MANILA – Officials from the Land Transportation Office (LTO) and Department of Transportation (DOTr) on Tuesday said certification from Private Emission Testing Centers (PETCs), establishments that perform ocular inspections and tests on vehicle emissions, remain valid in areas with no access to Private Motor Vehicle Inspection Centers (PMVICs).
“Sa mga wala pang PMVIC, nire-recognize pa rin namin ang accredited PETCs. Even with the visual and ocular inspection, hopefully makita ang diprensya para makita kung kailangan na ipaayos ang sasakyan (For those with no access to PMVICs, we still recognize accredited PETCs. Even with the visual and ocular inspection, we hope problems with vehicles will still be identified and addressed),” LTO chief Assistant Secretary Edgar Galvante said in a virtual presser.
To date, DOTr Assistant Secretary for Road Transport Mark Steven Pastor said there are 24 operational motor vehicle inspection centers (MVIC)—including those operated by the government—in Angeles City, Pampanga; Cabanatuan City, Nueva Ecija; Pamplona, Camarines Sur; San Fernando, La Union; Laoag, Ilocos Norte; Otis, Manila; UN Avenue, Manila; Taguig City; San Pedro, Laguna; Pili, Camarines Sur; Ormoc City; Roxas City; Danao City; Mandaue City; Dasmarinas, Cavite; Mandaue, Cebu; Dagupan City; Valenzuela City; Calapan City; Carcar City, Cebu; Daet, Camarines Norte; Tacloban City; Sorsogon City; and Dumaguete City.
“Sa mga lugar na wala pa, maaari po na emission certificate lang po ang kailangan para makapag-parehistro [sa LTO] (In areas with no PMVICs, emission certificates are still accepted to register a motor vehicle with the LTO),” Pastor said.
He said the DOTr and LTO have so far identified 138 sites to build MVICs, 115 of those sites have been awarded to project proponents, with 23 sites still subject for reopening, re-publication, or re-evaluation.
To ensure that there will be enough MVICs to test all motor vehicles in the country, he said the DOTr and the LTO released Memorandum Circular 2020-2225 to add 200 more sites for MVICs.
“Ito po ang nagpapatunay na ang DOTr kasama ang LTO ay patuloy po na magbubukas at magdadagdag pa po ng MVICs (This proves that the DOTr and LTO will continuously open and add more MVICs),” Pastor said.
PETCs vs. PMVICs
Galvante said there is a big difference between PETCs and PMVICs, with the former only testing vehicle emissions while the latter performs about 70 tests meant to ensure the safety of vehicles older than 15 years.
“Hindi po nagagawa [ng PETCs] ang pag-check ng preno, ilaw, alignment ng gulong at iba pa para ma-pronounce na safe ang sasakyan. Ang MVIC kumpleto (PETCs can’t check brakes, lights, wheel alignment, and many more to pronounce the safety of a vehicle. While MVICs are complete),” he said.
DOTr Undersecretary Rainier Yebra said the establishment of PETCs was an old concept and the result of implementation of laws passed long ago such as the Land Transportation and Traffic Code.
“Sa ilalim naman po ng ginawang memorandum circular na nilabas nung 1986, ginawang pre-registration requisite o mandatory ang vehicle inspection. Ito po ay dahil sa madaming ulat na madaming sasakyan ang nai-involve sa road crash dahil sa depektibong vehicle parts (Under a memorandum circular released in 1986, vehicle inspections were made mandatory or requisite to vehicle registration. This was after many reports of vehicles involved in road crashes due to defective parts),” Yebra said.
Cost of PETCs for motorists
Pastor said MVICs will charge about PHP1,500 for the annual inspection of motor vehicles with a gross vehicle weight of less than 4,500 kilograms, PHP600 for motorcycles, and PHP300 for public utility jeepneys (PUJs).
He noted that inspection fees may vary, with some costing up to PHP1,800 with a reinspection fee of PHP750 for vehicles that initially failed an inspection.
“Kung idi-divide po natin ito in a year, ang katumbas po nito ay PHP4 kada araw. So, maliit na halaga po para sa atin pong safety sa lansangan (If we divide the yearly cost, its equal to about PHP4 a day. So, it's a small amount for safety in our streets),” Pastor said.
Last week, the local government of San Fernando City in La Union suspended the operation of a local PMVIC citing grounds such as the inspection and re-inspection fees being additional burden in the middle of the Covid-19 pandemic, violation of LTO Memorandum Circular No. 2018-2158 by the local PMVIC, and for the General Welfare clause of Republic Act No. 7160 or the Local Government Code of 1991.
PMVICs have also been controversial following allegations of questionable testing procedures and overcharging, notably where a 2011 BMW Z4 owned by Pampanga Chamber of Commerce and Industry Inc. president Rene Romero failing a PMVIC test despite no issues being found by a local BMW dealership and eventually passing a retest at the same PMVIC. Cebu People’s Coop unveils 100 new units of modern jeepneys
The Cebu People’s Multi-Purpose Cooperative (CPMPC), one of the biggest and multi-awarded cooperatives in the country, has inaugurated on Saturday its 100 new units of modern jeepneys, also known as PeoplesJeep.
“We thank our partners, our funding institutions in government, government regulators and our transport operators for this new milestone of our cooperative,” Macario G. Quevedo, chief executive officer of CPMPC, said during the blessing on Aug. 15, 2020 of the mini bus-type vehicles in Barangay Basak, Lapu-Lapu City. PeoplesJeep’s new garage facility is located at UN Avenue in Mandaue City.
According to Quevedo, these new units of air-conditioned jeepneys will soon ply different routes in Metro Cebu.
CPMPC now has a total of 170 units in its fleet of modern jeepneys.
The CEO revealed that CPMPC is looking to hire at least 300 new drivers in preparation for the new routes that will soon open in Metro Cebu.
“We can employ more in the future including passenger service officers,” he said.
Presently, 12 units of PeoplesJeep are plying the Talamban to Colon area with Route No. 13C.
“We are one with the government in its goal to modernize the public transportation industry in the country, particularly in Cebu,” he said.
The new Durabus Zhongtong Class 2 modern jeepneys are compliant with the Department of Trade and Industry’s Philippine National Standards.
They feature a global positioning system (GPS), speed limiter, front and rear cameras, and indoor TV for entertainment.
“All of our units have air-conditioning systems and foam seats to give our passengers a comfortable ride. They are also equipped with the required CCTV for security purposes,” Quevedo said.
These modern public utility vehicles (PUV) are powered by environmentally-compliant Euro 4/5 diesel engines, significantly reducing their carbon and sulfur emissions.
Fare payment is also very easy and convenient with the implementation of the Automatic Fare Collection System (AFCS), which is required under the PUV modernization program of the government.
CPMPC has partnered with Beep Cards operator AF Payments Inc., which is the leading AFCS provider in the country.
“Our acquisition of new units of modern PUVs is our response to the government’s call for a massive industry-wide transport modernization providing efficient, safe and comfortable public transportation to the riding public while at the same time promoting pro-environment initiatives for a cleaner and better tomorrow,” Quevedo stressed.
The Department of Transportation has eyed to to gradually replace old jeepneys with new units to reform the public land transport industry.
State-run lenders Development Bank of the Philippines and Land Bank of the Philippines have specialized loan financing programs that aim to help transport corporations and cooperatives acquire modern and environment-friendly jeepney units.
Quevedo said the program has significantly benefited drivers as they now receive monthly fixed salary and other benefits.
A transport cooperative ideally manages the PUV fleet management and distributes the monthly income to its owners and drivers.

Lapu-lapu is a beautiful place wherein the shrine of one of the bravest heroes in the Philippines was located and where the place is named after him. In fact it is a land where people wanted to see its beautiful sea and once you travel in that place it would be difficult to leave its beautiful and wonderful sceneries.
My section which is the grade 12 HUMSS together with the 12 STEM-A were the first batch to travel in Lapu-lapu in order for us to spend our work immersion in Creotec for two weeks. We are accompanied by senior high advisers as well as our principal. There are 5 vans and we are divided and grouped by our adviser into 3. At exactly 7:00 am our vans are ready to travel to Ibo, Lapu-lapu City.
As we travel along the roads, we passed the Ayala Centre Cebu, though the roads are usually occupied by vehicles and it is traffic at that time, we manage to enjoy the ride due to the air conditioner inside the van that cools down our body, the chit-chats after the rosary and the travel prayer and the music that made us sing along together though our voices aren’t that good to hear. The sunlight passes and reflects through the tinted glasses and shines our faces especially towards those who are near the window pane making us shout the word “selfie” and is perfect for the caption “sunkissed”. When we passed by SM Mall which is in Mabolo, the traffic is a little bit heavy. As I looked at the mall, there are already lots of people going in and out and I realized that shopping towards the concept of us Filipinos are not only on the neither afternoon nor night but also at morning.
In Mandaue, you’ll believe the word forever, because of the traffic that we encountered since many people were looking for Jeepneys in order for them to go to their work or to their schools. Even if our van has sound proof which means our voices cannot be heard outside and we can’t hear the noises outside, we barely hear the “beeps” sound of the Jeepneys, as we asked this, kuya Roy which is our van driver told us that if we heard it, it means that the horn of the cars and other vehicles were too loud that even the sound proof vehicles can hear it.
After that very long traffic, we met the roads that have many hotels, apartments, nice houses and hospitals. One of them is the Bai hotel which has blue glasses that if the sunlight is going to touch it you can see that its color is sparkling like a water sometimes you’ll think of it as made of precious blue stones that would made you love the color blue. Since we travel for almost 35 minutes my vanmates would decide to close their eyes for a while, but since I don’t want to miss the view I always look outside the window to see the plants, and houses. The roads going to the new bridge of Lapu-Lapu has trees between the roads. When we already passed the bridge, all of my vanmates opened their eyes and waited for the most awaited view. The sea. Since it was a sunny day the waters of it were sparkling and were dancing together with the sun and the clouds were like paintings that you wanted to see for almost every day. As we now arrived in our work place, the security guard of the company greeted us with a very wide smile and a short but nice morning message which is the “have a nice day”.
Inside the Creotec, you can smell the fragrance of Downy Passion on the floor, meaning the building is well-cleaned. Inside our orientation room may be small but as you open the lights it was very bright as if the room was very happy meeting us. As we walk through the rooms, we observed that it was named after the famous landmarks in Cebu and Lapu-lapu City. Our facilitator which is Madam Murphy is a very good person, she always taught us to be a good employee and you can’t feel that she is a facilitator instead you can feel that she’s a mother caring for her children since she is very gentle. We stayed there in 3 days for our training and lecture. For 7 days, is for the hands-on works with Mdm. Prado which is inside the computer room. It has the smell of new computers and the smell of the air conditioner. It was very cold and because of that we need to wear our jackets. Since there are no internet connection to other computers, we are instructed to do our works manually which is very tiring. We were very happy Mdm. Prado and Mdm. Murphy told us that during break time we are allowed to neither watch our favorite movie nor do everything we wanted to. My classmates were watching movies, like Korean dramas, horror movies and even romance. Since I already watched those movies at home I decided to search for documentaries and horror stories in my computer because fortunately I am one of those users who can connect the internet.
Now let’s go to their canteen which is located outside the building; it doesn’t have a big space that will accompany every one of us. There are only 6 tables that is why we are given schedule on each classes on what time we need to eat our snacks or lunch, but what made me happy is that they are selling foods in lower price compare to our school canteen, the food is not just cheap but is also delicious and worth it. My most favorite food that they sell is the porchop, it’s only 40 pesos and the size was so big that will make you request for more rice.
For 10 days I always see the beautiful scenery, taste the delicious foods and meet our good and cheerful facilitators. As we ended that short but memorable days of work immersion, before we went to our van to go back in our school I closed my eyes and remember the first day I went inside the building and how the fragrance of that will always make me remember of Pia Wurtzbach’s advertisement. I will never ever forget how the foods taste and how every employees of Creotec treated us with. By the day we travel going back to our school, I took a video of the place, and as I hold my cellphone, I smiled widely and I whispered to my mind that I promised to go back in this wonderful place, because it made me realized that life is very beautiful and wonderful through the scenes that I’ve encountered every day.

Cebu responded to the call of the national leadership to help cope with the inevitable consequences of the national as well as global CoronaVirus plague.
The Church will have the Lenten season via online networking. Social distancing will be imposed on the buses and jeepneys, events, work environs and other venues where there are crowds. The leadership of Cebu City, Mandaue City, Lapulapu City and the other component cities of Cebu imposed the curfew based on the Executive Order. Schools have suspended classes and instead adopted on-line teaching and learning. The business sector was urged to devise the 13th month salary scheme of the employees.
Business slowed down in hotels, restaurants, malls, markets. But panic buying was rampant and basic goods sold like hotcakes. The drugstores opened late and closed early, regulated the flow of customers, and, unfortunately, ran out of alcohol, medicines, masks and sanitizers.
But the spirit of Cebu was not dampened. Business and civic clubs forged initiatives to help the needy. Consultations became apolitical and citizens followed.
This is not the first time the Cebuanos displayed grit and resourcefulness in coping with natural disasters. The "bayanihan" spirit ruled over greed and selfishness. The best of the Filipino values triumphed.

CEBU CITY – One hundred and seventy modern jeepneys called “PeoplesJeep” will ply the city streets with the initial 70 units already servicing various routes here.
One hundred units are still waiting for the approval of the Land Transportation of Public Route Plan (LTPRP) specifically for the cities of Cebu and Mandaue.
Of the 70 units already in operation, 10 are being used as shuttle buses for the employees of the Cebu-based transport cooperative, Cebu People’s Multi-Purpose Cooperative (CPMPC), one of the biggest and multi-awarded transport cooperatives in the country.
CPMC chief executive officer Macario Quevedo said in an online interview on Friday that the coop launched and inaugurated these modern jeepneys last Aug. 15 in response to the government’s transport modernization program.
“We are one with the government in its goal to modernize the public transportation industry in the country, particularly in Cebu. The Department of Transportation (DoTr) has eyed to gradually replace old jeepneys with new units to reform the public land transport industry,” Quevedo said.
He said that these new units of air-conditioned jeepneys will soon ply the different routes in Metro Cebu but presently, 12 units of “PeoplesJeep” are plying the Talamban to Colon area.

Riding Along the Metro Shuttle Bus
JUNE 8, 2018 - In 2000s, Vallacar Transit Incorporated, the company behind Ceres Liner/Tours, servicing passengers from Cebu City to its towns in Cebu Province and Negros Provinces. In 2016, the company introduced the second bus line named Sugbo Transit, which caters passengers from Cebu City/Mandaue City to other towns and cities in Cebu Province. and this year, as Yanson Group of Bus Companies, the main company behind the VTI, celebrating its 50th anniversary of catering passengers, introduced an additional bus line that will cater passengers from Mactan-Cebu International Airport going to Cebu South Bus Terminal, having a 16.8 kilometer route stretch, called “Sugbo Tours.”
Sugbo Tours is an additional bus line that would transport passengers easily from the Cebu South Bus Terminal all the way to the Mactan-Cebu International Airport. This after the inauguration of the Terminal 2 of this airport last June 7, 2018 (Thursday) together with the Philippine President Rodrigo Duterte, Transportation Secretary Arthur Tugade, Cebu Governor Hilario Davide III, officials of the Mactan-Cebu International Airport Authority (MCIAA), with its general manager Steve Dicdican, officials of the GMR-Megawide consortium and other VIPs.

This is the actual unit of Sugbo Tours waiting passengers at the Cebu South Bus Terminal for an experimental, trial but free shuttle service ride going to the MCIA on that day. It has an actual travel time interval of an hour (if the traffic condition is light to slightly moderate) to two and a half-hours (if the traffic condition is worst). This Sugbo Tours uses a Higer City Bus, a Euro-5 exhaust emission standard diesel engine, and an enivronment-friendly bus with its ramp accessible to Persons with Disability/Handicapped. It costs less than PHP10,000,000.

Inside this bus, it has their own cargo compartment where they could put some baggages for less hassle.

The seating capacity of this bus is 45, by its 2x3 seating arrangement per row, while its standing capacity goes to more than 20, giving a maximum passenger capacity of 80. It has an entertainment system where passengers and tourists can watch their favorite movies, either local or foreign.

The security features of a bus is a closed-circiut television (CCTV) camera that monitors the behavior of the passengers and tourists.

Another security feature of this public transport is the digital back mirror camera, that monitors the distance of another vehicle or object when reversing and the speed limiter which limits the maximum speed of a bus. Although, their ticketing system is through the conductor and tells the passenger/tourist on the destination of your choice. They didn’t have a cashless payment system where passengers can use a card with a reload of PHP100.00 and tap it to pay (unlike the SM-Metro Rapid Transit System-led MyBus implements this kind of payment system) depending on its length of route in kilometers.

For the next few months, the bus company would add some bus stops and units if the passengers would meet an consisent public demand. The City Government of Cebu has an ordinance banning jeepneys bound for Mandaue City from plying Osmeña Blvd. and implemented several years ago. And because of the buses servicing through the airport, the passngers bound for Mandaue and Lapu-Lapu Cities would probably brought a huge help and they feel comfortable and hassle-free.
Effective last June 9 (Saturday), the fare of this bus would start at PHP25.00 for the first three-four bus stops (PHP20.00 for students, senior citizens and PWDs) up to PHP40.00 for the direct route (P32.00 for students, senior citizens and PWDs).

A gathering of Cebu’s next food entrepreneurs in three strategic locations, where East meets West when we speak of culinary offerings, a gastronomic destination which has indeed become a favorite among Cebuanos and visiting tourists, so what’s not to like?
Here are five reasons why I hate Sugbo Mercado:

1. It’s far from where I live.
Though it has three branches in Cebu located separately in Cebu Business Park, IT Park in Apas and City di Mare SRP plus one soon to open in Mandaue and accessible via jeepneys (well except the one in South Road Properties), it’s still quite far from Talisay. I may be selfish but I prefer it just right across our house.
2. It’s promoting a “Clean As You Go” system which is unnatural for me
Churros
This practice makes me a good and responsible Filipino citizen, of which I am not. But because of continuous repetition due to countless revisits, I guess it really sticks.
3. It’s relatively cheaper which results to me still spending way beyond budget
Not when you compare it with barbecue stalls in Larsian or other seasonal food bazaars that open during Sinulog Festival.

Although, it’s more or less just the same price range as with food courts in malls.

But of course do tell me, when was the last time you invited your friends on a food trip at a food court? I guess that never happened.
In comparison with other restaurants in the vicinity offering the same types of dishes, it’s really more affordable. My guess would be because it requires a minimal investment on the part of the tenants and they focus more on the product itself, without the added fluff.

I also believe that what really triggers you in spending way beyond your budget is the not so subtle art of impulse buying especially when you overlooked that awesome Funnel Cake.
4. It’s full of life which makes me want to linger more which results with me eating more.
What do you do when you see people who are busy eating? You eat as well, to commiserate.

What do you do when the smiling tenants ask you to try their food? You buy from them.
What do you do when it suddenly rains? You share the available tents.
Lemonade
What do you do when there are flies everywhere? You slowly shoo them away.
What do you do when there are people hovering above where you’re seated because they’re waiting for you to finish eating then give your table up? You ignore them and take your time.
Live Acoustic Entertainment
Although, the first thing that you’ll notice upon arriving is that the people are having fun sharing food they love with people they care about. I believe that’s the secret behind the success of Sugbo Mercado.

Add to that the live acoustic entertainment which plays your favorite hits whether you’re a millennial who’s a fan of Justin Bieber or a young at heart who prefers Elvis Presley.
And the lights, I almost forgot the lights.
5. It’s full of choices which is very stressful on my part since there’s no food that I don’t like.
Want something Filipino or Asian or even an International dish? They have it. Want to go all the way from appetizers to desserts in separate food stalls? You can. Want some lechon even if it’s not your birthday or not the barangay’s fiesta? Yes you may. And there’s drinks like smoothies, juices or sodas to help you flush everything down.

The best part? There are new stalls opening every weekend, so it’s literally impossible for you to try everything which makes it all the merrier because of the endless variety.

CEBU CITY – The city government here will ask the Land Transportation Franchising and Regulatory Board (LTFRB) in Central Visayas to allow traditional jeepneys to operate again in the city.
In a press briefing on Friday, lawyer Rey Gealon, spokesperson of Cebu City Mayor Edgardo Labella, said the city government plans to send a letter to LTFRB-7 to ask for a clarification from the agency on why no traditional public utility jeepneys (PUJs) were allowed to return in the cities of Cebu and Mandaue.
Both cities have since downgraded their quarantine status to modified general community quarantine effective September 1.
The city government will submit a “clarificatory communication” to the LTFRB regional office, Gealon said.
Labella, Gealon said, wanted traditional PUJs to operate again, saying they can significantly help commuters and PUJ drivers.
Earlier, LTFRB-7 announced in a Sept. 3 memorandum that traditional PUJs with routes in the cities of Cebu and Mandaue were not yet allowed to operate.
Since Sept. 1, the whole Cebu mainland has shifted to MGCQ, the least strict quarantine measure in the country.
Under MGCQ, traditional PUJs are allowed to return on the roads.
The city now has an existing 3,556 taxi units and 250 cars servicing passengers under the Transport Network Vehicle Service using a mobile app platform in booking for rides, the LTFRB-7 said. (PNA)

MANILA – Buses with passenger doors on the left side are now deployed along Edsa, the Department of Transportation (DOTr) said on Friday.
In a news release, the DOTr said the Mega Manila Consortium, one of the two consortiums operating the EDSA Busway route launched Wednesday three units from HM Transport Inc., with both left-side and right-side passenger doors. Seven more units with the same configuration will be deployed next month. Meanwhile, RRCG Bus will also add more left-entry buses next week.
DOTr Assistant Secretary for Road Transport and Infrastructure Steve Pastor said the arrangement between the agency and among private bus companies for the use of such units was created to ensure safe service for the commuting public.
“These bus units will better accommodate commuters who will now be using the new loading and unloading bus stops located in the innermost lane of Edsa. Aside from the installation of canopies and lighting fences, we have also placed concrete barriers and steel separators on Edsa’s median lanes to ensure utmost safety and comfort,” Pastor said.
Land Transportation Franchising and Regulatory Board (LTFRB) chairman Martin Delgra III reported a total of 3,662 units operating and opened 31 traditional city bus routes in Metro Manila.
Alongside the operation of PUBs, he said the LTFRB has opened other routes and approved more units of public transportation that includes modern and traditional public utility jeepneys (PUJS), UV Express (UVE) vehicles, Point-to-Point Buses (P2Ps), Transport Network Vehicles services (TNVS), and taxi services.
“For modern PUJs, 716 units have begun operating in 45 routes; while for traditional PUJs, the LTFRB has allowed the operation of an additional 4,498 units in 60 routes. This brings the total number of authorized traditional PUJs to 12,443 in 126 routes,” Delgra said.
An additional four routes with 641 units have been authorized for UV Express, which totals to 1,621 authorized UVEs currently plying in 51 routes. Some 364 units of P2P buses are operating in 33 routes, with 20,493 taxis and 23,776 TNVS ferrying passengers in the metro, Delgra added.
All units of road transport are still required to strictly follow the existing health guidelines and safety protocols provided by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-IED) to help curb the spread of the coronavirus disease 2019.
All forms of road public transportation will follow a limited passenger capacity of 50 percent while maintaining physical distancing and sanitary practices in their vehicles.
The DOTr is ensuring that law enforcers and on-ground marshals are monitoring all public transport vehicles. Violators face penalties, Pastor said.
Commuters are now required to wear a face shield on top of their face masks in order to be permitted to travel—be it on land, sea, or air— as mandated by the newly issued Memorandum Circular No. 2020-14 of the DOTr.
The new requirement took effect upon allowing public transportation anew last August 18.
Aside from Metro Manila, the provinces of Laguna, Cavite, Rizal, and Bulacan, Nueva Ecija, Batangas, the cities of Iloilo, Cebu, Lapu Lapu, Mandaue, Talisay, and the municipalities of Minglanilla and Consolacion in Cebu province are now also placed under general community quarantine. (DOTr PR)

CEBU CITY – The Land Transportation Franchising and Regulatory Board (LTFRB) has approved 60 special permits for traditional public utility jeepneys (TPUJs) to transport passengers in Cebu province.
In Cebu City, however, LTFRB-7 regional director Eduardo Montealto Jr., on Wednesday said his office has not approved yet the permits for TPUJs as the existing number of buses and modern PUJs (MPUJ) plying the city routes is enough to cover the limited number of passengers due to ongoing general community quarantine (GCQ) here.
His reaction came after passengers blamed Mayor Edgardo Labella for the long queue at the Bulacao area due to lack of public transport going to the city.
He explained that the early morning long queue of passengers in Barangay Bulacao here “is a normal situation mostly every Monday”, stressing that "40 buses deployed in the area can only accommodate for up to 1,000 pax” in addition to the delayed turnaround due to numerous private cars during the rush hours from 5 a.m. to 9 a.m.
Montealto said the regional office of the LTFRB is complying with the guidelines issued by the Board through Memorandum Circular (MC) No. 2020-017 which covers public transportation for areas under GCQ. "The mayor does not decide for the PUJs," he added.
“Under this MC, the LTFRB regional office shall be the one to identify the specific routes to be operational under the period of GCQ following the hierarchy of service to operate. For identified routes, buses shall be the preferred units of transport service followed by tourist bus, Omnibus Franchise Guidelines (OFG)-compliant or modern PUJs, UV express, then the traditional PUJ already consolidated as cooperative or corporation and the last is tourist van,” he said.
The purpose of the guidelines is to ensure proper observance of minimum health protocols, which Montealto said, can be easily observed in bigger PUV units such as buses and modern PUJs.
Because of this, the LTFRB-7 approved 139 special permits for buses and MPUJs that are plying different routes in Cebu City while 275 of the same kinds of public transport are permitted to ply inter-city routes between the cities of Cebu, Mandaue and Lapu-Lapu, he said.
Also, the agency allowed 162 buses to transport passengers from different northern towns and another 310 buses from southern towns in the province who are working in the city, and vice versa. In addition to this, four units of UV (utility vehicle) Express are permitted to fetch passengers.
Montealto said the city now has an existing 3,556 taxi units and 250 cars servicing passengers under the Transport Network Vehicle Service (TNVS) using mobile app platform in booking for rides.
“Most of the companies are commissioning TTS and TB (tourist transport service and tourist bus) as shuttle service for their workers/employees. This is one of the factors that lessen passenger demand on commuting with PUVs,” he told the Philippine News Agency.
He said the agency has recorded 1,228 TTS and 81 buses being utilized by companies in transporting their employees from their homes to the workplace and are covered with special permits from the government. (PNA)
