We are trying to change the placement scenario in MP Government Colleges through online certification courses: Manu Srivastava IAS, ACS, Skill Development, MP
Bhopal: The amalgamation of education and technology is crucial for the future of the coming generation of youth. The global pace of technological advancements is challenging to keep up with, but Manu Srivastava, Additional Chief Secretary, Department of Technical Education, Skill Development and Employment, Government of Madhya Pradesh is a hopeful one.
At the 4th APAC India Digital Empowerment Meet and Awards, held on August 11 and 12, in Bhopal, he gave us an insight into the ways in which the government is helping students.
“There is a huge divide in the way technical education is happening and, in the pace, technology is evolving. There is also a huge disparity between govt engineering colleges & private engineering colleges when it comes to placement. In MP, we are trying to change that scenario by starting online certification courses interwoven with curriculum at subsidised cost offered by the government,” he said.

Make in India: Mobile and Component Manufacturing Said to Get Special Push in Budget
In late December, at one of the extensive closed door meetings that the PM has had with various industry vertical heads, a high-profile team representing India’s digital economy outlined with way forward. At the meeting where the PM was most candid asking for real time suggestions to boost growth, he was informed that electronics manufacturing, especially handsets and components, had a good chance of becoming India’s largest exports within the next five years. Industry asked him to follow a path of least resistance.
Sources close to developments revealed to IANS that a special incentive scheme for the manufacture of mobile handsets and components will be unveiled in the Budget to give an additional push to the burgeoning sector.
A Modified Special Incentive Package Scheme (MSIPS) to promote aggressively a 20-odd component manufacturing ecosystem in the country that will go beyond making mobile phones is on the anvil. This will be an overarching policy which goes beyond interest subvention and credit default guarantee and it will be outside the scope of MeitY (Ministry of Electronics and Information Technology) and by an outside department/arm since ministry’s role is that of a policymaker only.
M-SIPS was floated to encourage electronics manufacturing and it ran from 2012 to 2018. It promised multiple incentives for 10 years, including a capital subsidy of 20 percent in special economic zones (SEZs) and 25 percent in non-SEZs, and reimbursements of countervailing duty or excise on capital equipment for non-SEZ units.
For some high-capital projects, it also offered reimbursement of Central taxes and duties. The incentives were available for 29 electronic verticals across the manufacturing value chain. The period of benefits was reduced to 5 years from 10 years after it was recalled.
The M-SIPS was created to provide financial incentives across the ESDM (Electronics System Design and Manufacturing) value chain to compensate for cost disability in manufacturing and Electronics Manufacturing Clusters (EMC).
This sector has shown tremendous promise wherein exports have grown from a mere US $200 million three years ago to cross US $2 billion in the year 2019-20 in handsets alone — a 10x growth in 36 months.
One of the most successful stories around Make in India is mobile handset manufacturing with Noida outside Delhi becoming the new hub. The size of the domestic mobile manufacturing industry in FY 2019-20 is expected to be Rs. 1,35,000 crores as against Rs 94,000 in FY 2016-17. Already, India, which has second position in the global mobile handsets market, is projected to grow to 302 million units this year.
This meeting was part of a series of industry meetings hosted by the PM at his residence in the run-up to the Union Budget to be announced on February 1. It was attended by Manu Kapoor, Samsung, Virat Bhatia, Apple India, Soumitra Bhattacharya, Bosch, and Hari Om Rai, Lava. The industry emphasised that India’s potential for electronics exports was unlimited, especially as labour arbitrage and geopolitical issues were helping the tide in India’s direction.
Only two countries – China and Vietnam – export handsets and components, while 198 countries are net importers. India needs to become the third, beating Vietnam first and then grabbing share from China. India currently suffers a 9-12 percent disability vis-à-vis Vietnam and nearly 18 percent vis-à-vis China as far as handsets and components manufacturing is concerned.
To move manufacturing, especially for the purposes of exports, the government needs to focus on the competitiveness of the sector. The National Policy on Electronics 2019 (NPE-2019) puts the total handsets market at US $190 billion-US $80 billion domestic and US $110 billion exports by 2025-26.
This dovetails perfectly with PM Modi’s aspirational hobby horse — the ‘Make in India’ programme. In October 2018, at a meeting held in Japan, the PM had declared that, “We are rapidly moving towards being Number One in mobile phone manufacturing”. He had expressed a desire for India becoming a global hub in the field of electronics and automobile manufacturing.
Industry remained hopeful about the steps needed to address India’s disability to move it to the next level of production and exports.
The start-up sector also participated in the meeting. A bench headed by Justice Ashok Bhushan said the court is not passing any interim order now and posted the matter for further hearing on August 10.The apex court also asked Solicitor General Tushar Mehta, representing the Centre, to make the MHA stand clear on the matter. Mehta replied it will be done by Monday. He insisted that students' should not be under the impression that they do not have to prepare for the exams, instead they should prepare.Senior advocate Abhishek Manu Singhvi, appearing for final-year law student Yash Dubey, argued before the bench that there are 16 lakh cases of COVID-19 now, and the response by UGC has been filed without any application of mind. He asked the top court to examine the earlier guidelines and then look at the guidelines issued on July 6. "Heavens will not fall if exams are cancelled", said Singhvi. The University Grants Commission (UGC) has told the Supreme Court that it is not possible to alter its July 6 guidelines mandating universities across India to conduct their final-year examinations by September-end.The UGC informed the court that the expert committee, headed by Prof R.C. Kuhad, submitted a report recommending that terminal semester examinations should be conducted by universities/institutions by the end of September. This report was deliberated and approved by the UGC in a meeting held on July 6. The Union Ministry of Home Affairs had also permitted the schedule of exams by universities and institutions."It is submitted that the UGC has issued such guidelines to protect the academic future of students across the country which will be irreparably damaged if their final year/terminal examinations are not held, while also keeping in mind their health and safety," said the academic regulator in its affidavit. The Kuwaiti government’s move won praises from Delhi. In response to media queries, the official spokesperson Anurag Srivastava said, “We have seen certain references to India in non-official social media handles in Kuwait. The Government of Kuwait has assured us that they are deeply committed to friendly relations with India. They also do not support any interference in the internal affairs of India,” MEA spokesperson Anurag Srivastava said.
Recently on the request of Kuwait, India recently deployed a Rapid Response Team there to assist the country in its fight against corona virus. Earlier, Ambassador of India to Qatar tweeted, “It is clear that fake identities are being used by forces inimical to India, to create divisions within our community. Please understand the reality and do not get swayed by these malicious attempts to sow discord. Our focus right now needs to be on COVID-19.”
An anti-India tweet by a member of the Omani Royalty, which later turned out to originating from a fake handle, symbolises a growing trend in the Gulf where numerous such accounts are existing with an aim to create a wedge between the region and Delhi.
A fake tweet was circulated quoting Mona bint Fahad Assistant Vice Chancellor of Sultan Qaboos University for International relations. and daughter of Oman’s Deputy PM Sayyid Fahd that if Indian government does not stop persecution of Indian Muslims then one million Indians in Oman may be expelled. India values its friendly relations with Oman and will continue working closely with the Government and people of Oman to further strengthen our special relationship.”
“The friendly relations between India and Oman are underpinned by our shared values of tolerance and pluralism. Let us all commit to maintaining unity and social harmony at this critical juncture. As PM @narendramodi said: We are in this together. In these challenging times, it is important that we stay focused and united in our fight against COVID-19, and not get distracted by fake news on social media with malicious intention,” the Embassy in Muscat had tweeted.

Sunanda Pushkar death: Police oppose Shashi Tharoor bail plea, say he might ‘flee the country’
Special Judge Arvind Kumar reserved the judgment after Delhi Police opposed Tharoor’s anticipatory bail plea, saying he might “flee the country”.
A Delhi court Wednesday reserved its order on the anticipatory bail plea of Congress MP Shashi Tharoor in the case relating to the death of his wife Sunanda Pushkar. Special Judge Arvind Kumar reserved the judgment after Delhi Police opposed Tharoor’s anticipatory bail plea, saying he might “flee the country”.
Tharoor has already been summoned as an accused in the case on July 7 by an Additional Chief Metropolitan Magistrate. Special Public Prosecutor Atul Srivastava said that since Tharoor is an influential person, he may harm the investigation. “He is a frequent flier and may settle abroad. Some of the key witnesses — including Narayan Singh and Bajrangi — are still working with Tharoor and he may influence them,” he said.
However, senior advocates Kapil Sibal and Abhishek Manu Singhvi, appearing for Tharoor, told the court that police are making statements contrary to ones made earlier. “In the chargesheet, they (police) said that Tharoor cooperated during the probe and therefore, he was not arrested. Police is speaking contrary to what they were speaking earlier,” Sibal said.
Sibal and Manu Singhvi also told the court that since Tharoor was not arrested before the filing of the chargesheet, he should be given protection from arrest. In his plea, Tharoor had submitted that the SIT had categorically stated that his custodial interrogation was not required.
