The Amazing Mrs. Mimms by David C. Knight Vintage Science Fiction short story read 

The collapse of Mrs. Mimms' carefully planned preparations for the people she's been helping in minute 40-41 reminds me of the tragic destruction of USAID - except that of course the people who are suffering aren't just first world people having their personal lives inconvenienced, they're millions of poverty-stricken children and young parents who are in danger of starvation and of lethal and crippling illness.
