Monsoon Session 2023 : नया संसद भवन (New Parliament House) बनकर तैयार हो चुका है लेकिन मॉनसून सत्र यहां होगा या नहीं इस पर अटकलें अभी भी चल रही हैं। कहा जा रहा है कि इस बार का मॉनसून सत्र (Monsoon Session 2023) पुराने संसद भवन में ही होगा। जी हां ये बात हम नहीं बल्कि केंद्रीय मंत्री मीनाक्षी लेखी ने कही है। मीडिया से बातचीत करते हुए केंद्रीय मंत्री मीनाक्षी लेखी (Meenakshi lekhi) ने बताया कि इस बार का मानसून सत्र पुराने संसद भवन में ही होगा।
कुछ ऐसी थी संभावना
ऐसा अनुमान लगाया जा रहा था कि इस बार का मानसून सत्र (Monsoon Session 2023) न्यू पार्लियामेंट बिल्डिंग में हो सकता है। ये भी कहा जा रहा है कि मानसून सत्र की शुरुआत पुराने पार्लियामेंट बिल्डिंग से होगी लेकिन बाद में बैठकें न्यू पार्लियामेंट बिल्डिंग में होगी। वहीं मीनाक्षी लेखी ने इस बात से पर्दा उठाते हुए कहा कि ये मॉनसून सत्र पुराने संसद भवन में होगा। हालांकि उन्होंने ये नहीं बताया है कि बाद में बैठकें न्यू पार्लियामेंट बिल्डिंग में हो सकती हैं।
बता दें कि इस बार का मानसून सत्र (Monsoon Session 2023) 20 जुलाई से लेकर 11 अगस्त तक चलने वा��ा है। संसदीय कार्य मंत्री प्रह्लाद जोशी ने ट्वीट कर ये खबर दी थी और कहा था कि “मानसून सत्र, 2023 आगामी 20 जुलाई से शुरू होकर 11 अगस्त तक चलेगा। 23 दिनों तक चलने वाले इस सत्र में कुल 17 बैठके होंगी। मैं सभी पार्टियों के सत्र के दौरान संसद के विधायी और अन्य काम काज में रचनात्मक योगदान देने की अपील करता हूं।”
काफी हंगामेदार होगा इसबार का मानसून सत्र
इस बार का मॉनसून सत्र (Monsoon Session 2023) काफी हंगामेदार होने वाला है, इसकी वजह 2024 में होने वाले लोकसभा चुनाव (Lok Sabha Election 2024) हैं। अगले साल होने वाले चुनाव को ध्यान में रखते हुए मुख्य विपक्षी पार्टियों ने प्रधानमंत्री नरेंद्र मोदी के नेतृत्व वाली बीजेपी के खिलाफ मोर्चाबंदी शुरू कर दी है।
वहीं जबसे प्रधानमंत्री नरेंद्र मोदी (PM Narendra Modi) ने समान नागरिक संहिता का प्रतिनिधित्व किया है तबसे कांग्रेस समेत कई विपक्षी दलों की कड़ी प्रतिक्रिया सामने आई है। ऐसा माना जा रहा है कि विपक्ष इस मुद्दे पर इस सत्र के दौरान सरकार को घेरने की कोशिश करेगी। वहीं कई पार्टियां यूनिफार्म सिविल कोड (Uniform Civil Code) के मुद्दे पर सरकार के साथ खड़ी नजर आएंगी।

Model GST Law – A Tax Law Transformation
The much awaited reform Goods and Service Tax Act 2016 will change the fundamental of Indian Taxation. The state wise VAT, the central excise, the service tax, all will be integrated into one legislation, known as Goods and Service Tax Act, 2016 (‘GST Act 2016’). The GST Act 2016 has been for the first time made public in June 2016 by the Indian Government. The government is planning to introduce the Act w.e.f. 1st April, 2017 and proposes to pass the 122nd Constitutional Amendment bill, 2014 in the upcoming monsoon session of the parliament. By amalgamating a large number of Central and State taxes into a single tax, it would mitigate cascading or double taxation in a major way and pave the way for a common national market.
The framework of GST is characterized by a marked shift from the present origin based taxation to that of consumption based. It is proposed to be levied on a wide base of goods and services and is likely to subsume a majority of existing taxes — excise duty, service tax, VAT, Central Sales Tax (CST), purchase tax, octroy, local body tax etc. Only few services of public importance are kept outside the purview of GST. The regime is expected to have an equally conducive regulatory effect on Foreign Direct Investment (FDI), allowing foreign manufacturing companies to also be able to reap benefits and thereby, steadily build confidence in investing in India. The transition to GST may change the way business is done in India and is widely expected to boost the country’s economy.
Background
The Constitution (122nd Amendment) bill, 2014 was introduced in Lok Sabha on December 19, 2014 and was passed in the House on May 6, 2015. Further, it was referred to a Select Committee of Rajya Sabha on May 14, 2015. The Bill amends the Constitution to enable Parliament and State legislatures to frame laws on the imposition of the Goods and Service Tax (GST). Consequently, the GST subsumes various central indirect taxes including the Central Excise Duty, Countervailing Duty, Service Tax, etc. It also subsumes state value added tax, octroi and entry tax, luxury tax etc.
The idea behind GST is to subsume all existing central and state indirect taxes under one value added tax, which will be levied on all goods and services. No good or service is exempt, and there is no differentiation between a good or service, whether as an input or as finished product. Under GST, tax paid on inputs is deducted from the tax payable on the output produced. This input credit set off operates through the manufacturing and distribution stage of production. The tax is collected only at the place of consumption. This design addresses cascading of taxes.

Key Features
GST will create a single, unified Indian market to make the economy stronger. The basic aim of GST is to benefit the consumers as well as the Government, thus creating a win win situation for both. Some of the important features are-
The GST shall have two components: one levied by the Centre (Central Goods and Service Tax) and other levied by States (State Goods and Service Tax). Rates for Central GST and Sate GST would be prescribed appropriately, reflecting revenue considerations and acceptability. This dual GST model would be implemented through multiple statutes. However, the basis features of law such as chargeability, definition of taxable event and taxable person, measure of levy including valuation provisions, basis of classification etc. would be uniform across these statutes as far as practicable.
Ending of Multiple Layer of taxes — Implementation of GST in India will integrate the existing line of taxes like Central Excise, Service Tax, Sales Tax, Value Added Tax etc. into one tax i.e. GST. This will help in avoiding multiple taxes currently being levied on products and services.
Alleviation of Cascading taxation — Under the GST regime, the final tax would be paid by the consumer of the goods/services but there would be an input tax credit system in place to ensure that there is no cascading of taxes. GST would be levied only on the value added at every stage, unlike the present scenario wherein tax is also required to be paid on Tax in a few cases i.e. VAT is payable on Excise Duty.
Development of National Economy — With the introduction of a uniform taxation law across states and different sectors in respect to indirect taxes under GST, would make it easier to supply goods and services hassle-free across the country. This will not only help in removing economic distortions, promote exports and bring about development of a common national market but will also enhance tax — to — gross domestic product ratio and thus help in promoting economic efficiency and sustainable long term economic growth.
Increase in voluntary compliance — Under the GST regime, the process will be simple and articulate with a lessor scope for errors. As all the information will flow through the common GST network, it would make tax payment and compliances a regular norm with lessor scope for mistakes. It will only be upon the payment of tax, that the consumer will get credit for the taxes they pay on inputs. This will generate an automatic audit trail of value addition and income across the production chain, creating a unified base of tax…

7th Pay Commission: Government took a big decision regarding increase in DA, see latest update
7th Pay Commission: The Center is expected to announce the second hike in Dearness Allowance (DA) and Dearness Relief (DR) for employees and pensioners in early September. The Narendra Modi-led government will approve a 3% hike in DA and DR during this period. DA or dearness allowance is given to active government officials. Whereas retired people get DR or dearness relief. 7th Pay Commission: DA 50% 7th Pay Commission: changes in retail prices 7th Pay Commission: employees and pensioners 7th Pay Commission: DA 50% Dearness allowance for central government employees has been increased to 50% from January 1, 2024. With DA reaching 50%, various allowances including House Rent Allowance (HRA) have been increased in recent months. The government usually increases DA/DR twice a year. And reveals an increase in March and September respectively. However, this increase is applied retroactively from January and July every year. 7th Pay Commission: changes in retail prices The increase in DA is based on All India Consumer Price Index (AICPI). Which tracks changes in retail prices in different regions. Earlier, the increase in DA was determined using the Consumer Price Index with the base year of 2001. However, the government has now substituted a new consumer price index with base year 2016 for calculating DA from September 2020. 7th Pay Commission: employees and pensioners During the monsoon session of Parliament, questions were raised regarding non-payment of 18 months of DA dues. Two MPs asked the Finance Minister whether the government was considering distributing 18 months of stalled inflation benefits to central government employees and pensioners. A decision that was postponed during the COVID-19 pandemic crisis. MPs demanded answers from the government and an explanation as to why the dues were being withheld, especially considering that the economy is the third largest in the world. Further, he sought information about the representations received on the matter till 2024 and the steps taken by the authorities thereafter. In a written reply in the Rajya Sabha, Minister of State for Finance Pankaj Choudhary said: “The decision to stop three installments of Dearness Allowance (DA)/Dearness Relief (DR) to Central Government employees/pensioners from 01.01.2020 and 01.01.2021 is a decision taken by the Government. To ease pressure on finances, taken in the context of COVID-19. Which caused economic disruption. The Center saved Rs 34,402.32 crore by stopping three installments of DA. The Center used this fund to meet the economic impact of the COVID-19 pandemic.

Aishwarya Rai, a celebrated actor and former Miss World, married Abhishek Bachchan, son of Amitabh and Jaya Bachchan, in 2007. The couple has a daughter, Aaradhya.

Budget 2024: What Is Cheaper, What Is Costlier?
Finance Minister Nirmala Sitharaman today announced a major reduction in customs duty on cancer medicines and mobile phones, which will significantly bring down their prices in the retail market. Imported gold, silver, leather goods and seafood will also get cheaper.
"The government will exempt 3 more cancer treatment drugs from Customs duty. I will also reduce basic customs duty on mobile phones, chargers and other mobile parts," Ms Sitharaman said while presenting Budget 2024 in the parliament.
Ms Sitharaman slashes import duties on gold and silver to 6%, a move that industry officials say could boost retail demand and help in curtailing smuggling in the world's second-biggest bullion consumer.
Higher demand for gold from India could support global prices, which hit a record high earlier this year, although that could increase India's trade deficit and weigh on the ailing rupee.
On the other hand, the government will raise customs duty on ammonium nitrate by 10% and by 25% on non-biodegradable plastics.
This is the first budget of the Modi 3.0 government and is expected to have a significant impact on India's economic landscape, touching upon various sectors from infrastructure development to social welfare programs.
Prime Minister Narendra Modi yesterday had said that the Finance Minister will present a strong budget, adding that he will ensure that the government's guarantees reach the common man. Nirmala Sitharaman yesterday - on the first day of the Monsoon Session of Parliament - tabled the Economic Survey in Parliament.
