Enable longer work hours: CII to Centre
The Confederation of Indian Industry (CII) has recommended that the government issue guidelines directing direct workers to rejoin duty. Those failing to report for work must be made liable for action under the Employment Standing Order Act and the Industrial Dispute Act.
The recommendation, along with several more, were made at a meeting between CII representatives and Labour and Employment Minister Santosh Kumar Gangwar on Friday.
“The Ministry of Labour and Employment [must issue a circular/guideline] to direct workers to join back at their workplace. In case workers do not report back, they should be liable for action under the Employment Standing Order Act and Industrial Dispute Act,” the recommendations stated. It added that States needed to put the revision of minimum wages on hold for at least one year and that normal working hours of employees across sectors are increased by allowing four hours overtime per day. “For working overtime, workers would be paid in proportion to the normal wages. The workers’ consent has to be taken for the overtime,” it said.
Additionally, to address the shortage of workforce, the CII has suggested that migrant workers residing in shelter homes or available locally near the industrial belts be mapped and deployed to the nearest factories. The industry body has also recommended that the provisions of layoff under the Industrial Dispute Act be extended to commercial establishments as a job retention measure for workers having no work. “For the period of layoff, such workers shall remain on rolls and will get reduced wages along with statutory benefits such as ESIC and PF.”
“… to allow industry to pay wages as per the layoff (50% basic plus DA) provisions for the period no work is carried out for the month of April and May 2020,” it said. Further, it sought removal of labour advisories issued under the Disaster Management Act that prohibits employers from any wage reduction, layoff and retrenchment of workers. “… the MHA has now eased permissions to private establishments to resume operations. With commencement of economic activity, we request you kindly remove the applicability of DM Act for industry and let the Labour Laws preside.”
On review of labour laws, the industry body said it is critical that these changes are not rushed into without addressing industry concerns. “This is especially relevant today when the industry is redefining its business models and working practices in many sectors as a response to the COVID-19 pandemic. Labour codes should be further reviewed to enable greater ease of doing business and encourage entrepreneurship.”
The CII added that the Pradhan Mantri Garib Kalyan Yojana ought to be extended to more establishments. Currently, the scheme is eligible for wage earners working in establishments employing up to 100 employees, with 90% of employees earning monthly wages less than ₹15,000/- pm. “[Extend the scheme to organisations having 50-60% workforce earning up to ₹25,000 p.mThis will ensure the benefit of the scheme to more beneficiaries particularly the MSMEs,” it said.
It added that Employees’ State Insurance Corporation and the EPFO should take up massive campaigns and draw up a communication strategy to inform workers to rejoin work. Additionally, to encourage organisations to retain the job offers and promote fresh employment, the Government can consider restarting Pradhan Mantri Rojgar Protsahan Yojana, it said.
“To consider unutilised funds/unclaimed funds to pay wages to subscribers during the lockdown period i.e. to consider the lockdown period as national emergency of temporary closure of workplace due to natural calamity to help all industries,” the CII said in the recommendations.

New education policy for reforms in school and higher education National research foundation (NRF) announced to step up research in thrust areas National sports education board for development of sportspersons to be set up under Khelo India
An amount of Rs. 400 crore has been provided for FY 2019-20 to create “World Class Institutions” in the field of education which is more than three times the revised estimates for the previous year. This was stated by the Union Minister of Finance and Corporate Affairs, Smt Nirmala Sitharaman while presenting the Union Budget 2019-20 in the Parliament today. The Finance Minister assured that the Government will also bring in a New National Education Policy to transform India’s higher education system to one of the global best education systems. The new Policy proposes major changes in both school and higher education among others, better Governance systems and brings greater focus on research and innovation.
  To achieve the objectives of research and innovation, the Finance Minister also announced setting up of a National Research Foundation (NRF) to fund, coordinate and promote research in the country. NRF will ensure that the overall research eco-system in the country is strengthened with focus on identified thrust areas relevant to our national priorities and towards basic science without duplication of effort and expenditure, the Minister explained. The funds available with all Ministries will be integrated in NRF and would be adequately supplemented with additional funds.
  Smt Nirmala Sitharaman also announced the programme ‘Study in India’, that will focus on bringing foreign students to study in our higher educational institutions. The Finance Minister disclosed that a draft legislation for setting up Higher Education Commission of India (HECI) would be presented in the year ahead. This will help to comprehensively reform the regulatory system of higher education to promote greater autonomy and focus on better academic outcomes.
  Smt Nirmala Sitharaman said that the Khelo India Scheme will be expanded to provide all necessary financial support and a National Sports Education Board for Development of Sportspersons would be set up under Khelo India Scheme to popularize sports at all levels.
  Highlighting the recent achievements, Smt Nirmala Sitharaman said that while there was not a single Indian institution in the top 200 in the world university rankings five years back, there are three institutions now – two IITs and IISc Bangalore – in the top 200 bracket. This has been achieved due to concerted efforts by the institutions to boost their standards and also project their credentials better.
  Giving further details, the Finance Minister said that Massive online open courses through the SWAYAM initiative have helped bridge the digital divide for disadvantaged section of the student community. To up-grade the quality of teaching, the Global Initiative of Academic Networks (GIAN) programme in higher education was started, aimed at tapping the global pool of scientists and researchers, she explained. The IMPRINT or IMPacting Research Innovation and Technology scheme began as a Pan-IIT and IISc joint initiative to develop a roadmap for research to solve major engineering and technology challenges in selected domains needed by the country. It is because of this that Higher Educational Institutions are now becoming the centres of innovation, the Minister said.

The Union Budget has outlined various proposals for giving a boost to manufacturing of electric vehicles and developing India as a global hub for the same which will generate employment opportunities. In her maiden budget speech in Parliament today, the Union Minister of Finance and Corporate Affairs, Smt. Nirmala Sitharaman said that Under Phase-II of the FAME Scheme, only advanced battery and registered e-vehicles will be incentivized, with greater emphasis on providing affordable  and environment friendly public transportation options for the common man. The main objective of the Scheme is to encourage faster adoption of electric vehicles through upfront incentive on purchase of such  vehicles and also by establishing the necessary charging infrastructure for the same. Phase II of FAME has an outlay of  Rs10,000 crore for a period of 3 years, and has commenced from 1st April, 2019.
Union Budget stresses the need for heavy investment in infrastructure, Digital Economy and job creation in small and medium firms. 
In the civil aviation sector, the Minister said that the Government will implement the essential elements of a regulatory roadmap for making India a hub for aircraft financing and leasing activities. This is critical to the development of a self-reliant aviation industry, creating aspirational jobs in aviation finance, besides leveraging the business opportunities available in India’s financial Special Economic Zones (SEZs), – International Financial Services Centre (IFSC).  
Highlighting the achievements of the Government in the field of skill development, the Finance Minister said that through the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the Government enables about 10 million youth to take up industry-relevant skill training. To prepare the youth for the future and also to take up jobs overseas, the Government will increase focus on skill sets needed abroad including language training, the Minister explained. She also added that focus shall be given to new-age skills like Artificial Intelligence (AI), Internet of Things, Big Data, 3D Printing, Virtual Reality and Robotics, which are valued highly both within and outside the country, and offer much higher remuneration.
The Finance Minister, Smt. Nirmala Sitharaman said that under Pradhan Mantri Rojgar Protsahan Yojana (PMRPY), the Government contribution to the Pension Scheme has been increased from 8% in 2016-17 to 12% for both Employees Provident Fund and Employee’s Pension Scheme for all sectors w.e.f. 01.04.2018. As a result of this measure, number of beneficiaries increased by almost 88 lakhs during FY 2018-19. As on 31.03.2019, total beneficiaries under the Scheme are 1,18,05,000 and the establishments benefitting are 1,45,512.
The Stand Up India Scheme has been extended upto the year 2025. This was stated by the Union Minister of Finance and Corporate Affairs, Smt Nirmala Sitharaman while presenting the Union Budget 2019-20 in the Parliament today. “Stand-Up India Scheme has delivered enormous benefits. The country is witnessing emergence of thousands of entrepreneurs from women and also from the Scheduled Castes and Scheduled Tribes, most of them assisted to set up their businesses and industry with capital provided under the Stand-Up India Scheme”, she said. The Minister said that banks will provide financial assistance for demand based businesses under this scheme, including for acquisition of scavenging machines and robots.

5 Beneficial Services Offered on the EPFO Portal
The Employees' Provident Fund Organisation (EPFO) offers online services to its subscribers through its official portal. In order to avail those services, the subscribers must have a Universal Account Number (UAN) and be registered on the unified portal. EPFO is a social security organisation that encourages employees to save money for their post-retirement life.
Employee Provident Fund (EPF) members can avail the services on the EPFO platform after activating their accounts. To activate the EPF account, one needs a UAN which is given to an employee by an employer. The UAN helps employers effectively manage their PF contributions to an employee’s account. Furthermore, the various member IDs of an employee/EPF subscriber are all clubbed under one UAN in order to keep track of the old and new EPF contributions.
EPFO Portal Services for Employers
Establishments under the Employees’ Provident Fund and Miscellaneous Provisions Act, 1952 with 20 or more employees must register with the EPFO. View and update PF passbook: EPFO members can view and print their PF passbook on the portal. They can also update and edit their personal details online. They can get details about the monthly EPF contributions, current PF balance and Know Your Customer (KYC) status by SMS or by giving a missed call to 011-22901406.
Check EPF claim status: EPFO members can easily check their EPF claim status on the website by just entering their UAN and captcha.
PF withdrawal and transfer: By linking their UAN with their Aadhaar, employees can partially or fully withdraw their PF balance online through the EPFO portal under certain circumstances. They can also transfer their PF balance from one account to another through the EPFO portal.
e-SEWA: This service is provided to employees who are registered with the EPFO portal. Using this service, one can download the UAN card, update KYC details, view PF passbook and so on.
Inoperative accounts helpdesk: With this online helpdesk, members can track inoperative old EPF accounts. They can also transfer the balance in those accounts to the current account by furnishing their previous employment details. If a member wants to withdraw the balance from an inoperative account, he or she may only receive the interest on the initial contributions made during the first 15 years. No interest is paid post the first 15 years.
Salaried employees who are registered with the EPFO portal and have activated their UAN can carry out various online services with regards to their EPF accounts such as EPF online transfer, view and download PF passbook, link previous member IDs with the present, update the UAN card, update KYC details, auto-transfer request upon job changes, and so on.

प्रधानमंत्री रोजगार प्रोत्साहन योजना के तहत 46 लाख को मिली नौकरी, 1 करोड़ है टारगेट

प्रधानमंत्री रोजगार प्रोत्साहन योजना यानी (PMRPY) की ओर से नौकरी देने वाली कंपनियों अथवा संस्थाओं को EPF Subsidy दी जा रही है। इसके बारे में कहा जा रहा है कि ईपीएफ पर यह सब्सिडी दिए जाने से देश में 46 लाख नए रोजगार सृजित हुए हैं। गौरतलब ��ै कि pradhan mantri rojgar protsahan yojana (PMRPY) ने EPFO के साथ मिलकर इस काम की शुरूआत August 2016 में की थी जिसको अब जल्द से जल्द और आगे बढ़ाया जा रहा है। इस योजना के तहत 1 करोड़ रोजगार सृजित करने का लक्ष्य है। ऐसे में माना जा रहा है कि अब बड़ी संख्या में देश के युवाओं के लिए नौकरियों के अवसर निकलने जा रहे हैं।
क्या है PMRPY Scheme इस योजना का मकसद देश में युवाओं को रोजगार मुहैया कराना है। इस स्कीम के तहत अभी नौकरी देने वालों कंपिनयों अथवा संस्थाओं द्वारा कर्मचारियों को दिए जाने वाले ईपीएफ में 8.33% (EPS) दिया जा रहा है। लेकिन अब सरकार की ओर से इसे बढ़ाकर 12% EPF+EPS किया जा रहा है जिससें रोजगार देने वाली कंपनियों अथवा संस्थाओं पर ईपीएफ का भार कम होगा और वो बचा हुआ पैसा नए रोजगार सृजित करने में लगाएंगी।
दो तरह से हो रहा फायदा प्रधानमंत्री रोजगार प्रोत्साहन योजना की इस नई स्क���म से दो तरह से फायदे हो रहे हैं। एक तो यह कि नौकरी देने वाली कंपनियों को इंसेंटिव मिलता और दूसरा कि लोगों को नई जॉब पाने में आसानी होती है। इस स्कीम का फायदा नौकरी देने वाली कंपनी को 3 साल तक मिलता इस स्कीम का फायदा वो लोग उठा सकते हैं जिन्होंने अपना रजिस्ट्रेशन PMRPY की वेबसाइट पर कराया है। इस योजन के तहत टेक्सटाइल सेक्टर में शुरूआत करने वाले लोगों को स्पेशल इंसेंटिव दिया जाता है।
प्रधानमंत्री रोजगार प्रोत्साहन योजना का रिपोर्ट कार्ड July 2017 से शुरू हुई इस योजना के तहत अब तक लगभग 46 lakh लोगों को लाभ मिला है। इस योजना के तहत सरकार का लक्ष्य 1 करोड़ लोगों को रोजगार देना है। इस वजह से सरकार इस स्कीम के लिए बजट को Rs. 2500 crore से बढ़ाकर लगभग Rs 6500 से Rs 10,000 crore तक करने जा रही है। इस योजना के तहत सरकार की ओर से अब तक Rs. 830,92,02,543/- खर्च किए जा चुके हैं जिनमें से टेक्सटाइल सेक्टर को Rs. 23,71,24,235/- खर्च किए गए हैं। हालांकि EPFO के तहत रजिस्टर्ड करने वालों 9,23,176 लोगों में से 58,423 को इसका लाभ मिला है। इनमें से केवल 783 ही टेक्सटाइल क्षेत्र के हैं।
