Shri Venkateshwara University will make elaborate arrangements for the wellbeing of the visitors during the upcoming Ganga Fair 2024.

Shri Venkateshwara University/Institute organized a Ganga Fair press briefing to inform about the elaborate events the university is planning for the historic Ganga Fair 2024.
The Pro Chancellor, Dr. Rajeev Tyagi, is the official representative of the Venkateshwara Group Founder President, Dr. Sudhir Giri.
He informed that the Ganga Fair will include the All India Kavi Sammelan, Musical Night by Sony Music artists, Ganga Cleanliness Campaign, Mega free Medical Camp, and over a dozen other events.
The Venkateshwara Group Founder President Dr Sudhir Giri, Pro Chancellor Dr Rajeev Tyagi, & the VC Dr Krishna Kant Dave, inaugurated the event by lighting a lamp to Goddess Saraswati.
The University Advisor, Mr. RS Sharma, & the Registrar Prof. Piyush Pandey joined them to unveil the Ganga Fair Press briefing.
The Pro Chancellor Dr Rajeev Tyagi elaborated that like every year this year too, the Venkateshwara Group will dedicate 2 ambulances equipped with ultra-modern medical facilities for the devotees.
Moreover, we will organize a free medical camp & install a 10 bedded make shift hospital to provide swift medical care to the devotees in case of any emergency.
A team of 4 medical doctors, along with paramedical, nursing, and lab technicians, will be available until the 15th of this month. They will provide free medical treatment to the needy and sick.
Further, our paramedical, nursing & medical students, will conduct a Ganga Cleanliness Campaign to ensure the banks of Ganga are clean during the Ganga Fair.
Further, we will transmit the message of Polythene Free Ganga Fair, by distributing 21000 eco-friendly bags to the vendors.
As part of the festivities, a Bollywood Musical Night will take place on 14th November at 6.00 PM, wherein Indian Idol Season 2 Finalist Shaira Khan & Manoj Verma of T-Series & Sony Music will give their performances.
On the same day, from 10 PM onwards, an All Indian Kavi Sammelan will be organized.
Dr Dinesh Raghuvanshi, Laughter Champion Hemant Pandey, Pavan Aagri, Sapna Soni, Dr Rahul Awasthi, Dr Mumtaz Naseem, Mohit Shaurya, and Mamta Sharma, along with over a dozen other poets, will grace the event. They are all renowned poets.
Those present included the Academic Dean Dr Rajesh Singh, Dr Mohit Sharma, Dr TP Singh, Dr Dinesh Gautam Dr Ana Brown, Dr Neetu Panwar, Dr Ashish Gautam, Dr Om Prakash Gosai, & Dr Ashwini Saxena.  
Dr Anil Jaiswal, Dr Reena Joshi, Dr Rajwardhan Singh, & SS Baghel were all present.
The Meerut Campus Director, Dr Pratap Singh, was present along with the Media Incharge, Mr. Vishwas Rana, among others.

Aastha Vidya Mandir English Medium School conducted various competitions and tree plantation programme on Veer Bal Diwas as per orders of Ministry of Home Affairs and Ministry of Education, Government of India, Central Board of Secondary Education and Directorate of Public Instruction, Raipur, Government of Chhattisgarh in auspices of the District Education Department, Dantewada at Education City Jawanga of Geedam block.
Chief guest Dantewada MLA Chaitram Atami and special guests Geedam Janpad Panchayat President Anti Wake, Janpad Panchayat member Rajesh Kashyap, School Management Committee President Bomda Ram Kowasi, former District Panchayat Vice President Manish Surana, Rakesh Kushwaha, Railway Board member Deepak Bajpai, social worker Dr. Budhri Tati, Jasveer Negi, Councilor Shrikant Rao were present.
Principal of Aastha Vidya Mandir Gopal Pandey, along with Vice Principals Pramod Gupta and Rabindranath Panigrahi welcomed the guests and public representatives by presenting them with a bouquet. Martyrdom brave children Baba Zorawar Singh and Baba Fateh Singh were remembered and their story was described and tribute was paid.
A tree plantation program was also organized in the premises of Aastha Vidya Mandir in memory of the brave children. Various activities like speech, essay writing and painting competitions were organized among the students to showcase bravery and sacrifice.
Superintendent Ravi Prakash Thakur managed the stage anchoring with pleasant words and the competition programme was coordinated smoothly by PGT lecturer Amujuri Biswanath - The National UN Volunteers-India.
The winners of the competition were awarded as first, second and third prizes. MLA Chaitram Atami said that the honourable Prime Minister of India Narendra Modi had announced that Veer Bal Diwas would be celebrated on December 26, remembering the martyrdom of Guru Gobind Singh's younger Sahibzade Zorawar Singh and Fateh Singh.
Every child should be courageous and fearless by taking inspiration from Baba Zorawar Singh and Baba Fateh Singh. Urdo Thakur, Ajay Awasthi, Dinesh Kaushal, Rajendra Swai, Rajneesh Surana, Shambhu Yadav, Rajesh Surana, Ajay Nagesh, Anish George, Adarsh ​​Oswal, Chandan Rai, Nathuram Anant, employees and 200 children were present in this program.

New Delhi: The contempt of court notice, issued by Siddique Kappan’s lawyer Wills Mathews on May 9 at 1:45 am to five authorities in Uttar Pradesh government, is titled “Most Urgent: Life in Danger/Immediate Action Required”, but does not fail to be civil in the manner in which it addresses the state before explaining its grounds. The five authorities in Uttar Pradesh, however, will have a hard time explaining to the Supreme Court why they failed to show similar courtesies to the court and Kappan’s wife, Raihanath Kappan, when it came to complying with the court’s orders.
The first addressee mentioned in the contempt notice is the senior superintendent of Mathura District Jail, Shailendra Kumar Maitrey, who has been asked to share the notice with the remaining addressees immediately by email with information over the phone. The remaining addressees include special secretaries, Department of Home Affairs, Lucknow, Satya Prakash Upadhyay and Kumar Prashant, chief secretary, Rajendra Kumar Tiwari, and director general of police, Hitesh Chandra Awasthy.
The Supreme Court, in its order on April 28, in the writ petition filed by the Kerala Union of Working Journalists seeking Kappan’s release, directed these authorities to provide adequate and effective medical assistance to Kappan, and to allay all apprehensions relating to his health. The court found it would be in the interest of justice to shift him to a hospital in Delhi for proper medical treatment.
The bench of Chief Justice of India N.V. Ramana and Justices Surya Kant and A.S. Bopanna on perusal of the reports submitted by the state government, found Kappan had tested positive for COVID-19 on April 21, had a fever going up to 102 degrees Fahrenheit and had also suffered an injury as he fainted and fell down in the bathroom for which intervention of a surgeon was suggested. The bench also found Kappan was suffering from multiple health issues like diabetes, heart ailment, blood pressure and bodily injury. The bench also noted the fact that the state government had submitted another set of medical reports which showed that Kappan had tested COVID-19 negative.

Old saga of transfer-posting nexus may cast shadow on Ex UP DGP.
Old administrative misdeeds often fail to die down and keep giving nightmares to several others within the system. Something similar appears in Uttar Pradesh Police as well.  
Recently Dr Nutan Thakur, a social activist and wife of former IPS officer Amitabh Thakur, demanded the Yogi Govt for an immediate investigation against former UP DGP O P Singh for his alleged role in the field posting of senior police officers that the SIT had revealed in January this year.  
It may be recalled that following the SIT report FIRs were lodged against IPS officers then SP Sultanpur and SP Rampur and others for allegedly lobbying for their transfer and posting. They had admitted before the SIT to have spent Rupees sixty to eighty lakhs for securing their postings in Meerut and Agra district. Later they were booked under the Prevention of Corruption Act as well
The SIT was headed by then DG Vigilance HC Awasthy comprises Amitabh Yash (IG, STF) and Vikas Gothalwal (IAS) as members.
A couple of days back UP based newspapers reported that then UP GDP Om Prakash Singh too may be subject of investigations.    
Senior police officials say that UP Govt has some specific inputs else govt would not have ordered an enquiry. Agencies believe that once the touts would be arrested they would reveal on whos behest they demanded money?
It may further be recalled that the secret report over alleged corrupt practices sent by then Noida SSP Vaibhav Krishna included names of SSP- Ghaziabad), SP- Rampur, SP- Sultanpur), SP- Banda, and SSP (STF)- Lucknow. Krishna was placed under suspension on January 09, after initial inquiry found him responsible for violation of All-India Service Conduct Rules by leaking the secret report sent to the state government.

NEW DELHI: The Supreme Court on Tuesday rejected spirited attempts by two PIL petitioners to get ex-DGP K L Gupta, a member of the Justice B S Chauhan Commission inquiring into the killing of eight policemen and the subsequent encounter killings of gangster Vikas Dubey and his four associates, replaced. Two advocates-cum-PIL petitioners, Ghanshyam Upadhyay and Anoop Prakash Awasthi, read out portions of Gupta’s interview to various media organisations purportedly siding with the police action immediately after the July 10 encounter killing of Dubey while he was being brought by Special Task Force personnel from Ujjain to Kanpur. They said the bias emerging from Gupta’s alleged statements, unabashedly justifying the police action, would influence the commission’s work and rob it of public trust. But solicitor general Tushar Mehta, appearing for the UP government, told the court that it was unfortunate that the petitioners chose to project only half the picture before the court by citing select portions of his interview. The bench, which was initially sceptical of the ex-DGP’s statement as read out by the petitioners, was unhappy with the two advocates for presenting a one-sided picture before the court. After the SG showed the transcript of the full interview to the court, the CJI said, “What is not upright about Gupta? He has also said that the guilty will be punished after an inquiry. The man has taken a balanced view. Also, there is a former Supreme Court judge and an ex-high court judge in the commission. How can the commission’s findings be vitiated?”

NEW DELHI: A national conference and award ceremony was organised recently at Dogra Hall- Indian Institute of Technology (IIT), Delhi by Sri Aurobindo Society and HDFC Bank to recognise the effective grassroots innovations in teaching.
Highlights of the event

Ramesh Pokhriyal ‘Nishank’ felicitated more than 1000 teachers from across the country for their unique zero-investment grassroots innovations in teaching.
The event, named ‘SHUNYA SE SASHAKTIKARAN- Empowering Through Zero’ highlighted and promoted various zero-investment innovative ideas that are developed and being implemented by the school teachers in their respective schools. 35 state-wise Innovations Handbooks were also launched at the event. These handbooks document the most effective innovations by teachers of different states. The event was organised by Sri Aurobindo Society and HDFC Bank to acknowledge the best practices and innovative ideas of the school teachers on March 1st and 2nd 2020, at Dogra Hall- Indian Institute of Technology (IIT), Delhi.
Ramesh Pokhriyal ‘Nishank’, Minister MHRD, Dr Satbir Bedi – Chairperson, NCTE, Ashima Bhat – Group Head, HDFC Bank, Ashish Goel – Divisional Commissioner Prayagraj, Uttar Pradesh, Pradeep Narang – Chairman, Sri Aurobindo Society, Vijay Poddar – Member Executive, Sri Aurobindo Society along with Sambhrant Sharma- Director, Education, Sri Aurobindo Society felicitated 1,000 innovative teachers and launched 35 Innovation Handbooks.
Addressing the audience and media persons present at the event, Ramesh Pokhriyal ‘Nishank’ emphasised on the need to empower the teachers to upgrade the education sector of the country. He also appreciated and acknowledged the efforts of Sri Aurobindo Society for its dedicated approach in this sector.
“I hope from next year we celebrate this day as the Innovative Teacher’s Day. I congratulate Sri Aurobindo Society and HDFC Bank for the commendable work of acknowledging teachers’ contributions in the education sector”, said the MHRD minister. He also described the teachers as Chanakya who are capable of creating a Chandragupta in every student.
Pokhriyal also acknowledged the efforts of HDFC Bank in nation-building and presented a memento to Ashima Bhat – Group Head, HDFC Bank. “It is the vision of HDFC bank to build an educated and progressive society. The bank has been actively involved in making a stronger and better India and Sri Aurobindo Society’s ZIIEI program has been an incredible partner in this vision of transforming education in India”, said Bhat.
Nusrat Pathan, CSR Head, HDFC Bank and Vikas Wahal, Head Retail Banking, HDFC Bank also marked their presence.
The event was graced by the presence of Prakash Javadekar, who focused on improving the access and quality of education and applauded the teachers for their praiseworthy efforts in building a stronger and progressive nation. “The society where a teacher is recognized and felicitated is a remarkable one. Innovation is the mother of research. Each innovation is a vision. A nation cannot progress without innovation. It is the sole responsibility of the teachers to create great leaders for tomorrow”, said the minister.
Along with Narendra Singh Tomar, JM Bala Murugun – Principal Secretary to Governor, Punjab and Amrendra Kumar Sengar – Inspector General, NDRF also shared the dice and motivated the teachers.
“I hope the teachers continue to contribute towards improving the education system through their noble work. Nation-building comes first. Innovative teachers inculcate such moral and human values in their students who play an instrumental role in building a progressive nation”, said Narendra Singh Tomar.
Rajender Pensiya – Chief Development Officer, Farrukhabad emphasised on creating a joyful learning atmosphere in the classroom and applauded ZIIEI Innovative Pathshaala, an initiative under ZIIEI that focuses on experiential learning atmosphere in the classroom.
“Teachers are not just imparting education but are also elevating their learning experience. Knowledge multiplies when we share. It is the responsibility of every generation to pass on the inherited knowledge, culture and values to the next generation. Through initiatives like ZIIEI, we are succeeding in upgrading the education sector”, said Sanjay Shamrao Dhotre.

They said that low/zero-cost replicable practices developed by the teachers and principals have the potential to contribute to improving the quality of education and create foster better learning outcomes in the students. In another set of discussion, based on the topic ‘Open Source Innovation & Challenges for its implementation’, Dr Rajesh Nathani – Advisor to Minister, MHRD, Preeti Hingorani, Vice President, Brand & PR, Cambridge University Press, Narayanan Ramaswami, Partnership Head, Education & Skill Development, KPMG collectively emphasised that shared knowledge and wisdom hold the key for unlocking many education-related problems.
Thus, a platform such as ZIIEI is providing a great opportunity for the teachers to find solutions related to community participation, enrolment, drop-outs, etc. This session was shared by Dr Simmi Mahajan, Head- Quality Assurance, Sri Aurobindo Society, Delhi.

याचियों का कहना था कि पर्याप्त संख्या में टेट पास उम्मीदवार न होने पर सरकार को टेट योग्यता में छूट देने का अधिकार है, कोर्ट ने उनके तर्क को खारिज करते हुए कड़ाई से फुलबेंच के निर्णय शिव कुमार - मिनिमम टेट योग्यता NCTE का पालन करने को कहा, साथ ही राज्य सरकार को कहा कि प्रमोशन में अकेले 1981 नियमावली का ही पालन न करें।

And 2 Others Counsel for Petitioner :- Arpan Srivastava,Sri Anil Bhushan Sr. Advocate Counsel for Respondent :- C.S.C.,Ram Prakash Shukla Hon'ble Surya Prakash Kesarwani,J. It appears that a process for promotion of teachers was undertaken by the Basic Education Department in which teachers who do not possess even T.E.T. certificates, were being considered. A Writ-A No.11287 of 2018 (Deepak Sharma and 3 others vs. State of U.P. and 16 others) was filed which was disposed of by order dated 15.05.2018, as under: "This petition has been filed seeking following reliefs: "i) a writ, order or direction of a suitable nature commanding the respondents to limit consideration of candidates for promotion as Headmaster of Junior Basic School and Assistant Teacher / Headmaster of Senior Basic School to candidates possessing TET (Primary level) / TET (Upper primary level) alone in pursuance to promotional exercise underway in pursuance to circular of Secretary, Board of Basic Education, U.P., Allahabad dated 28.03.2018. ii) a writ, order or direction of a suitable nature commanding the respondents not to accord any consideration for promotion as Headmaster - Junior Basic School and Assistant Teacher / Head Master, Senior Basic School of candidates not possessing TET (Primary level) / TET (Upper primary level)." Learned senior counsel for the petitioners places reliance upon clause 4 of the notification dated 12.11.2014 issued by the National Council for Teacher Education (in short, 'NCTE'), which reads as under: "4. Qualification for Recruitment:- (a) The qualifications for recruitment of teachers in any recognized school imparting Pre-primary, Primary, Upper Primary, Secondary, Senior Secondary or Intermediate Schools or Colleges imparting senior secondary education shall be as given in the First and Second Schedule(s) annexed to these Regulations.� (b) For promotion of teachers the relevant minimum qualifications as specified in the First and Second Schedule(s) are applicable for consideration from one level to the next level." Submission is that for the purposes of promotion to the post of Headmaster / Headmistress as well as to the post of Assistant Teacher, the requirement of obtaining certificates of TET (Primary level) / TET (Upper primary level) would be mandatory. It is contended that the respondents cannot enlarge the zone of consideration while considering the claim of promotion, even to those who do not possess the aforesaid qualification. While entertaining this petition, the petitioners were permitted to implead NCTE as a party - respondent and its counsel was allowed time to obtain instructions in that regard. Following orders were passed in the matter on 08.05.2018: "Petitioners contend that by virtue of regulation 4(b) of the NCTE Notification dated 12.11.2014, the qualification for promotion is also prescribed. Contention is that the qualification prescribed in the first and second schedule to the notification would equally apply for direct recruitment and promotion. It is also stated that section 23 of the Act of 2009 talks of appointment which includes promotion also. Sri Dhananjay Awasthi, learned counsel appearing for the NCTE seeks short indulgence in order to obtain specific instruction from NCTE in that regard. Put up as fresh on 15.5.2018." Shri Dhananjay Awasthi, learned counsel representing respondent - NCTE, on the basis of the instructions, states that the requirement contained in clause 4(b) of the NCTE notification dated 12.11.2014 would have to be met by a candidate before he is considered for promotion to the post of Headmaster / Headmistress of junior basic school and Assistant Teacher / Headmaster of senior basic school.� Shri A.K. Yadav, learned counsel representing the respondent no. 3 as well as District Basic Education Officer, initially, tried to raise an objection with regard to maintainability of the writ petition at the instance of the present petitioners on the ground that they do not possess requisite eligibility for promotion to the posts in question and therefore, the writ petition, at their instance, be not entertained. However, in view of the averments made in paragraph no. 10 of the writ petition as well as in view of proviso to rule 8(3), the objection of the respondents is not liable to be sustained; in as much as, in the absence of availability of requisite number of teachers with TET qualification, the respondents have the jurisdiction to relax the qualification prescribed under the relevant Rules. Even otherwise, the petitioner no. 1 is shown to have completed three years working as Assistant Teacher. So far as the petitioners' claim, on merit, is concerned, the respondents have not been able to dispute it, effectively . No provision of law has been shown disputing the averments made on behalf of the petitioners. In such view of the matter, this writ petition stands disposed of with a direction upon the respondents to act strictly in accordance with the clause 4(b) of the NCTE notification dated 12.11.2014 and to restrict the zone of consideration for promotion to Teachers / Headmaster / Headmistress who possess requisite TET qualification in terms of the clause 4 of the NCTE notification dated 12.11.2014. It would further be appropriate to observe that in view of the Full Bench judgment of this Court in Shiv Kumar Sharma and Others Vs. State of U.P. and Others (2013 (6) ADJ 310), it is the qualification, contained in the NCTE notification, which would be relevant and would have to be scrupulously followed and the respondents cannot bank upon the provisions of the Uttar Pradesh Basic Education (Teachers) Service Rules, 1981 alone to consider the claim of promotion. " In terms of the afore-quoted order in the case of Deepak Sharma and 3 others (supra), the respondent No.2 passed the impugned order dated 17.05.2018 by which the promotion process has been stopped for the time being. Aggrieved with this order, the petitioners have filed the present writ petition. It appears that by the impugned order dated 17.05.2018, exercise being undertaken for promotion of Assistant Teachers has been postponed. It has not been cancelled as yet. Under the circumstances and in view of the order of this court dated 15.05.2018 in the case of Deepak Sharma and 3 others (supra), I do not find any good reason to interfere with the impugned order at this stage. In view of the aforesaid, the writ petition is dismissed at this stage. Order Date :- 1.8.2018 NLY

NEW DELHI: The Supreme Court Tuesday dismissed the pleas seeking removal of former high court judge, Justice (retd) Shashi Kant Agarwal and retired Uttar Pradesh Director General of Police (DGP) K L Gupta, from the three-member inquiry commission set up to probe into the encounter killing of gangster Vikas Dubey. A bench headed by Chief Justice S A Bobde said it would not allow the petitioners to cast aspersion on the members of the inquiry commission, which would probe into the killing of eight policemen and the subsequent encounters of Dubey and five of his alleged associates. The bench, also comprising Justices A S Bopanna and V Ramasubramanian, perused the media reports pertaining to interviews by Gupta and said the inquiry would not be vitiated as there are former judges of the apex court and the high court as part of the commission. The top court was hearing two applications filed by petitioners Ghanshyam Upadhyay and Anoop Prakash Awasthi seeking removal of members of the commission. The apex court had on July 22 approved the Uttar Pradesh government’s draft notification for appointing former top court judge, Justice (retd) B S Chauhan, as the chairman of the three-member inquiry commission. Eight policemen, including DSP Devendra Mishra, who were ambushed in Bikru village in Chaubeypur area of Kanpur when they were going to arrest Dubey and fell to bullets fired from rooftops shortly after midnight on July 3. Dubey was killed in an encounter in the morning of July 10 when a police vehicle carrying him from Ujjain to Kanpur met with an accident and he tried to escape from the spot in Bhauti area, the police had said.
