Tough question imo. But, considering the whole traumatic experience, and the shambly politics in Bilgewater and that almost all the champions in the city kill people in a regular basis. Do you think Pyke is a good or a bad person? Is his path of vengance justified or unjustified?
His path of vengeance, killing captains, from a certain point of view, is justified. They mistreat their crew, kill the beasts of the water. A dead captain can't hurt their crew. But it's not just captains, is it? It's everyone on the list, shipmen, quartermasters, boatswain, Powder monkeys (Yes, that's a crew name.), even people who weren't sailors for years according to RK.
It's messy, but should you blame the captains who earned their fates? The creature who swallowed Pyke? The captain who cut Pyke's line? Gangplank for making Bilgewater into such a dangerous place? Who can say who is at fault?
And like you say, he's hardly the only killer in the city. I hope this answer makes sense instead of just wannabe poetic language?
Answer: It's complicated.

I’m throughly convinced that the next film/television project that Riot is gonna make will take place in Bilgewater & star Miss Fortune.
I’ve had this inclining for a while now as there’s several Miss Fortune cinematics that are in a very similar style to that of Arcane. But I’ve also just been really stewing on it as of late since I saw a post talking about how Arcane Jinx thematically & aesthetically seems related to a god from LoL, Nagakabouros the god of the sea & movement — & then that got me thinking about something I heard or read talking about how the themes & plot & characters & what not present in Arcane intermingle, “they don’t repeat exactly, but they rhyme”. I feel like a lot of the themes & such present in the stories of the characters from Bildgewater ‘rhyme’ with the ones from Piltover & Zaun.
Miss Fortune herself feels sorta like combination of Vi & Jinx — she has red hair like Vi, her weapons of choice are guns like Jinx & she has this long braid similar to Jinx. A character that rhymes with them you could say.

I realize that since Lightcannon is a lot less rarepair-y post-Arcane, and WenClair and Sylvaina never were, my penchant for rarepairs and crackships is now less well-known so here's some of my more off the wall fics I'm proud of!

hc. i was thinking about how pyke would really act in front of others pre-ruination & nagakabouros's cleanse. overcome by the voice of the depths , he hears all. they guide him , & they tell him everything. he is calm but finicky , almost sometimes mumbling to himself. something about how they were there. because they were , the depths saw it. a mind plagued by the depths isn't a pleasant one. he is not pyke , he is someone who felt so betrayed and is blinded by rage and sorrow. trust was broken , & he had to pay the price. he does not forget it , but even so he does not remember the faces on the ship anymore. because all were there , they really were. i would like to think that pyke doesn't really look at his list that much , he processes the name of the person on it , & he is led by the depths to the person he is convinced was there during the day of his death. he kills them , & marks it off underwater. he is told by the depths to bring a piece of the person he killed as an offering , kind of like a payment & recognition that he has killed them. he does not kill the ones who have done no harm. honestly , that is something kind of in the grey area. (will write about that SOON.) tldr , he is not in his right mind when overcome by the depths. he kills because he is told to , & to him whoever he chases truly was there.

EDIT: this is very messed up writing and i apologize deeply my mind isnt clear and im not sure to post this but at least i want to archive it somewhat.
tw this is half ruined king canon but i also sprinkled my hcs and i dont feel on my best so this is going to be probably messy writing but;
Ruined King had these arcs/mini arcs centered on the main cast, Miss Fortune's search for Gangplank and how this affects the whole rythm of the events, Illaoi's doubt of her own religion and her actions regarding both Gangplank and Sarah, Ahri's search for her roots as a Vesani in the Shadow Isles, Yasuo's arc in dragon island, Braum having to find a cure for a disease (wasnt a very much explored arc, sadly), however Pyke feels not have an explicit arc even if he has a post-credit scene but there's no real ground to stand on. But:
The whole Nagakabouros thing and the conversations about the buhru with Illaoi and how he answers to her might be showing more than we see at first sight, at least for me. Because why would he, not part of the buhru anymore, with his own marked path and a whole experience of trauma and betrayal, be interested or at least thoughtful about if he's worthy or not to a goddess of a religion he's not a part of anymore?
As for what we know, Pyke's father is a freljordian or a noxian, wich in the whole context of Bilgewater (navigation/hunting/fishing/comercial interests) makes me rather think that he was an absent figure, and that his mother was a buhru from the Serpent Isles. Considering also that Pyke uses a buhru harpoon hunting style yet he doesnt consider himself part of the buhru anymore, raises some eyebrows. The fact that he was also a butcher on the Slaughter Docks from starters also makes me question some things.
Here's my thought, and again this is headcanon, but im also putting up questions about the lore. As we know Illaoi was prepared to become the priestess from a young age by the buhru elder in Ruined King, this makes me think that maybe Pyke had an assigned role/job within the buhru that wasnt related to hunting, probably from the buhru themselves, probably by his mother, etc. Its probable that Pyke was interested in hunting and sea creatures, and really wanted a role, maybe he was so interested that he got closer to the buhru who worked as hunters to learn. However his change of role is always denied, and maybe is because this preassure of being worthy. As we have also seen in Ruined King, not all buhru are worthy of Nagakabouros, and not being worthy might lead to death itself. Maybe even if he wanted so badly to change his role he couldnt, perhaps his family was ''protecting'' him trying to make him do everything right according to the plan so he could be worthy.
Its stated that Pyke was young when he started to work as a butcher on the Slaughter Docks (you put an age number as you wish). Probably and years before that, prooobably being a teenager, he was even more persistant on wanting to become a hunter, maybe he was denied again, maybe he threw a tantrum, but what i believe is that he either ran away from the buhru, or that he was kicked out for refusing his role before he could even know if he was worthy or not, and thats when the rest of the story we know starts.
What im trying to explain with this is that, there must be some deep in the relation that Pyke has with the buhru, Illaoi and Nagakabouros. He seems reluctant everytime Illaoi brings up the buhru or to help them with monster/ocean creature info. However, that one 'I am worthy' before we see Nagakabouros efigy feels so solemn. Maybe thats a way of proving himself he was in the right. Maybe it was a 'fuck you' to his whole family. Maybe it was a 'im sorry you couldnt see what i have become'. I dont know. But it means something.

here's like a,,, short summary on all the verses i have stuff for. i know the majority are not written out but ehhhh? im old and tired, ill get to it eventually. for now i think this will have to do hgfkdjshg...
skeleton key: begins at the end of jade's sophomore year. jade meets a girl named charlotte lark ( @/rebirthee ). also known as the librarian; who is the sole curator of the grimoire's collection. a vast collection of the strange, eldritch, and unknowable- which naturally fascinates jade more than it unnerves him. it is in this verse, charlotte presents jade with a special key. one that allows him to come and go from the grimoire, as well as other place within space and time. he carries this key through the remainder of his time at NRC, and long after.
touchstarved: separated from his brother, jade leaves home to find him. some chalked it up to the hardships of the sea, but jade was dissatisfied with that answer. his search leads him to eridia, where jade is convinced he's been caught, and taken to a place known as the senobium. jade doesn't care who he has to hurt to get what he's after. and uses a unique ability to rip the truth from people.
rsa: somehow, someway-- jade manages to lie his way into rsa. he is by all their accounts a kind, clever, and well meaning individual. if a bit misunderstood by the very nature of what he is. naturally, this is a farce-- as jade is attending rsa entirely for personal gain. manipulating most of his classmates with astonishing ease, as he establishes a rather complicated web within the school. his brother still goes to NRC of course, which might raise some questions. but jade is very good at covering all of his tracks-- and thus, there is never any proof of ill intent or dishonesty. interactions with this are extremely plot dependent.
league: jade is marai, and both his brother and himself have been blessed by nagakabouros herself. this one is pretty plot dependent honestly, but they do essentially act as truth bearers. though they are often prone to drowning careless sailors for simply being at sea. the lessons they dish out in the deity's name can be relatively mild-- while others are infinitely more brutal. the two of them act a lot more independently here, but always keep in touch.

A knock at the your muse's door was heard, a slight sound of hissing could be made out on the other side. It was then you remembered that you signed up to host an off world species in your home for a year. The incentive was that any bills and or expenses for that year would be completely covered by the government, as long as they related to the alien species that resided at your residence.
The sound of hissing grew louder until you finally walked over and opened the door, a vibrant flash of blue and blacks washed over your eyes, as the reptilian being before you leered into your gaze. "Ah~ Pleasure to meet you. I am Nagakabouros. It is a pleasure to meet you."

Tal Discenze 💀(she/her) - Tiefling grave cleric of the Raven Queen I ran for a couple of sessions set in Tal'dorei. Studies the undead with Steve Irwin levels of enthusiasm (before sending them to the afterlife for good).
Krellen 🏹 (she/they) - Deep gnome gloomstalker ranger with a smuggler background. Newest character and art of the lot! Playing her right now; she's a certified disaster and I love her
Nerissa Pond ⛈️ (she/her) - Tempest cleric / storm sorcerer water genasi! Played her in a Runeterra campaign so her cleric deity was the Great Kraken Nagakabouros. One of my faves of all time tbh - asexual legend, protective big sister, hardass ship captain, and vengeful force of nature. I think she's also the only character who's finished a full campaign!
Zuni "Starbearer" Valu-Naga 🌟 (she/her) - Goliath circle of stars druid; dedicated to her home village and her twin brother, Konok. Playing her right now and she's a blast - she looks tough and mean, but at heart she's just a big anxious golden retriever who wants to finish this adventure and go back home lol

in IOW context, what would be a reason for Sarah, Illaoi, Pyke, Braum, Yasuo and Ahri to be sent to the superior/principal's office.
Oh? Appealing to my tastes? Clever.
Sarah: Instigating a fight with Gangplank outside of Summoner's rift.
Illaoi: Using Nagakabouros tentacles to join in on beating up Gangplank.
Ahri: Charming a summoner to let her skip a ceremony.
Pyke: Helping Sarah instigate a fight with Gangplank. That, or skipping a scheduled match to hang out with Nami in the pol.
Braum: Feeding the deadly reality eating Poro.
Yasuo: Getting drunk and interrupting pre match ceremonies by venting about his guilt.
