Expressing concern over declining number of theatres, the Secretary said that over the past 5-6 years, the number of theatres has witnessed a decline and we need to reverse this trend. “We will assign the Film Facilitation Office to work with Invest India to come up with a single-window portal for opening theatres, so that more and more theatres can come up and the public gets more avenues to watch films in theatres. We will also work with the states to create a Model Theatre Policy, so that the states can adopt and work on the same.”Sharing with the industry that AVGC is the future, Mr Chandra further informed that the Animation, Visual Effects, Gaming and Comics (AVGC) Promotion Task Force constituted by the Ministry of I&B will submit the report within the next 15 days. “We are compiling the reports of the sub-Task Forces, and thereafter we will submit the recommendations and go through the process of adopting the report. AVGC is the next revolution like the IT revolution 20 years back,” he added.
He also shared that the National Centre of Excellence for AVGC is going to be set up in collaboration with the private sector. “We have taken an in-principle decision to set up the AVGC Centre of Excellence in collaboration with the private sector. The Ministry of I&B will function as a catalyst for the upsurge in the media and entertainment industry.”

We are open for business. IT panel meet on Pegasus put off for want of quorum as BJP members boycott it
A Parliamentary Standing Committee on Information Technology (IT) could not meet on Wednesday due to lack of quorum after BJP leaders refused to sign the attendance register. The meeting was scheduled to discuss ‘’Citizens’ data security and privacy’’ and the Pegasus issue.
In a related development, BJP MP Nishikant Dubey moved a privilege motion against Shashi Tharoor, chairman of the committee, seeking his removal as the Chairman of the IT panel. This comes a day after BJP MPs boycotted a meeting called by Tharoor on Tuesday.
The BJP members, including Nishikant Dubey, Rajyavardhan Singh Rathore, Sanjay Seth, and Locket Chatterjee, went to the committee meeting but did not sign the attendance register after which the meeting had to be called off because in the Opposition camp only nine MPs were present. The quorum requires 10 MPs to be present.
Among the MPs from the Opposition present for the meeting were Sahib Nasir Hussain and Karti Chidambaram from the Congress, T Sumathy of the DMK and Mohua Moitra of the TMC. The 32 members panel has a majority of members from the BJP.
“The officials who had been called to appear before the committee during the meeting had informed the committee of their unavailability well in advance due to the ongoing Parliament proceedings,” a person familiar with the matter said.
After moving the privilege motion, Dubey said it is shocking that the Opposition did not allow Parliament to function but wanted the issues to be discussed at the committee meetings which the Government is ready to discuss in the House. Dubey said until there is a decision on the notice, no meetings of the committee should be held. “All BJP MPs boycotted the IT committee meeting because of Shashi Tharoor’s personal agenda,” he said.
The notice request given to the Lok Sabha Speaker reads, “Needless to say that this ‘gentleman’ has not only disrobed the democratic functioning of an august Committee but also exhibited an extreme high level of sycophancy towards his political masters, who still have a false notion of ruling our country and its democratic institutions by way of destroying them bit-by-bit and also creating a ruckus through their cronies like the present Chairperson of the Committee on Information Technology.”
Dubey’s notice adds, “This goes on to show that Dr Shashi Tharoor himself decides the ‘Agenda’ of the sitting of the Committee on Information Technology and soon thereafter breaks this news not with the Members of the Committee but to the media and his Twitter handle.”

BJP, oppn clash over J&K net clampdown at panel meet
NEW DELHI: A meeting of the parliamentary standing committee on information technology headed by Shashi Tharoor saw a sharp exchange between BJP and opposition over whether “national security” issues can be taken up in the context of suspension of internet and telecom services, particularly in Jammu & Kashmir. The commitee proceedings saw home secretary Ajay Bhalla writing to the panel saying rule 270 of conduct of business of Lok Sabha allowed the government to withhold a document if it was judged to be prejudicial to the interest of the state. He said it was verified from the Lok Sabha secretariat that the committee intended to primarily discuss J&K. BJP MPs Rajyavardhan Rathore, Nishikant Dubey, Anil Agarwal and Sanjay Seth argued that area-specific internet clampdown in J&K was a “law and order issue” and a state subject and was further pending in the Supreme Court, and could not be taken up by the committee. Tharoor, however, overruled the objections on grounds that this was an ongoing discussion. This led to a heated discussion with Dubey saying that central rule in ertwhile J&K was repeatedly extended from 1990 to 1996 and it was understood that the situation there was extraordinary. Similarly the current internet curbs were based on specific assessment that Pakistan backed terrorists can misuse the facilities. Sources said he also spoke with Tharoor over phone, who assured him that the committee was “not interfering” in matters of national security. Subsequently, MHA officials appeared before the panel.

Prime Minister Narendra Modi's actual countdown for revoking Article 370 and bifurcation of the state of Jammu and Kashmir began during the third week of June, when he chose 1987 batch IAS officer of Chattisgarh cadre, B.V.R. Subramanyam as new Chief Secretary of Jammu and Kashmir. Subrahmanyam, who had worked as Joint Secretary (PMO) with the Prime Minister earlier, was one of the key officials in Modi's Mission Kashmir. The entire task of Mission Kashmir was handed over to Union Home Minister Amit Shah, who along with Law Minister Ravi Shankar Prasad was reviewing legal implications with a core team, which included Law & Justice Secretary Alok Srivastav, Additional Secretary Law (Home) R.S. Verma, Attorney General K.K. Venugopal, Union Home Secretary Rajiv Gauba and his select team of Kashmir Division.

After legal consultations, Shah focused on the implications of the revocation of Article 370 on the valley's law and order situation. Sources close to Shah revealed that on the Prime Minister's suggestion Shah then had a couple of meetings with National Security Advisor (NSA) Ajit Doval. The sources said that once Shah had reviewed the situation in Kashmir himself, Doval was sent to Srinagar to assess the situation from a security point of view. The NSA camped there for three days. Then on July 26, the decision to curtail the Amarnath Yatra was taken. Later recall of all tourists from the valley was also suggested by the NSA. Apart from this, an additional 100 companies of the central paramilitary were also rushed as back-up to the prevailing security apparatus. Jammu and Kashmir Chief Secretary Subramanyam, who was in the loop with the Prime Minister's Office (PMO) and the Ministry of Home Affairs (MHA) was given the blueprint of several security measures to be taken on ground zero -- use of satellite phones by key police, paramilitary and administration officials; deployment of QRTs in sensitive urban and rural pockets across South Kasmir; and a high vigil at LoC by Army, apprehending mischief from across the border. The Army chief, heads of intelligence agencies and Central Para Military Forces were also coordinating with the Union Home Secretary and Chief Secretary 24x7. On the crucial night of August 4, Chief Secretary instructed Director General of Police (Jammu and Kashmir) Dilbagh Singh to take several preventive measures which included house arrest of key political leaders, snapping mobile and landline services, declaring Section 144 and preparing drill for clamping curfew in the valley. Earlier, on the Delhi front, Shah had another key team set on the job, which included Rajya Sabha members like Anil Baluni and Bhupendra Yadav. The team was tasked to muster the support of fellow members of the august House, where BJP fell short of a majority. The team which had engineered a major defection in TDP's Rajya Sabha members had managed Samajwadi Party MPs, Neeraj Shekhar, Surendra Nagar, Sanjay Seth, and Congress MP Sanjay Singh to quit the Rajya Sabha. Thus giving a big boost to the BJP in the upper House. At the eleventh hour, the team also managed BSP leader Satish Mishra to support the move related to Article 370 and bifurcation of the state. In the meantime, Amit Shah also had close door meetings with key journalists (having access in the MHA) to be balanced in reporting while touching highly sensitive issues, which have international implications. Shah's objective was to maintain top secrecy, till he introduces the Bill, and breaks the historical news on August 5, on the floor of Parliament itself. Sources said that by August 2, Shah was confident that his party had enough support in the Rajya Sabha and would introduce the historical bill(of bifurcation of Jammu and Kashmir) in the Upper House by Monday. Subsequently, a whip was issued by the BJP instructing all members to remain in their respective House hinting them that important bills were expected to be passed. Highly placed sources revealed that finally on the weekend, it was decided by Modi and Shah to convene a meeting of the Cabinet at the PM's residence on Monday, to disclose Mission Kashmir's objective to Ministers and pass a resolution thereof, prior to the proceedings of the House. Similarly, the Ministry of Law and Justice was tasked for prompt issuance of notification by the President of India on the revocation of Article 370. Citing a heavy legislative agenda, the government avoided the Opposition’s attempts to raise issues like the India-China border row and economic crisis on the first day of the 18-day Parliament session on Monday. Congress leader in Lok Sabha Adhir Ranjan Chowdhury also sought to discuss The Indian Express investigation report on a Shenzen-based technology company with links to the Chinese government monitoring over 10,000 Indian individuals and organisations in its global database of “foreign targets”, but Speaker Om Birla said the Business Advisory Committee (BAC) would meet on Tuesday to fix a time for discussing “sensitive issues”. Sources said Defence Minister Rajnath Singh is likely to make a statement on the India-China border issue on Tuesday, if the BAC decides to slot it. Chowdhury also sought to refer to The Indian Express report on the “hybrid warfare”. “The BAC will discuss and fix a time for discussing sensitive issues. We will discuss sensitive issues sensitively,” Birla responded. Speaking to The Indian Express later, Chowdhury said he was “surprised” that he was not allowed to raise the report. “It is a matter of grave concern. I was surprised that not a single word was allowed to be spoken on the issue. The issue is being discussed by the media and public. Why can’t Parliament discuss it? Is it isolated from the mainstream? Why is the government evading a discussion?” he said. He said he wanted the government to offer a debate on the India-China border issue as there have been “confusing reports”. “The people in this country are being kept in the dark about what exactly is happening at the India-China border. There have been confusing reports and people have a right to know the truth. In order to give a clear picture to the nation, the government should come out and offer a threadbare discussion on the development. It is a matter of national security,” he said. “The Congress party also supports the soldiers and the risk they have taken to protect the nation. We stand behind the soldiers. We want to support the government, but the government can’t run away from discussions,” he said. During the 30-minute zero hour, the treasury benches avoided issues like the India-China border row, unemployment, migrant crisis and economic slowdown. NCP’s Supriya Sule was the only MP who raised the issue of unemployment and economic crisis. Urging the Centre to assist Maharashtra, she said: “On the first day, we could have discussed the state of economy and unemployment. I don’t see the Centre talking much about them,” she said. The BJP MPs stuck to raising other issues. While Sanjay Seth talked about conversions in the tribal belts of Jharkhand, Ravi Kishan spoke about drug trafficking with reference to the film industry, and Jagdambika Pal talked about including Bhojpuri, Rajasthani and Bhoti languages in the eighth schedule. Meanwhile, the government introduced eight Bills in the Lok Sabha and passed two pending Bills.
