When you watch Shell in a Cell and Minataur right after each other, Leo's need to he seen really shows. In the dressing room, Raph tells Leo he's not a Champion. In the Run of the Mill Pizza, Hueso tells him he's not a champion. In the wrestling ring, Leo says he's not a rule person, but in the Maze, he very adamant about following the rules.

Everyone plays against him in these episodes, and both he gets his shell handed to him at rhe end.

I believe this is why Leo has so much trouble using his Mystic powers. We learned near the end of the show that belief and trust in each other is what makes their ninpo strong.

And we learned from the creators of the show that the boys had ninpo powers the whole time, only manifested once they received the Mystic weapons.
