Agric Stakeholders Urge LASG Review, Enforce Fishing Law

BY TAIWO OGUNMOLA-OMILANI Agricultural stakeholders in Lagos State have urged the State Government to review and enforce fishing laws on fishing practices for both artisanal and cultured fishing in the State just as it commended the Government for its on-going initiatives in the fishery value chain. This was contained in a statement signed by the Assistant Director, Public Affairs, Jide Lawal on Sunday. The Stakeholders made the call in a communiqué issued at the end of a one-day Agricultural Stakeholders Summit organised by the State Ministry of Agriculture that had in attendance 120 participants made up of 30 Government officials, 21 Bank Officials, 12 representatives from different farms and 57 from Agro- processing and Agricultural related companies. They also called for the upgrading of the existing Fish Farm Estates with modern infrastructure that will ease the deployment of technologies especially the Ketu Ereyun Fish farm and appealed to the State Government to facilitate the emergence of business model that will make Farm Estates attractive to high net worth investors/operators. According to them, the State Government should also help fish farmers in the State to facilitate the granting of a single digit interest loan for the acquisition of inputs and production assets under the Fishery Value Chain in order to further help the growth of the sector. “On Cage and Pen Culture fish farming, the Summit noted the drive of the Lagos State Government for the optimal utilization of abundant water bodies especially but not limited to the introduction of the Cage and Pen Fish Culture Technology into the Lagos State Fishing system and, that this effort be upgraded to encourage Private Sector Participation,” the participants at the Stakeholders noted. The Stakeholders stressed the need for the adoption of improved technology in order to attract the youths to farming just as they recommended the deployment of modern technologies along artisanal fishery value chain as the number of people dealing in it is depleting due to aging without commensurate replenishment. “The Summit called for increased investment in the downstream end (storage, processing, preservation, marketing etc) of the fishery value chain by both Public and Private Sectors. The Summit enjoined Government to further promote and protect fish value chain in Lagos State in collaboration with Private Sector through activities like the Sea Food Festival, and as a matter of necessity, make it an annual event starting from December 2019,” the Summit averred. The Summit called on the State Government to create an enabling environment for stakeholders in obtaining certification of their products from regulatory bodies, especially for export purposes and further advised on the need to reduce tariff on importation of fish feed and as a matter of urgency work with the private sector on the establishment of a fish feed factory in Lagos State. “On value addition, the Summit noted the comparative advantage that the State has in fish production and enjoined the private sector to invest in the fish value addition like filleting, smoking, and freezing. Government should look into technology that can facilitate freezing catfish to preserve it for sale. The Summit concluded that there is the need to provide online markets for stakeholders in the fisheries sector,” the Stakeholders opined. On the poultry and piggery value chains, the Summit appreciated the efforts of the State Government in these two value chains especially the Estates initiatives but added that the Estates need to be upgraded and called for an increased empowerment of value chains actors in terms of input, production assets and infrastructural support. Cage-Free

Regenerative Farming aims to capture carbon in soil and aboveground biomass, reversing current global trends of atmospheric accumulation. Regenerative Organic farming, animal husbandry and environmental conservation puts a central focus on improving soil health and fertility.

GRASS FED

The USDA has a separate grass fed rule that applies to ruminants such as cattle, sheep, goats, and bison. These animals must be fed “grass (annual and perennial), forbs (e.g., legumes, Brassica), browse, or cereal grain crops in the vegetative (pre-grain) state.” (Although ruminants are best adapted to a grass-based diet, most animals in today’s food system are fed grains.) The grass fed designation also requires the animals to have “continuous access to pasture during the growing season.” Because the term “growing season” isn’t defined, however, some critics believe this language still permits certain degrees of confinement. For this reason, the American Grassfed Association has developed more stringent standards, which say the animal “must not be confined to a pen, feedlot or other area” during the growing season, prohibit antibiotics and synthetic hormones, and address other elements of animal welfare.

PASTURE RAISED

A “pasture raised” claim on meat, poultry, dairy, or egg labels means that the animals were raised for at least some portion of their lives on pasture or with access to pasture, not continually confined indoors. On beef and dairy products, a “pasture raised” claim on the label does not mean that the cows derived all their nutrition from grazing on pasture or that they were 100 percent grass fed. Cows that are raised on pasture can be given supplemental grain, both during the grazing season and winter months.

CERTIFIED HUMANE

MEET ROSIE, THE ORGANIC FREE-RANGE CHICKEN The last stop on my tour of California industrial organic farming took me to Petaluma, where I tried without success to find the picturesque farmstead, with its red barn, cornfield, and farmhouse, depicted on the package in which the organic roasting chicken I bought at Whole Foods had been wrapped; nor could I find Rosie herself, at least not outdoors, ranging freely. Petaluma Poultry has its headquarters not on a farm but in a sleek modern office building in an industrial park just off Route 101; there's little farmland left in Petaluma, which is now a prosperous San Francisco bedroom community. The survival of Petaluma Poultry in the face of this development (it's one of what were once dozens of chicken farms in the area) is a testament to the company's marketing acumen. When its founder, Allen Shainsky recognized the threat from integrated national chicken processors like Tyson and Perdue, he decided that the only way to stay in business was through niche marketing. So he started processing, on different days of the week, chickens for the kosher, Asian, natural, and organic markets. Each required a slightly different protocol: to process a kosher bird you needed a rabbi on hand, for example; for an Asian bird you left the head and feet on; for the natural market you sold the same bird minus head and feet, but played up the fact that Rocky, as this product was called, received no antibiotics or animal by-products in its feed, and you provided a little exercise yard outside the shed so Rocky could, at his option, range free. And to call a bird organic, you followed the natural protocol except that you also fed it certified organic feed (corn and soy grown without pesticides and chemical fertilizer) and you processed the bird slightly younger and smaller, so it wouldn't seem quite so expensive. Philosophy didn't really enter into it. (Petaluma Eggs, a nearby egg producer with corporate ties to Petaluma Poultry, pursues a similar niche strategy, offering natural free-range eggs [no drugs in the chickens' feed, no battery cages]; fertile eggs [all of the above plus the hens have access to a rooster]; enhanced omega-3 natural eggs [all of the above, save the rooster, plus kelp in the feed to boost levels of omega-3 fatty acids]; and certified organic eggs [cage- and drug-free plus certified organic feed].These last are sold under the label Judy's Family Farm, a brand that until my visit to Petaluma I hadn't connected to Petaluma Eggs. The Judy's label had always made me picture a little family farm, or maybe even a commune of back-to-the-land lesbians up in Sonoma. But it turns out Judy is the name of the wife of Petaluma's principal owner, a marketer who has clearly mastered the conventions of Supermarket Pastoral. Who could begrudge a farmer named Judy $3.59 for a dozen organic eggs she presumably has to get up at dawn each morning to gather? Just how big and sophisticated an operation Petaluma Eggs really is I was never able to ascertain: The company was too concerned about biosecurity to let a visitor get past the office.) Rosie the organic chicken's life is little different from that of her kosher and Asian cousins, all of whom are conventional Cornish Cross broilers processed according to state-of-the-art industrial practice. (Though Petaluma Poultry sets the bar higher than many of its competitors, who routinely administer antibiotics and use feed made from animal byproducts.) The Cornish Cross represents the pinnacle of industrial chicken breeding. It is the most efficient converter of corn into breast meat ever designed, though this efficiency comes at a high physiological price: The birds grow so rapidly (reaching oven-roaster proportions in seven weeks) that their poor legs cannot keep pace, and frequently fail. After a tour of the fully automated processing facility, which can translate a chicken from a clucking, feathered bird to a shrink-wrapped pack of parts inside often minutes, the head of marketing drove me out to meet Rosie—preprocessing. The chicken houses don't resemble a farm so much as a military barracks: a dozen long, low-slung sheds with giant fans at either end. I donned what looked like a hooded white hazmat suit—since the birds receive no antibiotics yet live in close confinement, the company is ever worried about infection, which could doom a whole house overnight—and stepped inside. Twenty thousand birds moved away from me as one, like a ground-hugging white cloud, clucking softly. The air was warm and humid and smelled powerfully of ammonia; the fumes caught in my throat. Twenty thousand is a lot of chickens, and they formed a gently undulating white carpet that stretched nearly the length of a football field. After they adjusted to our presence, the birds resumed sipping from waterers suspended from the ceiling, nibbled organic food from elevated trays connected by tubes to a silo outside, and did pretty much everything chickens do except step outside the little doors located at either end of the shed. Compared to conventional chickens, I was told, these organic birds have it pretty good: They get a few more square inches of living space per bird (though it was hard to see how they could be packed together much more tightly), and because there are no hormones or antibiotics in their feed to accelerate growth, they get to live a few days longer. Though under the circumstances it's not clear that a longer life is necessarily a boon. Running along the entire length of each shed was a grassy yard maybe fifteen feet wide, not nearly big enough accommodate all twenty thousand birds inside should the group ever decide to take the air en masse. Which, truth be told, is the last thing the farm managers want to see happen, since these defenseless, crowded, and genetically identical birds are exquisitely vulnerable to infection. This is one of the larger ironies of growing organic food in an industrial system: It is even more precarious than a conventional industrial system. But the federal rules say an organic chicken should have "access to the outdoors," and Supermarket Pastoral imagines it, so Petaluma Poultry provides the doors and the yard and everyone keeps their fingers crossed. It would appear Petaluma's farm managers have nothing to worry about. Since the food and water and flock remain inside the shed, and since the little doors remain shut until the birds are at least five weeks old and well settled in their habits, the chickens apparently see no reason to venture out into what must seem to them an unfamiliar and terrifying world. Since the birds are slaughtered at seven weeks, free range turns out to be not so much a lifestyle for these chickens as a two-week vacation option. After I stepped back outside into the fresh air, grateful to escape the humidity and ammonia, I waited by the chicken door to see if any of the birds would exercise that option and stroll down the little ramp to their grassy yard, which had been mowed recently. And waited. I finally had to conclude that Rosie the organic free-range chicken doesn't really grok the whole free-range conceit. The space that has been provided to her for that purpose is, I realized, not unlike the typical American front lawn it resembles—it's a kind of ritual space, intended not so much for the use of the local residents as a symbolic offering to the larger community. Seldom if ever stepped upon, the chicken-house lawn is scrupulously maintained nevertheless, to honor an ideal nobody wants to admit has by now become something of a joke, an empty pastoral conceit.

Rubber Chicken Recalled

The latest debacle to hit the U.S. poultry industry is rubbery chicken nuggets — in this case due to actual bits of rubber that were found in the food. The discovery came after some unlucky consumers discovered the rubber in their nuggets and contacted the company, Tyson Foods, one of the largest meat producers in the U.S.

More than 36,000 pounds of the nuggets, in more than 7,200 bags, have since been recalled, and if you happen to have any in your freezer, it’s specifically Tyson white meat panko chicken nuggets sold at club stores in 5-pound plastic packages, with a “best if used by” date of November 26, 2019.

The rubber is believed to have come from a seal on a piece of equipment, which was pinched during processing and ended up in the nugget “blend.”1 According to the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS), the recall is due to contamination with “extraneous materials,” and although no adverse reactions have been reported, you should not consume them.2

“FSIS is concerned that some product may be frozen and in consumers’ freezers,” the agency said in a news release. “These products should be thrown away or returned to the place of purchase.”3

In an unappetizing coincidence, Pilgrim’s Pride Corporation recalled more than 58,000 pounds of breaded popcorn chicken products because of reports that they, too, may contain rubber bits. The products were shipped to Publix Super Markets in Florida to be used in the deli department.

The problem was discovered again by a consumer, who warned Publix employees about white rubber in the chicken.4 Rubber bits lurking in your nuggets is, unfortunately, only one of many reasons to be wary of consuming industrial chicken — and these represent only two in a slate of recent recalls.

Perdue Recalls Nuggets Contaminated With Wood, Undeclared Allergens

Perdue, another U.S. poultry giant, also recently recalled more than 68,000 pounds of chicken nuggets due to contamination with extraneous materials, in this case wood. The nuggets, Perdue SimplySmart Organics Breaded Chicken Breast Nuggets, Gluten Free, have a best by date of October 25, 2019, and were sold in 22-ounce plastic bag packages in retail locations across the U.S.

“The problem was discovered when the firm received three consumer complaints that wood was found in the product. A complaint was also reported to FSIS’ consumer complaint monitoring system,” FSIS reported.5 It’s unknown how the wood ended up in the nuggets. In a separate incident, Perdue also recalled another 16,000-plus pounds of “fun shapes” chicken nuggets because they contain an undeclared milk allergen.

“These items were produced with the wrong back panel label and have an incorrect ingredient statement that did not have the milk allergen declared on the package,” Perdue stated.6 It’s not an unheard of mistake in the industry. In fact, Taylor Farms also recalled chicken products (about 2,100 pounds’ worth) in February 2019 due to misbranding and undeclared allergens.

The Taylor Farms chicken products were incorrectly labeled as “Chili Relleno” and contain wheat, an allergen not declared on the label.7 FSIS, in announcing the recall, attempted to restore the public’s faith in their services, stating, “FSIS routinely conducts recall effectiveness checks to verify that recalling firms are notifying their customers of the recall and that actions are being taken to make certain that the product is no longer available to consumers.”8

As for ensuring contaminated meat products aren’t put on the market in the first place, however, FSIS, which is charged with overseeing the safety of the nation’s meat production, may be missing the mark.

FSIS Uses Questionably High Drug Residue Cutoff Levels

FSIS uses cutoff levels for drug residues in meat that are higher than those recommended by Consumer Reports, other scientists and other government agencies. Known formally as the minimum level of applicability (MLA), FSIS set higher cutoff limits partly in response to updated testing equipment that is able to detect lower amounts of potentially dangerous substances.

Consumer Reports quoted Robert Poppenga, Ph.D., a professor of veterinary toxicology at the California Animal Health & Food Safety Lab at the University of California, Davis, who has worked with the FSIS:9

“Analytical equipment has gotten so sensitive that it’s possible to detect things that you wouldn’t have 20 years ago … [the MLA gives] authorities some flexibility, and if they do find something at a very, very low level, they don’t necessarily have to take regulatory action.”

The high safety thresholds set by FSIS are inconsistent even with those set by other U.S. government agencies. For instance, the FSIS regulatory cutoff for chloramphenicol, an antibiotic, in meat is 3 parts per billion (ppb), but the U.S. Food and Drug Administration has blocked imports of shrimp that contained the drug at levels of 0.3 ppb.10

Another drug, the anti-inflammatory phenylbutazone, has safety cutoffs ranging from 1 to 11 ppb in Europe, in contrast to the FSIS’ much more generous limit of 50 ppb.11 For reasons unknown, FSIS does not use the limit of quantitation (LOQ), which is the lowest amount of a substance that can be reliably measured. LOQ is a widely accepted scientific standard.

Why Your Chicken Dinner Could Be Making You Sick

It’s a sad state of affairs when the potential for rubber bits in a chicken product may be the least of your worries. Disease-causing salmonella is also commonly found in concentrated animal feeding operation (CAFO) chicken, which makes up most of what’s found in your typical grocery store.

A June 2018 FSIS report found that the extent of salmonella contamination in U.S. chicken parts is largely unknown because 35 percent of large chicken slaughter facilities in the U.S. are not meeting FSIS inspection standards.12

Perhaps in response, in November 2018 FSIS for the first time publically published chicken producers and their rankings on salmonella safety standards, which are updated each week as new samples are tested.

The rankings range from category 1 to 3. Category 1 describes facilities that had less than 50 percent of the maximum allowable salmonella during the testing window. Category 2 describes facilities that had more than 50 percent (but still within the maximum allowed), while category 3 is the worst — facilities that exceeded the maximum level of salmonella.13

If you look at the FSIS rankings,14 what you’ll notice is the frequency of category 2 and 3 on the list. A category 3 ranking isn’t grounds for immediate suspension, either. Instead, FSIS notifies facilities if they don’t meet standards and at that point decide whether further action is needed.

E. Coli in Chicken May Cause UTIs

Aside from salmonella, in a study of 2,500 chicken, pork and turkey samples purchased from large retail stores in Flagstaff, Arizona, nearly 80 percent were found to contain E. coli.15 Even more disturbing, a strain of E. coli known as E. coli ST131 showed up in both the meat samples, particularly poultry, and human urinary tract infection (UTI) samples from people who visited a medical center in the area.

Most of the E. coli in the poultry was a variety known as ST131-H22, which is known to thrive in birds and was also found in the human UTI samples.

“Our results suggest that one ST131 sublineage — ST131-H22 — has become established in poultry populations around the world and that meat may serve as a vehicle for human exposure and infection,” the researchers noted, adding that this E. coli lineage is just one of many that may be transmitted from poultry and other meat sources to people.

Not to mention, while chicken is often viewed as a healthy source of protein, it’s lacking in nutrition, in part because most CAFO chickens are fed grains instead of being able to roam free and eat species-appropriate foods.

The American Pastured Poultry Producers Association (APPPA) also published a study that compared the nutrition of chickens fed on pasture with the USDA’s National Nutrient Database for Standard Reference values for CAFO chicken. The pasture-raised chickens were higher in vitamins D3 and E and had an average omega-3-to-6 ratio of 1-to-5, compared to the USDA’s value of 1-to-15.16

Decades ago, when chicken was still largely raised on small farms, it was reasonable to consider chicken healthy, but not so today. One study from London Metropolitan University found that, compared to 1940, chicken in 2004 contained more than twice as much fat, one-third more calories and one-third less protein, the latter being the main nutritional reason most people eat chicken.17

Antibiotics usage for purposes of growth promotion is another real problem, and one that’s associated with the rise of drug resistance. In November 2017, a report by the U.S. Food and Drug Administration (FDA) also revealed the number of Americans infected with multidrug-resistant Salmonella via contaminated food is on the rise, increasing from 9 percent in 2014 to 12 percent in 2015, and poultry is a primary source of these infections.18

Skip the CAFO Chicken, Choose Pastured Chicken and Eggs Instead

With concerns of contamination and recalls rampant, I recommend skipping CAFO chicken in favor of pasture raised chicken from a local grass fed farmer.

Some farmers are taking it to the next level by using poultry-centered regenerative agriculture, in which tall grasses and trees protect the birds from predators instead of cages — in addition to optimizing soil temperature and moisture content, extracting excess nutrients that the chickens deposit, bringing up valuable minerals from below the soil surface and being a high-value perennial crop.

Opposite of CAFOs, these poultry-centered systems are regenerating the land instead of destroying it, raising chickens humanely instead of cruelly and producing nutritionally superior, not inferior, food. Another alternative, particularly if you can’t find pastured chicken, is skipping chicken entirely and choosing organic, pastured eggs instead.

Whole eggs are an excellent source of protein, healthy fats (omega-3) and antioxidants, including choline, along with vitamins A, D, E and K. Pastured eggs can provide you with much of the nutrition that CAFO chickens cannot, without the risks of contamination.

The gold standard would be eating eggs from your own backyard chickens, but a competitive runner-up is organic, pastured eggs from a local farmers market or food co-op. If you live in even a semi-rural area, you’re also likely to signs around advertising farm-fresh eggs. Stop by and ask the farmer how the chickens are raised and if it’s on pasture, you’re in luck.

Above all else, avoid buying into the hype that the CAFO chicken sold in grocery stores and served in most restaurants is good for you; see it for what it really is: one of the riskiest food items out there in terms of contamination and the potential for foodborne illness.
