"Oh, for the love of Neptune!" Bucky says, gesturing towards the water's surface, "Just go for it!"
Up above them, on the docks was a human. Bucky didn't think him anything special. But Steve was in a tailspin about 'Tony'.
Steve's tail swishes anxiously, "I'll fuck it up... We're not even meant to talk to humans. It never goes well, Buck."
"That's never stopped you!"
"Has too! You know it has."
Yeah... but, Bucky was tired of all the lovesick mopping. "Never know unless ya try."
"And if trying get our people hunted again?" Steve looks away, arms crossed, his fins darkening.
Bucky swims up close to Steve, brushing their tails together comfortingly. "I trust you're heart, Pal," he says, "You wouldn't pine after some fin-hacker."
Steve gives a small smile.
"Go get'em, Punk." He says, giving Steve a push.
Bucky watches Steve head up towards the surface. Swimming quickly and with excitement.
A school rushes past Steve, and the mer swerves out of the way... Straight through some seaweed right before he surfaces. ...looking like some horror.
There's a scream. Loud enough to be heard from where Bucky watches.
Bucky buries his face in his hands and screams himself.

This gives me vibes of Mer Bucky falling in love with a statue of Steve, caring for the statue after it sinks into the sea during rebellion/apocalypse/war/earthquake, until he eventually comes to life. Ability to breath underwater could go either way.

Steve hadn’t been sure what memories he’d get out of a year backpacking around Europe post-graduation, but meeting an honest-to-god mermaid - merman - merperson - whatever! - hadn’t been one of them.
It had started off simply enough. Having crossed from Western Europe (northern Italy) to the Eastern part (Slovenia), he’d wended his way through Hungary, into southern Slovakia and made it into Sokovia just at the start of May. Like other places he’d seen in his journeys, the country was one of dichotomy - modern, bustling cities and then small rural villages that felt like something out of a fairy tale. It was while he was staying in one of these small villages that the strangest thing happened. 
He’d gotten into the habit of travelling to a scenic spot during the day to try and capture the beauty of the landscapes before returning to the village and sketching the people he saw as he ate at one of the eateries.
On this particular morning, having had a hearty if basic breakfast at his lodgings, he’d set out on foot towards a large lake just outside the village. It was nestled at the base of the Carpathians, which rose out of the ground as if to challenge the sky, and was surrounded by swathes of wildflowers. He knew he had to capture it as best he could - his friends back in New York would never believe that such a place was real.
Steve set up his travel easel on a large rock, and placing in his ear buds, he started to make his preliminary sketches, making sure the proportions were right. It must have only been fifteen minutes later that he had the feeling he was being watched. With a frown he lifted his head and looked around, but there was no one to be seen, and nothing other than a few wild sheep and the movement of the lake water as fish made their way around.
Putting it down to his active imagination, he returned to his pencils, but the feeling didn’t go away. However, everytime he looked up, all was the same - a few sheep and circular ripples caused by the fish. Although, he thought, there must be some big fish in there to cause ripples that size. Maybe, if he set up his phone just right, he might be able to catch one of them on film if it came to the surface again? He propped it up on the edge of the easel, with the camera lens pointing at the lake, and he pressed record.
The next time he felt he was being observed, instead of lifting his head, he just flicked his eyes towards his camera… and jumped back, tripping over his feet. Looking up at the lake all he saw was a large, red tail making its way back under the water. Picking up his phone he stopped the recording and then rewound it.
A head, distinctly human looking, appeared from the water with long dark brown - possibly black hair - laying in wet tangles on its pale shoulders. It looked like a man, with ice blue eyes, sharp cheekbones and plump lips, but there was something uncanny about him. He could tell the moment he fell back, because not only was the sound of his shout audible on the recording, an expression akin to panic crossed the merman’s face and he dove back under the water, flicking up that tail that Steve had then seen. If he hadn’t had it recorded, he’d have thought he was dreaming. He walked carefully up to the edge of the water and stared down into it, yet saw nothing but the bubbles of small fish.
Trying to make sense of it all, he decided to break for lunch. Sitting down on a rock at the water’s edge, Steve pulled out a sandwich of local sliced ham and cheese and some fresh strawberries, and began to eat. He tried to keep half an eye on the water, but every time he thought he saw the water swirling as though something big was coming to the surface, the movement of his head seemed to scare the creature - man? - away again.
Having satisfied his immediate hunger, Steve got up to return to his easel. Before he did though, he left the last part of his sandwich and a few strawberries on the rock he’d used as a seat. This time when he started drawing, he decided not to put his ear buds back in, but turned his phone speaker up, so that he could still hear the music and hum along. He was notified of the merman’s return by the sound of a wet splat as a half eaten strawberry impacted against the back of his sketchbook.
Peering around his easel towards where he’d left the offering of food, Steve saw that the sandwich had been partially eaten and then deconstructed and discarded apart from the ham and all of the strawberries, except the one that had become a missile, left untouched. 
He chuckled to himself. “Not a fan of cheese or fruit I see. Not totally surprising. I doubt there’s much of that in the bottom of the lake, or the sea, or wherever you’re from.” It was hard to concentrate on his drawing after that, despite his best efforts.
The hours passed and he tried not to look up every time he felt himself being observed, difficult as it was. However, it did seem as though his audience was getting more used to his presence, because when Steve did redirect his gaze at one point, he was happy to see that the top of the merman’s head was still poking out of the lake, his eyes and hair visible, at least for a moment before it ducked back under the blue waters.
Finishing off the drawing he’d been doing, Steve decided to reposition himself. He went back to the rock on the edge of the lake and sat down with his sketch pad in hand. His hands flew over the paper as he worked from memory, trying to recall the features he’d seen. He felt the presence close to him, but kept his gaze on his paper until he’d finished. Then, slowly, he turned and gasped as he saw that the merman had pulled himself up onto the shore, looking over Steve’s shoulder at the sketch of himself. 
His tail glistened in the afternoon sun and water ran off his pale, muscular body in fat rivulets. There was an obvious wave to his hair, wet as it was, and when the merman tossed his head to the side, Steve could see the gills on the side of his neck. Speckles of water flicked onto Steve’s sketchbook and the merman reached out with one finger to touch one of the wet spots, obviously intrigued by the difference between wet and dry. Steve let out a soft chuckle and the creature reared back slightly, looking at him with wide eyes.
Steve allowed himself to smile, not a difficult feat, hoping that the merman would accept the gesture as one of friendship. What he wasn’t expecting was for the merman to grin back, displaying a mouth full of sharp teeth. Perfect for ripping through fish, he thought.
He raised his hand to his chest. “I’m Steve,” he said. The merman blinked at him. He’s unlikely to speak English, you idiot. He tried again, halting Sokovian. “Moje meno je Štefan.” If the merman spoke any human language it was likely to be one from this region of the world. The merman ran his tongue over his pointed teeth. “Jakov,” he replied. “Moje meno je Jakov.”
“Jakov,” Steve repeated, translating in his head. “Jakov a Štefan. James and Steve.” He pointed between them.
“James,” the merman parroted and then pulled himself closer to Steve again with his muscular looking arms. He peered at the pencil in Steve’s hand and Steve held it out to him. James plucked it from his fingers and brought it close to his face, studying the combination of wood and graphite with his icy eyes. Steve retrieved another pencil from his bag and lightly pulled the tip of it over the paper, leaving a trail of graphite in its wake. James poked his tongue between his lips and tried to copy, his clumsy attempt producing a thick, dark line. The merman seemed happy with himself though, as he grinned broadly, turning to look at Steve with sparkling eyes. 
Over the next hour or so, as the sun began its descent towards the horizon, Steve tried to satisfy the curiosity of his new friend. James had plucked at Steve’s clothes with his fingers, leading to Steve shedding first his jacket and then his t-shirt. He tried not to think too hard about how he felt when those cool fingers trailed over his body, tracing the swirls and lines of his tattoos. Eventually though, it started to get cold and Steve’s stomach started to rumble. “I have to go. Už musím odísť.” 
James cocked his head and Steve let out a huff, trying to work out how to explain himself. In the end, he mimed sleeping and James seemed to get it. He packed all of his stuff away, under the merman’s watchful eye and then rubbed at the back of his head, not quite sure how to say goodbye. “Zbohom…” His farewell was cut off when James surged up on his tail and pressed a kiss to his cheek. Then, before Steve could even process it, the merman dove back into the lake, circular ripples the only thing to show he’d even been there.  “Zbohom, Jakov,” Steve finished with a whisper. 
He walked slowly back to his lodgings, finding himself turning and looking back more than once on the journey. As he ate his dinner that evening, instead of sketching the passers-by he found himself returning to his sketch of James: the wet spots, although dried, having left smudges which just seemed to add to the portrait. And when he went to bed that night, it was to dream of an underwater world, sharp teeth and a red tail winding through his legs.

Chapter 1
Pairing: mer person! Tony Stark x Steve Rogers
Summary: Steve leaves Tony behind to go fight in the war, and doesn’t come back… Until 65 years later.

Steve isn’t sure whether or not he’s happy they found him. He’s not sure if he’s grateful or resentful that they brought him back. He’s alive, but at what cost? Everyone he knows is dead, except Peggy, but she’s in a memory care home and barely remembers him.
It grips at his throat in the dead of night when he tries to sleep. He feels sick and angry and sad, all at the same time.
He thinks of the last night he saw Tony. That night was the first and last time they had shown each other the love they had, but they never got to say their ‘I love you’s. Tony refused to hear it, because Steve could say it when he got back.
It’s been 65 years since that night.
Steve knows that as a mer person, Tony lived longer. But he didn’t know by how much. And in those 65 years, anything could have happened…
Steve vomits at the thought that anything might have happened.
It’s two more weeks by the time he’s decided he has to visit their spot at the lake. Maybe it’s not there anymore. Maybe there’s apartments there, or a shopping mall.
But when he gets off his SHIELD-issued motorcycle, he lets go of a breath and feels almost giddy that it’s been nearly untouched.
He’s brought a bag to keep him occupied for the day, because he really doesn’t plan on leaving until it gets dark. He needs this, to feel something familiar. Even though it fills his throat with emotions and turns his stomach inside out to know that Tony won’t show up.
He settles under the large oak tree that’s still there, noticing that their names are still carved into the wood. He pulls out his pencils and sketchbook, and begins to the view, but eventually catches himself drawing Tony, propped up onto the boulder he always favored laying on.
He’s immersed in every detail of Tony, making sure to get everything right; the shape of his eyes, the dimples of his smile, the curve of his collarbone, the shape of his tail, even the scar on his fin.
He doesn’t know how much time has passed, he hasn’t been paying attention and honestly, he doesn’t care. All he knows is that by the time he looks up from the page, the sun is no longer in front of him, but behind. Almost as soon as he looks up, there’s a rustling sound and the water ripples.
“Hello?” Steve calls, standing up from his spot. His joints ache at the sudden movement and his right foot is asleep. He looks around but doesn’t see a soul. He shakes out his foot and moves to the water.
Maybe it was just a fish.
He takes a long breath and walks to the boulder, and rolls his pant legs up, deciding to hang his legs in the water. He sits and submerged his legs into the cool water.
That’s when he sees it.
There’s a rock a few meters away that juts into the water. There’s a fin swishing under the water that’s just in sight. And Steve’s heart stops.
He knows that fin. He memorized the color, the shape, the little tear that never fully healed from an injury a long, long time ago.
Steve doesn’t speak, though. Because it’s not possible… Right? He can’t even find his voice.
Suddenly he feels like he’s having an out of body experience. His voice leaves his body without consent nor recognition.
“Tony?” He sounds breathless.
The fin stops moving, and for several long moments, Steve thinks he’s not breathing. Has he died? Did he crash his motorcycle and now he’s dead?
But then the water ripples again and the owner of said fin peeks around the rock.
He’s definitely dead… Because-
“Steve?” Tony says. It sounds broken, scared.
Steve lets go of the breath he’s been holding, “Holy shit-“ He scrambles into the water and moves to swim to Tony, but of course Tony is already there, looking up at the man that’s used to be MUCH smaller.
“You’re taller.”
It’s the same thing Bucky said to him.
“You’re older.” Because yeah, Tony’s features are definitely older. He looks like what a human man in his early 40s might look. He’s got a sharp goatee that has Steve nearly foaming at the mouth.
The water only stands to Steve’s waist, when it used to come to his chest.
Tony can’t meet Steve’s height anymore, not in water this shallow.
“I need you to come down here and kiss me before it kills me.”
Steve takes no time in bending down and pulling Tony up against him, standing up at his full height once more. Tony grabs Steve’s face and kisses him with fervor. Like this kiss will make Steve stay, and stop him from disappearing again.
Steve’s arms are wrapped around Tony, one around his middle and one around his tail where his bottom would be if he were human. Tony wraps his tail around Steve’s legs in order to hold him tighter.
When they finally break for air, they’re both crying.
“I thought you were dead-“
“How are you here-“
“You never came back-“
“I thought I’d never see you again-“
Confessions and fears pour from each other until they’re sunk back into the water, Steve on his knees and holding Tony to him.
“I love you.” Steve tells him.
Tony is quiet, looking Steve in the eyes as tears fall.
“You told me to wait until I came back to you. I’m back, and I can’t wait anymore. I need you to know that I love you more than anything. I can’t survive without you anymore. I’ll- I have connections, now. Maybe we can bring you back to SHIELD and get you a pool with top secret clearance and maybe we can try and find a way to-“
Tony silences the man with another kiss. When he pulls away, Steve’s quiet.
“I’ll go wherever you want. Just don’t disappear again.”
Steve nods and looks down, suddenly noticing two things.
Tony is wearing his dog tags, and
There’s a glowing blue light in Tony’s chest.
Tony notices Steve’s gaze, “I’ve never stopped wearing them. Not since Peggy showed up with them…”
Tony closes his eyes at the memory, not wanting to think about it now.
Steve kisses Tony’s shoulder, thumbing the tags, “And the…” He trails off, not really knowing what to call the thing taking place in Tony’s sternum.
“…The reactor? It’s a long, sad story. I don’t want to ruin this with it. I’ll tell you another time.”
Steve grabs Tony’s hand and squeezes it, kissing his knuckles and holding it to his chest. His heart hurts, because it looks incredibly painful. The skin around it is scarred and puckered, the color of his skin ranging between pink and red and pale. Something horrible happened, and Steve wasn’t here to protect him.
“Hey,” Tony lifts Steve’s chin so that he looks at him, “Don’t worry. I’m okay. It doesn’t hurt as much anymore.”
“As much?” Steve’s eyes are sad. Tony’s are too, but he smiles and tilts his head.
“Don’t worry about that right now. A lot has changed. I haven’t been completely alone the last few years.”
Steve isn’t sure what that means, but he feels like something is lifted off his chest. He nods, agreeing to stop pressing the issue because Tony clearly doesn’t want to talk about it right now.
Tony smiles and ducks his head, nuzzling his nose against Steve’s neck, “You’re much stronger now.”
Steve chuckles, “Yeah.”
Tony’s hands move from Steve’s shoulders down to his biceps, and squeeze, “So… Muscle-y.” He nips at Steve’s pulse point, earning him a gasp. He smirks, “Anything else change?” He asks, pushing his tail into Steve, making the other man groan.
Steve grabs at Tony’s arms and turns them around, pushing Tony into the dirt along the water.
“Would you like me to show you?” Steve asks, his voice now low and filled with lust. Tony looks into his eyes, the blue almost completely overtaken by his blown out pupils.
Tony nods, “Please.”
They spend the rest of the day like that, making up for lost time.
By the time Fury gets a call from Steve, it’s nearly 10pm.
“Captain, what the fuck-“
“I need a favor. I’ll sign up for your super team, but I need this in exchange.”
Fury sits up from his relaxed position in his office chair, interest suddenly piqued, “Go on…”

Steve knows he's overprotective when it comes to Peter. His son's safety is his main concern, especially after how he lost Tony when Peter was just an egg. When the first day of school is a disaster and Peter is kidnapped, he's determined to find his son and bring him home.
Tony was kidnapped five years ago and brought to Hydra World, where he's part of a show featuring Natasha, also a pigmy merperson, Rhodey the otter and Clint the sea lion. His resolve to escape goes into overdrive the day the handlers bring in a small merkid named Peter that reminds Tony so much of his late husband Steve.

Summary:
The mer's face is twisted into an expression of utter terror—so remarkably human. With all that hair, Steve can’t even see his gills. But Steve’s had over a decade of experience with things that look just human enough to make his conscience twinge, right until the memories wash away the guilt in a flood of rage.
He walks closer, circling the tank to get a better look at the mer. He’s a bit of a mess, covered in cuts both shallow and deep, with his shoulder-length hair all tangled. He’s bleeding sluggishly still, red swirls vanishing into the water. He’s not in as bad a state as he was when Steve was done with him. Mers heal fast—much, much faster than humans. Steve’s never found that particularly fair, but then, life never is.
He stops by the foot of the tank, peering down at the mer’s thick, long tail. Objectively, it’s beautiful. The color’s a pale, pearlescent blue that Steve can’t remember seeing on any other of his kind, and the fins are large and transparent, like pretty frills.
Steve doesn’t even need to close his eyes to picture the very same tail dotted red with the blood of his men.
“Hello, Bucky.”
- Some meetings are fated, but no one said fate's kind.

Prologue
Pairing: Merperson! Tony Stark x Steve Rogers
Summary: Steve leaves Tony behind to go fight in the war, and doesn’t come back… Until 65 years later.

A/N: Soooo. Yeah. This is a result of this art I saw on twitter belonging to @capnstars ! I literally had to. And it’s longer than I originally said it would be, with more chapters on the way. I have no self control. Obviously. This takes place in 2010, and I do plan on adding more background that will obviously be completely different from the actual MCU timeline.

Prologue / Part 1

Steve leans against the large oak tree that borders the bank of the river. He’s waiting for Tony. Today’s their day. This is their spot.
He taps his foot, trying ti ignore the knots in his stomach. He feels sick, like he’s about to do something horrible. And maybe he is, but he won’t talk himself out of it. He can’t.
He’s thrumming his fingers on his thigh when he gets splashed with water. He looks over and sees Tony with his arms holding onto a boulder embedded into the bank, his tail thwipping in the water. Steve recognizes the movement as excitement.
“What’s distracting you?” Tony asks, a grin gracing his features.
And for a moment, just one moment, Steve considers calling it off.
But he can’t. He has to do this. He promised, and a lot of people are counting on him.
“I’m being deployed.” He blurts, cutting right to the chase.
Tony’s face falls, an unreadable expression on his face. He’s quiet for several moments, and Steve can’t really take it, “Tony-”
“That’s not funny.”
“It’s not a joke.”
“You can’t even swim without losing your breath-”
“I know-”
“You can’t walk more than a mile!”
“I know-”
“You can’t-”
“I know!” Steve shouts, louder than he meant to. Tony looks surprised at the outburst and Steve takes a few deep breaths before explaining, “I was recruited by a doctor. They’re going to inject me with this… Serum. It’s supposed to make me bigger, stronger. It’s supposed to make me… Not sick. I could help them. I can help win the war, Tony.”
Steve can read Tony’s expression now. It’s terrified, like when Tony first witnessed one of Steve’s asthma attacks. He hates seeing the man he loves anything but happy.
“How?” Is all Tony asks.
Steve shrugs, “I don’t know.”
“You’re letting them do an experiment on you that you don’t even understand??”
“I trust them, plus I wouldn’t understand it if I tried. It’s advanced.”
“Steve-“
“I’m not changing my mind, Tony.”
And Tony knows this. He knows how hard headed Steve is. How self sacrificial and selfless he is. It’s fucking infuriating at times.
Most of the time, actually.
In any case, he knows Steve won’t change his mind.
“Promise you’ll come back, at least.”
“I can’t promise tha-“
“Promise, Steve!” Tony bites, holding back tears. He feels like his heart might shatter with the slightest breeze.
Steve takes a few breaths before sitting on the ground in front of Tony. He runs a hand through his wet hair before hooking a finger under Tony’s chin, making him look at Steve.
“Okay. I promise I will come back to you.”
It’s quiet again for a while before Tony speaks again.
“How long do you have?”
“I leave in the morning.”
“Then I need you to kiss me now.”

Tony never sees Steve again. He shows up at their spot at the same time every day, hoping that today will be the day Steve surprises him.
But he never does.
A year and a half goes by when a beautiful woman shows up while Tony is waiting. He quickly hides, but she calls out for him, saying Steve sent her.
When she approaches, she does her best to school her features. She’s never seen a mer person, after all. But Steve sent her here because he trusted her. Because he couldn’t get himself killed without letting Tony know he loved him.
She tells Tony everything. Well, everything that’s not classified. She tells him about Steve’s being used as propaganda, Steve deciding he’s had enough and running headfirst into danger to save Bucky, then leading multiple missions in the war before the very last one that got him killed. She tells Tony that he saved the world.
Then she gives him Steve’s dog tags.
“We never found a… Well we never found him. But before everything happened he left his tags with me, wanted you to have them. I guess in a way he knew he might…”
Tony’s hand shakes as he takes the metal chain from her. He can’t even look her in the eyes. There’s a large tears running down his cheeks, even though he’s completely silent.
She apologizes, and leaves a weather proof box with a device that Tony can hide and use in case there’s an emergency and she’s needed. But then she leaves to let Tony grieve.
Tony holds onto the chain like a lifeline as he drowns in his sorrow.
