There are some ports of games that do a lesser job than the original(e.g. worse load times, worse frame rate, bugs that were not in the original, etc.). This is despite the port running on a more powerful hardware than the original, for example a port of a PS2 game on the PS4, like Shin Megami Tensei 3: Nocturne HD Remaster. Why is that? Wouldn't the developers be able to adjust the game assets accodingly with all that additional power?

Here’s an old game that was released in 2003. The programs that were used to build it require Windows 98 to run. The software used to archive it was retired by Microsoft in 2004 and is no longer supported. None of the people who worked on the game are still at this company - many of the experts on the team have long since retired or gone to other companies. The assets used to build the game are in formats that we cannot import because they were built with software from a company that was bought by another company, merged with a third company, then support was dropped ten years ago. The dev kits used to test and develop the game were also thrown out a decade ago in order to make room for new dev kits that are now on their way out too.

In this situation, you have a small team of developers on an abbreviated schedule and budget with no knowledge of the way the original game was built, no access to the developers who know anything to have questions answered, tools that are no longer supported on ancient workstations that run on discontinued operating systems and connected to networks that have long since been made obsolete. You really have two options at this point - scrap the old game and assets entirely and build a whole new 60+ hour JRPG around careful observation of the original game (ballooning your budget) or use shoestring and duct tape to cobble together a mostly-functioning emulated version of the original. This is why some re-releases are not as performant as the originals.
