Nationalization Vs Privatization (Vis a Vis Socialism in India)
At first look, it seems both are antagonistic; where the first one is for the people, for the “country”, while the second one is for the capitalist class. Hence, Congress, during the Nehru era was pursuing socialism, and after neo-liberal policy, undertaken by Rahul Gandhi government, known as Manmohan Singh’s economic policy (He was the then Finance Minister), was pursuing capitalism. Neo-liberalism came with various masks, like globalization, perestroika, reform, cure of bureaucracy and ailments killing the public sectors, worker’s apathy with the work, loss of profit and unnecessary expenditure on welfare and subsidies.
Let us analyze the past, immediately after Indian independence, in fact even before that. The “smooth” handing over of power to Indians (and Pakistanis) was not to the working class, as envisaged by the HSRA, founded by Chandrasekhar Azad, Bhagat Singh, Ashfaqualla and others, and Communist Party of India. In fact, when the Indian Constitution was being made, there were four participating groups, one of them was represented by the Communist Party of India and who were forced to quit, when it was clear that the Constitution was to be in the service of the private property and was to safeguard the capitalist class (even the remaining feudal class). This was a tacit understanding between the British Raj and the bourgeois class and Congress Party, Muslim league, USA, and others who mattered.
Two examples must be studied to understand the characteristics of the Indian bourgeois class; first, how it dealt with the Telangana movement, which was against the British Raj as well as its accomplice Nizam and Feudal Lords and the Rajakars (Nizam’s Army), under the leadership of CPI, which fought very valiantly since 1945 to 1952 or 53, till the leadership abandoned its own cadre to favor Nehru/Patel’s government and signed the pact of peace treacherously, one sided, favoring the Indian State. The UNO had raised the Human Right’s question, where more than 2000 local women were raped, tortured and 1000s of fighters and their sympathizers were killed in fake encounters as well as in jails by the Army of GOI and Nizam, but somehow was quashed. After the peace pact followed and the Telangana Movement finished, the Nizam and his Army men were rehabilitated, in the most possible “honorable” fashion.
Similar was the Bombay Mutiny in 1946, which spread to Lahore, Bengal, Madras and was supported by the workers, peasants, youths, various Unions and organizations across the country. However, Congress, Muslim League officially and openly opposed the mutiny, advised their respective followers to remain away from the “law and order” problems, as they never wanted to share the power with the working class. CPI seems to have chickened out or failed to analyze the situation correctly.
However, after the independence was secured, despite all the bloodbath between the two new emerged nations, India and Pakistan, India preferred to follow industrialization and modernization of all the industries, services, and superstructure and new industries, factories. The Indian bourgeois class was unable to take over these concerns, enterprises, due lack of capital as well as technical knowhow and other much needed wherewithal.
Hence, the GOI had to intervene and build all the “Navratans”, superstructures and other parts of public concerns; Airlines and Airports, Shipping (Jahajrani, SCI), Power, ONGC, BSNL, Research works (DRDO, etc.), super specialty medical services, ISRO, ASI, Highways, Railways, and many others. 5 Year plan may sound like having borrowed from the USSR, but it was supported by Tata, and other big capitalists. USSR was happy in providing cheap technical knowhow as well as big machineries, like Thermal Plant in Patratu (Jharkhand), Defense equipment, with the help to build and repair facilities (BRD), etc., which was its foreign policy, to keep the imperialist powers away, as much as possible, in the new rising nations.
Was socialism being constructed in India? No, as the state power was in the hands of the bourgeois class and the working class, though much united than today and militant, was in back seat, “satisfied” with the “facilities and labor laws” in its favor. The situation gave a brilliant ideological framework to the CPI to support the ruling party, Congress, in name of building socialism, which of course was strengthening industrial as well as finance capital. The bureaucracy (red tapeism), corruption and other ailments penetrated into the public concerns in a natural fashion and “Socialism” was blamed. In the meantime, capitalist restoration in USSR gave “moral” support to the opportunist Communist Parties, the world over, to shun class struggle and followed Parliamentary Struggle, a path to build Socialism peacefully. An open class collaboration followed and these parties happily accepted opportunism and revisionism, the leadership which opposed these political lines, had to break away from the old parties, but in most cases that lead to “revisionism vs revisionism”, like CPI(M) or Left Wing adventurism, like Maoists (the earlier version, Naxalite movement did connect question of state power to the struggle, more appropriately class struggle, but that was the end of its break from the past revisionism and we know, finally this movement was crushed by the Indian State.).
Well, the nationalization, end of Privy system, etc. were accelerated during Indira Gandhi regime, and the “Left” was euphoric, Garibi Hatao (Remove poverty), inclusion of the word “Socialism” in the Constitution and other rhetoric were nothing but part of capitalist society and capitalist politics, the political economy, that was being followed, was nothing but steadily empowering capital and the concentration of wealth in hands of few was accelerating. The nationalization of 14 largest banks in India in 1969, when Indira Gandhi was PM (And even FM) did not work towards the upliftment of the poor. Compare with this:
“The ownership of the capital wielded by and concentrated in the banks is certified by printed and written certificates called shares, bonds, bills, receipts, etc. Not a single one of these certificates would be invalidated or altered if the banks were nationalised, i.e., if all the banks were amalgamated into a single state bank. Whoever owned fifteen rubles on a savings account would continue to be the owner of fifteen rubles after the nationalisation of the banks; and whoever had fifteen million rubles would continue after the nationalisation of the banks to have fifteen million rubles in the form of shares, bonds, bills, commercial certificates and so on.”

The so called “Socialism” through nationalization never attacked the production field, where the means of production was in the hands of the capitalist class, and where the surplus value was created by the workers and usurped by the capitalist class. A small part of the surplus value (or rather through more exploitation of the workers) was used in circulation through welfare measures and subsidies. This allowed a small section of the working class to enjoy the bourgeoisie big heartedness towards its social duty, on the cost of the others. Today, the others, the workers in unorganized sectors are approximately 93%.
To jump a few decades, we see the “opening” of the economy, reforms, globalization, changes in labor laws, introduction of laws for land acquisition, dilution of environment acts, etc. followed in 1980s, accelerated in 1990s, so far all by the “Socialist” Congress government, in between (RSS) BJP Government, under Vajpayee and now Modi government. Modi government has much freedom to work due fascism, a social movement, where a section of the mass is supporting most of his anti-people economic and political policies, in hope of crushing the minorities and Dalits and building Hindu Rashtra and India becoming a World Leader.
The building up of the Indian property in many compartments, but mainly in government and in private hands, was all for the capital and its various forms, and now, when the world economy in plunging into economic crisis, even before Coronavirus Pandemic, and is almost in Economic Depression (Resembling 1928-31 economic recession), the capitalist class, with no love for the working class and the oppressed people, has thrown the country under the yoke of fascism, and is ruthlessly “re-appropriating” the created public funds and concerns! See the rate of privatization of almost all the public concerns, where they are in loss or are inefficient, is of no more a concern, all are to be privatized, as soon as possible!
There is bridge between the earlier “Socialist” construction, better say it resembled a welfare state (providing social security but, in reality, far from it) and now the capitalist “restoration” in India, but with a violent break, qualitative change, from a masked “democracy” and constitutional government to open fascism, where constitutional methods have been thrown into the dustbin. The world imperialism, IMF, WB, etc. have full support to the Indian bourgeois class and its tirade against the proletarian class, with a sizable pie in the plunder.
The nationalization in a capitalist society or country is for the capitalist class and not for the working class. The unemployment, poverty, inequality continues rising in both the bourgeois state, namely anti people state or pro people (Welfare state) state, but during the crisis, either political or economic or any other kind, the bourgeois state comes down heavily on the working class legally, illegally, socially (A section of the mass supports it, for some perks or for some regressive ideology), through police, military, bureaucracy, etc.
While we, the revolutionary forces, work with the proletarian class and its oppressed allies, we do join their struggle, protests, rallies, it is our task to educate them on political economy, telling them how such concessions, which they may bargain due balance of struggle in their favor, is temporary. These concessions are taken away, when the enemy class becomes the dominant bargainer, especially during the crisis and when the unity of the working class is weakened. Nationalization in any bourgeois society or state is not confiscation of the means of production, albeit taking over the management from the private hands by the state, after giving away the full compensation to the earlier owners. Yes, that dose facilitate few well paid and even other employees for a comparatively peaceful life and save the wrath of their erstwhile capitalist masters. Here nationalization, as we can see, blunts the class struggle.
The real emancipation of the exploited class is its own state, by defeating the enemy class and smashing its old state apparatus, and by building a socialist society, where the private property is converted into social wealth. Nationalization of industries and land and other resources, in a country, where the state power is in the hands of the working class, through its revolutionary party, is a transitory method to control the production, as long as state exists and later make it part of social wealth. We call it socialization, and that is our aim.

JUST one person died in the riot that broke out on January 1st this year in the riverside village of Bhima Koregaon in the western state of Maharashtra. But shockwaves from the violence, which pitted higher-caste agitators against an annual gathering of out-of-caste Dalits (once known as untouchables), have spread far. As the Maharashtra police tell it, they include a plot to kill Narendra Modi, the prime minister, and topple his government. Liberal activists retort that the riots have provided a pretext for a crackdown on dissent that bodes ill for looming national elections, and for Indian democracy.
A pillar in a dusty park in Bhima Koregaon marks the victory on New Year’s Day in 1818 of a British-led but largely Dalit-manned army against the Marathas, a Hindu dynasty which then controlled most of western India. Locals of Maratha descent still tend to disdain Dalits, who come from far and wide to mark this triumph. Yet before this 200th anniversary year, which drew a bigger crowd than usual, there was seldom trouble. Different groups have traded blame for it. Dalits accuse Hindu extremists of planning and leading attacks. Hindu-nationalist groups, allied local politicians and a think-tank in Pune run by ex-army officers have all fingered leftist activists, who they claim sought to use the event to stir anti-government feelings.

Unsurprisingly, since Dalits face continued discrimination and the Hindu-nationalist Bharatiya Janata party (BJP) is in charge both of Maharashtra’s government and the national one, the state police have ignored eyewitness testimony. Instead, they have pursued the theory of a leftist—specifically Maoist—conspiracy. Since April they have raided houses across the country, arresting ten well-known leftists, among them activists, lawyers, writers and academics, and charging them under draconian anti-terror laws. Pro-government TV networks have put the spotlight on letters allegedly found that neatly tie each suspect by name to a 50-year-old armed insurgency by ostensibly Maoist guerrillas, known as Naxalites, that festers in India’s poorest interior regions. One letter also appears to hint at plans to kill Mr Modi with a suicide-bomb.
The ten arrested activists, including Varavara Rao, a poet in Hyderabad (protesters are pictured demanding his release), are unlikely to be convicted. Few were anywhere near Bhima Koregaon in January. The letters are riddled with inconsistencies and, all too conveniently, link up virtually every Hindu-nationalist bogey— violent Maoists, human-rights groups, Christian missionaries, Muslim Kashmiri separatists, the opposition Congress party, Western academics, Dalit activists, China and academic institutions abhorred as “anti-national” by the Indian right. On August 28th the latest arrests prompted a warning from India’s Supreme Court: “Dissent is the safety-valve of democracy. If it is not allowed, the pressure cooker will burst.”
Several theories circulate as to why, despite its obvious flimsiness, the case is being pursued and even loudly endorsed by Mr Modi’s senior henchmen. One is that this is pure politics. The rumpus allows the BJP, which faces state elections in November and a general one in the spring, to play to its strengths as nationalist, pro-Hindu and pro-dominant caste. A more alarming theory suggests that India’s generally quiescent “deep state” wants a stronger role. However innocent, the charged activists may find themselves entangled in years of legal wrangles, serving as a warning to critics of the security forces in such ugly arenas as Kashmir and the Naxalite regions.
Or perhaps it is all local. Maharashtra’s police force has egg on its face from the limpness of its investigation into the murder of two outspoken critics of Hindu nationalism in the state in 2013 and 2015. By contrast, police in the neighbouring state of Karnataka have rounded up more than a dozen suspects, including the confessed trigger man, in the similar murder last year of Gauri Lankesh, a firebrand secular journalist. The rival detectives appear to have exposed a Hindu extremist hit squad, mainly based in Maharashtra, linked to well-connected religious groups and armed with a list of secular targets. But this theory, too, is odd. It suggests that Maharashtra’s finest think they can appear heroic by labelling elderly sandal-wearing intellectuals as dangerous assassins.

Targeting the Prime Minister for the rising terror activities in the country and killing of Indian soldiers on the borders, Surjewala stated, "Whether it was 26/11, Pathankot terror attack, or Nagrota terror attack, terrorists kept attacking our country. And those who used to claim about getting at least 10 heads from the other side for one head of our martyred soldier, it was under their noses that the sons of Haryana and Rajasthan were beheaded." "What efforts were taken by Prime Minister Modi to deal with the issue of Naxalites and terrorism?" he further asked. Navjot Singh Sidhu on Tuesday said that his hug to Pakistan Army chief General Qamar Javed Bajwa during Pakistan visit in August this year was not a Rafale deal. "The hug with Pakistan Army Chief was of hardly a second. It was not a Rafale deal. When two Punjabis meet, they hug each other. The recent Sukma Naxal Attack in which 25 CRPF Jawans sacrificed their lives has broken the silent ceasefire that existed between the Naxalites and Paramilitary Forces.
The Sukma Maoist Attack of 24th April is the bloodiest since 2010 and raised some serious questions regarding the policy, perspective and the direction that Anti-Naxal operations have been given in the last two years by the Modi Government. Was it an intelligence failure, policy change or any other loophole that caused the death of our Jawans is a question that is on the minds of every Indian. Here’ we shall try to analyse this questions while also looking at possible reactionary measures that are at hand for the Modi Government to react to it.
About the attack
The attack took place on personnel of the 74th Battalion of the CRPF. At the time of the attack, the soldiers were guarding road workers in the Sukma district, which is located at a distance of 400km from Raipur, the capital of Chhattisgarh. Reports suggest that the Naxals fired from hilltops at the group of soldiers. The jawans tried to retaliate but didn’t succeed because the Naxals were using residents of Burkapal village as human shields.
What went wrong?
The question that arises is was it the lack of coordination between the locals of the area and the central police as well as the intelligence which led to this attack. Or did the union government’s claim that Maoists problem will end in half a decade instigate the attack.
The answer for the two questions lies in the in-depth analysis of the Sukma Naxal attack.
The answer to the first question can be seen in the non-cooperation by the villagers of the area, mainly Burkapal hamlet, who once shared a friendly relationship with the CRPF Jawans. Earlier, the villagers were acting as informers for CRPF’s anti-Naxal operations.
Reports suggest that the villagers, who once acted as informers for the security forces, had distanced themselves from the forces after their village head Madhvi, who was acting as a helping hand for CRPF, was killed two months back by the Naxalites. Answer of the second question lies in the massive attack where the rebels or the Maoists reacted with full capacity to prove their existence and strength.
Reports suggest that earlier, Home Minister Rajnath Singh in his statement in the Parliament informed that due to operations of the security forces around 135 Maoists were killed and about 700 were arrested in 2016. He also said that nearly 1200 rebels had surrendered to the forces.
In response to this, the Sukma attack was orchestrated by the Maoists putting their full strength on display. With this, they have sent a strong message to the government that they may be weaker than the forces but their resolve to fight against them will never die.
Maoists and the reason for their fight
The left-aligned Maoists or rebels who have been fighting against the union/state government for more than three decades say that they are fighting for the rights of tribal people as well as landless farmers. Their fight is against the mining in the mineral-rich region. In short, their fight is for a greater share of wealth as well as jobs for Adivasis – the indigenous people. Currently, it is believed that Maoists are present in about 19 to 20 states of India and are most active in few states like Chhattisgarh, Maharashtra, Jharkhand, Odisha and Bihar.
Maoist attacks and its timeline during the decade
• March 2017: Maoist rebels killed 11 paramilitary policemen in Chhattisgarh.
• May 2013: About 30 people, including tribal leader Mahendra Karma, were killed in Bastar region of Chhattisgarh.
• April 2010: At least 76 CRPF personnel killed in Dantewada region of Sukma
• May 2010: About 36 security personnel were killed near Dantewada
• June 2010: At least 27 soldiers killed in Narayanpur district
• March and July 2007: 55 security personnel killed in Bastar and other 23 policemen were killed in the region respectively
Condemnation
The ambush of the security personnel has drawn condemnation from different sections of the society including the politicians, public as well as different countries like Israel.
The Indian National Congress (INC) has termed the incident as an unfortunate event and has asked the union government led by Narendra Modi to initiate appropriate counter action.
Besides, Israel has condemned the Naxalite attack and emphasised on deepening cooperation with India to combat terrorism. While delivering a lecture on ‘India-Israel- Enduring Partnership’ at the Nehru Memorial Museum in New Delhi, Israeli envoy, Daniel Carmon said terrorism is one of the challenges India and Israel are facing. He added there is a new battlefield, an asymmetric warfare which the security forces have to face.
What can be done?
Instead of the actions or attempts by the security forces or talks at the political level, the government should come up with the real solution under which they (the underprivileged sections including Adivasis) are made a part of the development and provided jobs.

A video journalist with Doordarshan recorded an emotional message for his mother as he and his team members came under an attack from more than 200 Maoists in Chhattisgarh’s Dantewada on Tuesday. “We have come under a terrorist attack. We came to Dantewada to cover the election and the army was with us, when suddenly Naxalites surrounded us,” Mor Mukut Sharma is heard saying in the video shot during the attack. Sharma was a part of the three-member team, including cameraman Achyuta Nanda Sahuand journalist Dheeraj Kumar, sent by the public broadcaster to cover the next month’s two-phased polls in the state. They were heading to a new polling booth in Nilawaya near Sumeli camp, where people have not voted for the past 20 years, when they were ambushed by the Maoists. Sahu, sub-inspector Rudra Pratap and assistant sub-inspector Manglu of the state police were killed in the attack “Mummy, if I survive this incident, I just want you to know that I love you very much. Chances are that I will be killed in this attack. To record, camera-person Achyutanand Sahu got down from the motorcycle and went close to the tree. Around 200 Maoists opened fire on the team. Sahu was hit on the first round of fire,” he said. A cameraman of Doordarshan and 2 security personnel were killed in a deadly Naxalite ambush in Chhattisgarh’s Dantewada district. The Naxalites laid an ambush to target the security forces and the Doordarshan team was caught in the cross-fire.
