Illinois: Islamic Madrasah (School)  Teacher Sexually Assaulted 11-Year-Old

Skokie police are asking for the public’s help in finding additional alleged victims after a 32-year-old Skokie religion teacher is accused of sexually assaulting an 11-year-old student, authorities said.

Mohammedimran A. Mulla, who was a teacher at Noor Learning Center, 3929 Oakton St., was arrested Wednesday, according to Skokie police.

Mulla remained in custody in Cook County Jail after a bond hearing Wednesday, when he faced charges of predatory sexual assault of a child, attempted predatory sexual assault of a child and aggravated criminal sexual abuse.

Authorities began an investigation Tuesday, when Skokie police were made aware of the alleged attack on July 5 that involved one of his students, police said.

Mulla, who lives in the same block as the school, is due back in court July 30.

The Noor Learning Center’s website says it “was established in order to serve the Deen of Islam & to spread its message across humanity.” A representative could not be reached immediately.

Police urged anyone who has information about the alleged attack or similar ones to call them at 847-982-5900. A 24-hour tip line is also available: 847-933-TIPS (8477).

The Skokie teacher accused of raping a child is the owner of the religious school where the abuse occurred over a period of six months, prosecutors said. The student he is charged with sexually assaulting was between the ages of 9 and 10 at the time, according to the Cook County State's Attorney's Office.

Mohammedimran Mulla, 32, lived at the Noor Learning Center, 3929 Oakton St., according to police. Police learned of the allegations on July 5 and took Mulla into custody the next day. He was ordered held without bond Tuesday. From the start of the year until the end of last month, Mulla sexually assaulted the girl more than 10 times, prosecutors said at his bond hearing.

Although this was Mulla's first arrest, the girl may not be his only victim. A former student told investigators Mulla has frequently engaged in inappropriate sexual conversations while at the school. He has also made sexual gestures and "rubbed his own penis" during classes, the judge was told.

According to prosecutors, the girl and her siblings attended the Noor Learning Center, which provides classes for children about the Quran and religious studies on the weekend. Mulla would take the girl to an isolated room in the school building away from the other students, prosecutors said.

Another student at the school confirmed her account, telling investigators there were multiple times when Mulla would take the girl away from the group to a private room for extended periods of time without explanation, according to prosecutors.

The girl did not disclose the ongoing sexual assaults to her parents because Mulla told her would beat her if she did, according the state's attorney's office. She eventually told an older sibling, who told their parents. Family members then consulted with a religious leader within the Islamic community for advice and guidance before contacting police, prosecutors explained.

Health Inspections Every year, the government assigns inspectors to conduct a formal review of nursing homes for regulatory purposes to meet the mandates outlined for Medicare and Medicaid, this aims to measure and improve the safety of residents across providers. Facilities may also be inspected when complaints are submitted or based on a reported incident. When noncompliance is identified, the facility is served a citation that indicates which regulation that was identified, along with the severity of the incident. Nursing homes are subsequently required to execute a program of resolution in order to meet compliance. Some scenarios require enforcement actions to be applied, such as a civil monetary penalty or withholding of payment(s), to incentivize resolution in a timely manner. Penalties Facilities are applied 2 types of penalties due to non-compliance / accumulation of incidents. Civil penalties are monetary fines that may be applied to a facility based on citations / infractions identified during a review. The severity of a penalty is defined primarily by the size and frequency of the infraction. Quality of Residence Care There are 3 types of resident care ratings, but for this exercise, we primarily focused on the overall quality measure rating. The quality measures (QMs) include 17 data points that are derived from clinical information reported by the respective nursing home and also from Medicare claims data submitted for payment. Ratings are calculated for the QM domain using the 4 most recent quarters for which data are available. A nursing home receives points contingent on performance on each measure (weighting distribution is not equal). Staffing Staffing research is submitted regularly by the facility and is adjusted for the requirement of the facilities residents. For each of registered nurse staff and total staffing, a 1 - 5 rating is applied according to definitions established for each category. These ratings are subsequently combined to assign an overall staffing rating. As an example, to get an overall staffing rating of 5 stars, nursing homes must earn a rating of 5 stars for both registered nurses and total staffing. Nursing homes could also be assigned a 1 star rating should they not have a registered nurse on-site daily, and do not submit staffing data, or which the data cannot be verified.
