The waterlogged ceiling of Betty Gay’s rural Kentucky home sags so low that she hits her head on the light fixture. She’s only 5-foot-1. When it rains, the retired nurse’s aide covers her bathroom floor with buckets and towels. Mold festers on the damp walls.

Gay, 70, was counting on a $20,000 loan from the Agriculture Department this winter to patch the hole in the roof of the ranch-style Mount Sterling home she’s lived in for 30 years.

But the money is on hold.

The agency can’t process Gay’s application because its workers have been furloughed. Also suspended: the processing of thousands of USDA loans to low-income rural Americans to help them build or buy homes.

As the partial government shutdown continues into its third week, the impacts are falling hardest on those who can afford it the least — and the effects will grow even more punishing if key agencies remain paralyzed beyond Feb. 1 and into March. At risk: food on the table for millions of vulnerable households, rental assistance and other safety net programs.

“I’m just at my wit’s end,” said Gay, who’s been living with the leaky roof for a year, and now the front door hardly closes. Still, she counts herself among the lucky. “I just thank the Lord I don’t have small kids to feed.”

Trump last week threatened to keep the government partially closed for months, even years, if the impasse over the border wall continues.

Under criticism, the Trump administration this week moved to shore up one of the most important pillars of the social safety net, the food stamp program, which benefits 38 million Americans and whose funding was due to run out at the end of January.

Agriculture Secretary Sonny Perdue said Tuesday that the agency would rely on a little-known budget provision to give states the money for the Supplemental Nutrition Assistance Program for the month of February ahead of time — by Jan. 20 — to circumvent the expiration of federal appropriations.

Perdue also ensured that other nutrition assistance programs, including school meals and a program for mothers and young children, would be funded through February. The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) provides food, baby formula and breast-feeding support to 7.3 million mothers and children under 5 years old.

But officials could not promise that those benefits would continue if the shutdown lasts until March. The food stamp program has a $3 billion reserve, which would cover less than two-thirds of the $4.8 billion in benefits distributed each month.

Beginning in March, families could see an average cut of at least $90, or close to 40 percent, assuming the agency spreads the $1.8 billion shortfall evenly across the 19 million households receiving SNAP benefits, according to an analysis by the Center on Budget and Policy Priorities.

The USDA has not said what it would do in the event the shutdown lasts that long. When the SNAP contingency money runs out in April, the food assistance program will probably be closed altogether, anti-poverty advocates said.

“At that point, it will take Congress taking some sort of emergency action to fund the program if the government doesn’t reopen,” said Rebecca Vallas, vice president of the Poverty to Prosperity Program at the left-leaning Center for American Progress. “We will see hunger in America skyrocket. It’s going to take more than just flipping a switch to make things right after this.”

Already, more than 2,500 grocers and other retailers are no longer accepting food stamps because their SNAP licenses were not renewed before the shutdown started Dec. 22, according to the Food Marketing Institute, an industry group.

Federal funding has also been shut off for cash welfare benefits, known as Temporary Assistance for Needy Families (TANF), for 3.4 million of the poorest Americans, the majority of whom are children. For now states are picking up the financial burden — $4.2 billion they were to have received from the Department of Health and Human Services to cover January through March. States are providing benefits by cobbling together previously unspent federal funds with state dollars.

“We don’t know at what point states will start to panic and that will start to affect people relying on TANF,” said Elizabeth Lower-Basch, a social safety net expert at the Center for Law and Social Policy.

If the government does not fully reopen by Feb. 1, nearly 270,000 rural families who receive federal rent subsidies through the Agriculture Department would also be at risk of eviction because their landlords would no longer be paid, said Bob Rapoza, executive secretary of the National Rural Housing Coalition.

“These are the poorest rural people in the country,” Rapoza said. “They’re farmworkers, they’re senior citizens, they’re disabled.”

An additional 2.2 million low-income households receiving rent assistance could be put in jeopardy in March when funding for the Department of Housing and Urban Development’s Section 8 voucher program runs out.

State and local public housing agencies would also stop receiving money to operate more than 1 million public housing units in March.

And another 100,000 low-income tenants are already at risk because HUD did not have staff in place during the shutdown to renew at least 1,150 affordable housing contracts that expired in December.

That means apartment owners will not be paid and must now dip into their reserves to cover their mortgages — which they may not be able to do indefinitely.

HUD officials told The Washington Post this week that furloughed staffers have been called back to work to scour agency accounts for money that could be used to cover contracts that expired before the shutdown. But those that expired after Dec. 22 remain in limbo, with payments possible only after the earlier batch of contracts are renewed.

The agency sought to downplay the impact of the expired contracts.

“No one has ever been evicted because of a shutdown, and the landlords have always been made whole,” said HUD spokesman Jereon Brown.

But he acknowledged that more contracts expire with each day that the government remains closed. Another 500 contracts are scheduled to expire by the end of January, and 550 in February, the agency said.

The risk of eviction for low-income tenants grows the longer the government remains closed, say housing advocates.

“The longer the shutdown continues, the more the lowest income people will be hard hit,” said Diane Yentel, president of the National Low Income Housing Coalition. “If we get to March, we’re going to be looking at a potentially significant number of evictions.”

HUD also announced Wednesday there could be major delays in the disaster relief funding it sends to Puerto Rico, Florida, and a number of other places because of the shutdown, saying it likely would not be able to meet a timeline set by Congress.

The shutdown has hit Native American tribes especially hard because so many of their basic services depend on federal funding, as a legacy of their negotiated treaties with the U.S. government.

U.S. Rep. Sharice Davids (D-Kan.) — a member of the Ho-Chunk Nation and one of two Native American women newly sworn into the U.S. House of Representatives this month — said one tribe witnessed a member die during the shutdown because road crews did not plow snow-filled roads and an ambulance could not get through. She did not provide further details, saying she wanted to respect the tribe’s privacy.

Several tribes have reallocated funds to keep hospitals and clinics open on their lands. But staff at those hospitals has already grown thinner, Davids said.

“For many in these communities, this is the only way people can access health care,” she said.

Kerry Hawk Lessard, executive director of Native American Lifelines — a Baltimore-based group that provides health assistance to Native Americans living in urban areas — said she’s had to turn away members seeking rides to doctor’s appointments and halt funding for previously promised eyeglasses as a result of the shutdown.

Nonprofit groups in Washington, D.C., say they are making contingency plans after facing an uptick in calls from furloughed federal workers — with 362,000 of them living in the area — as well as families starting to panic about losing a slew of social safety benefits.

The Capital Area Food Bank in Northeast Washington revamped its website to lead with a tutorial on how to get food during the shutdown. The food bank sought assurances from federal authorities that the government will continue supplies of food and is trying to persuade grocery stores and other partners to help shore up dwindling supplies.

“We’re hearing from first-timers trying to understand how we work, what the hours are, whether there’s any near their homes,” said Radha Muthiah, the nonprofit’s president and chief executive.

Valerie Beaudin, 51, who was furloughed from her job as U.S. Census geographer, spent Tuesday morning handing out supplies at a food pantry in Huntingtown, Md., during a special event for federal workers.

Some were young, newly hired workers with no savings. Others were couples where the husband and wife both worked for the federal government.

“They were grabbing everything from luncheon meat to oranges to diapers and baby supplies,” Beaudin said.

Muthiah said Capital Food Bank has started talking about creating a fund for future shutdowns.

“We have an emergency cushion we use for natural disasters like floods, tornadoes,” Muthiah said. “We’ve never had to allocate for shutdowns before, but given how things are shaping up, this may be the new norm.”

I have moved across the United States by myself at the age of 20 with no insurance covered by my parents, nor will they ever if they could. I had a retinal detachment in my left eye. Paid out of pocket for an eye doctor appointment, he freaked out and told me to go straight to the emergency room for emergency surgery since my entire retina was detached. After my surgery, half unconscious too, a social worker got assigned to me because I was under 21 and legally dependent on the state. So the state paid for my surgery. I had a 2nd one too because the first failed. During my 2nd surgery I had cataracts in my eye so they removed the natural lens. And they never replaced the natural lens since they feared the retina may detach again like the first time. But it stay together and I turned 21. So therefore, legally independent by the state. My check up appointment was after my birthday which the front desk of the eye section declared I must pay $80 for every check up visit, which they wanted me to come in every other week. And if I did not pay, I could not go in. Due to my 6 months of surgeries and recover time I had no money, and was not working. I live with my in-laws, and they were taking care of me, but they are certainly not going to pay my medical bills. So here I am now, age 22 and I have been working for about a year. My job does not offer health insurance until you worked for a year, and even then, there is a certain month you can sign up. I have been walking around for over a year without a natural lens, or ANY lens in my left eye. This is in no way like being blind. My doctor had told me that if I got my license and drove, if ever in an accident, I would get in serious trouble because you are not supposed to drive this way. Not that I do, I cannot see correctly so it is wicked dangerous. Having no lens in one eyes messes with your other eye. Hard to explain unless you have literally had this situation before. Sunlight glares into my bad eye, then into my good eye. Same with darkness or bright lights in general. I am actually very blind at night because of this. This is literally ruining my life. I have no money to pay for insurance, or the surgery which can be easily be 10,000 dollars. Is this legal for a county hospital to do? I have never heard of anyone in my situation. Even the thousands of times I have googled and searched. Never heard of anyone in my shoes. What are my rights here? Is there some way I can fight this? Where is my justice? This is holding me back so badly in life. Please someone with real help and not a crappy site they copy and pasted, help! I need some real human help!!""

Maryland News: Maryland Governor Larry Hogan Announces Statewide Flood Response Efforts

State Resources Available For Ellicott City, Impacted Areas; Governor Urges Marylanders to Avoid Damaged Areas, Heed Local Authorities’ Instructions

ANNAPOLIS, MD – Maryland Governor Larry Hogan has directed Maryland state agencies to coordinate and work together to keep Marylanders safe and informed following yesterday’s severe weather, which included extensive and persistent rain, major flooding, and power outages in multiple locations throughout the state. Ellicott City in Howard County was particularly devastated by this weather event, which also included significant flooding in Southwest Baltimore County, Baltimore City, and Annapolis.

Governor Hogan declared a statewide State of Emergency on Sunday, May 27, which enables the state to efficiently coordinate support and provide additional assistance to all local jurisdictions experiencing flooding conditions. The governor is urging Marylanders to avoid the Ellicott City area while crews perform rescue operations and work to assess the damage left by the floods to begin the recovery process.

“We are heartbroken to see the devastation that occurred yesterday in Ellicott City, and the serious flooding in multiple jurisdictions across our state” said Governor Hogan. “State agencies have been working around the clock to coordinate resources, begin assessing damages, and clean up debris, mud, and damaged infrastructure.”

“If you want to help, my message is very clear: put your safety first, stay out of flooded areas, heed all warnings, and call 911 in the event of an emergency. The state stands with all impacted areas and will provide all possible resources in support of recovery efforts.”

The following actions and operations are being undertaken by state agencies to respond to the storm and assist those affected by the flooding and severe weather conditions:

Maryland Emergency Management Agency

On Sunday, MEMA elevated the State Response Activation Level to help efficiently coordinate assistance and support for local emergency management offices.

MEMA is supporting Howard County and other jurisdictions’ requests for assistance and fulfilling needs as requests come in.

MEMA is coordinating with neighboring states for support and has collaborated with parts of Maryland and Virginia to organize an Incident Management Team to support operations in Howard County.

MEMA is facilitating conference calls with state agencies and local partners to maintain situational awareness and coordination.

MEMA Executive Director Russ Strickland is in Ellicott City today working with Howard County Office of Emergency Management.

Maryland State Police

Superintendent Colonel William Pallozzi immediately contacted Howard County Police Chief Gary Gardner and offered assistance.

A Maryland State Police Mobile Field Force was activated bringing more than two dozen state troopers to work perimeter security around Ellicott City, including members of the State Police Motorcycle Unit who are patrolling on all-terrain vehicles.

Troopers from the Special Operations Division are staffing the Howard County Emergency Operations Center as well as the State Emergency Operations Center in order to ensure any requests for State Police assistance are addressed immediately.

Maryland State Police Aviation Command crews are on standby to assist with any requested aerial support.

During the storm, troopers responded to areas of high water, including the outer loop of I-695 between I-70 and Washington Blvd., where three feet of water required the highway to be temporarily closed.

Maryland Department of Transportation

Six state roads remained closed this morning, including four from yesterday’s storms and two from earlier storms. Several other roads were closed on Sunday evening.

State Highway Administration (SHA) CHART crews were deployed across every district last evening through this morning, with at least two crews on patrol in all seven districts. Three CHART units were dedicated to Ellicott City area to manage closures and response.

The Office of Materials Technology arrived in Ellicott City this morning to begin evaluating pavement repairs required on MD144.

USDOT’s Federal Highway Administration has reached out to MDOT SHA to discuss the possibility of applying for Emergency Relief Funding. MDOT SHA’s Office of Maintenance will continue discussions with Federal Highway Administration and Howard County.

The Motor Vehicle Administration is prepared to work with law enforcement and local authorities to identify vehicles impacted by the flood and ensure they are processed appropriately. MDOT MVA requests that anyone who needs to obtain a lost driver’s license or identification card should contact our call center at 410-768-7000.

Department of Labor, Licensing, and Regulations

The Maryland Department of Labor’s Division of Workforce Development and Adult Learning will provide job search services at the Columbia Workforce Center on a daily basis to assist all dislocated employees in connecting to employment opportunities. We will reach out to the local workforce director and will work alongside the local American Job Center to get job services to those affected by the flood in an expedited manner.

The Columbia Workforce Center has staff and computers available to assist individuals with applying for unemployment.

The Center is also prepared to provide any re-employment services needed to the residents of Howard County. The Columbia Workforce Center is located at 7161 Columbia Gateway Drive, Columbia MD 21046 and can be reached by phone at 410-290-2600.

The Maryland Department of Labor’s Division of Unemployment Insurance is prepared to assist individuals who are unemployed as a result of the disaster in Ellicott City.

Claims for unemployment insurance benefits can be filed over the phone or online. Claim Centers take claims by telephone only every Monday through Friday from 8:00 a.m. – 2:00 p.m.

Individuals may file a claim by phone by calling 410-853-1600 or 1-877-293-4125 (toll free in MD only). Individuals may file a claim by online by visiting www.mdunemployment.com and clicking on “Apply for Unemployment Benefits.”

Claimant Information Service is available to answer questions about unemployment insurance benefits at 410-949-0022.

Callers from Maryland but outside of the Baltimore area can call 1-800-827-4839.

The Maryland Department of Labor’s Division of Occupational and Professional Licensing will provide: Expedited printing or proof of licensing if licenses are damaged or inaccessible;

Pamphlets that explain the importance of hiring licensed individuals to perform home repairs and electrical, plumbing, and HVAC work; and Representative(s) to explain or answer questions as needed.

The Maryland Occupational Safety and Health (MOSH) unit can assign personnel to the disaster site for consultation assistance.

We can also offer a supply of safety glasses and personal protective equipment including vests, gloves, and hard hats. The Maryland Occupational Safety and Health’s (MOSH) emergency phone number to report a workplace accident or fatality is 1-888-257-6674.

The Maryland Department of Housing and Community Development (DHCD) is deferring payments due on current loans for Ellicott City businesses that participated in the 2016 Maryland Business Recovery Loan Program and have been affected by the May 27, 2018, flooding.

DHCD is activating emergency lending and grant programs to support businesses, individuals and families who require rental assistance, and homeowners and landlords that need help with repairs.

Maryland Energy Administration

Maryland Energy Administration and the Maryland Public Service Commission continue to monitor, support, and coordinate with the Maryland utilities on their storm mobilization, restoration and public safety efforts.

Maryland Department of Health

The agency stands ready to support sheltering operations as requested, support requests for additional sanitarian staff for food service facilities, and support recovery operations and mental health needs as requested.

The Deputy Secretary for Public Health Services, Dr. Howard Haft, met with the Howard County Health Officer Sunday evening.

Maryland Department of Disabilities

The Department will continue to provide the following programs, services, and constituent support: an inventory of assistive technology available for temporary loan, 11 portable ramps of varying lengths available for temporary loan and access to other ramps around the state, and durable medical equipment for loan through our partners.

The Department coordinates reimbursement programs for personal care attendants for those previously approved and qualified for this program, coordinates affordable housing programs for people with disabilities, provides referrals and coordination for cases involving families and individuals with disabilities and may expedite certain loans for assistive technology.

The Department continues to provide subject matter expertise and information accessibility support to local jurisdictions and state agencies, along with document remediation, website testing, and rendering social media messages for universal access for agencies supporting the response and recovery.

“The lifestyle is so great, people are willing to pay the premium,” says financial planner Jenna Rogers, of Mission Wealth in Santa Barbara.

But rents, while high, are less than a third of what it costs to own in this beachy county. There are plenty of rentals under $2,000.

While its neighbor to the west, Manhattan, may attract more socialites and foreign investors, Brooklyn’s housing market has tons of A-list appeal. Sarah Jessica Parker’s “Sex in the City” persona, Carrie Bradshaw, may have famously lived in the West Village, but the actress��and her hubby, Matthew Broderick, have opted for brownstone-lined Brooklyn streets over Manhattan high-rises, as have Maggie Gyllenhaal, Peter Dinklage, and countless other celebs. Brooklyn just has that artsy, cool factor that appeals to a wide range of folks, especially single millennials and young families.

It’s a diverse borough, ranging from exorbitant hipster hot spots to reasonably priced communities of working-class residents and immigrants. And it’s becoming ever more welcoming to renters.

“There’s not enough demand to fill [all the new buildings],” real estate agent Braswell says. “It’s a pretty soft rental market.”

Then the investors came in to snap up everything left, fixed up the homes, and rented them out for a profit.

“Rents skyrocketed” as a result, says Kent R. Miller, owner of RE/MAX Advantage in Jonesboro. Post-housing-bust, it’s become far more affordable to purchase a home than to rent.

The median list price in Clayton County, at $130,050, is less than half the national median of $270,000. Cost-conscious buyers can still snag a fixer-upper in the county in the mid-$30,000s.

But prices are starting to creep up in this rural and suburban county, home to Confederate War battlefields and classic antebellum architecture.

3. Schuylkill County, PA

The median list price in Schuylkill is a fraction of that of Allentown, at $161,000, or Reading, at $139,000.

“If you’re in the sections that border neighboring counties, property taxes are lower, school taxes are lower” than across the border, says Kim Marks, a sales associate at Coldwell Banker.

Homes in some of the newer developments will set buyers back significantly more, though, ranging from $250,000 to $350,000.

“We have a nice little rural pocket here,” he says. Land is cheaper, so “it’s easier to build houses.”
