Bees are excellent dancers. When a forager bee alights upon an Eden of pollen and nectar, it goes home to tell its hive mates. The greater the intensity of the dance, the richer the source of food being indicated.
In Minnesota, more bees are going to be dancing intensely this spring.
Researchers have found that homeowners who seed their lawns with a special grass mix can feed dozens of species of bees that would otherwise go hungry. So, beginning this spring, Minnesota will pay thousands of residents to plant “bee lawns” under a new state program that has attracted attention from other states. Each homeowner will get as much as $350 to do the work.
“A lot of people are watching this,” said Marla Spivak, the University of Minnesota entomologist who came up with the idea for bee lawns, a mix of traditional lawn grass and low-growing flowers.
The stakes are high: More than 1 in 3 bites of food taken in the United States depends on bees and other pollinators. But bee populations have been declining at unusually high rates in recent years.
According to the most recent data from the Bee Informed Partnership, a nonprofit based in College Park, Md., nearly 38% of managed honey bee colonies in the United States were lost in the winter of 2018-2019. This represents an increase of 7 percentage points above the previous year, and the highest loss recorded since the survey began in 2006.
Minnesota lawmakers last year put $900,000 toward the grant program and this year are weighing a bill to double that amount. Already 10 states have expressed interest in the program, including two states—Wisconsin and Washington—with legislative and agency proposals underway.
But critics say there isn’t enough evidence to justify spending so much.
“Minnesota is already the third- or fourth-highest-taxed state in the nation,” Republican state Sen. Mark Johnson told Stateline. Johnson has co-sponsored legislation that would cut funding for the program by close to $100,000. “What is the return on investment here? We’ve not seen evidence to say this is making an impact on bees.”
Nevertheless, Minnesota policymakers say they have heard from officials in Connecticut, Illinois, Iowa, Nebraska, New York, Oregon, Vermont and Virginia who are interested in bee lawn grants.
At least 28 states have enacted pollinator health laws in recent years, according to the National Conference of State Legislatures. Legislation generally addresses habitat protection, research, pesticides, beekeeping and public awareness.
Nationwide, honey bees pollinate $15 billion worth of crops each year, according to the U.S. Department of Agriculture. Minnesota alone sold nearly $14 million of honey in 2018, according to the USDA.
“Pollinators sound like they’re cute, but they’re really fundamental—unless you don’t want to eat,” said state Sen. Jim Abeler, a Republican who co-sponsored the bee lawn bill in the Minnesota Senate last year.
Some states took aim at pesticides after bees vanished in droves because of colony collapse disorder—the disappearance of the majority of worker bees in a colony with a few dead bees left behind. But chemical companies and the farming industry have fought chemical regulations. They say pesticides are safe and reject findings that pesticides are responsible for bee population loss.
In Minnesota, for example, then-Democratic Gov. Mark Dayton’s task force to protect pollinators, which met from 2016 to 2018, got logjammed every time it brought up pesticides, Spivak said. “But everyone could agree on increasing habitat for bees,” she said.
And habitat loss—not pesticides—is the No. 1 cause of bee deaths, according to the National Academy of Sciences. Other factors, such as climate change, also play a role.
In Wisconsin, Democratic state Rep. Melissa Sargent was inspired by her teenage son to propose a bee lawn measure. Bailey Sargent, 19, brought his mother’s attention to the issue two years ago, as he planted bee lawns across Dane County, Wisconsin, for his Eagle Scout project.
“Pollinators are one of the biggest things we can be working on,” the lawmaker said.
Her bill would set aside $500,000 in grants to homeowners and local governments to plant bee lawns. The Wisconsin Legislative Council, which provides legislative analysis for state lawmakers, is expected to study the bill this summer, and Sargent plans to introduce it during the next legislative session.
In Washington state, creating a bee lawn program like the one in Minnesota will be a high priority recommendation of the state’s pollinator health task force, according to Katie Buckley, a coordinator at the Washington State Department of Agriculture. The working group is set to give lawmakers its recommendations in November.
In addition, the Evergreen State is retooling its Department of Fish and Wildlife backyard wildlife habitat program to focus on bee habitat and include patios and porches, according to Taylor Cotten, a conservation manager at the agency. The agency does not currently know how many of the habitat program’s 7,000 certified members provide habitat for bees.
Minnesota last year named an official state bee: The Rusty patched bumblebee, which has been decimated, declining by 87% nationwide in the past 20 years, according to the U.S. Fish and Wildlife Service. The agency in 2017 declared the bee an endangered species.
Minnesota’s bee lawn program will be paid for with lottery revenue. More than 4,000 residents applied for the grants, far more than would be able to receive funding under the current program.
Between 300 and 400 residents will receive the $350 grants this month, said John Bly, director of education at the Minneapolis-based nonprofit Metro Blooms, a state partner that helps administer the program. Recipients can be reimbursed for hiring a contractor or for buying do-it-yourself project materials, Bly said.
Metro Blooms installed its mix of fine fescue turfgrass, self-heal, Dutch white clover and creeping thyme at 15 residences, or more than 3,000 square feet of bee lawns, according to James Wolfin, sustainable land care manager, adding that bee lawns attract more than 60 species of bees, compared with zero for regular turfgrass.
Minnesota Native Landscapes, in Otsego, sold about 160 lawns’ worth of seed mix last year, up from 40 in 2018, according to sales manager Josh Rosinger, adding that he expects to increase sales again this year.
Organic Bob, in Minneapolis, did 15 bee lawn seedings and installations for residents in the Twin Cities area last year, according to Katie Allen, the sales manager. Organic Bob will install bee lawns of about 1,000 square feet for the grant amount, $350, but it will charge more for larger lawns, say $1,500 for a lawn of 6,000 square feet.
“It wasn’t meant to be a boon to the landscaping industry,” said Abeler, the senator who co-sponsored the bee lawn legislation. “Minnesota is a state of do-it-yourselfers. We don’t need to be giving money to people to bring in a lawn service, unless they’re seniors, for heaven’s sake.”
Before expanding the program, Abeler said, he wants to see how the program goes, making sure he doesn’t hear from constituents saying that they’re getting bilked by landscapers over it.
Minnesota state Rep. Kelly Morrison, of the DemocraticFarmerLabor Party, says the volume of applicants speaks to the popularity of the program and its likely success in boosting bee populations.
Morrison proposes to double the funding for the bee lawns program this year in a bill she introduced last month.
“Restoring habitat for honey bees and our native pollinators is one of the most important conservation concerns of our lifetime,” said Elsa Gallagher, a biologist at the Bee and Butterfly Habitat Fund, a nonprofit that has planted 82 larger-scale projects in Minnesota. Some are residential, but all are larger than a typical bee lawn.
“Bees don’t care what the land is called,” said Clint Otto, a research ecologist with the U.S. Geological Survey stationed at the Northern Prairie Wildlife Research Center in North Dakota, adding that bee lawns do need to be cared for.
“Managed properly, high-diversity mixes routinely generate more bee visits, and are aesthetically pleasing,” Otto said.
Bee lawns debuted at four parks in Minneapolis last year, and scientists such as Hannah Ramer and Kristen Nelson at the University of Minnesota surveyed park visitors for their reactions and published their findings in a 2019 article in the journal Landscape and Urban Planning.
Only 1% of children and 3% of adults in the United States are allergic to bee stings. But Ramer and Nelson found that more than half of visitors to Minneapolis parks with bee lawns last year said they were worried about bee stings. Still, visitors overwhelmingly (more than 95%) approved of the bee lawns.
“Bees are aggressive when defending their hive; not when out foraging on flowers,” said Washington state’s Buckley, adding that it once took her and her fellow researchers half an hour of harassing a bee to get it to sting one of them.
Scientists found in a 2015 article in the Journal of Asthma and Allergy that bees sting only “as a defensive maneuver,” unlike wasps.
Other Minneapolis respondents objected to the look of bee lawns, with one saying they “could look trashy.” Buckley disagrees. “Personally, I happen to like flowers and think they’re pretty,” she said.
In the legislature, according to the lead sponsor of the Minnesota bee lawns bill, state Rep. Rick Hansen of the Democratic-Farmer-Labor Party, opponents mocked bees as unimportant and unworthy of spending. But Hansen said he was confident bee lawns would expand in Minnesota and around the country.
“We have more people who support the bill,” Hansen said, “and we will prevail.”

Even as California prepares to expand vaccine eligibility on April 15 to all residents age 16 and up, the state has managed to inoculate only about half its senior population — the 65-and-older target group deemed most vulnerable to death and serious illness in the pandemic.

Overall, nearly 56% of California seniors have received the full course of a covid vaccine, according to the latest data from the federal Centers for Disease Control and Prevention. That’s about average compared with other states — not nearly as high as places like South Dakota, where almost 74% of seniors are fully vaccinated, but also not as far behind as Hawaii, which has reached 44%. The data, current as of Tuesday, does not include seniors who have received only the first dose of the Pfizer-BioNTech or Moderna vaccine.
But California’s overall progress masks huge variations in senior vaccination rates among the state’s 58 counties, which largely are running their own vaccine rollouts with different eligibility rules and outreach protocols. The discrepancies notably break down by geographic region, with the state’s remote rural counties — generally conservative strongholds — in some cases struggling to give away available doses, while the more populous — and generally left-leaning — metropolitan areas often have far more demand than supply.
In San Francisco Bay Area counties like Marin and Contra Costa, for example, more than two-thirds of seniors are fully vaccinated. Meanwhile, in the far northern reaches of the state, encompassing some of California’s most dramatic and rugged terrain, rural counties like Tehama, Shasta and Del Norte have fully vaccinated only about a third of senior residents, according to the CDC data.
“We definitely share one thing in common and that is that we have a fairly high percentage of people who are vaccine hesitant. And that even spreads into the seniors,” Dr. Warren Rehwaldt, health officer for Del Norte County, said of the Northern California counties with relatively low vaccination rates. Del Norte, which is 62% white and voted solidly for Donald Trump in the 2020 election, has vaccinated 36.6% of residents age 65 and older.
The county, population 28,000, has spotty internet service, leaving the health department reliant on phone appointments for its twice-weekly clinics, which have the capacity to give out 300 doses in a day.
“I don’t think we have filled any of them completely, and they are tapering off,” Rehwaldt said. Often, 100 or more appointment slots go unused, even after the county expanded eligibility to age 50 and up. “We expected that, but we didn’t expect it this fast,” he said.
Every Thursday morning, Rehwaldt joins a local public radio broadcast to encourage people to get their shots, and the department regularly airs public service announcements. “But it’s a really high hurdle to overcome serious misgivings about the vaccine itself,” Rehwaldt said.
Asked what resources might help bolster vaccination rates, Rehwaldt said he’d opt for a mobile van to travel to remote areas of his county. But moments later, he sighed and said he wasn’t sure a van would help much after all. “What kind of resources are going to overcome hesitancy? It’s not a resource problem,” he said.
Shasta County, whose population is about 80% white and voted in even stronger numbers for Trump, is also struggling to reach the 65-plus group, with just 36.6% of seniors fully vaccinated. Public information officer Kerri Schuette acknowledged health workers were encountering some hesitancy among residents but said their efforts also were hampered by early supply issues.
On the other end of the spectrum are counties like Marin, a largely suburban and affluent stretch of communities just north of San Francisco where 71.4% of seniors are fully vaccinated.
“There’s a thread of privilege that does lead to ease of access to vaccines that needs to be acknowledged,” said county public health officer Dr. Matt Willis. Many seniors in the county have access to computers and cars, he said, and have been able to access vaccine appointments with relative ease.
Still, the county made an aggressive plan to vaccinate seniors even before the first doses arrived, he said. Rather than waiting for the federal government’s program that relied on pharmacies to vaccinate residents in long-term care facilities, for example, the health department sent in workers as soon as it had vaccines.
The county also kept its eligibility rules tightly focused on seniors age 75 and older through the middle of February, while other counties were expanding to younger age groups and a broad array of occupations. At one point, the county briefly expanded eligibility to teachers, but pulled back just one week later when doses grew scarce.
“We showed that a dose offered to someone 75 and older in Marin was 320 times more likely to save a life than a dose offered to someone younger than 50,” Willis said.
Contra Costa County, a more diverse area on the other side of San Francisco Bay, has done nearly as well: 70.9% of seniors are fully vaccinated. Add in those who have received at least one dose, and the numbers are far higher: 90% of people ages 65-74 and 97% of those 75 and older, according to the county’s vaccine tracker.
To reach vulnerable seniors, Dr. Ori Tzvieli, Contra Costa’s deputy health officer, said the county worked with nonprofit groups to make lists of residential care facilities and low-income senior housing, then sent mobile clinics to each one. “For people who were literally homebound, we send someone inside. Otherwise, we set up a station in the lobby or right outside,” he said.
The county also set up mobile clinics at farms and places of worship. It gave community health workers dedicated appointments to sign up older residents directly. And rather than have residents track down their own appointment slots online, the department had people fill out forms and then scheduled appointments for them, prioritizing those who lived in low-income ZIP codes with high rates of disease.
With a population of just over 1 million, Contra Costa now is able to vaccinate 100,000 people a week, Tzvieli said, and has recently opened eligibility to everyone over 16. But even within the county, inequalities remain. In Bay Point, for example, a largely working-class Latino community, vaccination rates are still just half of those of some wealthier communities, Tzvieli said.
Farther south, in California’s agricultural Central Valley, Fresno County falls somewhere in the middle on vaccination rates. About 54% of seniors 65-plus are fully vaccinated, just under the state average. Just more than half the county’s residents are Latino, many of them farmworkers. And about a fifth of the population lives in poverty, which presents its own hurdles to a vaccination campaign.
“Poverty immobilizes, physically and mentally,” said Joe Prado, community health division manager in Fresno County. “For a wealthier population, going 3 to 5 miles away [to a vaccine clinic] is simple; you hop in the car and go. But if you’re living in poverty, that’s a big barrier.”
There are community pockets that have not engaged with the county health system, meaning health officials are coming up against vaccine hesitancy and distrust, Prado added. “Our health literacy is nowhere near where it should be, and now there’s a digital literacy problem, too,” he said. “We’re trying to deal with all this in the middle of a pandemic.”
At this point in the campaign, Prado said, most seniors eager for the vaccine have received at least an initial dose: “The final 25% is going to be the most resource-intensive, the most difficult to reach.”
Dr. William Schaffner, an infectious-disease specialist at Vanderbilt University, calls this public health’s “low-hanging fruit phenomenon.” As the proportion of people who are vaccinated grows, he said, “we’ll have to work proportionally harder to keep advancing these numbers, because the eager beavers go first.” In rural counties from California to Tennessee, he added, supply is already outpacing demand.
So far, just more than 75% of seniors in the U.S. have received at least one dose of vaccine, according to the CDC.
“You can look at that as the glass is half-empty or half-full,” said Michael Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota, during a recent episode of his weekly podcast. That still leaves more than 13 million seniors unprotected despite facing the highest risk of death; 8 in 10 deaths from covid reported in the U.S. have been among adults 65 and older.
It is crucial, Osterholm said, that states continue to direct efforts toward reaching and vaccinating vulnerable seniors who are homebound or hesitant.
“When we say we’re going to open up eligibility to everybody 16 or 18 years and older, that seems like a victory,” he said. “In many states, that is an admission of defeat.”

Honoring Nations 2021 Semifinalists
Agua Caliente People Curriculum | Agua Caliente Band of Cahuilla Indians
As with many checkerboard reservations, Agua Caliente Band of Cahuilla Indians and the city of Palm Springs share boundaries, public resources, and urban development. In spite of these many intersections, for decades the only lessons about the Agua Caliente in public schools were given without consultation with the Band, furthering misinformation and stereotypes. The tribe collaborated with the Palm Springs school district and the district’s philanthropic foundation to address this disconnect by creating and mandating an elementary-level Native American Studies curriculum. The program fosters greater community understanding by teaching the history and culture of the Agua Caliente people through their own words.
Cherokee Nation Hepatitis C Elimination Program | Cherokee Nation
Native communities face much higher rates of Hepatitis C (HCV) than the general US population, as well as some of the highest rates of HCV-induced mortality. In 2015, Cherokee Nation Health Services partnered with the Centers for Disease Control to pioneer the first HCV elimination program of its kind. They developed unique and effective screening processes that have linked patients to critical services and trained new health care providers. The Program improves health outcomes for citizens living with HCV and serves all the Nation’s citizens with robust HCV diagnosis and treatment infrastructure.
Cherokee Nation ONE FIRE | Cherokee Nation
Facing similar epidemics of domestic violence and sexual abuse as many other tribal nations, the Cherokee Nation established ONE FIRE Victim Services, which stands for Our Nation Ending Fear, Intimidation, Rape, and Endangerment. ONE FIRE has created a streamlined, “one-stop” program, to provide wrap-around services to survivors of domestic abuse, sexual assault, and dating violence in the tribe’s 14-county jurisdiction, whether they be women or men, Native or not. Using a trauma-informed care model, ONE FIRE meets the immediate needs of those in crisis in the short-term while supporting the healing of survivors and their families and addressing the root causes of domestic violence and sexual assault in the long-term to create a safer community.
Chickasaw Nation Medical Family Therapy | Chickasaw Nation
The separation of physical health and behavioral health treatment often means that many people are not able to access the mental health care and social support they need to heal. To address this, in 2014, the Chickasaw Nation reconfigured its health service delivery to include behavioral health consultants into every patient’s care team, regardless of the presenting issue, throughout the Nation’s health system. Patients now receive their care in a coordinated and holistic way, improving their overall quality of life.
Chickasaw Nation Productions | Chickasaw Nation
Chickasaw Nation Productions creates feature-length films that preserve and revitalize the traditional and contemporary stories of the Chickasaw Nation and its people. Along with producing positive representations, the program provides educational opportunities for Oklahoma public school students to meaningfully engage with Chickasaw history and for tribal members to participate in every aspect of media production. Through empowered storytelling, each new film and documentary serves to keep the Nation’s stories, language, and traditions alive and relevant.
D3WXbi Palil | Squaxin Island Tribe
The Squaxin Island Tribe’s Northwest Indian Treatment Center (NWITC) is a residential chemical dependency treatment facility that serves American Indians with chronic substance abuse and relapse patterns related to unresolved grief and trauma. Using culturally adapted best practices, the NWITC provides clinical, cultural, and support services to clients during a 45-day treatment program. A support team remains in contact with program alumni and helps to build additional supportive networks. The NWITC has been given the spiritual name “D3WXbi Palil,” meaning “Returning from the Dark, Deep Waters to the Light,” and it is helping people to remember, relearn, and return to their true identities.
didgwálic Wellness Center | Swinomish Indian Tribal Community
The opioid epidemic has had devastating effects on Native and non-Native populations across the country. In response to a concerning rate of overdose deaths in their community, the Swinomish Indian Tribal Senate established the didgwálic Wellness Center as a holistic wellness program that improves health and social outcomes by removing barriers to treatment. Focusing on a “whole-person” service delivery model, the Center provides comprehensive, culturally relevant, and personalized care for each patient to sustain a life of recovery and healing with their broader community.
Energy Lifeline Sector Resilience: Low-carbon Microgrids | Blue Lake Rancheria
The Blue Lake Rancheria is located in a rural, geographically isolated region of northwestern California where power outages are common and increasing in frequency due to the climate crisis. To develop energy sovereignty, the tribe’s Energy Lifeline Sector Resilience: Low-carbon Microgrids program installed two climate-smart electric microgrids, with a third in design. The microgrids have increased self-sufficiency, succeeded as economy-enabling investments, and provided tribal members with resilient power that emits less carbon. During emergencies, the tribe has operated its microgrids independently, providing reliable power to significantly improve the energy stability of the larger region.
Family Safety Program | Eastern Band of Cherokee Indians
The Eastern Band of Cherokee Indians holds tribal trust lands in five different North Carolina counties. In 2015, the Tribe launched its own Family Safety Program to offer child and adult protective services and foster care services to children and families throughout the Cherokee community. The program consolidated existing tribal programs and expanded tribally-provided services using an integrated child welfare model that designates a team of professionals for each family in order to deliver wrap around services and 24/7 support. The Family Safety Program works to support the tribal community’s goal of healthy and intact families for all Cherokee children.
Hopi Veterans Services | The Hopi Tribe
To honor the sacrifices of thousands of Hopi tribal members who have served in all branches of the US armed forces, Hopi Veterans Services was established in 1990 to help Veterans with health, compensation and pension benefits, transportation to VA medical appointments, and funerary services and final honors. Serving a rural community hundreds of miles from the nearest VA facilities, the Hopi Veterans Services acts as the main point of contact for Veterans by merging partnerships on local, tribal, state, and federal levels. In addition to providing quality services for their Veterans, the program also advocates for much needed structural support and Veteran benefits locally and nationally.
Managed Aquifer Recharge site 5 | Gila River Indian Community
The Keli Akimel (Gila River) has represented the center of social, economic, cultural, and spiritual life for the Gila River Indian Community throughout their peoples’ history. Following a near century long battle for their water rights after upstream diversions cut off the flow of the Gila River, the Community secured a water settlement in 2004 and proceeded to devise ways to ensure water access and sustainable agriculture for future generations. By developing Managed Aquifer Recharge (MAR) sites, the Community is able to provide for the long-term viability of water resources on-reservation by storing water underground for use during surface water shortages. This ensures a sustainable safe yield of its groundwater supply to support its historic agricultural economy.
Minnesota Tribal-State Relations Training | Intertribal
Since its inception in 2011, the Minnesota Tribal-State Relations Training program has educated key state agency staff about tribal governments, histories, cultures, and traditions so that state and Native nations can more effectively collaborate to resolve shared policy challenges and objectives. All 11 tribal nations in Minnesota collectively implement the training and share their individual stories in order to promote authentic and respectful relationships between state agencies and tribal nations. These relationships have led to greater funding for transportation and other infrastructure projects, the completion of a river restoration project, and timely consultation on a range of matters of mutual interest.
Native American Heritage Fund | Nottawaseppi Huron Band of the Potawatomi Tribe
The Native American Heritage Fund (NAHF) was formed in 2016 by the Nottawaseppi Huron Band of the Potawatomi Tribe to provide grants for initiatives and programs which promote positive relationships between public and private K-12 schools, colleges/universities, and local governments. The NAHF provides resources to update educational curricula, replace Native American mascots in K-12 schools, and assist municipal governments to replace monuments, seals, and murals that depict inaccurate accounts of Native history and disparaging images with more accurate and authentic portrayals. Numerous grants awarded by the NAHF have served to improve the representation of Native American people, history, and culture throughout Michigan.
Pe Sla | Intertribal
Preserving traditional homelands and sacred sites is a challenge shared across Indian Country. The option to purchase land and place it into trust is a difficult and costly process that a tribe often cannot afford. In 2012, the eight Tribes of the Great Sioux Nation joined efforts to purchase 2,000 acres of sacred land back. Tucked away in the heart of the Black Hills, a site known to the Lakota, Dakota, and Nakota Oyate as Pe Sla was successfully put into trust and back in the care of the tribes. This intertribal collaboration has led to a restoration of native buffalo, grasses, flora, and fauna as well as land preservation for traditional ceremonies and cultural programming in perpetuity.
Sitka Tribe of Alaska Environmental Lab | Sitka Tribe of Alaska
Changing ocean conditions brought about by climate change have put the future of marine subsistence resources at risk. To address these risks, the Sitka Tribe of Alaska took the lead in forming the Southeast Alaska Tribal Oceans Research (SEATOR) group, a regional conglomerate of 16 tribes in Southeast Alaska. Supporting the SEATOR partnership, the Sitka Tribe of Alaska Environmental Research Lab provides real time testing of marine subsistence resources to ensure safe consumption and monitors of harmful algal blooms and ocean acidification. The Research Lab’s biotoxin testing has given Southeast Alaskan tribes the capacity to provide safe access for their tribal citizens to healthy shellfish populations within their traditional territories.
Swinomish Dental Therapy Implementation Initiative | Swinomish Indian Tribal Community
In order to address the oral health crisis facing their community, in 2017, the Swinomish tribal leaders exercised their tribal sovereignty and created the legal infrastructure to license and employ dental therapists in their own community. Recognized by the State of Washington, the Dental Therapy Initiative lays the foundation for the growth of oral health programs that increase access to high quality, culturally competent, primary oral health care that fit their needs, while also creating jobs for tribal members to become dental providers in their communities.
Swinomish Tax Authority | Swinomish Indian Tribal Community

How Did Cold Weather Freeze The Texas Grid?
With Arctic-like cold and wind chills likely sticking around Texas until the weekend, many electricity customers inn ERCOT are finding time to wonder what happened on Sunday, February 15. After all, the past week’s cold weather catastrophe seems more at home in the bleak whiteness of Jack London’s Yukon than sunny Sugar Land. To help sort it all out, we’ve been assembling the story as the facts emerge. And as with any raw crisis, we’ve discovered a whole lot of questions to answer. Just how did a winter cold snap freeze up the ERCOT grid anyway? How could it affect your electric bill? And — more importantly — could it happen again?
How the Arctic Vortex and Winter Storm Froze Texas
Each winter, cold air over the North Pole forms a vortex that spins cold air around the northern region. Last year, a normal low pressure kept the Arctic Vortex bound up nice and tight over the North Pole. But this winter, high pressure over the Pole sloshed the Arctic Vortex across the northern hemisphere. In early January, the Arctic vortex underwent a “Sudden Stratospheric Warming” event that broke up the vortex and sent smaller daughter vortices whirling across the northern hemisphere.
As Ground Hog day dawned, One of those vortices flowed into an atmospheric trough over the middle of the U.S. This trough led far south deep into the heart of Texas. Bitter cold temperatures flowed southward. On February 11, ERCOT warned to expect “record electric use as a result of the extreme cold temperatures that have already reached much of the ERCOT region”.
Within two days, a storm system developed in the Pacific northwest. Strengthening as it moved east, it veered to Texas, changing into snow and ice. For the first time on record, the National Weather Service issued Winter Storm Warnings for all 254 counties in the state. As a result, the Railroad Commission of Texas issued an emergency order to protect residential customers by prioritizing deliveries of gas to electric generation facilities.
Texas Generation Mix
According to ERCOT, its Texas generation supply is roughly 22% coal, 35% combined cycle natural gas, 12% nuclear plants, and 25% wind. ERCOT’s annual winter forecast planned for 67,200 MW of coal, natural gas, and nuclear, 24,962 MW of wind, and about 3,800 from solar.
But as Texas temperatures plummeted and customer demand for electricity to heat homes rose and rose. That afternoon, ERCOT formally requested the U.S. Department of Energy to authorize all its generating units to run full blast. The request named 99 coal, natural gas, and fuel oil burning plants. That means that the fuel mix the night of February 14 favored about 67,000 MW from “thermal generators”; natural gas, coal, nuclear, and oil.
Thermal generators use heat to make steam and spin up a turbine that generates electricity. So, it’s a little ironic that thermal plants are susceptible to freezing because many of these plants have exposed steam pipes and switching systems. They perform great under “normal” warm Texas conditions. But when temperatures get bitterly cold, pipes, valves, compressors, gauges, and switches can freeze up and cause shut downs.
Meanwhile, natural gas contains a built-in problem: water vapor. Natural gas, even consumer-grade “dry gas”, can freeze up in pipelines and compressor stations when pressure drops due to power loss or too much gas is taken out of the pipeline. That’s when ice forms in the pipeline and blocks the flow. For Texas natural gas fueled generating stations, these freeze offs shut them down hard.
Natural gas power plants deliver plenty cheap energy to Texas electricity users. But only when the gas actually gets to them.
What Started The Electric Outages?
During the night of Sunday, February 14, winter peak-demand in ERCOT hit a record of 69,150 MW. Beginning around 11 pm multiple generation stations rapidly tripped offline due to the effects of brutal cold weather. Outages from coal and natural gas plants were at least 10,000 MW over what ERCOT planned for it worst-case scenario.
Between 12:17 AM and 1:25 AM on Monday, February 16, the system began failing, dropping went from “conservation needed” to “rotating outages“. At that point ERCOT asked TDUs to shed 16,500 MW of load or about 2 million homes worth of electricity. By mid-morning, ERCOT had lost about 34,000 MW of capacity; roughly 40% of its operable capacity. Most of that loss came from thermal plants while less than 13% was lost due to wind turbine blades icing up.
Why Rolling Black Outs?
Part of ERCOT’s job is not only to match demand to generators’ supply but also to make sure the grid is safe. However, if demand exceeds supply, ERCOT has several tricks it can use. First it may lower the grid’s frequency from 60 Herz to 58 Herz. It might also lower the voltage slightly below 110 volts (causing brownouts). However, if supply falters further and frequency falls below 56 Herz or the voltage drops too much, then resonate frequencies or heat flux density problems in their cores can burn or melt generators. Even too much line noise will damage control and switching equipment needed to bring on additional generators. In short, too much load can burn out the whole grid.
The easiest way to keep the ERCOT grid stable is for the TDUs to reduce load. The fairest way to do it is through rolling blackouts. That way, everyone loses power but only for a little while. ERCOT’s Energy Emergency Rules specify that black outs are limited from 10 to 45 minutes and that TDUs (like CenterPoint and Oncor) are responsible for determining how they shed load in their service areas.
Or that’s at least what ERCOT intended when it ordered rolling black outs on February 15.
Why Did ERCOT Just Black Out?
On Monday, February 16, nighttime weather conditions deteriorated further. ERCOT scrambled to find working generators and balance their system. By 4 PM, ERCOT had managed to restore approximately 2,500 MW of load. But with temperatures falling into teens that night, ERCOT requested another 18,500 MW of load to be shed. By Tuesday, about 45,000 MW and over 180 generators had gone offline.
ERCOT and the TDUs scrambled for generation as it became available. But at the same time supply had to balance load to keep the grid stable. On Tuesday afternoon, CenterPoint warned Houston residentsto prepare for power outages as generators continued to struggle. Even the South Texas Nuclear Power Station shut down about 1450 MW when cold weather affected its feedwater system.
The Big Texas Freeze Problem Spreads North
Shortages from natural gas freeze offs didn’t end at the the “Welcome to Texas” sign. Texas is top producer of natural gas in the U.S. Its wells supply gas used for heating in northern states via major pipeline networks. Nearly half of the state’s natural gas production has screeched to a halt as wells in the Permian Basin, Eagle Ford, and other gas fields froze off.
Monday gas supplies to northern states faltered. Some 17 States, some seeing temperatures below -25°F and as far north as Iowa, Nebraska, Minnesota, and the Dakotas were hit with energy shortages that included low natural gas supply for heating and rolling black outs. Consequently, this big Texas Freeze isn’t just a Texas problem. It’s a national one.
When Will My Lights Come On?
As of Friday, February 19, ERCOT had cancelled the emergency and is reporting “normal” conditions. Prices have slid to their normal levels. But even though Texas generators are supplying over 46,000 MW of demand, thousands of homes were still without power and millions of people are having problems with water services.

What Happens To My Retail Electricity Provider (REP)?
The huge problem facing Texas Retail Electricity Providers was that prices soared to the stratosphere on Monday, February 16, hitting the ERCOT market cap of $9,000 per MWh (that’s $9 per kWh). Much of that was due to the PUCT ordering ERCOT that energy prices should reflect scarcity of the supply. Companies offering customers wholesale rates, like Griddy, told customers that they should switch to another provideras soon as possible or face insanely high bills. Other providers offered customers $100 rebates and waived cancellation fees as incentives to switch to another provider.
The PUCT kept that rule in place until ERCOT finally cancelled the rolling black out emergency on Friday, February 19 at 9 AM. But during that time, ERCOT demanded that retailers needed to cough up cash for collateral for the Day Ahead Markets. Though big Texas energy companies like NRG and Vistra dig into their deep pockets to pay billions this week, small companies are scrambling to pay millions in collateral charges – in one case up to $6.5MM for less than 4,000 residential customers.
As a result, REPs could be bushwhacked by financial troubles as their bills come due. That means customers should keep a weather-eye peeled for some companies raising electricity rates or changing ownership. One retailer has already formally asked the PUCT to re-price rates during the emergency period to a cap of no more $1,500 per megawatt hour for energy. It is not know as of this writing how the PUCT will react.
Will This Happen Again?
Arctic vortex visits are not new to North America. Take for example the winter of 2013 to 2014 which brought record cold to normally sultry Georgia and Florida. To find the last time Texas hit this kind of record cold, you have to dig into the weather stats going back to the 1899. But history shows you don’t need record cold to bring the Texas grid to its knees. You just need poor preparation.
The 2011 Ground Hog Day Freeze-Off started with record cold temperatures and high winds shutting down 50 power plants. Seven of these were coal-fired plants (four were then brand new) that failed from winds and icing. A total of 8,000 MW shut down. Wind turbines, however, limped on and kept producing. In response, ERCOT instituted blackouts and the wholesale price of electric jumped from $70 per MW to $3,001 per MW. Fortunately for electricity customers in Houston, high rates were short lived.
As then ERCOT Chief Tripp Doggett explained to the Dallas News covering the event, “Things that you would expect to winterize prior to a cold period are the problems. In a lot of cases, I suspect, they were wrapped in insulation, and perhaps they underestimated the amount of insulation needed. Perhaps they didn’t recognize they needed a heat source near the insulation.”
The investigating taskforce later validated Daggett when they reported that there were no state or industry regulatory rules mandating power plant winterization. Unfortunately for Texas energy customers , that policy is ongoing. ERCOT does request power plants to perform checks and follow “best practices”. However, generator winterization mandates still do not exist in Texas law.
Governor Greg Abbott is now urging lawmakers to pass legislation requiring the energy grid is cold weather-ready.

US housing prices rose at essentially the same rate in urban and suburban areas last year, jumping 8.8 percent and 8.7 percent respectively, according to an analysis Zillow released Thursday.
The data complicate the narrative that workers are fleeing urban areas for the suburbs or even “Zoom towns” out West near ski resorts and national parks, Bloomberg reported.
While prices in the suburban parts of expensive metro areas — including New York, Seattle, Boston, and San Francisco metro — saw bigger gains, home values are soaring broadly across the United States as people rush to take advantage of historically low mortgage rates to get extra space after months of social distancing.
“The for-sale housing market is experiencing a pandemic-fueled surge in both urban and suburban areas,” Alexandra Lee, Zillow economist, said in a statement. “Homes have become more important than ever, and buyers are eager to hit the market to find their next place to live.” In some more affordable metro areas — including Kansas City, Cleveland, and Cincinnati — urban home values accelerated faster than suburban ones, according to Zillow.
Meanwhile, ATTOM Data Solutions released its “US Home Equity & Underwater Report” on Thursday, noting that 17.8 million residential properties in the United States were considered equity-rich, meaning that the combined estimated amount of loans secured by those properties was 50 percent or less of their estimated market value.
The property database found that the count of equity-rich properties in the fourth quarter of 2020 represented 30.2 percent, or about 1 in 3, of the 59 million mortgaged homes in the United States. That was up from 28.3 percent in the third quarter of 2020, 27.5 percent in the second quarter, and 26.7 percent in the fourth quarter of 2019, despite the ongoing economic damage caused by the worldwide coronavirus pandemic, PRNewswire reported.
The report also shows that 3.2 million, or 1 in 18, mortgaged homes in the fourth quarter of 2020 were considered seriously underwater, with a combined estimated balance of loans secured by the property at least 25 percent more than the property’s estimated market value. That figure represented 5.4 percent of all US properties with a mortgage, down from 6 percent in the prior quarter, 6.2 percent in the second quarter of 2020, and 6.4 percent a year ago.
The continued home-equity improvement during the fourth quarter occurred as the US housing market closed out one of its best years in the past decade, with the national median home price soaring 13 percent. Values spiked and the nation’s nine-year housing market boom surged ahead even as the pandemic idled or slowed major sectors of the American economy, throwing millions of people out of work. Market gains resulted from a bubble of buyers who largely escaped the pandemic’s financial damage looking to take advantage of super-low interest rates.
Six of the 10 states with the biggest gains in the share of equity-rich homes from the third quarter to the fourth quarter of 2020 were in the West. The top five were California, where the portion of mortgaged homes considered equity-rich rose from 39.7 percent in the third quarter of 2020 to 46.1 percent in the fourth quarter, Idaho (up from 39.5 percent to 42.7 percent), Montana (up from 31.9 percent to 34.8 percent), Arizona (up from 29.4 percent to 32.3 percent), and Vermont (up from 45.1 percent to 47.8 percent).
The states where the share of equity-rich homes decreased or went up by the smallest amounts were Nebraska (down from 23 percent to 22.4 percent), South Dakota (up from 30.3 percent to 30.4 percent), North Dakota (up from 24.7 percent to 24.8 percent), Massachusetts (up from 35.7 percent to 35.9 percent), and Iowa (up from 21.8 percent to 22.1 percent).
‘‘The good news is that fewer and fewer homeowners across the country are underwater on their loans,’’ said Rick Sharga, executive vice president of RealtyTrac, an ATTOM Data Solutions company. ‘‘But for those homeowners who are, the uncertainty of the economy during the pandemic looms large. The dual-trigger effect of losing a job and being underwater on a mortgage often, unfortunately, leads to a foreclosure.’’
The four states where the percentage of seriously underwater homes rose from the third quarter to the fourth quarter of 2020 were Connecticut (up from 7.7 percent to 8.2 percent), Nebraska (up from 6.9 percent to 7.3 percent), North Dakota (up from 8 percent to 8.1 percent), and Massachusetts (up from 3.8 percent to 3.9 percent).
The counties with the highest share of equity-rich properties were San Mateo County in California, outside San Francisco (71.2 percent equity-rich); Washington County in Wisconsin, outside Milwaukee (69.9 percent); Santa Clara County in California (66.7 percent); San Francisco County in California (63.1 percent), and Dukes County (Martha’s Vineyard) in Massachusetts (60.7 percent).

Antifa rumors spread on local social media with no evidence
False rumors that antifa is organizing bus rides to take protesters into white neighborhoods and loot homes have gone viral in recent days on digital neighborhood platforms and in group texts throughout the U.S.
Some of the posts feature a screenshot of a tweet by a fake antifa Twitter account that Twitter said was created by the white nationalist group Identity Evropa, attempting to drum up fear of looting in residential and suburban areas. The false antifa tweet was boosted in part by Donald Trump Jr., who posted a screenshot of the tweet to his Instagram account. Other rumors falsely warn of antifa members' being "bused in" to towns in Idaho.
The rumors about outsiders coming to damage property or commit acts of violence at protests have ripped through local communities over the last week, aided by neighborhood-focused social media networks and groups.
Rumors circulating on Facebook and Nextdoor that buses filled with thousands of antifa and other outside agitators were on their way to loot "white neighborhoods" prompted law enforcement officials to respond to fearful residents in the suburbs of Sacramento, California, that they are "monitoring" messages on social media "causing worry and concern."

In Idaho, online militia groups warned businesses that antifa activists were coming on buses to vandalize Boise and residential areas. On Monday, the sheriff's office in Payette County, north of Boise, posted on its Facebook page to debunk the rumor. Another viral rumor warned Idahoans to "lock our doors and our guns" because antifa activists were being flown in from Seattle.
"The Payette County Sheriff's Office has not had contact with and has not verified that Antifa is in Payette County," its post read.
In South Dakota, Sioux Falls Police Chief Matt Burns had to rebut claims that buses were coming from Fargo to incite violence.
"In any event like this with this much exposure, there is lots of information floating around out there on social media," Burns told The Argus Leader newspaper. "Some of it has some truth to it, and some of it is just a false flag. It appears at this time that that's what that was."

Similar claims are sweeping social media in rural areas throughout the country, according to Matt Hildreth, the executive director RuralOrganizing.org, a national progressive nonprofit.
Hildreth said his national network of rural community leaders "are being overwhelmed" by claims from social media about out-of-towners' riding in on buses to infiltrate local protests.
"Misinformation campaigns are specifically targeting these communities," Hildreth said. "It seems to be specifically attempting to stoke fear and paranoia, especially in response to what we're seeing in Minneapolis."
The impostor antifa tweet gained considerable traction on hyperlocal services like Nextdoor and the Ring app in communities across the country, as seen in screenshots shared with NBC News. The tweets share a screenshot — sometimes with captions like "Antifa in the suburbs?" — sparking fearful comments among rural and suburban communities.
Screenshots of the fake antifa tweet are still swirling around group texts nationwide, according to several people who group-forwarded the claims to NBC News. The spread of false, context-free screenshots is known as "hidden viral" texting by disinformation researchers, in part because the spread of viral misinformation and rumors is exponential but almost impossible to responsibly track because of the private nature of text messages.
"As the specter of danger looms, people will take screenshots and circulate misinformation on other messaging apps," said Joan Donovan, director of the Shorenstein Center on Media Politics and Public Policy at Harvard University's Kennedy School of Government. "This is where it becomes impossible to trace its impact and potentially could lead to roving vigilante groups. It's crucial to identify these hoaxes early and quickly."
The screenshots are usually attached to an appeal toward familiarity or authority, with phrases like "my friend sent me this" and "please pass this along," an effort to gain maximum exposure and prey on fear.

The fake antifa account that went viral left clues that its tweets weren't genuine. The account misspelled a legitimate hashtag as "#blacklivesmaters." And inside the antifa flag in @Antifa_US's profile picture, the account appended an "IE," short for Identity Evropa, which rebranded as American Identity Movement in 2019.
But some other disinformation accounts aren't so willing to claim credit.
On Tuesday, Facebook added a warning to posts on Facebook and Instagram indicating that the fake antifa post was "false information."
By then, the post had already gone viral on both platforms, generating hundreds of thousands of interactions.
The post was shared by pro-Second Amendment and conservative media pages like Red State and Hot Air. It was also shared by "U.S. Law Enforcement," a page with nearly a half-million followers that claims to be "run by several current and retired U.S. law enforcement officers," which posted the screenshot of the tweet and wrote: "Antifa is warning that tonight they're moving out of the cities — and into residential areas to 'take what's ours.' Law enforcement across the country on high alert. Circulate this asap."
The posts then moved quickly through pro-Trump Facebook groups.
Ray Serrato, an independent disinformation researcher, first tracked the viral spread through CrowdTangle, the Facebook-owned social media analysis tool. NBC News replicated his results.
The post was also widely shared on Instagram, led by Trump Jr., who shared the post Sunday and wrote: "Absolutely insane. Just remember what ANTIFA really is. A Terrorist Organization! They're not even pretending anymore." His post was liked 96,000 times. Trump Jr., who did not respond to a request for comment, deleted the post Tuesday morning.
