Page 3 & 6. ---- $2,000 in Cash, Two Revolvers Are Recovered ---- Melvin Campbell, 35, and Attractive Young Woman Companion Captured in Windsor Apartment Building Hide-out ---- Tries to Leap From Window --- Accused in Mount Brydges and Richmond Holdup; Rated as Ontario's No. 1 Badman; John Donaghue Is Arrested for Investigation ---- Provincial Police raiding squads surrounded an apartment hide-out on Park street west early this morning and arrested Melvin Campbell, 35, rated by police as Ontario’s number one badman. He is charged with two bank robberies, that of the Mount Brydges branch of the Royal Bank on October 13 and a bank in Richmond, Ont., last July.
Katherine Byrne, 22, Campbell’s attractive companion who was living with him as his wife, was arrested and charged with receiving stolen goods.
Campbell and the girl were in bed when the officers, equipped with a key to their apartment, walked in. Campbell leaped out of bed and dashed for a rear window. He kicked out the screen arid was about to leap to the ground when he was forced back by officers stationed below the window. Their terse order to stay where he was, backed up by the menace of their revolvers, convinced Campbell that he was trapped, so he submitted to arrest.
Two loaded revolvers, one believed stolen from Mount Brydges bank, and $2,000 in currency were found in the apartment.
John Donaghue, 32, of 137 Bruce avenue, is held for investigation.
Caught Early Today CAMPBELL and his girl friend were arrested in a two-roomed apartment in an apartment building at 450 Park street west, at 1:30 a. m. by a squad of Provincial Police headed by Inspector Hammond of Toronto.
This morning the prisoners were rushed by automobile to London for a line-up at 2 p. m. when members of the Mount Brydges bank staff were to attempt identification of the two armed men who robbed the bank of approximately $4,000.
Campbell was already wanted for the robbery of the bank at Richmond, near Ottawa, before the Mount Brydges bank was held up. A warrant was out for his arrest and it is understood that provincial police were informed by a devious route of communication that he was prepared to give himself up on that charge some time last week. About 20,000 was obtained In the Richmond robbery and Campbell's brother, Oscar, went to Kingston just a week ago to start serving a 12-year term for his participation in the job.
Here Since August Campbell and his attractive brunette companion have been living in the Park street apartment since August 22 as Mr. and Mrs. N. C. Thompson. When Campbell rented the apartment he told the caretaker he was a plumber by trade. When the police squads burst into the apartment they found Campbell and Miss Byrne in bed and found a loaded .38 calibre revolver under Campbell’s pillow. The other gun was found in a dresser drawer.
The apartment was in an extreme state of disorder, indicating the couple had spent much of their time indoors, hiding out. The rooms were littered with beer and whisky bottles and the makings for cigarets, indicating they rolled their own.
A pair of very expensive silver fox furs indicated that Campbell had parted with a considerable sum of money in order to satisfy the fashion whims of his companion.
Was Wounded Campbell’s face shows only slight evidence of the gunshot wounds he suffered last August when police fired from ambush as he drove away from his brother Oscar’s hide-out near Ottawa. At that time it was believed he was badly wounded, but his appearance today indicated he" had received good medical attention for the removal of dozens of pellets that hit him in the face and body when the police opened fire.
It was learned this morning that Inspector Hammond and his squad expected to have Campbell in custody last week because word reached them from his friends that he intended to give himself up because of the warrant charging him with the Richmond bank robbery.
He was expected to surrender last Thursday; then on Friday, but when the week-end passed and he had still not come out from cover, the police struck. His comely companion is believed to have dissuaded him from giving himself up, with the result that police descended on their hide-out and arrested her too.
Campbell is considered by provincial police, and particularly by Toronto police, as one of the most dangerous members of a family that has continually been fugitive from justice. There are five brothers and Melvin is known as one of the most desperate. When Oscar went into Kingston last week another brother was just being released after serving a term.
The provincial officers scoured Campbell's apartment this morning before they found the $2,000. allegedly part of the haul from the Mount Brydges bank, stowed away in the water tank of the bathroom closet.
Failed to Turn Up When they learned last week that Campbell was ready to give himself up, police were not too optimistic about it because a little more than a month ago they received similar information but he failed to turn up. At that time word reached provincial police in Toronto that Campbell was prepared to surrender and offer proof that he was not connected with the Richmond robbery. At that time he was also quoted, by indirect sources, as stating the police put more shotgun pellets into him than they had estimated.
When he was examined today at police headquarters he was found to bear the marks of about 40 pellets that hit him in the face, shoulders and upper torso.
Mt. Brydges Holdup The Mount Brydges branch of the Royal Bank was held up and robbed by two masked men who walked in at 2 p.m. last Thursday and ordered Manager J. W. Flett and Teller Richard A. Norman to put up their hands. Both men wore masks fashioned, from dirty handkerchiefs. One earned a long-barreled black gun and the other had a smaller pistol.
While one gunman covered the two hank employes the other hopped over a low counter and ordered the teller to open his rage. The bandit then picked up a metal box that was in the cage, filled it with all the money in the teller's drawer and moved on to the vault.
After removing all the money he could find in the vault and placing it in the box, the gunman walked out of the bank. His confederate kept the manager and teller covered until he was safely out. then ordered them to lie down on the floor of the vault and closed the door.
Fired After Car The bank men waited only until they heard the last bandit close The front door of the bank and then they dashed out of the vault. Flett grabbed a gun kept in the vault and ran outside. pumping a few shots at the fleeing car while Norman called police.
The bandits’ waiting car was headed north but while the last man to leave the hank was still on the running board it swung around in the street and headed south out of town. Manager Flett fired several shots at the fleeing machine and believed that he struck the ear at least once.
The car, a 1937 sedan, answered the description of a car which had been stolen from Windsor the day previous. It has not yet been located and it is believed the bandits abandoned it en route to Windsor.
Brother Arrested TORONTO. Oct. 18. Howard Campbell, brother of Oscar Campbell who recently was sentenced to 12 years in penitentiary at Ottawa for bank robberv. was arrested here today and held on a vagrancy charge. Police refused to discuss details of the arrest. A third brother. Melvin, was arrested at Windsor and charged with robbery of the Mount Brydges branch of the Royal Bank of Canada last week.

The Great Shift: Scholar Athletes
No one expected the Great shift to effect the world in so many ways. From large cities to small villages, all aspects of life needed to adjust in order to make way for a world with people in displaced bodies! However, there were some places that offered a sense of normalcy still. Schools!
Sure there were a lot of people of a variety of ages now attending college, but after a few semesters seeing elderly folks partying with the college freshmen it soon became common place to see these pillars of higher education accepting one and all!
For Oliver and Mitch, post Shift college had the second chance both men were looking for. Oliver, formerly Oleksy, was an 18 year old Ukranian teen who was hoping to apply to an American college this year. Finding himself in the body of a buff Instagram model in L.A. certainly helped him get there a lot faster! He marveled at his new height and fair skin! For the first day he couldn’t pry himself away from a mirror before trying to survive in this crazy swapped world.
Mitch on the other hand was a retired 68 year old plumber in Spain who was working hard most of his life. He never had a chance to put his wits to work since he started plumbing at such a young age. So waking up inside a huge gym in Ontario was certainly not what he expected one morning. He also didn’t expect to be in such a fit body! Bulbous chest now replaced by bulky muscle! Luckily all the other gym patrons were equally in awe of their new forms and it wasn’t long before harmless exploration turned into some passionate introspection.
Both men found themselves entering the University of Ottowa once things settled down. A few admissions and college orientations later, the two found themselves as roommates! Their new bodies were roughly the same age, but their share intercontinental shifts became a turning point for a great friendship. Not only were both new young men exceptionally bright, but with their newfound athleticism the coach of the Ottawa Braves Football team approached them one day about joining their team! Oliver and Mitch assumed he’d meant soccer, but upon being thrown the ball they were soon corrected.
The coach saw potential in those two as they seemed to pick up on the sport quite quickly. Before long they were making up the starting lineup of a new improved university team filled with a variety of strong men from all walks of life.
A lot of people often asked Oliver how he managed to handle school work and practice all in his first year at school! He’d simply reply. “Well I’d been studying for this my whole life so that helps! But I couldn’t do it without my supportive team and my new boyfriend!”
Turns out one more thing that the two shifted students had in common was an unrealized attraction to men that they could finally satisfy. So now the two smartest athletes at O.U. are also apart of the LGBT Student Union on campus! There’s not telling where these guys will be going next!

In the first five months of 2022: Immigration to Canada skyrockets.
The number of new permanent residents to Canada increased by 71.8 percent in the first five months of this year, compared to the same period last year, as per the recent IRCC figures.
Canada had welcomed 187,490 new permanent residents by the end of May this year. This is an increase of 78,370 over the first five months of 2021.
At the current rate of immigration, Canada is on track to receive 449,976 new permanent residents this year, far exceeding Ottawa's previous high of 431,645.
The current rate of immigration to the country is so high that Canada will likely exceed even next year's much higher immigration target of 447,055 new permanent residents under the current Immigration Levels Plan for 2022-2024.
The plan calls for 451,000 new permanent residents to arrive in Canada by 2024.
Canadian business leaders have been urging provincial and territorial leaders to demand more immigration in order to address labour shortages across the country.

The Business Council of Canada highlighted the severe shortage of qualified workers to fill jobs in Canada in a report released in June titled Canada's Immigration Advantage: A Survey of Major Employers.
As per the report, "a lot of employers are experiencing issues tracking down skilled labourers." "Deficiencies exist in all territories and provinces, yet they are most extreme in Ontario, Quebec, and British Columbia."
"Employers are having difficulty filling technical positions." Computer science, engineering, and information technology are the most common fields with skill shortages. Construction workers, plumbers, electricians, and other skilled trades are also in short supply."
Goldy Hyder, president, and CEO of the Business Council stated earlier this week, ahead of the Council of the Federation meeting of premiers in Victoria, that Canada's unemployment rate and labour shortages are stifling the country's economic recovery and exacerbating inflation.
Premiers from territories and provinces want more say in PNPs and international student recruitment.

Following their discussions earlier this week in British Columbia, they issued a joint statement in which they urged the federal government to give them a greater say in the recruitment of international students and other immigrants through the Provincial Nominee Programs (PNPs).
"To help the maintenance of Canada educated international student, (the) premiers encourage the central government to eliminate hindrances to international students getting to federal employment support programs, like coordinated effort with provinces and territories in optimizing the Post-Graduate Work Permit (PGWP) for international students to meet local workforce needs and more efficient transitions to permanent residency," the premiers said in a statement.
With a PGWP, international graduates receive a work permit and can work in Canada for up to three years after graduation. That work experience can then help them improve their Comprehensive Ranking System (CRS) score and gain permanent residence in Canada through the Express Entry system.
The premiers also sent a message to Ottawa, stating that it is up to the provinces and territories to ensure that immigration meets local labour market needs.
In the first five months of 2022, PNPs attracted 15.9 percent of new permanent residents.
In the first five months of this year, Canada welcomed 29,735 new permanent residents through provincial and territorial nominee programs, accounting for approximately 15.9% of all new permanent residents during that time period.
The premiers now want to increase those figures.
"(The) premiers approach the central government to work with provinces and territories to grow provincial and territorial nominee programs and guarantee the fundamental federal assets are set up for convenient and effective nominee processing," the premiers said in an explanation.
"Because immigration is a shared jurisdiction, the federal government should strengthen collaboration on multi-year planning, including levels and economic priorities." Through provincial and territorial nominee programs, federal immigration policies should complement and respect the role of provinces and territories in economic immigration."

Cancelling Halloween is an act of ghoulish politics
This year has played nasty tricks on us. Isn’t it time for public health officials and governments to offer up some treats?

Ontario – a province where the government has hesitated to shut down bars, casinos, spin clubs, church services and other evidence-based high-risk settings – has said “no” to Halloween in the coronavirus “hot zones” of Toronto, Peel, York and Ottawa. One would be hard-pressed to imagine a lower-risk activity than walking around outdoors wearing a mask, collecting candy in a physically distanced manner, but Ontario public-health officer David Williams has decreed that Halloween must be deep-sixed in the city nicknamed The Six (and elsewhere near Toronto).
Meanwhile, Quebec – which has been much harder hit by COVID-19 than its neighbour – has said trick-or-treating is okay, as long as precautions are taken. Folks in that province appear to understand that locking kids in the house on one of the most hallowed nights of the year is sheer cruelty.
It all adds up to bad public health – not to mention terrible politics.

Public health is about harm-reduction, about finding ways for people to live while minimizing their risks as much as possible. It’s not about depriving them of all pleasure.
Banning Halloween also plays into the hands of those who oppose any sort of restrictions. When you impose unrealistic and unjustified rules, you erode trust. If you can cram 30 kids into a classroom, how can you argue that they can’t walk around outside in small groups?
Ontarians have endured months of constant mixed messaging and ham-fisted, irrational regulations. There might not be much trust left to spare.
This year has been a nightmare, so it’s only fitting that we unleash the ghouls and goblins for an evening of fun. The kids – and, yes, their parents – have earned it. No one is suggesting a free-for-all, but with a little imagination and creativity, Halloween can happen.
Even Theresa Tam, Canada’s by-the-books chief medical health officer, has said that trick-or-treating can be done safely.
She suggested doling out candy at the door using a hockey stick, an all-Canadian solution if there ever was one. (To be clear, candy should be deposited gently into kids' bags using the blade of the stick; trying to slapshot bonbons into kids' mouths from the end of the hallway is not recommended, unless you have Gretzky-esque talents.)
Another brilliant suggestion? Installing candy chutes – plastic pipes or slides that can deliver treats from a two-metre distance. Toronto plumber Geoff Burke has designed a simple system involving securing a PCV pipe to a railing, and he’s created more than 400 of the contraptions in exchange for $25 donations to the Toronto Food Bank.
Needless to say, we all have different levels of risk-tolerance. Some parents won’t want their kids going door-to-door; others will be afraid to hand out candy, even at a distance. That’s okay.
During the COVID-19 pandemic, we have modified the way we work, play and live in countless ways. We can embrace some new Halloween traditions too.
Pumpkin-carving can be a fun family activity. So can indoor candy scavenger hunts and scary-movie nights. The key is to do these activities within your household or your “bubble.”
You could also organize an outdoor and distanced costume parade on your street or a virtual costume party online.
But there are some things to remember about costumes. Masks are de rigueur. Plastic masks should not be worn over cloth masks.
In fact, one of the best costumes for Halloween 2020 would be a health-care worker – a doctor, nurse or personal-support worker (who go by the moniker “guardian angel” in Quebec), complete with mask, gloves and hand sanitizer.
