New Quirk Name: Hungover

This Emitter type Quirk allows the user to send out a mental pulse in a short range around them. This pulse affects the minds of those around them, feeling like a splitting headache. This hinders the target's mental abilities, making it more difficult to focus on and remember things without a lot of effort on their part, putting them in a state of confusion. The user can be selective about who this targets. This has a mild effect even after the Quirk is in use, still hurting the target's head. This gives the user a powerful deterrent, drastically hindering their ability to act on anything. They can make foes easy targets, prevent them from remembering them, torture people with the pain they feel, hinder those with powers that rely on focus, or simply annoy people that get too close to them. Though this can be easily avoided by staying out of the user's short range or simply knocking them out. This does not outright stop the target from acting, and their belligerent state can be even more dangerous.

New Quirk Name: Rip Off or Skill Issue

This Emitter type Quirk activates whenever the user touches another Quirk user. The user can then copy the Quirk. The user gains all the mental and physical requirements to use the power, applying it as if it were there. This in turn causes the targets' bodies and minds to forget how to properly use their Quirk. Not only does it rob them of all the skills they had with the Quirk beforehand, but much of the natural instinct for it, affectively feeling like a new appendage to them. The effect is undone after the user releases the Quirk or picks up a new one. This gives the user a potent effect, hampering their target's ability while empowering themselves. If nothing else, it can be useful in letting the user understand someone's Quirk. Aside from needing contact with a target and issues with using it on allies, the user can only apply this to two Quirks at a time for a total of four minutes. The target can still use their power, it just won't be as effective.

Joking aside I've had a fun little idea in the back of my head for the past few days, and since I saw that this week was "Team Dark Week" on tumblr it seemed too good an opportunity to pass up!
