subis du fait de l’absence de versement de l’indemnité sollicitée, assortie des intérêts au taux légal à compter du 10 janvier 2019. Par un jugement n° 1903486 du 26 février 2021, le tribunal administratif de Strasbourg a rejeté sa demande. Par un arrêt n° 21NC01142 du 10 octobre 2023, enregistré au secrétariat du contentieux du Conseil d’Etat le même jour, la cour administrative d’appel de Nancy, sur l’appel de M. A…, a annulé le jugement du tribunal administratif de Strasbourg en tant que celui-ci a rejeté ses conclusions indemnitaires, et, en application des dispositions de l’article R. 351-2 du code de justice administrative, transmis au Conseil d’Etat la requête de M. A… dans cette mesure. Procédure devant le Conseil d’Etat Par cette demande, et par un nouveau mémoire, enregistré le 11 décembre 2023 au secrétariat du contentieux du Conseil d’Etat, M. A… demande au Conseil d’Etat : 1°) de condamner l’Etat à lui verser la somme de 17 206 euros en réparation du préjudice qu’il estime avoir subi en raison du refus illégal du ministre de l’intérieur de le rendre éligible au plafond règlementaire puis au montant forfaitaire de la part fonctionnelle de l’indemnité de responsabilité et de performance, du 1er mars 2017 au 31 mars 2019, avec intérêts au taux légal à compter du 7 septembre 2018 et capitalisation des intérêts ; 2°) de mettre à la charge de l’Etat la somme de 4 000 euros au titre de l’article L. 761-1 du code de justice administrative. Vu les autres pièces du dossier ; Vu : – la loi n° 84-16 du 11 janvier 1984 ; – le décret n° 2013-1144 du 11 décembre 2013 modifié ; – l’arrêté du 5 mai 2017 fixant la liste des postes de chef de circonscription de sécurité publique et de chef de service ou d’unité organique bénéficiant du montant forfaitaire de la part fonctionnelle de l’indemnité de responsabilité et de performance allouée aux fonctionnaires du corps de commandement de la police nationale ; – l’arrêté du 4 mai 2018 fixant la liste des postes de chef de circonscription de sécurité publique et de chef de service ou d’unité organique bénéficiant du montant forfaitaire de la part fonctionnelle de l’indemnité de responsabilité et de performance allouée aux fonctionnaires du corps de commandement de la police nationale ; – l’arrêté du 6 avril 2019 fixant la liste des postes de chef de circonscription de sécurité publique et de chef de service ou d’unité organique bénéficiant du montant forfaitaire de la part fonctionnelle de l’indemnité de responsabilité et de performance allouée aux fonctionnaires du corps de commandement de la police nationale – le code de justice administrative. Après avoir entendu en séance publique : – le rapport de Mme Sara-Lou Gerber, maîtresse des requêtes, – les conclusions de M. Maxime Boutron, rapporteur public ; La parole ayant été donnée, après les conclusions, à la SCP Lyon-Caen, Thiriez, avocat de M. A… ; Considérant ce qui suit : 1. M. A…, commandant divisionnaire, qui exerce depuis le 1er mars 2017 les fonctions de chef du groupe d’intervention régional (GIR) de Lorraine, a, par une requête, enregistrée au greffe du tribunal administratif de Strasbourg le 6 mai 2019, demandé, à titre principal, d’une part, l’annulation pour excès de pouvoir des arrêtés ministériels des 5 mai 2017 et 4 mai 2018 par lesquels le ministre de l’intérieur avait fixé, en application de l’article 4 du décret du 11 décembre 2013, la liste des postes de chef de circonscription de sécurité publique et de chef de service ou d’unité organique bénéficiant du montant forfaitaire de la part fonctionnelle de l’indemnité de responsabilité et de performance allouée aux fonctionnaires du corps de commandement de la police nationale, et d’autre part, la condamnation de l’Etat à lui verser la somme de 14 706 euros en réparation des préjudices qu’il estimait avoir subis pour n’avoir pas pu percevoir cette indemnité. Par un jugement du 26 février 2021, le tribunal administratif de Strasbourg a rejeté ces demandes comme manifestement irrecevables car tardives. Sur appel de M. A…, la cour administrative d’appel de Nancy, a, par un arrêt du 10 octobre 2023, annulé ce jugement en tant qu’il avait rejeté ses conclusions indemnitaires et, transmis son recours, dans cette mesure, au Conseil d’Etat, en application de l’article R. 341-1 du code de justice administrative. M. A… a porté ses conclusions indemnitaires à la somme de 17 206 euros. Sur la légalité de la non inscription du poste de chef du GIR de Lorraine sur la liste des postes ouvrant droit au plafond règlementaire puis au montant forfaitaire de l’indemnité de responsabilité et de performance : 2. Aux termes de l’article 1er du décret du 11 décembre 2013 portant création d’une indemnité de responsabilité et de performance allouée aux fonctionnaires du corps de commandement de la police : » En raison des responsabilités particulières qu’ils assument et des contraintes inhérentes à leurs fonctions ainsi que des résultats qu’ils obtiennent, une indemnité de responsabilité et de performance est allouée aux fonctionnaires du corps de commandement de la police nationale (…) « . Aux termes de l’article 4 du même décret en vigueur entre le 14 décembre 2013 et le 1er avril 2017 : » Les responsabilités particulières inhérentes aux postes de chef de circonscription de sécurité publique ou de certains services ou unités organiques ouvrent, pour leurs titulaires, le bénéfice du plafond réglementaire de leur part fonctionnelle. (…) Un arrêté conjoint du ministre de l’intérieur, du ministre chargé du budget et du ministre chargé de la fonction publique fixe le nombre de postes concernés. Dans la limite de ce contingent, un arrêté du ministre de l’intérieur en fixe la liste « . Aux termes de ce même article 4, dans ses dispositions issues du décret n° 2017-454 du 30 mars 2017, en vigueur depuis le 1er avril 2017 : » (…) les responsabilités particulières inhérentes aux postes de chef de circonscription de sécurité publique ou de certains services ou unités organiques ouvrent, pour leurs titulaires, le bénéfice d’un montant forfaitaire, indépendant du grade du titulaire du poste, fixé par arrêté conjoint du ministre de l’intérieur, du ministre chargé du budget et du ministre chargé de la fonction publique.(…) Un arrêté conjoint du ministre de l’intérieur, du ministre chargé du budget et du ministre chargé de la fonction publique fixe le nombre de postes concernés. Dans la limite de ce contingent, un arrêté du ministre de l’intérieur en fixe la liste « . Par plusieurs arrêtés successifs, dont en particulier un arrêté du 5 mai 2017, un arrêté du 4 mai 2018 et un arrêté du 6 avril 2019, le ministre de l’intérieur a fixé la liste des postes concernés par le versement, jusqu’au 31 mars 2017, du plafond règlementaire de l’indemnité de responsabilité et de performance puis, à partir du 1er avril 2017, du montant forfaitaire de cette même indemnité, attribués pour les postes impliquant des responsabilités particulières. 3. Le principe d’égalité ne s’oppose pas à ce que l’autorité investie du pouvoir réglementaire règle de façon différente des situations différentes ni à ce qu’elle déroge à l’égalité pour des raisons d’intérêt général pourvu que, dans l’un comme l’autre cas, la différence de traitement qui en résulte soit en rapport direct avec l’objet de la norme qui l’établit et ne soit pas manifestement disproportionnée au regard des motifs susceptibles de la justifier. 4. M. A… soutient que le ministre de l’intérieur a méconnu le principe d’égalité entre agents publics d’un même corps en excluant le poste de chef du GIR de Lorraine de la liste des postes ouvrant droit au plafond règlementaire puis au montant forfaitaire de l’indemnité de responsabilité et de performance instituée par le décret du 11 décembre 2013, alors que tous les autres postes de chef d’un GIR occupés par un membre du corps de commandement de la police y ont figuré à la suite de l’arrêté du 4 mai 2018, que ce poste présente l’un des taux d’encadrement les plus importants parmi les GIR et que ni son assise territoriale ni ses liens avec les autorités administratives et judiciaires ne le différencient des autres services de même nature. A l’appui de son argumentation, il produit notamment une analyse du médiateur de la police nationale dont il ressort qu’aucune particularité ou élément organisationnel propre aux GIR inscrits sur la liste ne confèrent à leurs responsables une plus grande autorité ou autonomie opérationnelle que le GIR de Lorraine. Le ministre de l’intérieur, qui se borne à indiquer que l’ouverture progressive des postes de chef d’un GIR au bénéfice du plafond règlementaire puis du montant forfaitaire de la part fonctionnelle de l’indemnité de responsabilité et de performance a été déterminée pour des motifs budgétaires, n’a pas précisé les raisons pour lesquelles, au regard des critères retenus pour déterminer les postes inscrits sur la liste, il avait écarté le poste de chef du GIR de Lorraine, tout en retenant les postes analogues situés dans d’autres territoires, jusqu’à la modification opérée par l’arrêté du 6 avril 2019. Par suite, M. A… est fondé soutenir que la non inscription du poste de chef du GIR de Lorraine sur la liste des postes permettant de prétendre au plafond règlementaire puis au montant forfaitaire de l’indemnité de responsabilité et de performance instituée par le décret du 11 décembre 2013, est entachée d’une illégalité et que cette illégalité engage la responsabilité de l’Etat à son égard. Sur les préjudices : 5. En premier lieu, il est constant que M. A… a ainsi subi, entre le 1er mars 2017 et le 1er avril 2019, une perte de rémunération égale à 11 095 euros, déduction faite des indemnités de permanence et de » l’astreinte spécifique mensuelle » perçues pendant cette période, dont il n’est pas contesté qu’elles ne sont pas cumulables avec l’indemnité litigieuse. 6. En deuxième lieu, M. A… soutient qu’il doit être tenu compte de l’incidence fiscale qu’il va subir, dans la mesure où les sommes dues au titre de l’année 2018, s’il les avait régulièrement perçues au cours de cette année, n’auraient pas dû être imposées, à la faveur de la mise en place du prélèvement à la source de l’impôt sur le revenu, au titre de l’année 2019. Toutefois, le requérant, qui ne justifie notamment pas de son taux marginal d’imposition, n’apporte, en tout état de cause, pas les précisions suffisantes pour établir l’existence d’un préjudice. 7. Enfin, en raison des démarches qu’il a dû entreprendre pour recouvrer les sommes litigieuses et de l’absence de réponse de son administration à ses alertes réitérées, M. A… a subi, à tout le moins, des troubles dans ses conditions d’existence dont il sera fait une juste appréciation en lui attribuant, à ce titre, une somme de 500 euros. Sur les intérêts et la capitalisation des intérêts : 8. Il n’y a lieu de faire droit à la demande de M. A… s’agissant du versement des intérêts au taux légal qu’à compter du 7 janvier 2019, date à laquelle l’administration a reçu sa demande s’agissant du paiement du principal, et uniquement pour les sommes qui lui étaient dues avant cette date. Il y a, par ailleurs, lieu de faire droit à la demande de capitalisation des intérêts à compter du 7 janvier 2020, date à compter de laquelle il était dû une année d’intérêts. Sur les frais liés au litige : 9. Il y a lieu, dans les circonstances de l’espèce, de mettre à la charge de l’Etat la somme de 3 000 euros à verser à M. A…, au titre de l’article L. 761-1 du code de justice administrative pour la présente instance ainsi que pour les instances devant le tribunal administratif de Strasbourg et la cour administrative d’appel de Nancy. D E C I D E : ————– Article 1er : L’Etat est condamné à verser à M. A… la somme de 11 595 euros, la fraction de cette somme due au 7 janvier 2019 portant intérêt au taux légal à compter de cette date. Les intérêts échus le 7 janvier 2020 seront capitalisés à cette date pour produire eux-mêmes intérêts. Article 2 : Le surplus des conclusions de M. A… est rejeté. Article 3 : L’Etat versera à M. A… la somme de 3 000 euros au titre de l’article L. 761-1 du code de justice administrative. Article 4 : La présente décision sera notifiée à M. B… A… et au ministre de l’intérieur. Des moustiques-tigres infectés par le virus de la dengue détectés pour la première fois en France hexagonale | INRAE

COMMUNIQUÉ DE PRESSE - La dengue – ou grippe tropicale – est la principale maladie virale liée aux moustiques et contre laquelle il n’existe pas de traitement spécifique. La prévention est donc essentielle. Bien qu’historiquement restreintes à la zone intertropicale, des infections humaines par le virus de la dengue sont détectées en France hexagonale depuis 2010. Des scientifiques INRAE, en collaboration avec l’université Claude Bernard Lyon 1, l’EPHE-PSL et le réseau MASCARA sont intervenus sur un foyer de cas de dengue détecté dans la Drôme en 2023.
Pour la première fois en France hexagonale, les chercheurs ont trouvé des moustiques infectés par le virus. Cette découverte est majeure car non seulement elle permet de confirmer l’espèce vectrice (ici le moustique-tigre), mais elle propose aussi un moyen innovant pour tracer le virus et suivre l’épidémiologie de la maladie facilement, rapidement et à moindre coût, par l’analyse des contenus des pièges à moustiques chez des citoyens vivant autour des cas détectés de la maladie.

"Le virus responsable de la dengue appartient au genre des Orthoflavivirus comme le virus zika ou le virus West-Nile. Alors que des infections humaines par le virus de la dengue sont détectées en France hexagonale depuis 2010, les données permettant d'identifier les espèces de moustiques impliquées et de tracer le virus font défaut. Soutenus par le réseau local MASCARA[1] regroupant notamment des agences de santé publique et des laboratoires de recherche, les chercheurs INRAE et leurs collègues ont analysé, à la fin de l'été 2023, des moustiques provenant de pièges privés au sein d'un quartier urbain français touché par un foyer de dengue.
Le foyer, dans la Drôme, comprenait 3 cas, dont 2 autochtones confirmés (par sérologie ou détection du virus), c’est-à-dire que les malades n’avaient pas voyagé dans une zone où la maladie est présente au cours des 15 derniers jours et avaient donc été contaminés sur le territoire français. Un 3e cas, identifié à proximité des deux premiers suite à l’enquête épidémiologique, a été classé comme importé. L’individu était revenu d'un récent séjour dans les îles françaises des Caraïbes avec des symptômes compatibles avec la dengue, mais celle-ci n'avait pas été diagnostiquée.
Des moustiques Aedes albopictus (moustique-tigre) piégés à moins de 100 m de la zone de résidence des personnes infectées contenaient le virus. Les données génétiques du virus provenant des moustiques collectés ont permis de relier cette souche virale aux souches responsables de l'épidémie de dengue de 2023-2024 ayant sévi dans les îles françaises des Caraïbes. Ceci suggère que les moustiques auraient transmis le virus à partir du cas importé vers les cas autochtones, provoquant le foyer d’infection.
Cette étude indique que le virus circule en France métropolitaine via les populations locales de moustique-tigre. Elle montre l'importance de mettre en place des plans de lutte individuelle et collective vis-à-vis de cette espèce[2], mais aussi de sensibiliser les professionnels de la santé aux maladies transmises par les moustiques. Enfin, elle souligne l'intérêt de la surveillance entomo-virologique, en particulier à travers l’utilisation des pièges à moustiques privés."

Undeniably, money is a large part of the game. And although it might not be their biggest priority (with that being playing together in a team they both feel comfortable in and will get the best out of them) it's still a necessity and even if it's more than they'd need to get buy its undeniably attractive and would also help give them a cushion for after their playing careers. The Civilians Announces Tenth Annual R&D Group
The Civilians will present the newest members of The R&D Group, marking the Group's 10th season, and The Civilians 20th Anniversary Season. The R&D Group is comprised of playwrights, composers, and directors who work together as a writing group for nine months to develop new plays and musicals. The season culminates in the Findings Series, a works-in-progress reading series anticipated taking place in June 2021. The artists were selected from a competitive application process. The open call received a record number of 268 applications, a 60% increase from last year.
The members of The Civilians' 2020-21 R&D Group are Galia Backal, Nana Dakin, Isabella Dawis, Jacinth Greywoode, Jaime Lozano, Emily Lyon, AriDy Nox, Reynaldo Piniella, Tylie Shider, Tidtaya Sinutoke, Rachel Stevens, Ken Urban, and Noelle Viñas.
Led by R&D Program Director Ilana Becker, the artists share work as it develops, discuss their creative processes, and provide a community of support for one another. Each project develops according to its unique methods of creative inquiry, offering new approaches to the idea of "investigative theater." Methods may include interviews, community engagement, research, or other experimental methods of inquiry. The artists will meet twice a month, virtually.
"The sheer talent and curiosity we encountered in this year's applicants proved exceptionally heartening. This season's R&D Group artists, in particular, inspired us with their visionary and deeply personal approaches to questions that demand illumination," said Becker. Artistic Director Steve Cosson added, "I am overjoyed to mark the 10th Anniversary of The Civilians' R&D Group with these exceptional artists; I'm immensely excited as they embark on the process of developing these vital new projects."
Ken Urban's project, THE MODERATE, joins the group through The Civilians' new work development program; his play is commissioned by the EST/Sloan Project, developed by The Civilians, and will receive its first reading at EST. This season, Cosson and Becker will also hold two virtual roundtable sessions with Finalist Directors in order to better get to know their work, and to expand community.

SUNWATCHER
Libretto by Isabella Dawis, Music by Tidtaya Sinutoke, Directed by Nana Dakin, with support from Producer/Cultural Consultant Ikumi Kuronaga
SUNWATCHER, a Noh-inspired musical, is the story of astronomer Hisako Koyama (1916-1997) - intertwined with the ancient Japanese myth of the sun goddess Amaterasu, in a retelling inspired by the structure of classical Noh theatre. Hisako was a woman with no formal scientific training - also a survivor of the 1945 US air raid of Tokyo, the deadliest bombing in history - who managed to rise to the stature of Galileo. She did so by drawing the sun in painstaking detail every day for 40 years, a landmark achievement for solar science. SUNWATCHER is a celebration of Hisako's extraordinary dedication to ordinary observation, reminding us how seemingly small acts can have an immense impact over time and space.
BLACK GIRL IN PARIS

BLACK GIRL IN PARIS is a musical about one of the most famous and least known black women in the American historical canon: Sally Hemmings. It hones in on her years spent in Paris, a point in her life where she both had the most access to freedom ever afforded her and the beginnings of the relationship that would forever define her legacy. Black Girl in Paris seeks to explore the inherent contradictions of an enslaved young black woman held in bondage in a city where slavery has been outlawed, under a man widely considered to be one of the architects of one of the greatest articulations of the necessity of freedom in the western world. It also centers an ensemble cast of Ancestors who chide and guide Sally along her journey, interweaving fables and history to craft the nuanced world Sally is forced to grapple with. At the heart of this musical is the question "What does it mean to be free?", a question black Americans have been grappling with since the original kidnapping and enslavement of Africans for The American Project.
DESAPARECIDAS (Working Title)

Told through the lens of Mexican folklore, our story explores the psychology behind societal suppression and the strategic erasure of female voices in the fight to end gender-based violence and the killing of women and girls. A female ensemble assumes a community of characters in a tapestried play of dramatized accounts, fictionalized scenes and musical sequences to unearth and dismantle the moral behind the 'myth' of violence against women.
DISSENTARY
Written by Reynaldo Piniella, Directed by Emily Lyon
Tasked with escaping your neighborhood, you inevitably run across environmental hazards that impede your progress. Especially if you're Black, Indigenous or Latinx. Dissentary takes inspiration from the classic game The Oregon Trail and adds an environmental justice lens; your group can do one of two things - leave in pursuit of clean air, water and healthy food, or stay and defeat the corporations focused only on profits. Dissentary will both be a participatory theatrical piece as well as an accompanying card game that will allow people to play the game off-line themselves, thus giving access to people who normally don't have access to the arts.

ACCEPT. ACCEPT. REJECT. ACCEPT. REJECT. For a minimum of eight hours a day, with a target of at least 2,000 videos a day, Frank evaluates the videos and photos uploaded on the world's largest social media site. What Frank sees, he can't un-see, but he soon realizes he has the power to change the world. Playwright Ken Urban and director Steve Cosson will interview scientists, researchers and policymakers in order to dramatize the hidden human cost of the internet and imagine a future when a free exchange of knowledge and information is possible again. This project is an EST/Alfred P. Sloan Science & Technology Project Commission.
EL CÓNDOR MÁGICO
Written by Noelle Viñas, Directed by Galia Backal
El Cóndor Mágico examines the events of Operation Condor, the US-backed campaign of right-wing dictatorships and repressive regimes in South America throughout the 1970s-80s via oral history, research, and satire. It will also explore the American fascination with magical realism, a Latin American narrative tool rooted in history in a region where people have been known to "disappear," problems miraculously go away, and corruption can serve as a curtain behind which history does tricks. Research will unravel how the political imprisonment of over 400,000 people, varied intimidation/torture tactics taught by the US, and unknown thousands of "disappeared" people set a precedent for relations between the US and Latin America that haunt us today. With an eye on Operation Condor's long shadow and impressive wingspan, it asks: who is the magician behind the "magical realism" when it comes to the relationship between Latin America and the US?

F… D… et Mme C… D…, agissant en leur nom propre et en leur qualité de représentants légaux de leurs enfants alors tous mineurs, A…, B…, E… et G… D…, ont demandé au tribunal administratif de Clermont-Ferrand de condamner le centre hospitalier universitaire (CHU) de Clermont-Ferrand (Puy-de-Dôme) à leur verser diverses sommes en réparation des préjudices résultant de la prise en charge de A… en 2005. La caisse primaire d’assurance maladie (CPAM) du Puy-de-Dôme a, par ailleurs, présenté des conclusions tendant à la condamnation du CHU de Clermont-Ferrand à lui verser des sommes au titre de ses débours. Par un jugement n° 1901554 du 28 avril 2022, le tribunal administratif de Clermont-Ferrand a condamné le CHU de Clermont-Ferrand à verser respectivement : – à M. et Mme D…, en tant que représentants légaux de A…, d’une part, la somme de 706 806,60 euros avec intérêts au taux légal à compter du 31 juillet 2019, sous déduction des sommes déjà allouées en exécution de l’arrêt de la cour administrative d’appel de Lyon n° 09LY00817, 09LY00997, 09LY01082 du 7 octobre 2010, ainsi que, d’autre part, des rentes relatives à l’assistance par une tierce personne, au préjudice professionnel futur et aux frais de couches ; – à M. et Mme D…, en leur nom propre, une somme globale de 255 000 euros avec intérêts au taux légal ; – à M. et Mme D…, au nom de leurs enfants E… et G… D…, une somme globale de 16 000 euros avec intérêts au taux légal ; – et à la caisse primaire d’assurance-maladie (CPAM) du Puy-de-Dôme, d’une part, une somme de 75 538,34 euros, avec intérêts au taux légal à compter du 2 juin 2020 et capitalisation des intérêts échus au 2 juin 2021 et à chaque échéance annuelle à compter de cette dernière date, et, d’autre part, le remboursement sur justificatifs des débours futurs engagés au titre de la prise en charge de A… D…, dans la limite de 80 %, ainsi qu’une somme de 1 114 euros au titre de l’indemnité forfaitaire de gestion. Par un arrêt n° 22LY01923 du 4 avril 2024, la cour administrative d’appel de Lyon, sur appel de M. et Mme D… et appel incident du CHU de Clermont-Ferrand, a condamné ce dernier à verser respectivement : – à A… D…, devenu majeur, d’une part, la somme de 1 150 299,87 euros, avec intérêts au taux légal à compter du 31 juillet 2019 ainsi qu’une rente annuelle de 143 479,55 euros, revalorisée par application du coefficient mentionné à l’article L. 161-25 du code de la sécurité sociale ; – à M. et Mme D… la somme de 36 000 euros chacun, avec intérêts au taux légal ; – à B…, E… et G… D… la somme de 8 000 euros chacun, avec intérêts au taux légal ; – à la CPAM du Puy-de-Dôme, d’une part, la somme de 183 228,76 euros au titre de ses débours échus et, d’autre part, une rente annuelle de 19 767,11 euros, revalorisée par application du coefficient mentionné à l’article L. 161-25 du code de la sécurité sociale. Par un pourvoi sommaire et un mémoire complémentaire, enregistrés les 4 juin et 4 septembre 2024 au secrétariat du contentieux du Conseil d’Etat, M. et Mme D… demandent au Conseil d’Etat : 1°) d’annuler cet arrêt ; 2°) réglant l’affaire au fond, de faire droit à leur appel et de rejeter l’appel incident du CHU de Clermont-Ferrand ; 3°) de mettre à la charge du CHU de Clermont-Ferrand la somme de 4 000 euros au titre de l’article L. 761-1 du code de justice administrative. Vu les autres pièces du dossier ; Vu : – le code de la santé publique ; – le code de la sécurité sociale ; – le code de justice administrative ; Après avoir entendu en séance publique : – le rapport de Mme Sara-Lou Gerber, maîtresse des requêtes, – les conclusions de M. Maxime Boutron, rapporteur public ; La parole ayant été donnée, après les conclusions, à la SCP Lyon-Caen, Thiriez, avocat de M. et Mme D… ; Vu la note en délibéré, enregistrée le 8 novembre 2024, présentée par M. D… et autres ; Considérant ce qui suit : 1. Aux termes de l’article L. 822-1 du code de justice administrative : » Le pourvoi en cassation devant le Conseil d’Etat fait l’objet d’une procédure préalable d’admission. L’admission est refusée par décision juridictionnelle si le pourvoi est irrecevable ou n’est fondé sur aucun moyen sérieux « . 2. Pour demander l’annulation de l’arrêt de la cour administrative d’appel de Lyon qu’ils attaquent, M. et Mme D… soutiennent qu’il est entaché : – d’erreur de droit et de dénaturation des pièces du dossier en ce qu’il juge que l’autorité de la chose jugée par la même cour dans son arrêt du 7 octobre 2010 fait obstacle à ce que le CHU de Clermont-Ferrand soit condamné à leur verser des sommes complémentaires au titre des préjudices subis avant la consolidation de l’état de A…, alors qu’il ressort des pièces du dossier que son état s’est aggravé, que les préjudices ne s’étaient pas révélés dans toute leur ampleur en 2010 et que la cour devait être regardée comme s’étant prononcée uniquement à titre provisionnel s’agissant de la période précédant la consolidation ; – d’erreur de droit et de contradiction entre ses motifs et son dispositif en tant que celui-ci omet de condamner le CHU à verser à A… les rentes allouées au titre de ses dépenses de santé futures ainsi qu’au titre de son préjudice scolaire et professionnel ; – d’erreur de droit et de dénaturation des pièces du dossier en tant qu’il ne condamne pas le CHU à les indemniser pour les frais d’aménagement d’un véhicule adapté, tant pour les dépenses engagées en 2013 que pour la période postérieure à la consolidation ; – d’erreur de droit et de dénaturation des pièces du dossier en tant qu’il rejette toute indemnisation au titre des frais d’acquisition et d’aménagement d’un nouveau logement. 3. Eu égard aux moyens soulevés, il n’y a lieu d’admettre les conclusions du pourvoi dirigées contre l’arrêt attaqué uniquement en tant qu’il statue, d’une part, sur les frais d’aménagement du véhicule avant et après consolidation et, d’autre part, sur la rente allouée au titre du préjudice scolaire et professionnel. En revanche, aucun de ces moyens n’est de nature à permettre l’admission du surplus des conclusions du pourvoi. D E C I D E : ————– Article 1er : Les conclusions du pourvoi de M. et Mme D… qui sont dirigées contre l’arrêt attaqué en tant qu’il statue sur les frais d’aménagement du véhicule avant et après consolidation, et sur la rente allouée au titre du préjudice scolaire et professionnel sont admises. Article 2 : Le surplus des conclusions du pourvoi n’est pas admis. Article 3 : La présente décision sera notifiée à M. F… D…, premier dénommé. Copie en sera adressée au centre hospitalier universitaire de Clermont-Ferrand et à la caisse primaire d’assurance maladie du Puy-de-Dôme.
