2020 Medigap Changes: Plan F is Going Away:
Medigap Will Cut Plan F After 2020 Plan F is a very popular Medigap plan. As with plan C, plan F (both are known as first-dollar coverage plans) allows policyholders to skip paying the annual deductible (rose from $147 to $183 as of 2017) under Medicare Part B for non-emergency medical care. Unfortunately, like plan C, plan F will be no longer be available. The reason? A new bill by Congress took effect on April 16, 2015 called the Medicare Access and CHIP Reauthorization Act of 2015. Why Did Congress Pass this Bill? Congress aims to reduce the overuse of medical services by requiring all Medicare members pay their part B deductible. Medigapplan F covers the part B deductible and will be subsequently dropped after 12/31/2019. You might be concerned over your coverage being cancelled in 2020. In the bill, Title IV section 401 reads, “Limitation on certain Medigap policies for newly eligible Medicare beneficiaries. What does this mean? Translation of Section 401 Section 401 of the 2015 Act prohibits insurance entities from selling Medigap policies that cover Part B deductibles to newly eligible Medicare beneficiaries including eligible individuals who enroll for Medicare due to age, disability, or end-stage renal disease (ESRD). Health waiver states are also affected by this prohibition. The bill does NOT apply to existing Medigap enrollees. Additionally, all persons eligible for Medicare before January 1, 2020, can still buy Part B deductible coverage. Medicare beneficiaries under 65 can apply under certain terms and on a state-by-state basis. Medigap applications would be based on birthdate, ESRD or disability. Anyone enrolled in a Medigap Plan C or Medigap Plan F as of 12/31/2019 will be locked in under this plan and won’t be forced to switch plans.

It can be confusing understanding how Medigap works along with Medicare. Basically, Medicare controls Medigap plans B, C,D and F and makes sure all Medigap insurers provide the same coverage at their own premium rate. As the insured, you pay a premium at the level of coverage you can afford and that best fits your needs. If you choose a higher premium, your deductible and co-payment costs are covered by your Medigap plan. If you choose a less expensive plan, your deductible and co-payment are paid out-of-pocket.

All that said, as I make this video in late March of 2020 there are two new developments that will likely increase the value of Medicare supplement Plan N. First, is a big change by Mayo clinic and their Florida facility. For people in Florida one of the drawbacks of a Medicare supplement Plan N has been that Mayo Clinic in Florida has charged a Medicare Part B excess charge. Many people view Mayo Clinic as one of the nation’s top cancer treatment facilities, especially for blood cancers. Unfortunately, the Mayo Clinic in Florida charged an excess charge for many outpatient services. . That would leave the Medicare Plan N policy holder liable for the extra 15% billed on most outpatient services. The good news is that Mayo Clinic in Florida no longer charges an excess charge. They now accept Medicare assigned rates. The only state where Mayo Clinic still charges an excess charge is in their Arizona facility. This news is big news on several levels. Obviously, it’s big for Florida residents and those in nearby states who might wish to travel to the Mayo Clinic in Jacksonville Florida for treatment. But it goes beyond that. It is an important part of a growing trend.
A couple days ago, mid-March of 2020, the US Government announced an unprecedented expansion of telehealth services for Medicare. This will impact both those on a Medicare Advantage Plans as well as those with Medicare supplement Plans.
The first part is that telehealth is very likely to see a permanent boost in its availability and usage from this event. The government is putting a lot of many in to making telehealth meetings more available. Doctors and other healthcare professionals are “breaking the ice” starting to use telehealth meetings out of necessity…… and will find it easier to manage than they expected. And, of course, it is a very efficient way of working with patients that have any infectious disease. It keeps the healthcare workers safe while providing meaningful convenience for the ill they no longer need to get in their cars and drive to an office to wait for an appointment to see a healthcare professional As a result of this virus and the government response, we are likely to see a lot more telehealth in the years ahead.
But how does this impact Medicare supplement Plan N policy holders specifically? As you likely already know, one of the drawbacks, minor drawbacks of a Medicare supplement Plan N is that there is a co-pay of up-to $20 per office visit. These are visit with a doctor or nurse practitioner for diagnosis, evaluation and management. There is no copay for physical therapy or lab work etc. Just doctor visits.
There is also no copay for telehealth doctor visits. Let me repeat that. There is no copay for telehealth doctor visits.
So there you have it. As telehealth becomes more mainstream in usage it offers the Medicare supplement Plan N policy holder a way to visit a doctor for evaluation, diagnosis and management WITHOUT a copay.

If you are researching Medicare and looking for a video that will help you understand the Medicare supplement plans G-high deductible and Plan F-High deductible, this video is for you. In this video I will Show an easy way to understand exactly what the high deductible Medicare supplement plans cover and how they work. At the same time, I have already seen other videos and heard other agents mis-characterize Medicare Supplement Plan G High Deductible. Which is a nice way to say they described its benefits incorrectly. I will clarify that confusion for you in this video. Then, in this video we will Review the Pros and Cons or strengths and weaknesses of a high deductible plan that may be different than other Medicare supplement plans Finally, We will look at when you should consider a high deductible plan instead of another Medicare supplement and how to tell if you are in a part of the country where High Deductible Medicare supplement plans are worth considering. There are some parts of the US where a Medicare supplement High Deductible Plan is a no-brained. There are other parts of the country where it is such a poor value relative to other Medicare supplement plans that it simply doesn’t make sense to seriously consider the high deductible option. I have a rule of thumb which I apply and teach my agents to use when quoting a high deductible plan to determine when it makes sense financially. I am going to share that rule of thumb with you in this video. There are two Medicare supplement high deductible plans. There is a Medicare supplement Plan F high deductible and a Medicare supplement Plan G high deductible. If you were eligible for Medicare, even if you didn’t enroll, if you were eligible for Medicare prior to January 01, 2020 you can choose either the Plan F high deductible of the Plan G high deductible. If you were not eligible for Medicare until January 01, 2020 or later, your only high deductible choice is the Plan G high deductible. Despite a common misconception, they both have the exact same benefits and should be the exact same price, or within pennies. I will go over that in detail in just a moment. First, with the high deductible plans, like all Medicare supplement plans, you get to keep the benefits of Original Medicare. You can see any doctor, go to any medical facility in the country as long as they accept your Original Medicare. Second, no insurance company has a say in what is covered. Medicare is your primary insurance coverage. The intent of Medicare is to cover everything that is medically necessary, and they rely on your doctor’s opinion and diagnosis to determine medical necessity. Simple enough
