Despite remaining relatively independent throughout it’s history, and especially during the protest movements post-Handover it seems that RTHK is being forced to succumb to the party line. Factual neutrality and positioning as a critical body is being replaced with bureaucratic loyalty to the SAR and PRC government, neutrality being redefined as politically silent on matters now that civil servants must sign and swear pledges of loyalty. With journalists and producers being subject to complaints, disruptions to their employment, and even legal proceedings over their justifed journalistic work and techniques the future looks grim.
Any responsible public broadcaster is mandated--not as a propaganda and pro-government outlet--but to assist in representation for the underrepresented and serving the underprivileged, broadening social experience and access to knowledge, providing essential services such as news, covering public interest stories and media that would otherwise not reach broadcast on for-profit stations. Even having satirical programmes such as Headliner, provided a release valve for public distrust and tensions.
It is ridiculous to just toe the Chinese government’s line as a public media diet, let alone anything else under “one country, two systems”; or send out an ex-adviser on the government-controlled Board of Directors to say people can access international news broadcasts such as the BBC elsewhere. The latter loss of BBC broadcasts was in direct retaliation of the BBC’s reporting on the oppression of Uyghurs in China and the cancellation of the China Global Television Network (CCTV) by Ofcom over their direct connection to the CCP and failure to comply with impartiality statutes. Ofcom has stated they found CGTN’s licence-holder had no actual control or editorial responsibility for the programming.
The SAR government and Communications Authority has decided that the letter of the mandate they control the pursestrings and management for should be narrowed to hegemonic loyalty to themselves and the PRC. By handicapping RTHK’s ability to be independent of their politics, they’re explicitly limiting the broadcaster’s driving motive for the public good and the perspective horizons of their primary audience the Hong Kong people.

Hong Kong Connection:7.21 Who Owns the Truth, October 30, 2020
A year on from the 7.21 incident, the narrative of what happened that night has morphed from an attack by white-clad men on ordinary people into a violent confrontation between men in white T-shirts and men wearing black. Hong Kong Connection reviewed CCTV and online footage from the day to look for clues and track down those captured on film in a bid to understand the truth as they told it.
