My Take on the Cover Letter Having to Be Included for The Application
The inclusion of a cover letter is such a formality and the requirement has become old and stogy during these hi-tech, instamatic times we now all live in.   Marina Glogovac, please correct me if I am wrong, but wasn't there an earnest attempt to make cover letters less intrinsic with every job candidate?  A more friendly, less doc heavy representation, being only a resume, was the new MO.
  I understand the "ask," as they say, just the act of trying to make it compelling enough to peek HR's interest to move onto '2nd Round.'   While simultaneously not completely divulge what you are completely about, is a feat in itself.
  The best way if you would have to submit a cover letter in addition to the resume, you could make an earnest attempt at standing out of the crowd with a non-traditional delivery method.  Send both docs, cover letter and resume registered.  Then you possibly ride the risk of 'rubbing' the recipient the final say if they are going to sign for it. 
  Also if they do sign for it, will that make a statement that have a positive or negative chances to make you get the interview.  All the previously stated factors that go into crafting the perfect cover-letter more stressful than the interview!
