Negotiators wrapped up the fourth round of formal discussions over the United Nations’ global plastics treaty early on Tuesday morning, inching closer to a final agreement that’s intended to “end plastic pollution.”
Delegates made important progress on the treaty, the final version of which is due by the end of the year. They pared down a lengthy draft of the text and agreed on a formal agenda for “intersessional” work ahead of the next — and final — meeting, in Busan, South Korea, scheduled for November 25. That work will involve critical issues around funding the treaty’s provisions and identifying plastic-related chemicals that should be restricted.
The agenda, however, doesn’t mention the elephant in the room: whether and how the treaty will limit plastic production.
“Nothing happened that was particularly surprising, but this outcome is still quite demoralizing,” said Chris Dixon, an ocean campaign leader for the nonprofit Environmental Investigation Agency who attended the talks. Other groups called the outcome “disappointing” and said the negotiations had been “undermined by deep-rooted industry influence.”
Dixon and other environmental advocates have spent the past three meetings fighting for a treaty that addresses the “full life cycle” of plastics — meaning one that goes beyond waste management to limit the amount of plastic that’s made in the first place.
The world already produces more than 400 million metric tons of plastic per year, and fossil fuel companies are planning to dramatically increase that number over the next few decades. Plastics have been described as the fossil fuel industry’s “plan B” as the world pivots away from using oil and gas in transportation and electricity generation. This could have dire implications not only for plastic pollution but for the climate; according to a recent study, greenhouse gas emissions from growing plastic production could eat up one-fifth of the world’s remaining carbon budget by 2050.
Just because production limits aren’t on the agenda for ad hoc working groups, however, doesn’t mean they’re out of the treaty; it just means delegates may arrive in Busan less prepared to discuss technical concepts related to plastics manufacturing. Language about the “full life cycle” of plastics is still in the treaty’s mandate — which countries agreed on in 2022 — and throughout the draft text. Countries can also host unofficial discussions on the topic between now and November.
There’s already widespread support for addressing plastic production in the treaty. Dozens of countries supported a statement presented by Rwanda and Peru last week saying that a global plastic reduction target should be “a North Star” for the treaty. The paper suggested reducing production by 40 percent below 2025 levels by 2040. Another declaration, published on Monday and signed by 28 countries, called for the treaty to “achieve sustainable levels of production of primary plastic polymers.”

In 1981, The Human League had their epoch-defining hit "Don't you want me". A classic case of boy meets girl, boy tries to control girl, asks if she's not with him because they're not in love or is it because he is a complete and utter arsehole.
"Don't you want me" sold a metric squillion copies, and spawned numerous imitators and parodies. One of them was by Philip Pope, and he nailed the bitterness between the participants.
"I picked you up, I gave you one, now I can't get rid of you" "You were pissed and desperate and asked us then did we want to be in your band?" "We live together with a dog and a cat in North Ruislip" "Oh, how pathetic, me a famous pop star, living with this piece of tat!"
"Louise" came back to the same couple a few years later. Slightly older boy meets the same girl, and gets to dream that they were back together again. Not gonna happen, mate, she's moved on, met someone better, probably a nice Scottish lawyer from Pinner. Men think they can manipulate women, men find that they can't even manipulate their own feelings.
Came out in late 1984, alongside a flood of other bittersweet love songs - John Waite's "Missing you" and Jim Diamond's "I should have known better", Spandau Ballet's "Round and round". Promoted by a gorgeous black-and-white video with a canal boat, calm and stately like the song sounds.

Hey Frank, I was going to go camping in Callasha after I take a road trip to Alarana. Anywhere I should stop on the way?
I heard they're trying to make the world's third largest ball of twine somewhere in that area.
Let's see ...
Okay, keep going straight from Bretton.
There's a town called Alarana about 500 miles further, and another called Callasha about 80 miles after that.
In Callasha, there is something called the Great Enormous Ball of Something. It's over three miles in circumference and weighs over 2,000 metric tons, which is a lot of mass to contain inside a ball. People have not seen inside, but it is made of wax, so they speculate it must be a hollow ball.
If you go 3 miles north of Callasha, there is something called the Center of the Milky Way Galaxy. This is a sphere with a very high density of starlight, and not much else. If you look out at it, you will see a few stars but nothing else. It's like trying to see a sun in your hand.
(If you zoom in with a magnifying glass, though, it's a little funnier.)
Continue north for a few miles and then east. There is something called an Eight-Fold Heat Diffusion Particle.
Also, that route will take you past a town called Paltryville. If you stop there, you will be lucky, because you will get to see something called the last remaining inhabited house of Paltryville.
The town was nearly deserted when people began making more houses, and then it was deserted entirely. Finally, one house survived, and that is all that's left.
Continue east and then south for about a day, and you will eventually reach your destination.
At the end of your trip, if you had travelled 500 miles in total, you will have found yourself in the same place you started.

idk if you’ve answered this but what are some of the criteria by which you judge flags??
i judge a flag on three metrics, more or less, which are really a simplified version of the north american vexillological association's five principles
is it striking? this encompasses a lot--i think a good flag should be simple, containing few details--and that those details should be memorable and visually interesting. use of colour should be moderated, legible, and create interesting contrasts. tiny details--seals, realistic illustration, etc--are right fucking out. a good flag should be instantly recognizable, including at a distance, when drawn by a child, as a tiny patch or emoji. etc.
is it powerful? like, in the visual symbolism sense. this is the criteria by which i knock off points for including words, because if you write 'CALIFORNIA' on your flag, you're betraying a lack of confidence that the bear and star on it symbolize the thing they're meant to--the imagery of the flag should convey something about the entity it represents--every element should be considered and meaningful in some sense
is it unique? this is less important than the other two by a large margin, but it's important! having a unique visual identity (or at least, in the case of e.g. arab flags or the venezuela/colombia/ecuadorian flags, a visual identity shared with members of a corresponding cultural identity)

Nano! (Writing update)
Whoooo! Okay--I'm doing NaNo, and I finally sat down for a writing session. This is the first time I've done much serious writing in almost 2 months (tearing myself away from BG3 to do nano).
It's a little off, because I'm working on a preexisting MS, and the goal is to finish it for nano, but here are Tonights Metrics:
Started: 101,058
Goal: 101,858 (800 words)
Stretch Goal: 102,058 (1000 words)
Achieved: 102,398 (1340 words) (woo! that's more than I planned, nice!)
Exerpt of the starting paragraph:
Deep blue waters swathed the planet. When they came through the clouds, flying towards the rising sun, Maeve’s breath was taken away. The sky shimmered with ribbons of magical energy, sparking in the morning light and making the ocean look like iridescent fire. To the south a stretch of bright land was visible—desert or plains—but still far away. To the north storm clouds roiled, with occasional pops of lightning in their depths.
I've got 5 (ish) chapters left, and I'm not quite sure how long it'll end up. I've set my nano goal for 25k, but it might wrap up sooner than that. If it does I'll use the rest of the month for either:
a) tidying up The Fire Between Stars OR
b) Balders Gate 3 fics (because I have brainworms).
Or both, we'll see, who knows.
But Tonight's writing session went very well, and I hit the flow much faster than I expected after 2 months off. Excited to see how this book wraps up!

Zimbabwe’s ‘White Gold’! Critical Minerals Law Favors China
Harare has Africa’s largest lithium reserves and Beijing is poised to benefit, despite an export ban.

The world’s clean-energy transition will be impossible without African minerals—and a degree of resource nationalism from African countries is benefiting China, which has for decades invested in the African Green-Energy Market and accounts for 59 percent of the world’s lithium refining. Chinese companies run the majority of Zimbabwe’s mines and are better positioned to expand domestic processing there.
Lithium, often referred to as “White Gold,” is essential to producing Solar Panels and the Rechargeable Batteries that power electric vehicles; and in 2022, demand pushed prices up by more than 100 percent. Africa could supply a fifth of the world’s lithium needs by 2030, but to best serve citizens, African leaders are demanding that miners go beyond extraction and add value by locally processing the raw mineral.
Last December, Zimbabwe 🇿🇼, which has Africa’s Largest Lithium Reserves, imposed a ban on raw lithium ore exports, requiring companies to set up plants in the country and process ore into concentrates before export in order to boost local jobs and revenue. Those seeking to export and not process domestically would need to provide proof of exceptional circumstances and receive written permission to export raw lithium ore.
Zimbabwe’s ban, called the Base Minerals Export Control Act, will stop the country losing billions in mineral proceeds to foreign companies, officials said. Namibia 🇳🇦 has followed suit; and in 2020 around 42 percent of African nations, excluding those in North Africa, had implemented restrictions on raw exports, including the Democratic Republic of Congo 🇨🇩, Ghana 🇬🇭, and Nigeria 🇳🇬.
Traditionally, “mining companies after extraction enjoy all the benefits [while] leaving communities in their catchment areas to bear the brunt of life-threatening dangers associated with their operations,” Edmond Kombat, research and finance director of Ghana’s 🇬🇭 Institute for Energy Security, told ESI Africa. “It is time to stop that practice.”
However, China, which controls the world’s critical minerals supply chain, is ideally placed to reap benefits in these situations, because several Chinese owned companies have recently completed processing plants in the country. Chinese-owned Companies have Spent more than $1 Billion acquiring and developing lithium projects in Zimbabwe, which in contrast has seen Very Little Western investment.
Last month, Chinese minerals giant Zhejiang Huayou Cobalt opened a $300 million lithium processing plant at its Arcadia Mine in Zimbabwe, which it bought last year from Australia-based Prospect Resources for $422 million. The plant currently has the capacity to process around 450,000 metric tons of lithium concentrate annually. Under Zimbabwean law the refined lithium can then be exported for further processing into battery-grade lithium outside Zimbabwe.
In May, another Chinese company, Chengxin Lithium Group, commissioned a lithium concentrator to produce 300,000 metric tons per year at the Sabi Star mine in eastern Zimbabwe. And China’s Sinomine Resource Group said last month it had completed a $300 million lithium plant, after it bought Bikita Minerals, one of Africa’s oldest lithium mines, for $180 million.
Zimbabwe hopes to satisfy 20 percent of the world’s total lithium demand when it fully exploits its known lithium resources. “If we continue exporting raw lithium we will go nowhere,” Deputy Mines Minister Polite Kambamura told Bloomberg last year. “We want to see lithium batteries being developed in the country.”
New rules stipulate that a 5 percent royalty rate will be payable on lithium exported, due half in cash and half in processed final products so that the country can build cash reserves it could use for government-backed borrowing.
U.S. sanctions on Zimbabwe 🇿🇼, imposed since 2001, have impacted the country’s access to borrowing and investment, leaving few options but China. Last year, Zimbabwean Finance and Economic Development Minister Mthuli Ncube claimed the country has lost more than $42 billion in revenue as a result of Western sanctions. The Zimbabwe Investment Development Agency reportedly received 160 lithium investment applications from investors based in China in the first half of 2023 compared to just five from the United States.
Even among Zimbabwe’s regional peers, U.S. companies have been left on the backfoot. Nigeria Rejected Elon Musk’s Tesla in favor of Beijing-based Ming Xin Mineral Separation to build Nigeria’s first lithium processing plant in Kaduna State, in the country’s northwest region. Nigerian officials reportedly rejected Tesla’s proposal because it did not align with the country’s new policies. “Our new mining policy demands that you add some value to raw mineral ores, including lithium, before you export,” Ayodeji Adeyemi, special assistant to Nigeria’s mines and steel development minister, told Rest of World.
For decades, African economists complained that foreign companies extracted minerals without benefit to citizens. In 2015, Zimbabwean researchers estimated the country had lost $12 billion due to illegal trade involving multinational companies in China 🇨🇳, Canada 🇨🇦, the United States 🇺🇸, and the United Kingdom 🇬🇧 —enough money to pay off Zimbabwe’s foreign debt.
Africa holds more than 40 Percent of Global Reserves of Key Minerals for batteries and hydrogen technologies. Yet it’s predicted that, by 2030, more than 80 percent of the world’s poor will live in Africa, and about 75 percent of them in resource-rich countries.
It makes sense for African Nations to step up efforts to increase quality jobs. “The United States and Europe must ensure that the partnerships they are building in Africa are mutually beneficial and non-extractive,” Theophile Pouget-Abadie and Rachel Rizzo recently wrote in Foreign Policy. “Otherwise, they will run headlong into the walls erected by an increasingly dominant Beijing.”
Washington in January signed a memorandum of understanding to help the Democratic Republic of Congo 🇨🇩 and Zambia 🇿🇲 develop an electric battery supply chain. But China is going beyond this in terms of thinking about what African nations need. Beijing, for example, with support from the United Nations 🇺🇳 Development Program, is facilitating a joint research center in Ethiopia 🇪🇹 to fast-track access to renewable energy in the country.
Experts warn that more African countries banning critical raw minerals exports will impede global decarbonization. Zimbabwe’s ban is perceived as unrealistic because the country lacks skilled workers. Some countries (Kenya 🇰🇪, Tanzania 🇹🇿, and Zambia 🇿🇲) have implemented policies requiring mining companies to train locals, according to a recent World Bank report. The report suggests national export bans alone can make countries worse off because investors simply move their business elsewhere, but that training requirements could ensure retention of investment and the creation of a skilled workforce.
