I feel like Naoko intentionally made Sailors Lethe & Mnemosyne foils to Sailors Phi & Chi. All four are twins, yet Lethe & Mnemosyne have been shown with a tragic backstory was to why they joined Galaxia while Phi and Chi join Galaxia just because and they want Galaxia as their queen of the galaxy while they mercilessly slaughter all Sailor Senshi alike, including their former comrades, Lethe & Mnemosyne.

I absolutely agree! Also, I believe Lethe and Mnemosyne are the only members of Shadow Galactica who were confirmed to be true Senshi rather than denizens of other planets who stole their Senshi's Sailor Crystal.

It's definitely possible that Phi and Chi are also true Senshi who willingly joined Galaxia and we just never got confirmation of that in canon, but it would also be cool if they were fake Senshi. It gives them another contrast to Lethe and Mnemosyne.

Oh, something both sets of twins have in common with each other (and thus makes them good foils) is that they love their twin very much, even though it manifests differently. Lethe and Mnemosyne are obviously extremely close; their sole goal in life is to find someplace where they can live together peacefully.

Phi and Chi aren't given as much characterization, but when Phi is killed by Sailor Moon, Chi goes ballistic and immediately retaliates by killing Kakyuu in a very brutal way.
