NATO will call for all 32 members to put in place civil defense plans in case of an Article 5-level attack at the alliance’s Washington summit, officials familiar with the plan told Foreign Policy.
“We’re going to push the idea in Washington that all allies should commit to having some kind of national planning process that brings together both the military planning and civilian planning for Article 5,” said one NATO official, speaking anonymously based on conditions set by the alliance.
The move is part of an ongoing effort within NATO to prepare for a possible future Russian attack on the alliance that members believe is likely to include long-range missile strikes, disinformation, disruption of ports, and assaults on the energy grid—similar to what the Ukrainians have faced during the country’s full-scale invasion.
The expectation is that countries may have to plan to fend for themselves while they wait for NATO’s political leaders to decide whether to invoke self-defense.
“You have to be capable of being defendable while waiting for Article 5 to come into play,” said Dalia Bankauskaite, a nonresident senior fellow at the Center for European Policy Analysis, a Washington-based think tank. “You have to be self-sufficient for self-defense within your territory with whatever resources you have.”
The notion that Europe has to prepare for war after NATO’s 75 mostly peaceful years of post-World War II life is slowly becoming the status quo in many allied governments as they grapple with a resurgent Russia that is picking itself up off the canvas from the initial beating it took in Ukraine far faster than anyone expected. But the alarm bells are coming as a shock to the global public square.
Swedish defense chief Gen. Micael Byden’s January statement that all Swedes should mentally prepare for conflict went viral on TikTok. Frightened children and teens flooded the telephone lines of Sweden’s largest child protection group. Then-British Army chief Gen. Patrick Sanders called on Britons to get ready for a level of mobilization not seen since World War II, forcing the press flacks at No. 10 Downing St. to clarify that they weren’t reinstating the draft. (Sanders also got a tongue-lashing from his boss.) German officials have even suggested that Russia could conduct missile attacks against NATO countries.
The reaction within NATO has been to call on member states to further link military planning and civil planning in the event of a regional war. “Deterrence is not only something for the minister of defense and the armed forces—it is a whole-of-society event,” said Royal Netherlands Navy Adm. Rob Bauer, the chair of NATO’s Military Committee. “Financial institutions have a role to play. Industry has a role to play. We need the right infrastructure in our nations to transport military equipment over roads, over bridges. A bridge has to be able to carry a tank.”
NATO countries need sufficient harbor facilities, airports, rail gauges, and energy infrastructure that are not dependent on a small handful of nations. The idea is for each country to have a plan for ensuring continuity of civil government, food, and fuel in the event of a crisis, NATO officials said.
NATO will also have to think about how to deconflict roads and transportation networks in a war if masses of people move west while tanks and logistics trains move east. Countries such as Estonia, Finland, Lithuania, Latvia, and Poland are coming up with plans to evacuate civilians at least 50 miles from the front lines of a conflict with Russia, Bankauskaite said.
The problem of preparedness for an alliance covering more than 10 million square miles and 970 million people—about 4 million of them in uniform—is sprawling. It doesn’t lend itself well to neatly drawn government organizational charts and jurisdictional boundaries; it’s somewhere between defense and homeland security.
But the idea that NATO members need to build up antibodies to resist an attack dates back to the alliance’s founding. Eight years ago, NATO leaders built on that foundation with seven planning requirements for resilience. And they added to that in the 2023 Vilnius summit communique, calling resilience a basis for credible deterrence and defense.
Still, there’s no 2 percent standard for resilience. Just as NATO nations have the ability to set their own defense budgets and structure their own militaries to fit their plans, officials said, member states are likely to be able to set their own requirements for civil defense. The standards will vary from country to country.
“It doesn’t have to be the same, because each country is different,” said one Nordic official involved in the planning. “But everybody should have a minimum level of resilience.”
NATO also has a pool of civil experts to build capacity for resilience in countries that are less prepared. The European Union also has pre-positioned medical stockpiles and supplies of equipment to protect civilians from chemical, biological, radiological, and nuclear threats.
Some think that the urgency is still being driven by the United States putting more and more troops in Europe to reinforce NATO soil against Russia. “Since the beginning of this war, the U.S. presence in Europe has steadily gained,” said retired U.S. Air Force Gen. Philip Breedlove, a former NATO supreme allied commander and head of U.S. European Command. “What we see today are further refinements and continued efforts toward getting more ready.”
Historically, the Nordic countries have set the pace for NATO, and many of the new alliance members in the region are already out in front. Newly minted NATO member Sweden has a so-called “total defense” plan that calls on every citizen between the ages of 16 and 70 to help the nation prepare for war, whether through military conscription or assisting with emergency services. Stockholm is set to update the plans this year. They’ve been learning from the Ukrainians: Swedish Civil Defense Minister Carl-Oskar Bohlin has made multiple visits to Kyiv since the Russian invasion began.
Sweden, which already regularly issues a pamphlet to all 10 million citizens with checklists for how to prepare for a terrorist attack or war, plans to update it later this year. “It will reflect the more dire security situation that we are finding ourselves in now,” Bohlin said. There is even consideration about whether to invoke civil conscription for the rescue services.
Finland, which has universal male conscription, can mobilize 300,000 reservists to fight with a snap of its fingers. The Finns also have a rule of thumb to stockpile enough food, water, and medicine to last 72 hours. Helsinki has increased stockpiling requirements for petroleum by businesses and government entities to a five-month supply. Even the mindset in Finland is changing toward a more wartime economy, the Nordic official said.
Countries have also begun dusting off and tallying up their Cold War-era bomb shelters. Sweden has 65,000 shelters, enough for about 7 million people. Finland has 50,500 shelters, with space for about 90 percent of Finns. Norway has some 20,000, enough for about half the population.
The Baltic countries took up “total defense” plans after the Kremlin’s annexation of Crimea and invasion of the Donbas in 2014. Estonia, Latvia, and Lithuania are building a 600-mile line of defense installations along their borders with Russia. Latvia has reinstated a military draft.
These are necessary measures, Baltic officials said, with Russia already conducting low-level hybrid warfare activities on NATO soil, from vandalism to beatings of dissidents in Eastern Europe.
“We know for a fact that there is an active kinetic activity happening in the Baltic states, in the wider region, today,” Gabrielius Landsbergis, Lithuania’s top diplomat, said at an event in March at the National Press Club in Washington. “Russia is able to have people for hire that would in some cases vandalize buildings, tear down the flags—such things that have happened in Lithuania—and attack people.”
The call for new civil defense requirements is a window into how European societies are changing—and how they will need to change—in light of Russia’s growing military threat. Russia has fired missiles at Ukraine’s electrical grid, kidnapped Ukrainian children, and attacked the transit corridors for much of the world’s grain. NATO is preparing for Russian President Vladimir Putin to use the same playbook in an Article 5-level assault on the allies.
“It’s not only about military effects,” said Bauer, the NATO military chief. “It’s also about hybrid warfare. It’s about energy. It’s about migration. It’s about food. All these things have been used by Putin [and] will be used again by Putin.”
A new reality of preparing for war could have expansive ripple effects on civilian life after seven decades of mostly peaceful times on the continent. But NATO nations will need a plan to deal with Russia’s efforts to target civilians—through attacks on critical infrastructure and buildings, neighborhoods, and schools as well as through disinformation that has been on display in two years of full-scale war in Ukraine.
NATO militaries have become adept at dealing with small numbers of wounded soldiers in the past two decades, as most of the alliance fought in Afghanistan. But in an Article 5-level war, there might be mass military and civilian casualties all at once, and hospitals may need to run around the clock.
The logic goes that the quicker NATO countries can prepare, the readier they will be for massive numbers of troops to flow in. Especially in NATO’s front-line states, where nations are on heightened alert about Russia’s hybrid threats, there’s a desire to start pushing back.
“They are pushing the line,” said Landsbergis, the Lithuanian foreign minister. “They are testing us. And I’m sure that somewhere down the line, we will have to start pushing back

"California just cracked down on pollution from transportation in two major moves, part of an effort to improve air quality and cut carbon emissions at the same time.
On Friday, the California Air Resources Board unanimously approved a rule that would ban the sale of diesel big rigs in the state by 2036. The mandate, which will apply to about 1.8 million trucks — including those operated by Amazon, UPS, and the U.S. Postal Service — is reportedly the first in the world to require trucks to ditch internal combustion engines. The news came one day after California became the first state to adopt standards to limit pollution from trains.
Trucks and Diesel
The regulations are intended to improve air quality and trim carbon emissions from transportation, the source of about half the state’s greenhouse gases. Trucks and trains spew diesel exhaust, full of soot that contains more than 40 cancer-causing substances, responsible for an estimated 70 percent of Californian’s cancer risk from air pollution.
The trucking rule requires school buses and garbage trucks to be emissions-free within four years. By 2042, all trucks will be required to be “zero-emission,” meaning there’s no pollution coming out of their tailpipes. The deadline comes sooner for drayage trucks, which transport cargo from ports and railyards to warehouses — typically short routes that require less battery range. New drayage trucks must be “zero-emission” beginning next year, with the rule applying to all drayage trucks on the road in 2035.
Currently, medium and heavy-duty vehicles account for a fifth of greenhouse gas emissions statewide. In August, California clamped down on pollution from passenger vehicles with a plan to end the sale of new gas-powered cars in the state by 2035.
People breathing pollution from freeways and warehouse hubs have long called for stricter air standards. In the port cities of Long Beach and Los Angeles, some 6,000 trucks pass through every day, exposing residents to high levels of ozone and particulate matter, pollutants linked with a range of problems including respiratory conditions and cardiovascular disease. Long Beach residents who live the closest to ports and freeways have a life expectancy about 14 years shorter compared to people who live further away...
Trains and Locomotives
According to the new rules, the state is banning locomotive engines that are more than 23 years old by 2030. It also bans trains from idling for more than 30 minutes, provided that they are equipped with an engine that can shut off automatically.
The stage for the rule was set by a single line buried in the Biden administration’s proposed auto emissions rules, in which the Environmental Protection Agency said it was considering allowing states to regulate locomotives. Still, California’s new rules may spark a legal battle with the rail industry, which argues that the state doesn’t have the authority to make such sweeping changes.
Though railroads only account for about 2 percent of the country’s carbon emissions from transportation, switching to trains powered by batteries or hydrogen fuel cells would provide some benefits in the effort to tackle climate change. The public health gains would be even bigger: The California Air Resources Board estimates its new rules for trains, passed on Thursday, would lower cancer risk in neighborhoods near rail yards by more than 90 percent.
“This is an absolutely transformative rule to clean our air and mitigate climate change,” Liane Randolph, the chair of the air quality board, said ahead of the vote on the trucking rules on Friday. “We all know there’s a lot of challenges, but those challenges aren’t going to be tackled unless we move forward … if not now, when?”"

RaR Musings #24: The Pillars, and Foundations
I wrote this like seven times and then a power failure killed it, so now I get to do it again! And keep it brief!
I watched a PointyHat youtube video on Why Travel Sucks in DND, where he outlines such issues as lack of creativity, excessive bookkeeping, random tables, and failing the non-combat pillars of DND, while he presents an alternative he'd worked on for two years and was quite happy with.
It sucks.
It's nothing against PointyHat, or his system, no; it's good that he has fun with it, and that it presents some better, stronger harder faster more reliable and predictable patterns to help structure campaigns that take place on the road.
It simply sucks, in that it is attempting to utilize the three 'pillars' of Dungeons and Dragons, being Combat, Roleplay, and Exploration, which has always been less of a triad, and more of a single, enormously looming single pillar that more resembles flipping the bird to the other two.
Dungeons and Dragons commits some >80% of it's rules and character-building options to combat. If you rolled a bunch of dice, to randomize combatants and equipment, initiative order, attack rolls and damage inflicted, you could still qualitatively read those numbers to determine who had won the combat, the human fighter with the axe, or the goblin with the shortsword. The "order" of the mechanics for combat allows this to occur. "Roleplay" and "Exploration", however, both cap out their rules at "roll a d20 and add your proficiency modifier, if whatever imaginary scenario we're pretending is happening calls for it, and if the number is high enough, You Win."
A system simplifying travel to "a number of events per distance" presents the same mechanics as what a hexgrid entails, just without the risk of player agency and going off-road, because, truthfully, the biggest threat to a good story is the players themselves. A DM might have spent hours, days, weeks, months, or even years curating a perfectly constructed narrative, but all it takes is for one wayward die roll or a player saying "nah, I'm not doing that", and the DM suddenly requires expect-level improv, comedy, literary novelist, and "know it all" expertise that rivals the likes of McGuiver himself to pull a satisfying narrative out of thin air. Preventing player choice from entering the matter of "what direction do we go" might lessen the load of the DM, but it puts the entire experience on rails, tourists at a fantasy-land theme park of the DM's creation, here to ride the rides, and then get out.
A system that neglects provisions and supplies renders those unusable as storytelling elements, when food, supplies, a bath, and good rest in a town are often what propels characters to those locations, on their way to a greater destination, and without them, there's no need to have towns at all. PointyHat himself uses clips from Avatar: The Last Airbender in his video, a series that spends more than half the runtime somewhere out on the road, complaining that they have no food, no money, need a bath, medicine, or some other side objective that requires them to make detours or stops along the way.
But, all of this did manage to pose an interesting question to me, even beyond "what mechanics SHOULD be used for Roleplay and Exploration":
What are the pillars of TTRPGS themselves? If a game has no combat, what replaces it? Is roleplay a universal element to ttrpgs? If PointyHat's system "recommends tying events between locations together with story", but otherwise has no mechanics for how to actually do that, then clearly that's an important element as well, but what defines Exploration? If there is combat, does defeat end in death, some other consequence, or no consequence at all, and if there are variable consequences, who decides what they are, and if there are no consequences, then what's even the point?
After thinking about it for a while, I decided that ttrpgs consist of three pillars, that I'm calling the Three R's:
RELATIONSHIPS - Rather than exclusively between people, Relationships can also be called Story; that is, anything that ties consequence and causality to the experience. Falling off a cliff, and taking damage from the fall, is a relationship, the same as failing to deliver a package and losing a merchant's trust is a relationship, or being able to translate runes, that leads you to a secret room that's filled with treasure. This element is singularly ignored by most tabletop RPGs, instead putting more work into a box of tools that you can use to Cause, or help bandage up after an Effect, but very little that actually ties one thing to another in a way that forms a story.
REALISM - Also called predictability and reliability, these are facets of the game that can be trusted to work the same way every time. Need one scrap of food per day, and travelling for seven days? That's seven pieces of food. Fire burns, water douses, grass grows, birds fly, sun shines, and fighters hurt people. This reliability is the bulk of 'eurogames', and heavily prioritize player skill over randomness like 'ameritrash' does. Predictability and consistency is necessary in a fantasy world especially, in order to communicate to the players what kind of moves are even possible to do, so that the fighter doesn't think they can 1v1 a five-tonne dragon. This is also the element of resources, where a resource spent or lost consistently has predictable consequences and effects: using a bandage stops bleeding, for example.
RANDOMNESS - Also called chance, and statistical probabilities, this element ends up bearing the brunt of most dice- or card-oriented games, though the extent of the randomness gives rise to manipulation of odds, without ever fully eliminating them. This 'gamble' means players who understand the odds, who can alter them with certain variables, and who understand and covet the value of success, however slim the chances, can take a plunge, and still be surprised at an outcome. This is also the element of excitement.
What's important about these pillars, and what makes them different from DND's, is that none of them exist independently. They are each of them intermingled and entwined with the other: a story that carries no risk of failure or too much reliability is boring, and a random dice throw with no promise of lasting, cascading consequences, or resource lost or gained, becomes a game of Snakes and Ladders, randomly generating values until someone is declared the winner.
And so, if you were to boil these three pillars down again, into a singular equation for what makes a ttrpg what it is? How do players engage with the game, that makes the activity different from, say, chess, or monopoly, or a game of snakes and ladders?
"A roleplaying game is about inventing theories, that are then proven, or disproven, by dice, that have their outcomes manipulated by previously-occurring characters and events."
This is it. This is all DND is, and all any other ttrpg will ever be.
Returning again for a moment to the title of this piece, there is one other element of ttrpgs that is, generally, indisputable: the role of a Game Master.
Granted, there are other GM-less games. But in every circumstance, there is someone who took the player's potential actions in mind, and constructed a hypothetical where that player's theorized action either succeeded, or failed, and effectively hallucinated a world into being that would be affected by said attempt. In the case of "choose your own adventure" games, players are presented with predetermined choices, that then lead to predetermined outcomes, written by a writer, who takes the role of the GM in such a case.
Where there are the Three Pillars of Relations, Realism, and Randomness, there is also the foundation of what holds those pillars up: the contributions of the players themselves, the willingness to contribute, and the acceptance of the result.
Time and again, I've seen ttrpg tables collapse into juvenile bickering, as a result of one of these four elements. That the story is weak, or the characters don't matter, or that the rolls are too random, or not random enough, that the GM fudges dice, that resource-tracking is boring, or that there's not enough consequences for those resources or the player's actions. And somehow, all of this responsibility tends to fall squarely on the GM's shoulders, the sole Atlas carrying the entire production on their back. If the GM falters, or fails to appear, there simply is no game. It's over. Some players help pick up the slack, take on responsibilities to lighten the load, but the load is always and forever the GM's.
We end up in situations like PointyHat's two-year experiment with travel mechanics, and while he cleaves closely to the three pillars above, he still defaults to the three DND pillars in the end. His usage document spews dozens of great storytelling-based examples for each of the Combat, Exploration, and Roleplay event types, and mixes of the two, but in the end, it's still JUST HIM coming up with these story narratives out of whole cloth. Remove him from the scenario, and you wind up with players who are incapable of playing the game on their own.
It's part of why, now more than ever, I feel like ttrpgs need to turn toward game mechanics that, at least in part, bring the players in to the responsibilities of running the game, and that can reliably produce certain results without some kind of dice-addled soothsayer reading the knucklebones like the portents of the gods in the hopes of producing an experience that players will reliably want to actually DO, over other entertainment alternatives like a videogame or movie. Or, indeed, any other medium that doesn't require them, the consumer, to contribute whatsoever to the betterment of their own experience, content to remain lax, and demand their personal dancing monkey for the evening pick up the pace and put a little more energy into it.
I'm personally pretty proud of Road and Ruin's Story Roster system; about as proud as PointyHat is about his, at any rate. But I'm proud of it as a system that aims to completely replace some GM responsibilities altogether, not just act as a series of instructions that ultimately ends in a need for GM creativity itself. I'm a ways away from it being done, and still hesitant about whether it should include example items and prebuilt characters for every single card in the Roundtable Deck, but at the very least, I feel like I've gotten closer to the core of what a ttrpg needs to be than in other products I've seen.

Review: The Bullet Train (1975) AKA Shinkansen Daibakuha.
I went back and forth on if I wanted to do this as a bluesky post or a review. I tend to prefer only using tumblr for longer more detailed reviews like Ultra Seven, Black Sun, and Minus One.
But this ended up longer than 300 characters so… here we are.
The basic premise is a train gets wired with a bomb and if the train dips below 80kmph it'll go off. Guy makes demands, cops try to figure out who/how many are involved, things continue to unfold from there. Sound familiar?
Bullet Train is a curious watch in the modern era, mainly in how clichéd it comes off. I don't mean that as an insult, merely an observation. In much the same way Whale's Frankenstein popularized and even originated many tropes of the mad scientist archetype, Bullet Train will be familiar thanks to all the various parodies and homages over the years, even if through more indirect ones i.e. parodies of "Speed." The premise, various plot points and twists; they're all likely to be things you've seen referenced, if not done in other thrillers. That's not a deal breaker per se, but chances are you're going to know some if not most of the twists and contrivances sprung upon the audience due to that pop culture osmosis. You can read a synopsis and immediately have a surface level idea of the film. This leaves The Bullet Train with a bit of an uphill battle when there are so many others that have done similar things. But I think with the right mindset and framing, there's plenty of merits to the film today.
The most obvious of course is the astonishing effects. I was about 40ish minutes into the film wondering as what point they would make more prominent use of the miniatures. There were clearly some used for an explosion scene involving a steam engine, and I was aware there had been a massive 80 foot long model built. But I hadn't realized how much footage was the scale model, and only occasionally inter-cut with wide shots of a real train. Even today the scale stuff looks incredible. The composites and rear projection on the other hand… yeah, they're rough, but that's expected.
The special effects were handled by Shozo Konishi; former TsuPro and Ultraman/Seven designer, Toru Narita; and Gunji Seisakusho. Narita is of course the most well know of the group, but it was Konishi who I see credited for acquiring one of the most advanced pieces of equipment at the time, a snorkel camera, allowing for very up close shots of the models. Star Wars would more famously make use of this 2 years later.
The other big draw is that the film is directed by Junya Sato. He had been doing films at Toei since the early 60s, and in the 70s he started to get bigger pictures, notably 1973's Golgo 13. But it was here when Sato truly entered Block Buster territory and would open up opportunities like The Go Masters and Silk Road. Sato wrote the screenplay along with Ryūnosuke Ono, who you may know as one of the writers on the Crying Freeman OVA series. The result is something that even today feels a bit more unique than you might expect given all the other familiarizes.
One thing that might come as a surprise is that unlike many films following in the same wheelhouse, we don't actually spend all that much time on the train. It's hard to knock them for that given the locked in nature of a rail. Outside a sequence about needing to slow the train down and just missing another train during a rail switch, they kinda spend most of the train's dramatic bits in the first 45 minutes, at least until the last quarter. There are occasional cuts to passengers getting more restless, and the most un-pregnant woman I've ever seen going into labor. But there's little that threatens the speed of the train, which is the far more exciting element. In fact, they actually use one twice, that being the brakes engaging if an external door is opened. You're simply more limited than say a bus in terms of what can stop the movement, so the Train is used as more of a bookend set piece with sporadic check ins.
Instead, the film is primarily a procedural drama about the police solving the case and learning details about the antagonists. We also have a lot of conflict with The National Railway in how disastrous the Police operations are throughout, as well as internal conflict regarding the safety of the passengers vs. cutting their losses. Sophisticated might be too strong a word given the film is still an Action Thriller full of contrivances, but it's certainly less schlocky than other films within the same genre. Think of something more than Airport, but less than The Taking of Pelham 1 2 3. Bullet Train wants to have nuance and a tiny bit of social critiquing.
This is most true with our primary antagonist, Tetsuo Okita (Ken Takakura) who is by far the best part of the movie. It's never tiring seeing him plan, adapt, and escape multiple times throughout the film. The script treats the character incredibly sympathetically, to the point where you're kinda rooting for him. Part of that is how great Ken Takakura is in the role. Ironically outside Japan the film gets hailed as a Sonny Chiba movie, it even appeared in a compilation by BCI Eclipse. Chiba's great as always and he has a starring role, but make no mistake, Takakura is top billed for a reason. He brings a lot of complexity to Okita, his experience playing a wide range of Yakuza no doubt being a great boon to that end.
Aside from Takakura's performance, there are some elements delving into Japan's economic and environmental disasters of the 70s, the exploitation of rural areas, and allusions to the Zengakuren (which Okita is implied to have been affiliated.) Some of that is likely to missed given the lack of relevance nowadays, but for those aware of the movements and political turmoil of the mid 60s followed by the mid 70s burnout, I think you'll have a better appreciation for what the film is doing with Okita's character.
Conversely, where the film feels most antiquated in a detrimental sense is the heavy reliance on flashbacks and narration to fill in character details. The problem isn't even so much the flashbacks on a base level, but sometimes their placement and their execution feels disconnected from the rest of the film, if not dated even at the time. Rather than appreciating the nuance it's giving to our antagonists and their plight, I'm thinking about how weird the pacing is, how Okita reminiscing about his comrades often lacks the emotional impact it's looking for by just a tiny bit. It wasn't unusual in this era for films made in Japan to be finished just three-four days before release, so it wouldn't shock me if this was a compromise. That being said… I was more invested in these characters than the last movie I watched. Which is kinda depressing, but makes sense the more I think about it.
Something I'm more down on is the run time. The JPN cut of The Bullet Train is surprisingly long, really fucking long. Two and half hours. That's longer than The Shining. By the hour and fifty minute mark, I was starting to notice. If it was 2 hrs. even, maybe 2:15, I think it'd be easier to swallow. For what it's worth, it's hard to imagine the film without its many methodical shots of Okita running through his tasks… but they probably could've shaved a bit off. I've heard there was an even longer 2:40 cut just before release, and if that's true, it's impressive they were able to cut a good 10 minutes out.
All the same, the run time does make it slightly difficult to recommend to just anyone, even Toku fans. I mean this is barely under the umbrella of what I typically cover here. There's plenty of reasons to still watch it of course: The incredible cast, stunning special effects, and being a notable entry in a directors career-- run time be damned. If you're in the right mind set and have an interest in branching outside the typical Kaiju/Kyodai/Kaizo Ningen fare, then I highly suggest it. Maybe even look into the Sanrizuka Struggle to help contextualize the film. For everyone else, the film might come off as a victim of its own formula being so well known and done to death as to instill contempt, not helped by being a tad long in the tooth. But I'd still give it a fair shot if the opportunity arises.
A word of warning, the film is streaming on Tubi, but unfortunately they only have the dubbed version and it looks like garbage. It's not just a bad transfer, it's pixelated as shit. I'm not convinced they didn't badly rip a DVD or possibly a Youtube vid and just shove it on there, which they have done before. Although this one is really weird because it has a Shoreline Entertainment logo, and I can't find any info on them ever being a distributor for any release. All this skeeviness is actually why this is yet another review free of screen grabs, as I watched the very nice Bluray from Discotek and can't rip those.
Tubi also made a shitty Al poster, but I repeat myself. Check out the mysterious third rail, the dropping of "The" from the title, "Sony" Chiba, and the completely wrong train that isn't even a Shinkansen. How embarrassing. Why didn't they just use an official Poster? Unless of course they're not supposed to have it and think Toei might notice. That place is worse than Kissasian while pretending to be legit, I swear.
Speaking of posters, I want to point out the Bluray by Discotek, which brilliantly uses the second release poster "Super Express 109" as the slip cover, and the original "Shinkansen Big Explosion" poster for the case. Love when releases do that. Sadly, committing to a purchase is your best bet if you simply want to check out the film, at least until Mubi or some other niche service picks it up. You can't even rent it digitally. But it is a damn nice release with both versions of the film in gorgeous 2k, new subs, plus a 24 minute interview with Sato. For the UK, Eureka Entertainment did a release with the same transfer and a ton more special features including commentary and several more interviews. So get out there and check out some classic Japanese thriller.
Hopefully you enjoyed taking a look at something different as much as I did. Doing these smaller quicker reviews is nice, and I'm going to see if I can get more done while still doing the deep dives. I've got a few things still in the works, so we'll see what next time brings. Might even do another book review. As always, you can find me on BlueSky and my Ko-Fi here.

Dream ppost, possibly long, once again.
First dream: I visited a woman who had some kind of mental illness. She had 3 puppies and 1 of them was very scared, sitting still and trembling. I thought I need to report about that poor puppy but never didn't. At one point she and I went near to her balcony and there was 3 or 4 wild HUGE Great Horned Owls (huuhkaja) sleeping on the railing under a bedsheet. I LOVE those owls so seeing them made me super excited!
Next we stood on the balcony after those owls left. Before us was Chinese landscape with mountains and lake which was right beneath us. In the lake was HUGE cat fish! Like at least 5 meters long! But with it in the lake lived dragons. 2 of them were middle sized / normal (whatever you consider "normal size" to be for dragons) and one HUGE one. Those smaller ones were black and red-black in color while biggest was made of stone. They all laid at the bottom of the lake, relaxing and living peacefully. At the edge of the lake, near mountains, was wooden polls with ropes and something hang from those ropes. Rope went from poll to poll. I then thought: "Wait a minute. This was MY idea! MY way to earn money and help environment! She STOLE this from me!" Soon after this I woke up.
In last night's dream I, first, was in some mall and first I followed this guy who liked me, like I liked him, and he played hard to catch. I lost him at some point. Then something happened and people started to rush out of the mall in panic. I tried to keep up with my sister but lost her.
Next I sat in a high car, looking behind through back window. We were driving on a forest road, forest being on both sides of the road. Road itself was like a storming sea, covered with water which was coming towards us. Suddenly bright yellow flashing, like lightning, started to appear in the middle line of the water and it made me happy. I knew it was the guy, my crush, who I lost at the mall. He had returned and found me instead. I also need to mention this guy was more or less like a lizard people (if you know what I mean).
Then, in the same dream, I was in HUGE white truck. It had 2 big trailers but they were shared in 2 levels. Upper levels looked like a bus with seats but below area was empty, stored with food and weapons. I sat near the window, equipped with a hammer only. We were chased by enemy or police, I'm not sure. My sister was there with many other people. I saw one enemy coming with flying scooter or something so I asked could I break the window so I could shoot him. Sis started to say no, but I already hit a small hole in the glass, pushing my little gun through it, aiming at the enemy.
I pulled the trigger and out came a group of small white balls which turned into seagulls! They attacked the man, me yelling at them to poke his eyes out of his head! :'D More enemies came to his aid and one of them aimed at me directly with his gun. The glass shattered and I fell out of the truck. Luckily I, like evetyobe else, were tied on their seat with a long rope or chain so I hanged along.
I managed to land on near by police car which was still chafing us. On it's roof was a pile of weapons, mostly old long axes, knives and swords. I took few of them before falling off on the car. I got sucked under the police car before my chain yanked me back with such huge force that I landed on another white truck which was driving beside us. I heard my sis scream at me something while I watched another pile of weapons in front of me. Once more I took old swords, knives and axes. We had no good weapons in our truck so I took weapons to as many people as I could.
I remember how excited and pleased I was when picking up those weapons, haha! Oh, and another thing! For a some reason wearing shoes, and socks, was forbid in our truck. Apparently they made noises what enemies could hear.
And then I slowly started to wake up.

Kind of left the chapter titles be, but each of them actually is a railway term in some form or another, and I did my best to ensure that it had something to do with the corresponding chapter's content. The following definitions are directly copied from a number of glossaries, so these aren't my own words, but if anyone's curious, here are the meanings I was working with:
Event Recorder: "A device that continuously captures analog and digital train systems information and stores that data for a minimum of 48 hours."
Buffer Stop: "The barrier installed at the end of a dead-end track to prevent rail vehicles from proceeding further."
Derailment: "The condition of a locomotive or railway car in respect of being off the rails."
Refuge: "A place of safety in tunnels and alongside high speed lines where employees can stand in safety"
Lineup: "To have switches aligned correctly before a move."

Relay: "An electro-mechanical switching device used in many types of signalling systems; it “relays” instructions to signals and points."
Steam Whistle: "A steam whistle is a device used to produce sound in the form of a whistle using live steam."
Failsafe: "The capability of an item or a system to ensure that any failure in a predictable or specified mode will result only in that item or system reaching and remaining in a safe condition."
Nest of Eggs: "A portable device with lamps to test whether the conductor rail is still energised." (This one was mostly just for Galvantula)
Dark Territory: "A section of track without block signals." (Again, this was more for the vibes in regards to the Cofagrigus fakeout)
Curfew: "A time period scheduled in advance when no trains operate, allowing maintenance employees to work on track or signals."
Leaf Fall: "Approximately five weeks in the autumn when leaves fall on the track requiring measures to assure adhesion."
In Transit: "A term that refers to commuter rail operations, usually hauling passengers from urban to suburban settings and vice-versa for the means of getting to and from work."
Branch Line: "A secondary railway line that splits off from a main line."
Switchback: "A method of climbing and descending steep gradients, where shallow-gradient track reverses direction for a while, and then reverses again."
Passenger Car: "Railway vehicle for use in passenger trains."
Bellmouth: "A widening of an underground rail tunnel, in preparation for future connection or expansion of service"
Trainset: "A group of rolling stock that is permanently or semi-permanently coupled together to form a unified set of equipment."
Roll-by: "Visual inspection of railroad equipment while it is in motion."

Joint Station: "A railway station at which tracks and facilities are shared by two or more railways."
Turn: "A local freight train that makes a round trip, returning to originating station."
Roundhouse: "A circular or semi-circular structure used for storage and running maintenance of locomotives."
Signal: "A device that indicates the condition of the line ahead to the driver of a train."
Blue Flag: "A sign or light that indicates a train car is being worked on."
Head Code: "A term for the Train Reporting Number. A unique code to identify each train."
Railway Terminal: "A building for passengers at the end of a railway line."
Bardic Lamp: "A battery operated lamp with a coloured filter which could be rotated to show white, red, yellow or green aspects."

The Essential Role and Benefits of Lashing Chains
The Essential Role and Benefits of Lashing Chains in Cargo Securement
In the world of transportation and logistics, ensuring the safe and secure transportation of goods is paramount. One of the critical tools used to achieve this is the lashing chain. These robust and versatile chains are essential for securing cargo, preventing movement, and ensuring that goods reach their destination without damage. This article explores the essential role and benefits of lashing chains in cargo securement, highlighting why they are indispensable in modern logistics.Get more news about lashing chain seller, you can vist our website!
What Are Lashing Chains? Lashing chains are heavy-duty chains specifically designed for securing cargo during transportation. They are typically made from high-strength steel and are used in conjunction with various tensioning devices, such as binders and hooks, to secure cargo to flatbeds, trailers, shipping containers, and other transport vehicles. Lashing chains are available in different sizes, strengths, and configurations to accommodate various types of cargo and securement needs.
Key Benefits of Lashing Chains High Strength and Durability
One of the primary benefits of lashing chains is their high strength and durability. Made from high-quality steel, these chains can withstand significant loads and resist wear and tear, even in harsh conditions. This strength ensures that cargo remains securely fastened during transportation, reducing the risk of movement and potential damage.
Versatility
Lashing chains are highly versatile and can be used to secure a wide range of cargo, from heavy machinery and industrial equipment to pallets and shipping containers. Their adaptability makes them suitable for various transportation modes, including road, rail, sea, and air. This versatility ensures that lashing chains can meet the diverse securement needs of different industries.
Safety and Compliance
Using lashing chains for cargo securement enhances safety by preventing the movement of goods during transit. Properly secured cargo reduces the risk of accidents, shifting loads, and damage to both the cargo and the transport vehicle. Additionally, lashing chains help ensure compliance with transportation regulations and standards, which often require specific securement methods to be used for different types of cargo.
Ease of Use
Lashing chains are designed for ease of use, allowing for quick and efficient securement of cargo. The chains can be easily attached to anchor points on the transport vehicle and tensioned using binders or ratchets to achieve the desired level of tightness. This ease of use simplifies the loading and unloading process, saving time and effort for logistics personnel.
Adjustability
Lashing chains offer a high degree of adjustability, allowing for precise securement of cargo. The chains can be shortened or lengthened as needed, ensuring a snug fit around the cargo. This adjustability is particularly useful when dealing with irregularly shaped or oversized loads, as it allows for customized securement solutions.
Applications of Lashing Chains Flatbed Trucking
In flatbed trucking, lashing chains are used to secure heavy and bulky loads, such as construction materials, machinery, and large equipment. The chains provide the necessary strength and stability to keep the cargo in place during transit, ensuring safe and reliable transportation.
Shipping Containers
Lashing chains are commonly used to secure shipping containers on cargo ships, trains, and trucks. The chains prevent the containers from shifting during transportation, reducing the risk of damage to the contents and ensuring compliance with international shipping standards.
Industrial and Construction Equipment
Lashing chains are essential for transporting industrial and construction equipment, such as excavators, bulldozers, and cranes. These heavy machines require robust and reliable securement to prevent movement and ensure safe delivery to the job site.

What is the process of road construction?
Comprehensive Guide to the Road Construction Process (with Real-World Examples)
The road construction process is a detailed and strategic task that requires thorough planning, precise engineering, and a step-by-step approach to ensure safety, durability, and efficiency. Whether building highways, city streets, or rural roads, each phase is critical to delivering a reliable final product. This guide walks you through every stage of road construction, from the initial planning to the final paving, with real-world examples to illustrate how these principles are applied in practice.
Read Also:- Which Company is Best for Road Construction?
1. Planning and Design: Laying the Foundation
The first step in the road construction process is planning and designing the project, which lays the groundwork for a successful build. This stage ensures the road will meet safety requirements, budgetary constraints, and anticipated traffic demands.
Feasibility Study
A feasibility study is conducted to assess whether the project is practical. This involves:
Traffic Forecasting: Estimating future traffic flow.
Economic Impact: Weighing the road’s benefits (e.g., reduced travel times) against construction and maintenance costs.
Environmental Impact Assessment (EIA): Examining the effects on local ecosystems, water sources, and communities.
Example: The Yamuna Expressway in India underwent a feasibility study that highlighted its potential to significantly reduce travel time between Delhi and Agra, benefitting local businesses and boosting tourism.
Route Selection
After feasibility approval, the best route is chosen using tools like Geographic Information Systems (GIS), which help identify obstacles (rivers, forests, etc.) and determine the most efficient and least disruptive path.
Road Design
Designers then determine critical factors like the number of lanes, road width, pavement type, and drainage systems. Important design considerations include:
Gradient: Ensuring safe slopes.
Curve Radius: Keeping bends safe for drivers.
Drainage: Preventing water buildup on the road surface.
Example: Germany’s Autobahn system is known for its precise engineering, with careful attention to gradient and curve design to ensure safety at high speeds.
2. Land Acquisition and Legal Approvals
Before construction can begin, the necessary land must be secured, and legal clearances must be obtained.
Land Acquisition
In many cases, governments must purchase private land to build roads. Landowners are compensated, but disputes over compensation can delay the project.
Example: The Nairobi-Mombasa Highway in Kenya faced delays due to land acquisition disputes, with local communities requesting higher compensation.
Permits and Approvals
Several approvals are needed before work starts, including:
Environmental Clearance: Ensuring compliance with environmental regulations.
Construction Permits: Authorization to begin work.
Utility Clearances: Arranging the relocation of utility lines (e.g., power, water, gas).
3. Site Preparation: Clearing and Grading
With permits in place, the physical work begins with preparing the site for construction.
Clearing and Grubbing
Land is cleared of trees, vegetation, rocks, and debris using heavy machinery, ensuring the site is ready for the next stage.
Earthworks
The land is then leveled through cut-and-fill techniques, where elevated areas are cut down and low areas are filled in to create a stable base for the road.
Example: The Gotthard Base Tunnel project in Switzerland involved extensive earthworks to flatten mountainous terrain for the road and rail infrastructure.
4. Subgrade Construction: Establishing the Foundation
The subgrade serves as the foundation of the road, and its strength is essential to the road’s longevity.
Subgrade Preparation
Heavy equipment compacts the soil, creating a solid foundation. If the soil isn’t properly compacted, the road may experience issues like settlement and cracking.
Soil Stabilization
If the subgrade soil is too weak, stabilizers like cement or lime are mixed in to enhance its strength.
Example: California’s Interstate 405 project used soil stabilization techniques to strengthen sandy subgrades, ensuring the road’s long-term durability.
5. Base Layers: Strengthening the Road Structure
After the subgrade is ready, the base layers are installed to provide additional strength and support for the road surface.
Base Course
The base course consists of materials like crushed stone or gravel, compacted to form a stable layer that distributes vehicle loads evenly.
Example: Engineers working on London’s North Circular Road used a thick base course to handle the demands of heavy urban traffic.
6. Paving: Completing the Road Surface
The final step is paving, where either asphalt or concrete is laid as the road surface.
Asphalt Paving
Asphalt, a mixture of bitumen, gravel, and sand, is the most common road surface material due to its flexibility, durability, and cost-effectiveness.
Example: The famous Route 66 in the U.S. was paved with asphalt, providing a smooth driving experience for long-distance travelers.
Concrete Paving
Concrete, though more expensive, is often used for roads with heavy traffic or those exposed to extreme weather conditions. Concrete roads are more rigid but generally require more maintenance than asphalt.
Conclusion
The road construction process is a highly organized, multi-step endeavor that ensures roads are built to last while prioritizing safety and functionality. From feasibility studies and design to land acquisition, site preparation, and paving, each stage is vital. Examples such as the Yamuna Expressway and the German Autobahn highlight the advanced engineering and planning that goes into constructing modern roads. Understanding this process is key to delivering successful and sustainable road projects, whether for major highways or smaller local roads.

What Happens to Your Pool If You Skip Weekly Maintenance?
Keeping your pool in good shape requires regular care. Skipping weekly pool maintenance might save time in the short term, but it can lead to serious problems. Neglecting your pool even for a short while can cause costly repairs, dirty water, and equipment failure. Let’s look at what can happen if you skip regular pool care and do not consider swimming pool weekly service.
Algae Growth
One of the first signs of missed weekly pool maintenance is the rapid growth of algae. Without proper cleaning and chemical balancing, algae can start to form on pool walls, floors, and steps. Algae not only make your pool look dirty, but it can also make the water unsafe for swimming. Removing algae once it spreads requires more time and effort than preventing it with regular cleaning.
In addition to making the water green, algae can clog the pool’s filter system. This puts extra pressure on your pool equipment, leading to possible damage and expensive repairs.
Water Imbalance
Pools need regular testing to ensure the water’s pH and chemical levels are balanced. Skipping weekly maintenance means chemicals like chlorine won’t be properly adjusted, causing the water to become either too acidic or too alkaline. Imbalanced water can irritate the skin and eyes of swimmers. Worse, it can lead to bacteria growth, making the pool unsafe for use.
Unbalanced water also damages the pool’s surfaces and equipment over time. For example, too much chlorine can wear down vinyl liners, while high acidity can corrode metal components like ladders and railings.
Equipment Damage
Your pool’s equipment needs weekly checks to ensure everything is running smoothly. Skipping this important step allows minor problems to go unnoticed, leading to major equipment failures. The pump, filter, and heater all work harder when they’re not maintained regularly. Over time, debris and dirt can clog the filter, reduce water circulation, and cause the pump to overheat.
Ignoring weekly pool maintenance can also shorten the lifespan of your pool’s expensive equipment. Replacing a pump or filter is far more costly than simply keeping it clean with regular care.
Cloudy or Dirty Water
A properly maintained pool is clear and inviting. Skipping regular cleaning leads to cloudy or dirty water, which not only looks bad but can also be unhealthy for swimmers. Leaves, dirt, and other debris can quickly build up in the water and the pool’s filter system. Without weekly cleaning, this debris settles at the bottom, making the pool harder to clean later.
Cloudy water is often caused by improper chemical balance or an overworked filter. Both of these problems can be avoided with simple, consistent maintenance.
Costly Repairs and Replacements
Failing to keep up with weekly pool maintenance can result in costly repairs down the road. Algae growth, water imbalance, and equipment damage all lead to expensive fixes that could have been prevented. By taking the time for regular maintenance, you save money on future repairs and extend the life of your pool and its equipment.
Schedule Your Weekly Pool Service Today Don’t let small problems turn into expensive repairs. Schedule weekly pool maintenance with a professional swimming pool draining service or swimming pool weekly service to keep your pool clean, clear, and safe for swimming. Regular care ensures your pool stays in great condition all year long.
