Bylanes of Srinagar Do Not Represent Whole of Kashmir
New Delhi – For the last three months the impression in the rest of India is that there is deep unrest in Jammu and Kashmir, and the State Government headed by Omar Abdullah and the Government of India are unable to control the situation.The impression is that the stone pelters of Srinagar, Sopore, and some other towns of the Kashmir valley represent the whole of Jammu and Kashmir. The effectiveness of the State Government is being decided on the issue of the ability of his Government to control the stone pelters. Do the people of Jammu region have no say in the affairs of the State. Or the people of Ladakh? Even within the Kashmir Valley, do the Gujjars and Bakerwals or the Shias have no say? For the last twenty years or so, the separatists have been vocal about ‘self-determination’ and ‘tripartite talks’, which will include India, Pakistan and the ‘people of Jammu and Kashmir’. Who are the people of Jammu and Kashmir, they do include the people of Pakistan occupied Kashmir and those belonging to the Northern Areas comprising Gilgit and Baltistan. When it was pointed out that the separatists have little or no followers in Jammu and Ladakh regions, an effort was made by Mirwaiz Moulvi Umer Farooq to ‘mobilise’ supporters there. When he met with little success, he gave up the attempt. How many of the ‘separatists’ visited Ladakh when Leh suffered from a cloudburst? There were derisive remarks when Chief Minister Omar Abdullah visited Ladakh and offered assistance to the people there. Prime Minister Dr. Manmohan Singh and Home Minister P. Chidambaram have been talking about holding discussions with the political parties and even include those outside the pale of party politics in the State. The Prime Minister has been going round the ‘Round Table’ announcing concessions and grants to the State. Home Minister Chidambaram has been talking of ‘quiet diplomacy’. It is time the Government of India decides to ignore the separatists. People of Srinagar have to take control of the situation. Two decades ago the Pandits decided to leave the Kashmir Valley and settle elsewhere in the country. The Central and State Governments have announced many schemes to ‘welcome’ them back to the Valley, but the response has been very poor. True, the Amarnath Yatra passed on peacefully and over four lakh pilgrims visited the holy cave with the active cooperation of the people of the villages along the route. It only demonstrates that except for a few thousands of the people in select areas of the valley, very few share the point of view of the stone-pelters and their sponsors. It is time the Government of India made it clear that talks with Pakistan will be a follow up of the 1973 Shimla Agreement. Pakistan had agreed in Shimla that the Cease Fire Line would be known as the Line of Control, which would soon converted into an International Border. Instead of implementing the Shimla Agreement, Pakistan has been promoting a proxy war in Jammu and Kashmir, hoping that what it failed to do in 1965 and 1971 wars, it would be able to do through a proxy war, or a ‘limited operation’ as it tried in Kargil in 1998. General Musharraf tried his best to persuade Prime Minister Singh to reach an agreement on Siachen. Dr. Singh said that he had no mandate to redraw the boundary, but he would try to make Line of Control ‘irrelevant’. The demilitarization of Jammu and Kashmir by India, which General Musharraf hoped to make Dr. Singh pronounce when he visited Pakistan, did not happen, as he himself could not stay in power there. Nothing much has been lost. We should remember that Prime Minister Lal Bahadur Shastri reached an agreement with President Ayub Khan in Tashkent in 1966 and hoped for peace after surrendering Haji Pir and many other areas, but Pakistan violated the ‘agreement’. Similar has been the fate of other agreements. An agreement with General Musharraf would have been no different. Today, because of the ‘stone-pelters’ children are not able to go to their schools in Srinagar and they are missing their examinations. Except for the Delhi Public School, which has flown its students to study in Delhi or the children of rich separatists who are going to school elsewhere in the country, the average Kashmir has to accept that his children would be stone pelters, which is what the patrons of the separatists want. People are talking of Intifada in Kashmir. Very few are aware what has been the fate of Palestinians who have been ‘refugees’ in the Arab world for over half a century. No one has been able to forge a settlement of the Palestinian issue, and no Arab country is willing to accept the Palestinians as its citizens. As of now millions of Kashmiris are doing productive work in different parts of India. They are aware of the fate of thousands of ‘militants ‘who went to PoK and have had to live on doles and as refugees. The people of Kashmir are aware of the fate of Shias in Pakistan. Even during the Holy Month of Ramadan over sixty were killed in Quetta, the capital of Balochistan. Dr Manmohan Singh, who was born in an area, now part of Pakistan, is an idealist. He is keen to ensure that people in the sub-continent live in peace together. But the sponsors of stone-pelters should remember that even he has limitations.

ISLAMABAD - Indian troops in their unabated acts of State terrorism, martyred 95,471 innocent Kashmiris including 7,135 in custody, since January 1989 till date in Indian Occupied Kashmir. According to Kashmir Media Service, a report released by the Research Section of Kashmir Media Service on the occasion of the World Human Rights Day on Tuesday revealed that these killings rendered 22,910 women widowed and 107,780 children orphaned. The report said that the troops molested or disgraced 11,175 women and damaged 109,451 residential houses and other structures. It maintained that Indian troops and police subjected at least 8,000 people to custodial disappearance in the period.

The former puppet Chief Minister Umar Abdullah, Farooq Abdullah, Mehbooba Mufti, Engineer Rashid Ahmad and hundreds of other their party leaders and activists are also are under illegal detention since August 4, 2019.
The report maintained that the puppet authorities had kept the All Parties Hurriyat Conference Chairman, Syed Ali Gilani and Mirwaiz Umar Farooq are under detention either in their houses since long time and were not allowed to carry out their political activities and they have not been allowed to offer Friday prayers and address public meetings.
Meanwhile, Hurriyat leaders in their separate statements have appealed to the United Nations and other human rights organisations to send their teams to monitor the worst situation human rights in Occupied Kashmir.

Terror funding case: Mirwaiz again appears before NIA

NEW DELHI: Separatist leader Mirwaiz Umer Farooq on Tuesday appeared before the National Investigation Agency for the second consecutive day for questioning in connection with a case related to funding of terror groups and separatist organisations in Jammu and Kashmir, officials said here. The Mirwaiz came to the NIA headquarters under police protection and will be questioned on the matter of funding of his own party -- Awami Action Committee -- and Hurriyat Conference, a conglomerate of several separatist organisations, the officials said. The Mirwaiz is the chairman of the Hurriyat Conference which has in the past engaged with the NDA and UPA-led governments for talks to find a lasting solution to the Kashmir issue. The NIA has also summoned Naseem Geelani, son of pro-Pakistan separatist Syed Ali Shah Geelani, on Tuesday but it was not immediately clear whether he was appearing before the agency or not. The NIA probe seeks to identify the chain of players behind the financing of terrorist activities, pelting of stones on security forces, burning down of schools and damaging of government establishments. The case names Hafiz Saeed, the Pakistan-based chief of Jamaat-ud-Dawah (JuD), the front for the banned Lashker-e-Toiba, as an accused. It also names organisations such as Hurriyat Conference factions led by Syed Ali Shah Geelani and the Mirwaiz, the Hizbul Mujahideen and the Dukhtaran-e-Millat. Ahead of his appearance before the NIA, the Hurriyat Conference chairman tweeted, "In Delhi today with my colleagues for the NIA summon, efforts to malign leadership for its political stand won't work. Inspite of harassment Hurriyat will continue to seek peaceful resolution of the Kashmir issue. Urge people back home to stay calm and peaceful." The NIA had on February 26 carried out searches at premises of several leaders, including the Mirwaiz. The probe agency questioned two maternal uncles of the Mirwaiz, Maulvi Manzoor and Maulvi Shafat, and his close aides last year. Both Manzoor and Shafat are retired senior government officers. The Mirwaiz had informed the NIA that he was not acquainted with the subject matter of the FIR referred to in its notice and also added that the notice appears to have been issued on the basis of "fallacious assumptions and misinformation solely aimed at maligning" him.
