A rosé by any other name
I don't know wine. To me, a good vintage is one that's in the clearance aisle at the supermarket. Beer is my beverage of choice.
On Monday, though, I played wine connoisseur. At two wineries in Napa, California, I gave several varieties a visual inspection, swirled them around to "unlock their bouquet," aired them out a bit, and finally threw them at my palate. I did what some people — a lot of people, actually — do every day.
I liked the experience. Though I didn't understand the science of winemaking or half of my sommeliers' gibberish about "notes of this" or "hints of that," I liked what I tasted. Then again, I expected to. When you taste the wine in one of world's greatest wine regions, you are bound to find something good.
I visited Northern California this week as my wife Cheryl's administrative assistant. She attended an education conference. I edited her blog and enjoyed the ride. A fair trade. As a part of our experience, we took an e-bike tour of the Napa Valley, home to five hundred wineries.
Our guide, Don, a transplant from Lancaster, Pennsylvania, was a font of information on all things Napa Valley. He educated two couples on everything from the region's geography and climate to its history and rise as a wine-making capital following a 1976 wine competition in Paris, an event chronicled in the 2008 comedy-drama Bottle Shock.
As for the bike ride, it was nice as well. Starting and ending in Yountville, home of the French Laundry restaurant, it covered about eighteen miles on sidestreets, paved paths, and even highways. Along the way, we passed not only vineyards and wineries but also lush farmland, olive orchards, and eucalyptus groves. E-bikes, in case you have not tried them, are a kick. They are exercise for the rest of us.
I hope to take a few more of these trips in between writing and editing novels. Doing is living, as they say, and I plan to do a lot more.

he team at the Napa Valley Museum Yountville gets asked one question more than any other these days:
“How did you ever get Lucy Liu to bring her first U.S. museum exhibition to you here in the Napa Valley?”
The answer, it turns out, is simple: “We asked.”
Museum executive director Laura Rafaty first approached Liu to be the keynote speaker at the Museum’s Feb. 25 “Phenomenal Women” fundraising luncheon.
“I began looking for someone who was an accomplished visual artist but who brought other aspects of life to her work, since I find that so many artists these days—and so many women—are involved in multiple creative endeavors. When I saw Lucy Liu’s art, as exhibited at the National Museum of Singapore, and considered it in the context of her accomplishments as an actor and director and work on behalf of children as an ambassador for UNICEF, I knew that I wanted our museum to present the first U.S. museum exhibition of her work.”
The result is: “Lucy Liu: One of these things is not like the others,” on exhibition at the Napa Valley Museum Yountville through April 26. It also brought Lucy Liu to Yountville last week, where she gave an inspiring keynote speech at the “Phenomenal Women” luncheon fundraiser, helping the museum raise more than $90,000 for the nonprofit. The Phenomenal Women event sold out quickly with a substantial waitlist of those wanting one of only 92 seats at tables tightly tucked inside the museum’s Main Gallery, surrounded by Liu’s artwork.
It helped that Liu, who has with millions of devoted social media followers (including a fan club of self-described “Liu-natics”), donated an original silkscreen valued at over $10,000 for auction at the luncheon, to benefit the Museum’s arts and education programs.
Speaking about her first U.S. museum exhibition, Liu said: “I’m so happy to collaborate with the Napa Valley Museum and to share my work with the community. Art has been an important part of my life and development since I was a child; it helps cultivate imagination and also fosters critical thinking skills. Supporting lifelong arts education is imperative and I am thrilled to be a part of this important endeavor.“
Liu’s visit to Yountville gave the museum team its first chance to meet Liu in person, and to discuss the inspiration behind her multi-faceted body of work. The exhibit was curated by Daniel Chen, director of Chambers Fine Art in New York, which represents Liu’s art, and who worked closely with Liu on the project.
Chen, an expert on modern Chinese art who helped curate Liu’s National Museum of Singapore exhibition, traveled from New York to Napa Valley to help the museum team with the installation and to attend the opening night on Feb. 1.
The exhibition is a survey of various aspects of Liu’s artwork. Included are Liu’s intricate wood sculptures, inspired by her travels, depicting individuals within a family. The most talked-about artworks are her oversized paintings inspired by Shunga, a form of erotic art based on the “ukiyo-e” or Japanese woodblock. These works are bold, provocative, and sexually explicit; a departure from the Museum’s typical exhibitions.
To put this work into larger context, the museum obtained an example of a traditional Japanese Shunga hand scroll from San Francisco’s Asian Art Museum, which it displays at the entrance to the Shunga section.
In her artist statement for the exhibition, Liu describes the genesis of the Shunga series: “My works tend to be intimate and personal; I often try to dissect things that were not explored when I was growing up. During my adolescence, I was constantly questioning things that were considered ‘taboo’ and was never satisfied with the answers I was given. Curiosity is key, and looking into the crevices of these questions and answers is something that I can express and explore through my art.”
There are examples of her silkscreens (including the auctioned work), plus pieces from Liu’s “Lost & Found” series, in which found objects are incorporated into handmade, hand-tooled books that are works of art in themselves.
“Another ongoing concern in my artwork has been the notion of security and salvation,” Lui said. “There are long-term effects that result from personal relationships, reflected in both our physical and emotional selves, and I have always used art to address these ‘effects’ and ideas. This theme is sometimes realized by the appropriation of discarded objects, which I place into handmade constructions, where the objects are protected and given a new significance.”
The exhibition also showcases Liu’s “Totem” series, in which intricate embroidered “spines” are paired with bold designs fashioned from fabric, paper and thread. The series includes “41”: individual small panels depicting each of the first 41 years of the artist’s life. Patterns and cutouts in the “Lost and Found” books are repeated in the “41” series on the wall behind them, while the spinal patterns of the Totem series adorn the spines of the “Lost and Found” books.
Large beige “Totem” works that seem flat from a distance reveal multi-dimensional and colorful connections upon closer inspection. The result is to be immersed in the world of an artist seeking intellectual order from emotional chaos.
“Although it’s only in retrospect that I discover the threads that tie my various bodies of work together, I find that no matter which medium I am working with, I often focus on the connections between people who pass through our lives,” Liu said. “Perhaps I am subconsciously seeking a closer examination of the meaning behind our personal relationships. Whether positive or negative, each interaction in our life leaves a mark on our psyche, and sometimes can manifest itself in a surprising, physical manner. These ‘marks’ manifest themselves in my work.”
In addition to the artwork, the museum offers video presentations illustrating Liu’s influences and creative processes, and a “living” title wall featuring audio and video of Liu in her studio. It shows Liu creating the giant painting: “Hunger,” which at nearly 12 feet tall takes up the entire back wall of the Main gallery.
The reaction to Liu’s work has been overwhelmingly positive, Rafaty said. “Visitors enjoy learning more about Lucy, who reveals so much about her interior life through her art. People seem to connect to the vulnerability on display, and to the work’s essential humanity.“
Due to the adult themes in the exhibition, the museum recommends that a parent accompany visitors younger than age 18. Other exhibitions currently on display include “The Yates Collection” of masterworks by Picasso, Pissarro, Chagall, Matisse and others, on long-term loan to the Museum from the Yates Foundation, and the museum’s permanent Napa Valley History Gallery, with a new Veterans Home history display.
The Napa Valley Museum Yountville is at 55 Presidents Circle in Yountville and is open Wednesdays through Sundays from 11 a.m. to 4 p.m.
Regular admission is $15; $10 seniors 65 and older, $5 Youth 6-17. Admission to the museum is free for Napa Valley Museum members, children 5 and under, residents of the Veterans Home in Yountville, and active duty military. Admission is free for Bank of America/Merrill Lynch cardholders during the weekend of March 8-9 through the Museum’s on Us program.

From the minute she got into Rose’s car, Rey realized that unlike the time she spent with Ben, the next five hours were going to be exceptionally long. San Francisco seemed a world away. Rose stared straight ahead, cheeks still flushed and lips pursed in consternation. Rey pretend to be engrossed in her phone. Suddenly, Rose held out here hand, palm up, without even turning to look at her. Rey’s eyes widened, unsure. “The microchip. Hand it over.” Her companion ordered. “No way, I risked my life for this thing; I’m keeping it. I won’t give it to anyone but Leia Skywalker herself.” Rose gave her an exaggerated eye-roll. “Let’s just say I don’t exactly trust you,” she said through gritted teeth. “Given that I spent a long sleepless night worrying about what happened to you, only to find that you’ve been having a great time in Kylo Ren’s arms!” “Come on! As if you or Leia ever even bothered to warn me about the massive risk you were exposing me to. You can sulk all you want. I almost died, on three separate occasions! Is this what you people always do? Take some poor unsuspecting passerby and throw them into No Man’s Land?” “It was for an important cause,” Rose stammered. “You gave no idea what this trial means to us, and to Leia Skywalker...” “More than a stranger’s life, in any case,” Rey retorted dryly. “You sacrificed my life without hesitation. No wonder Ben ran away. Did his mother throw him to the wolves too, in the name of the ‘greater good’?” “I won’t let you talk about Leia like that!” Rose snapped, her bottom lip quivering with rage. “You have no idea the hardships she’s been through, none!” “I have a very good idea of what she did to her son, though. Pardon me if I can’t find enough compassion for the woman who considered Ben and I negligible losses!”
Rose took a deep breath before answering in a low voice : “He did this to you. He filled your head with lies without you realizing.” “Kylo Ren lied to me. Ben Solo would never. Ben was willing to sacrifice everything to make things right. No one can convince me otherwise.” “And there’s another one,” Rose sighed, visibly exasperated. “Oh really? He was the one who brought me here, did you ever see him hurt me? If he wanted to kill me, didn’t he have a thousand perfect opportunities to do that already? How do you explain that?” Rose hesitated, uncertain. “What if he...put a tracker in you bag! You’d lead him right to the Earth Soldiers HQ!” “Stop the car,” Rey demanded. “What?” “I said, stop the car. Do you want to search my belongings? Park the car and do it right now. If that’s what will get you to stop imaging whatever nonsense, do it now and save us the argument!”
The other woman turned red. “You know what?” She raised a brow. “Okay. Okay, we’re doing that!” True to her words, she flashed her signal and turned to park just off of the highway. It wasn’t a rest stop per se, but an emergency parking area just large enough for a vehicle. Rey wasn’t sure if this counted as a real emergency, but she didn’t want to push her luck today. After days of being hunted by FORCE she’d imagined finding some comfort in the company of an Earth Soldiers op, not another trial by fire.
Rey stomped angrily out of the parked car and shouldered her bag out of the trunk, dropping it on the ground. “Go ahead, take a look. I’ve got all day.”
Rose walked up, her head held high. She began to carefully unpack the bag. She searched every garment she withdrew, using her fingers to trace the fabric and feel every inch for abnormalities before moving on to the next one. When the bag was empty, she checked the every corner of the lining and the straps too. Finding nothing, she turned to Rey with her fists clenched at her sides. “Your handbag too.” “Very well.” Rey surrendered the other bag.
Rose’s eyes widened at the sight of the box of condoms, but she said nothing. The soon-empty handbag was subjected to the same thorough investigation, yielding the exact same results. Nothing. Rey repacked her things, her expression hovering somewhere between triumph and annoyance. But Rose was still determined. “Undress yourself.” “Not even in your dreams.” “Then I’ll search you myself.” Rey rolled her eyes. “You’re wasting your time.” “I’ll be the judge of that. I lost plenty of time coming all the way to Winnemucca to wait for you. I wonder if you made up the story about the fire to spend more time with him, that wouldn’t surprise me. Hands up!”
Rey begrudgingly raised her hands, hoping to be done once and for all. As soon as Rose realized there was nothing to see, she would leave her alone. So she let the agent search her hair, her t-shirt, her bra (cringe) and her jeans. Rose stuck her fingers in the denim pockets, where she would soon find the microchip that Rey had refused to hand over earlier. They would have it one way or another in the end. She paled however, when she fished yet another condom from the girl’s back pocket. Rey flashed her a cynical smile. Oh yeah, that was for exactly what she thought. Still curious, Tico? Apparently so, because the next thing Rose unearthed was the microchip. Rey maintained a neutral expression. Behold! The prodigal microchip. Could she leave now, and go find Ben...whenever he was? They could be together somewhere else, anywhere else, hopefully far away from these lunatics.
But Rose’s face fell as she looked at it. “It’s ruined!”
Rey held her breath. What did she mean, ruined? Rey had carefully inspected it earlier this morning with her own two eyes and it looked fine! Rose was a furious scarlet as she held the plastic square right under Rey’s nose. “It’s damaged, you broke it! You sabotaged the mission on purpose!” “What? No, it’s not,” Rey protested incredulously, her blood pressure spiking. “Show it to me!” Rose placed it in the palm of her hand and she bent to look at it up close. Shit. Rose was right, the chip was thoroughly warped. Rey looked up, mortified. How was it possible? Did Ben actually double-cross her? But how, when she had kept the thing on her person at all times throughout— Suddenly she understood. Her thoughts flashed back to that morning in Elko, where she had struggled to take her jeans off. She’d been in such a rush to undress, bouncing from one foot to the other, trampling her jeans between her feet and the craggy, rock-studded ground...completely forgetting that the microchip was still in her pocket. Rose had been right all along: her desire for Ben had lead her to betray Earth Soldiers in the end. Rey’s face was impossibly pale. She died a little on the inside as she passed the chip back to Rose, who was still waiting for an explanation. “Yes, it was me. I damaged the chip but...” “But?” “But I have no way to prove it was an accident.” It was almost exactly what Ben had said, when she’d caught him red handed. She could now empathize with the position he was in—the feeling of helplessness and fateful injustice. She would be condemned by Earth Soldiers, and hunted like an animal by FORCE. Rey had never felt more alone, yet again. And yet she knew that the only person who could ever understand her, could ever commiserate with her empty, aching heart, was Ben Solo—who was some hundreds of kilometers away. The two of them stood alone against the world, linked by destiny. And all hell was about to break loose. “There’s nothing for it,” Rose declared solemnly. “You’ve clearly chosen your side.” She punctuated the last word with a swing on the car door. “I would leave you here but it’s up to Leia to decide your fate. And mine.” Rey’s eyes widened. Hers too? “I was the one who sent you to her.” The other woman explained. “It’s my fault if we made a bad choice. I thought I saw loyalty and grit in you, but I was wrong.” What a drama queen. Rey could practically feel the thinly-veiled anger behind her dismay. The girl was full of herself. She wasn’t the unsuspecting mule on the frontlines and yet she wanted pity as she fancied herself on the chopping block. “Right, then.” Rey held her head up. “I’ll talk to Leia Skywalker myself. Maybe she’ll understand. Let’s go.”
The rest of the journey to San Francisco was long and silent. Rey gnawed on the sandwich Ben had bought her. He’d left her the water bottle too. BB8 whined uneasily in the back seat, clearly design the tension in the air. With nothing better to do, Rey contemplated the surrounding landscape. After Reno, the desert was slowly replaced by a coniferous forest that wound around a mountain road. They had reached California, the west end of the world. Tahoe boasted wide, tree-studded prairies, Sacramento was surrounded by acres upon acres of fertile farmland. Napa Valley was full of rolling green hills that slowly but surely led them to the sleek skyline of San Francisco. Rey perked up as they got on to the Oakland Bay Bridge, which offered them a breathtaking panoramic view of the city. And beyond that, the endless blue of the Pacific.
Rey had never been so far from home. Nor so alone. She took out her phone and typed a message to Ben:
Arrived in one piece at the end of the world. Wish I could share this moment with you. I’m lonelier than ever. Take care of yourself — Rey
He responded immediately.
You’re not alone. Be strong, we’ll see each other soon. I love you —Ben
“Who are you talking to, Kylo Ren?” Rose snorted derisively beside her. “Yes,” Rey answered, unmoved. “Do I need permission to text, now?” “If you’re talking to FORCE, the answer is yes. We’re at war here, in case you’ve forgotten. Your double-crossing has to end somewhere.”
Rey put away her phone, forcing herself to remain calm. “We're going to win this war not by fighting what we hate, but saving what we love, Rose.” “Still,” Rose shrugged, “we’re not going to disarm FORCE with tickle attacks.” “You’d be surprised,” Rey mused.
The car continued into the city, and Rey took a moment to admire the skyscrapers and winding streets. Despite her bad mood, she marveled at every new sight like a child. Cable cars, Victorian houses...if she ignored the feeling that she was about to walk into the gallows, she could just about enjoy the city’s charm. Rainbow-colored pride flags adorned many a building entrance, and on the wall of one particular church, Rey spied the words REFUGEES WELCOME written in large, bold letters. She would have loved to discover the city with Finn. In the meantime it was vital that she soak everything up to describe to him later. One day he would get better and see it with his own eyes. By the time the car finally stopped somewhere, Rey had lost track of their location. They were in an underground parking structure. Rose buzzed past a security checkpoint, and then another, before they finally parked in the darkest, lowest level. The whole place was mildly claustrophobic to Rey. “Are we there yet?” “No comment,” Rose replied.
They unloaded the bags and let BB8 out. Rose opened a metal side door to reveal a long corridor lined with yellow fluorescent panels. They passed many rooms as they reached the end of the corridor, where another door stood, practically identical to the last. Rose used her badge to open this one, which lead to...another parking garage. With a press of her thumb on a key fob, the vast space was illuminated with a flash of light from yet another car. “Another car, really?” Rey asked. Rose gave no answer. Another car, another interminable drive through the city. Rey yawned. Who did these overall-clad ecotypes think they were? Super heroes? Ridiculous. The next parking garage was better. Rose typed a code into the intercom. Rey didn’t recognize the voice on the other end, but she heard Rose whisper the password (“resistance”, she rolled her eyes). The door opened. Corridor, elevator, corridor. If this setup was meant to intimidate newcomers, it was certainly effective. The prepared speech that Rey had come up with during the long hours on the road seemed to wither away with every row of corridors and armored doors that they passed. Finally, Rose motioned to her to enter a room. It was a dark room littered from floor to ceiling with boxes upon boxes of documents. Little windows let in little daylight. A coffee machine bubbled away in the corner. And sitting on a large futon was a blonde woman Rey had never met. Her fingers tapped impatiently against a tablet. In the middle of it all sat Leia Skywalker herself, dressed in a long grey dress and a matching manteau. She was commanding despite her small frame, and Rey felt intimidated already, knowing she was almost a divinity to these people. Behind Leia sat a tall, thin woman with strangely elegant pinkish-purple hair. Rey stood, frozen for a moment and unsure of what to do. Was this her grand trial? Who were these people? Was Leia going to crucify her on the spot? It was Leia who crossed the few steps that separated them to hug Rey, holding the girl in her arms.

Rating Methodology
Health Inspections Every year, the government assigns inspectors to conduct a formal review of nursing homes for regulatory purposes to meet the mandates outlined for Medicare and Medicaid, this aims to measure and improve the safety of residents across providers. Facilities may also be inspected when complaints are submitted or based on a reported incident. When noncompliance is identified, the facility is served a citation that indicates which regulation that was identified, along with the severity of the incident. Nursing homes are subsequently required to execute a program of resolution in order to meet compliance. Some scenarios require enforcement actions to be applied, such as a civil monetary penalty or withholding of payment(s), to incentivize resolution in a timely manner. Penalties Facilities are applied 2 types of penalties due to non-compliance / accumulation of incidents. Civil penalties are monetary fines that may be applied to a facility based on citations / infractions identified during a review. The severity of a penalty is defined primarily by the size and frequency of the infraction. Quality of Residence Care There are 3 types of resident care ratings, but for this exercise, we primarily focused on the overall quality measure rating. The quality measures (QMs) include 17 data points that are derived from clinical information reported by the respective nursing home and also from Medicare claims data submitted for payment. Ratings are calculated for the QM domain using the 4 most recent quarters for which data are available. A nursing home receives points contingent on performance on each measure (weighting distribution is not equal). Staffing Staffing research is submitted regularly by the facility and is adjusted for the requirement of the facilities residents. For each of registered nurse staff and total staffing, a 1 - 5 rating is applied according to definitions established for each category. These ratings are subsequently combined to assign an overall staffing rating. As an example, to get an overall staffing rating of 5 stars, nursing homes must earn a rating of 5 stars for both registered nurses and total staffing. Nursing homes could also be assigned a 1 star rating should they not have a registered nurse on-site daily, and do not submit staffing data, or which the data cannot be verified.

PG&E Outage Darkens Northern California Amid Wildfire Threat
Pacific Gas and Electric of California declared bankruptcy in January in the face of tens of billions of dollars in liabilities from past fires. With strong winds forecasted in the hills and canyons on Wednesday resembling those that propelled deadly fires in the wine country, if you were a PG&E executive would you turn off electricity to 2.5 million people so electricity lines would not contribute to spreading fire damage: (1) Yes, (2) No? Why? What are the ethics underlying your decision?
The lights went off in stages in Northern California on Wednesday, from the forests near the Oregon border, down the spine of the Sierra Nevada and finally through the dense hillside communities across the Bay from San Francisco.
Hundreds of thousands of households lost power when California’s largest utility, Pacific Gas and Electric, shut down a vast web of electrical lines as a precaution against wildfires. Not knowing how long the outage would last, residents hurried to gas stations and supermarkets, stocking up on essentials as if a hurricane were bearing down.
It was an extraordinary moment for California. In the state that brought the world the iPhone and the internet as most people know it, residents fumbled for flashlights, hauled jerrycans of gasoline and read instructions on how to manually open their automatic garage doors. In the fifth-largest economy in the world, hundreds of thousands of people were forced off the grid.
The vast scope of the power shutdown suggested a new layer of vulnerability for California. A state prone to earthquakes, tsunamis, mudslides and wildfires now was faced with a power company’s decision to shut off the electricity, with relatively little notice.
By Wednesday afternoon, at least 500,000 customers — each customer can represent numerous family members or apartment dwellers — were without power. The company’s second phase of electricity shut offs, affecting an additional 250,000 customers, began late Wednesday evening. By one estimate around 2.5 million people were without power early Thursday morning.
Meteorologists said the strong winds that were forecast in the hills and canyons on Wednesday resembled those that propelled deadly fires in the wine country of Napa and Sonoma Counties two years ago. The power company, which declared bankruptcy in January in the face of tens of billions of dollars in liabilities from past fires, said it was not taking chances this time.
The shutdown led to the cancellation of classes at Humboldt State University, Mills College in Oakland and the University of California, Berkeley. It also contributed to multiple crashes at intersections where traffic lights went dark. Banks and businesses in some Northern California towns shut down; agricultural processing machines were inoperable in the thick of the fall harvest.
In the San Francisco Bay Area, one of the largest concentrations of wealth and cutting-edge technology in the world, the shut-off felt like an anachronism, something that might happen in a less-developed country. Long lines formed at gas stations a dozen or so miles from the headquarters of Apple and Google.
“What’s next?” said Robert Cruz Jr., an electrical foreman whose crews have installed fiber-optic cables at Facebook. He was at a gas station in San Jose, the country’s 10th-largest city, filling up a five-gallon container with gasoline for a generator he was on his way to buy from a friend. He and his wife, an executive assistant at Intel, spent Tuesday calling nearby stores for new generators but the closest store that had one was an hour and a half away in California’s Central Valley.
“We’re doing what we can to keep our refrigerator and our freezer going,” he said.
For many, the power shutdown was a reminder of how helpless they were without electricity. While wealthier residents were able to fall back on solar panels and battery systems for electricity, living off the grid was not an option for Sharmaine Lindahl.
The power outage had cascading consequences for Ms. Lindahl and her husband, who live in Arcata, nearly 300 miles north of San Francisco. On Tuesday night, she received a text message from PG&E warning her of the impending power shut-off. Five hours later the lights went out and all of the electrical appliances in her kitchen, the only way she can cook, were useless.
Most businesses were closed in Arcata on Wednesday, she said, and gasoline was scarce.
Wednesday was also her husband’s payday, but the bank was closed and his company paid him in cash because it could not print out checks.
“Our bank account is going to be overdrawn,” Ms. Lindahl said. “We live paycheck to paycheck. So this is going to hit us very hard.”
The Lindahls felt like their city was collateral damage: The fire risk is low in Arcata, a city along the coast whose weather this time of year is most often fog and rain.
As the outages spread on Wednesday, so did anger and frustration at PG&E, a company that has a history of negligence and safety violations, including a gas pipeline explosion south of San Francisco in 2010 that killed eight people and has it under criminal probation. The company’s equipment was also deemed responsible for California’s deadliest fire, the inferno that razed the city of Paradise last year, killing 86 people.
When the forecast winds failed to materialize in some areas on Wednesday, criticism mounted against PG&E. Was it necessary to turn so many lives upside down? Was this a ploy by the company to prove how much California needs it?
Jim Nielsen, a state senator who represents the area around Paradise, called the shut-off “unacceptable.”
“This policy has to change,” he said in a statement. “PG&E’s decision to protect itself from liability at the expense of hard-working Californians will not be tolerated.”
“Millions without electricity is what a third-world country looks like, not a state that is the fifth-largest economy in the world,” he said.
PG&E has for months warned that pre-emptive power blackouts would be likely as it tries to catch up on a yearslong backlog of maintenance work on the power grid.
The issue has been a frequent point of discussion in PG&E’s criminal probation proceedings. Fire victim advocates and Judge William H. Alsup of the United States District Court in San Francisco have repeatedly questioned why PG&E had not turned off the power as often as other utilities, such as San Diego Gas & Electric, in high-risk weather conditions.
PG&E said the sole reason for power shut-offs was safety.
“We are going to protect human life first,” William D. Johnson, its chief executive, said in an interview over the summer about the company’s grid strategy.
Bill Biasi, the mayor of Winters, a city surrounded by orchards and tomato fields in the Sacramento Valley, said the power shut-off would be a setback for nut processing businesses that need power for their equipment. But he said he sympathized with the company’s dilemma — how to provide power in a part of the state so prone to wildfires.
“PG&E is in a tough situation,” Mr. Biasi said. “I think they’re doing what they can to make sure that what happened last year doesn’t happen again. But is it frustrating? It’s frustrating to everyone.”
The changing climate has brought hotter summers that dry out vegetation and make it more vulnerable to fire. Of the 10 largest wildfires recorded in California, five have been in the last decade. PG&E is required by law to serve homes nestled in wildland areas and is liable if its equipment starts a fire, whether or not it was found to be negligent.
PG&E has not offered a concrete timetable on when the power will be restored. Every inch of every line needs to be inspected before lines can be re-energized, the company has said, and that process could take up to five days.
The prospect of being without power for so long has been especially difficult for the most vulnerable.
In Oakland, Stacey Milbern spent more than two hours on Tuesday afternoon calling PG&E to find out whether power would be cut off to her home. Ms. Milbern uses a ventilator for breathing and needs other medical devices.
On Wednesday afternoon she still had electricity.
“I’m hoping that means my house won’t be affected, but it’s on the outage maps,” she said. “For the everyday disabled person, it’s so scary.”
