گزشتہ روز ( پندرہ ستمبر ) عالمی یومِ جمہوریت منایا گیا�� اقوامِ متحدہ کے سیکریٹری جنرل انتونیو گوتریس کے بقول عالمی تنازعات میں شدت کے سبب بڑھتی کشیدگی، اقتصادی اتھل پتھل اور ماحولیاتی اتار چڑھاؤ کے نتیجے میں جمہوریت بھی بحران کی زد میں ہے اور شہری آوازوں کو دبانے کے لیے دیواریں اونچی ہو رہی ہیں۔ گمراہ کن اور غلط اطلاعات کی وبا تیزی سے ذہنوں کو آلودہ کر کے سماجی فاصلے بڑھا رہی ہے اور اداروں پر عدم اعتماد برابر بڑھ رہا ہے۔ اس صورتِ حال سے سب سے زیادہ متاثر وہ جوان نسل ہو رہی ہے کہ جس کے کاندھوں پر اس دنیا اور جمہوریت کا مستقبل ہے۔ چنانچہ اس برس کے عالمی یومِ جمہوریت کا موضوع ہے ’’ اگلی نسل کی با اختیاری ۔‘‘ یعنی عالمی، علاقائی و ملکی سطح پر کیے جانے والے دوررس فیصلوں کے عمل میں نئی پود کی رائے اور امنگوں کا خصوصی دھیان رکھا جائے۔ جمہوریت کی بیسیوں قسمیں ہو سکتی ہیں، لیکن آزادیِ اظہار ناقص یا برائے نام یا مشکوک ہو تو ایسا نظام کچھ بھی ہو سکتا ہے جمہوریت نہیں ہو سکتا۔

انسانی حقوق کے عالمی میثاق کی شق انیس میں کسی بھی چونکہ چنانچہ ہچر مچر کے بغیر واضح لکھا ہے کہ ’’ ہر انسان کو بنا کسی رکاوٹ ، دباؤ اور مداخلت کے اپنی رائے رکھنے اور اس کے اظہار کی بنیادی آزادی حاصل ہے۔ کسی بھی شہری تک اطلاعات کی آزادانہ ترسیل میں کسی بھی طرح کی اڑچن پیدا کر کے اس کی رائے بدلنے یا اثرانداز ہونے کی کوئی بھی کوشش اس بنیادی حق کی پامالی ہے ۔‘‘ اس حق کو شہری و سیاسی حقوق کے بین الاقوامی کنونشن کے توسط سے ذرائع ابلاغ کی بنیادی آزادی سے بھی مشروط کر دیا گیا ہے۔ اس آئینے میں وہ تمام ریاستیں اور حکومتیں جنہوں نے انسانی حقوق کے عالمی میثاق کی توثیق کی ہے۔ اپنی اپنی جغرافیائی حدود میں جمہوریت کا پست و بلند معیار باآسانی دیکھ سکتی ہیں جمہوریت کی موجودہ شکل ہزاروں برس کی انسانی جدوجہد کا نتیجہ ہے اور اس تصور کے تحفظ یا اس کی خامیاں دور کرنے اور اسے صحیح معنوں میں بنی نوع انسان کا آدرش بنانے کے لیے مسلسل کوششیں جاری رہنی چاہیں۔

یونانی شہری ریاستوں میں جمہوریت کی ابتدائی شکل سے لے کے اکیسویں صدی تک کی ڈیجیٹل دنیا میں اس نظام کو بہتر سے بہتر بنانے کے لیے لاتعداد قربانیاں دی گئی ہیں۔ جن جن ممالک میں بھرپور عوامی نمایندگی کے اصول پر جمہوری اقدار جڑ پکڑ چکی ہیں ان کے لیے بہت آسان ہے کہ وہ بنیادی آزادیوں کے روزمرہ ثمرات کو ایک معمول کا طرزِ نظام سمجھ کے لطف اندوز ہو سکیں، مگر اسی دنیا میں نصف سے زائد آبادی ایسی بھی ہے جس کے لیے بنیادی حقوق کا حصول ایک پر آسائش خواب ہے اور انہیں اس خواب کی تعبیر پانے کے لیے آج بھی بظاہر ناقابلِ عبور چیلنجوں کا سامنا ہے۔ اگر ایک عام شہری ریاستی فیصلہ سازی کے عمل سے باہر ہے اور اس کا یہ بنیادی حق کسی بھی حیلے، بہانے یا جبر کے بل پر ایک طاقتور اقلیت نے نظریے، قوم پرستی یا قسمت کے پردے میں غصب کر رکھا ہے۔ یا کسی بھی شہری کو نسل، رنگ، علاقے یا تعصب کی کسی بھی شکل کے ذریعے ووٹ کے حق سے ایسے محروم رکھا جا رہا ہے کہ جس کے نتیجے میں انسانی مساوات کے ازلی قانون پر آنچ آتی ہو تو پھر اس نظام کا نام جمہوریت کے بجائے کچھ بھی رکھا جا سکتا ہے۔

اس دنیا میں سوائے چھ خلیجی ریاستوں ، برونائی ، افغانستان اور ویٹیکن ہر ریاست کے سرکاری نام میں آپ کو ڈیموکریٹ یا ری پبلک یا پیپلز ریپبلک یا اسلامک ریپبلک کا لاحقہ مل جائے گا۔ محض لاحقہ لگانے سے کیا جمہوریت کے بنیادی تقاضے پورے ہو سکتے ہیں ؟ محض ایک خاص مدت کے بعد انتخابات کروانے کے عمل کو ہی جمہوریت کہا جا سکتا ہے ؟ کیا یک جماعتی نظام بھی جمہوریت کی مروجہ تعریف پر پورا اترتا ہے ؟ کیا کثیر جماعتی نظام کے باوجود کسی بھی ریاست کے وسائل اور سیاست پر اکثریتی گروہ کی اجارہ داری اور اس اجارہ داری کے منفی اثرات سے اسی ریاست کی مذہبی ، لسانی و نسلی اقلیتوں کو تحفظ دینے کے لیے کوئی موثر آئینی و قانونی ڈھال تشکیل دئیے بغیر اس ریاست کو جمہوری کہا جا سکتا ہے ؟ اور اگر کوئی ریاست انتخابی عمل، کثیر جماعتی نظام اور اکثریتی گروہ کی بالادستی کی زد سے اقلیتی گروہوں کو محفوظ رکھنے کا نظام بنا بھی لیتی ہے مگر سب کو پابند کر دیتی ہے کہ طے شدہ ریاستی نظریات سے ہٹ کے اپنی رائے کا اظہار غداری کے مترادف ہو گا تو کیا ایسے نظام کو بھی جمہوریت کی دستار پہنائی جا سکتی ہے ؟

اگر ریاست محض لیپا پوتی کی خاطر جمہوری سمبلز اپنا لے اور جمہوری اداروں کی نقا��ی بھی کر لے مگر اس کے خمیر میں آمریت و فسطائیت گندھی ہوئی ہو، ک��غذ پر بہترین آئین چھپا ہوا اور قوانین کی کتاب میں بظاہر تمام شہریوں کی قانونی برابری کا عہد بھی کیا گیا ہو۔ مگر ریاست کا عمل اس کے قول کی چغلی کھاتا ہو اور آئین کو بھی موشگافیوں اور خود ساختہ منطق کی دھول اڑا کے اپنے پوشیدہ و اعلانیہ مقاصد کے حصول کے لیے موم کی ناک اور غریب کی جورو میں تبدیل کر دیا جائے تو کیا ایسے ماحول کو بھی جمہوری کہا جا سکتا ہے ؟ جمہوریت کوئی وقت گذاری کا مشغلہ، خوش وقتی یا کتابی شے نہیں بلکہ انتخابی عمل برقرار رکھنے اور آئینی روح کے مطابق چلنے کا مطلب ریاستی سطح پر جمہوری تحمل کا مظاہرہ کرتے ہوئے ایسے سماج کی تشکیل میں مدد دینا ہے جہاں قوتِ برداشت ، تحمل ، بردباری ، ہمدردی کے اوصاف نمایاں ہوتے چلے جائیں اور ہر شہری اس اصول کو دل سے تسلیم کرنے کے قابل ہو جائے کہ جہاں سے میری ناک شروع ہوتی ہے وہاں پر آپ کے مکے کی حد ختم ہو جاتی ہے۔ جہاں ہر شہری اور ادارہ اتفاق کے ساتھ ساتھ اختلافِ رائے کا بھی مکمل احترام کر پائے۔ تب تو یہ عمل جمہوریت کہلا سکتا ہے۔ورنہ ادھ کچی پکی ، لولی لنگڑی جمہوریت تو کہیں بھی بازار سے بارعایت ہر وقت دستیاب ہے۔ بس آواز دے کے طلب فرما لیں۔

So this ban is really happening? It makes me sick to think that Americans won’t be able to see what’s going on in other countries, in other cultures, in the day to day lives of millions of people around the world. How much perspective we’re going to lose, how much information we’ll lose access to in just a few hours.

A friend said it’s scary to realize how little control we have, and it’s true.

Reading and writing about dystopian universes, about corrupt governments and the impact they have on the lives and future of the young is all fun and games until you get a pop-up that tomorrow the wool is going to be pulled over your own eyes.

Until 1944, when WWII was almost over, French women didn't have voting rights,

until 1965, married women in France needed their husband’s permission to open a bank account,

until 1970, divorce was illegal in Italy - women were trapped in marriages with no way out - no matter the abuse, neglect, or unhappiness,

until 1973, women in civil cervice had to quit their jobs the moment they got married,

until 1981, male rapists could marry women they raped to avoid punishment - this means male rapists could still marry their victims when the first Indiana Jones movie first came out,

unitl 1998, marital rape was legal in Croatia - a man could rape his wife and would suffer no legal consequences.

These aren’t "fun facts." They’re warnings. Progress isn’t permanent unless we protect it. Today, women’s rights are still under attack across the world, including in Europe. This is your reminder to fight for women’s rights.

This is a snippet from like, around the middle half of the chapter. Everyone's usernames (hopefully obvious who is who) will roughly stay like this from this point onward, though they were slightly different at the start.

The timestamps on the messages are to give an indication of how much time is passing and when the messages are sent. I don't personally use military time, but for the sake of clarity, I'm using it to differentiate between am and pm. Their conversation is happening super early in the morning.

Taylor Swift has enough influence to become the president if she ever wanted to. Not sure how I feel about that.

I do think alot of her influence over people stems from her being so vague about things that don’t negatively affect her personally so it’s easier for ppl of all variety of political beliefs to project onto her to fill in the gaps so if she ever actually ran for any kind of office the winning strategy would probably be to refuse to campaign in any way that would require her to discuss policy or personal beliefs
