“Let’s stop spreading fake news.”
This is the appeal of the panel of doctors and specialists who spearheaded the freshly held health talk on cervical cancer titled #TimeToTalkAboutHPV: A health forum on HPV prevention and cancer control. Organised by the Cervical Cancer Prevention Network of the Philippines (CECAP), together with the Asia & Oceania Federation of Obstetrics & Gynecology (AOFOG), the Philippine Obstetrical and Gynecological Society (POGS), and MSD in the Philippines, the media forum aims to serve as a reminder that cervical cancer is preventable with regular screening tests and the HPV vaccination.
“We should stop spreading wrong information that cervical cancer immediately means a death sentence. We must stop encouraging wrong beliefs about the disease, screening and the vaccine,” patient advocate Carmen Auste appealed to the media.
Cervical cancer is largely preventable through both vaccination and screening for precursor lesions (pap smear at least every three years and HPV DNA testing for women starting age 30), with appropriate follow up and treatment. With access to accurate information, preventive services, and routine gynecological care, most cases of the disease can be prevented and successfully treated at an early stage.
In spite of this, cervical cancer ranks as the 2nd most frequent cancer among women in Philippines and the 2nd most frequent cancer among women between 15 and 44 years of age. Current estimates indicate that every year 7,897 women are diagnosed with cervical cancer and 4,052 die from the disease.
Cervical cancer develops at the entrance to the uterus from the vagina and around 99 percent of the cases are linked to HPV or human papillomaviruses. Modes of transmission include sexual contact, skin-to-skin contact and rarely, through objects exposed to the virus.
It’s a highly-treatable disease if detected at its early stages. The precancerous stage provides ample window for detection and treatment, and it could take as long as 30 years before it reaches malignancy. However, it is one of the most common type of cancers and common cause of cancer-related deaths worldwide, affecting mostly young, uneducated women from poor countries.
But more recently, COVID-19 has taken a toll on women’s health as studies have shown a gap in missed routine preventative exams and screening visits. “I think the world has been focused on Covid for the past 2 ½ years and we have overlooked other health concerns,” said Dr. Anna Lisa Ong-Lim, professor and chief of division of infectious and tropical disease in Pediatrics University of UP Manila College of Medicine. “It is only recently when vulnerabilities to vaccine-preventable diseases are being noticed once again.”
Things you need to know about HPV
One life-altering issue that deserves focus is the huge burden that continues to threaten women and men, including teenagers worldwide, caused by the human papillomavirus (HPV). “HPV is a virus that causes a wide-range of diseases,” said MSD executive director of medical affairs for vaccines and infectious disease Dr. Mel Kohn.
“Apart from cervical cancer, the 2nd leading cancer for Filipinas, HPV can give men head and neck cancer, anal cancer for both sexes and a variety of less common but also devastating kinds of cancers,” he enumerated. Examples are vaginal and vulvar cancers, and penile cancer.
“Genital warts, while it doesn’t kill you, can be quite devastating,” interjected Dr. Kohn. “It is quite common and very difficult to eradicate. Imagine the psychological toll on the patient. Again, prevention is the best approach here.”
HPV is common. It is passed from one person to another during sexual contact. “It’s a quiet epidemic unlike COVID,” he warned. Unlike the measles that have obvious expression, “you don’t immediately see it when you meet somebody but it’s there and has been growing rather insidiously.”
The Philippines has a population of 37.8 million women ages 15 years and older who are at risk of developing cervical cancer. About 2.9% of women in the general population are estimated to harbor cervical HPV-16/18 infection at a given time, and 58.6% of invasive cervical cancers are attributed to HPVs 16 or 18.
Although some of the infections from this commonly occurring virus with more than 100 types usually go away on their own, at least 14 types of HPV have been found to be cancer-causing.
The age indication for HPV vaccines is as young as nine years old to both girls and boys. Teens and young adults through age 26 years who didn’t start or finish the HPV vaccine series also should have HPV vaccination. Women up to age 45 may be eligible for vaccination after discussing with their provider.
According to Dr. Ong-Lim, they are targeting the young ones because of their increased susceptibility to infections.
“That particular age group demonstrates optimal immune response. Also, only two doses are needed to achieve protection,” she shared.
But more importantly, giving the vaccine at a younger age ensures that they are already protected before they become sexually active. “HPV vaccines work best when given before exposure to the virus. We must try to catch that window when the immune system really responds very well to it,” explains Dr. Ong-Lim
Manila Declaration: Call to Action Against Cervical Cancer chair and practicing OP-Gynecologist Dr. Jean AnneToral mentions that the young and adult fertility study done recently, indicates that the average age Filipina women become sexually active is 18.2 years old. “Giving the vaccine at age 9-15 would be beneficial as there is no life event that exactly pinpoints exposure to HPV apart from age of sexual debut,” she said.
There will be seven to eight out of 10 women who would be exposed to HPV at one point in their life, “But not all women will develop cervical cancer,” assures Dr. Toral. The probability of HPV exposure developing into cancer increases if a patient smokes, is exposed to other sexually-transmitted diseases and has HIV.
School-based HPV vaccination
As part of the government’s effort to protect children and adolescents from vaccine-preventable diseases, the Department of Health together with partner agencies, rolls out the School-Based Immunization (SBI) Program.
The SBI Program includes measles, rubella, tetanus, diphtheria (MR-TD) and human papillomavirus (HPV) vaccines that are administered to eligible students in public elementary schools. The inclusion of HPV vaccination in the SBI Program aims to protect young women from cervical cancer later in life, among other diseases associated with HPV.
Under the DOH’s SBI Program, HPV vaccination is given to grade 4 based on DOH’s recommended age group to receive the two doses of HPV vaccine, six months apart, for protection against cervical cancer.
Prior to administering the vaccine, parents’ consent must first be obtained by school officials. That is why vaccination education campaigns usually highlight the role of parents in fortifying the health shield of their children through timely vaccination against diseases.
Due to the COVID-19 pandemic, the HPV vaccination, which was formerly delivered through the SBI Program is now being shifted as part of the Community-based Immunization to be able to still deliver HPV vaccination to young girls amidst the pandemic to protect them against cervical cancer and other HPV-related diseases and cancers.
Towards a cervical cancer-free future
The elimination of cervical cancer has been defined as achieving an incidence rate low enough for the disease to be considered controlled as a public-health problem; this threshold has been defined by the WHO as fewer than 4 cases per 100,000 women per year.
To accomplish this, every country must reach and maintain three key targets, within the lifetime of today’s young generation. The first is for 90 per cent of girls to be fully vaccinated against the human papillomavirus (HPV) by the age of 15. The second is to ensure that 70 per cent of women are screened using a high-performance test by the age of 35, and again by age 45. The final target is for 90 per cent of women with pre-cancer to receive treatment and for 90 per cent of women with invasive cancer to have their condition properly managed.
Achieving this vision and each of the elimination targets will require a whole-of-society and multisectoral approach to ensure health systems prioritize women and girls. Individuals, families, communities, , civil society, and government agencies at all levels have a role to play in championing greater awareness, education, and social support.
Auste said that the Philippines is among the countries that declared commitment together with WHO to finally eradicate cervical cancer in the country by 2040, and by 2030 worldwide. “There is already one type of cancer that we can delete or ‘block’ like social media,” she humored. “To attain that goal, we must augment HPV vaccine uptake and educate the Filipinos on HPV, vaccines and cancers caused by HPV,” she said.
Auste mentioned SUCCESS ('Scale-up Cervical Cancer Elimination with Secondary prevention Strategy') project as one of the advocacies recently launched in selected barangays. Led by Expertise France and delivered in collaboration with Jhpiego and Union for International Cancer Control (UICC) in support of WHO, the project aims to deploy innovative solutions to fight cervical cancer in four countries, including the Philippines.
At this critical juncture, we must empower women and rally our neighbors, community leaders, and governments to take action and save thousands of lives. If widespread, high coverage of these interventions can be achieved by 2030 and maintained, research predicts cervical cancer can be eliminated in most countries globally by 2120—avoiding over 63 million deaths of women globally.

Sevron Ltd., based on the External Factor Evaluation Matrix, has a weighted score of 2.15. Though, relatively lower on score than the average of 2.50, Sevron Ltd. still has influential significance and strength in its industry or the market. The low weighted score was highly influenced by the economic movements due to the COVID-19 pandemic, which is a primary variable.
According to the EFE Matrix, the factor with the most weight is the “Corporate Sponsorship”. This is due to the recent connections, partnerships, and sponsorships made by Sevron to other leading companies in the same and other industries. One of the biggest factors for these connections, partnerships, and sponsorships are their flagship product, COSHH365 Suite, which promotes chemical safety and protocols. On the other hand, the external factor with lowest weight is the “worker strikes”. Although it is not much imminent, the threat of worker strikes is still possible, thus still considered as an external threat factor in this matrix.
It is to be noted that Sevron Ltd.’s performance score shown in this EFE Matrix has significant difference from the results than their pre-pandemic performance. They are usually a high-performing and scoring company and could also be considered a primary competitor in the market. But due to the negative effects of the pandemic to the economy, their weighted score is also expected to be lower like this.
C. COMPETITIVE PROFILE MATRIX
The Critical Success Factors are vital for Sevron Safety Solutions Company’s Business Growth and opportunities. Though all play a crucial part for Sevron, ratings play an important role. Hence, these rankings range from 1-4. Four (4) being the highest and one (1) being the lowest in which they are vary based on the level of importance Sevron Safety Solutions Company prioritizes as follows:

According to the CPM matrix above, Sevron Safety Solutions obtained a total weighted score of 3.44. Sphera, on the other hand, obtained the highest total weighted score of 3.67 and CRAMs obtained a weighted score of 3.36.
In order to catch up in a few years, Sevron Company should focus on improving competitive advantage more and make substantial improvements with factors that have low ratings, allocating additional advertisements as well as investments.

IV. STRATEGY FORMULATION
A. BOSTON CONSULTING GROUP MATRIX
According to the matrix above, Forward and Horizontal Integration is a star category for Sevron Health & software because the company competes in a rapidly growing industry. Since 2017, Sevron has provided solutions such as risk management, safety data sheet inventory, and COSHH risk assessment management to their 7.7 million trusted users around the world.
Related diversification, market development, and penetration are in the question mark category because they have a large market share in a slow-growing industry, whereas product development and backward integration are in the cow category since they should be the company's priority to keep their powerful position for as long as possible. Sevron does not have services or strategies that fall under the dog category, since Sevron’s services are competitive.
B. STRATEGIC POSITION AND ACTION EVALUATION MATRIX
The SPACE matrix which is also known as the strategic position and action evaluation is a four-dimension framework that illustrates whether an organization’s strategies are forceful, conventional, defensive or competitive. The SPACE matrix normally has two axes where one axis represents the two internal dimensions of an organization – financial and competitive position while the other axis represents two external dimensions – stability and industry position.
A look at Sevron’s performance shows that the company should be placed on the aggressive quadrant since it is financially stable and competing very strongly in the various industries that it serves. Since Sevron qualifies to be on the aggressive
C. GRAND STRATEGY MATRIX
Although Sevron Ltd.’s growth may be strong and large, but their competitive position is weakening and they are under threat of being pushed out of the market by other companies. They are not able to compete effectively. The market is growing fast and an intensive horizontal integration strategy helps. Also, the situation doesn’t help since pandemic really gave negative effects to the company and also to the economic.
D . INTERNAL-EXTERNAL MATRIX
Based on the IFE and EFE Matrices in the previous factor evaluations, with the resultant result and scores were 2.33 and 2.97 respectively, the joint effect of the internal and external analysis falls in CELL V rates 2.97 for IFE Total Weighted Scores and CELL V that rates 2.33 for EFE Total Weighted Scores.
The outcome of the IFE and EFE total weighted scores falls and described as HOLD AND MAINTAIN strategies wherein this section shows that the company should focus on market penetration and product development. Sevron provides all businesses with task-based risk management software that is accessible through the internet. Since its inception, it has been very profitable and has been growing at a rapid pace. A product can be described as anything that is capable of providing a solution to a customer’s perceived problem whether it is physical or psychological. Therefore, any product that fails to provide the needed solution to a customer is not a good product.

In order for the company to achieve its strategic objectives, action plans usually involve determining who will do what, by whom, and in what order. The structure and needs of the company influence how action planning is designed and implemented.

It demonstrates the company’s extensive network of branches and a good working relationship with their employees and management teams. In addition, the Quantitative Strategic Planning Matrix (QSPM) shows the two alternative strategies: Market Development and Market Penetration. These two must be developed, implemented, and evaluated to make operational decisions that would allow them to continue meeting their goals. These strategies can help Sevron Software Services fulfill their lack of product, services, competitors, etc., and to be more thriving in the industry.

Based on the given tables above, which is the Income statement. Sevron Safety Solutions seems to be doing well in the computer software industry despite of major competitors such as Sphera, RAMs, CRAMS, and other Software vendor businesses. With this level of major competition, The Company managed to stay ahead of its game and compete with other competitors. Sevron is a well-known and a competitive software company that places itself as one of the leading companies in the computer software industry.

Meet Ronald Reyes, organic chemist
1) What do you do?
I have been working on the development of efficient strategies aimed towards the direct transformation and functionalization of C(sp3)–H bonds, an essential task that is considered as a long-standing challenge in synthetic chemistry. In particular, my work deals with the realization of a highly enantioselective transition-metal catalyzed borylation reaction of the ubiquitous C–H bonds in organic molecules to yield important synthetic intermediates that are useful for the preparation of compounds significant to the chemical, pharmaceutical, and agrochemical industries.
2) Where do you work?
I am presently a PhD student (graduating this September 2018) at the Hokkaido University in Sapporo City, Japan. I belong to the Organometallic Chemistry Laboratory of Professor Masaya Sawamura who was awarded recently with the prestigious Nagoya Medal of Organic Chemistry.
Before pursuing my PhD degree in Japan, I worked as an Assistant Professor at the De La Salle University, Manila (2014-2015) and as an Instructor at the Chemistry Department in the Ateneo de Manila University (2009-2014). I had also been given the opportunity to join the research group of Professor Koji Tanaka at the Institute for Molecular Science in Okazaki City, Japan (2011-2012).

[Right - Photo 1:] This is winter wonderland in Hokkaido University! Every winter the school campus is transformed by the enigmatic non-stop downpour of white, succulent, stunning snow. Amidst the beauty is the challenge to go to the laboratory every day during the winter-- the struggle is real!
[Right - Photo 2:] At the International Food Festival held annually at Hokkaido University. This is one of those times when Filipino students of Hokkaido University (HAFS, Hokkaido University Association of Filipino Students) unite to bring our culture to the world. During this festival, we prepare Filipino food (adobo, buko pie, kwek-kwek, etc.) and sell them at affordable prices. We prepared Pinoy-style chicken barbeque along with banana-que. With me in this picture is Mr. Kevin Garas who is taking up his MS degree. This event is one sure way to let everyone know that it is indeed more fun in the Philippines!
4) Tell us about your academic career so far.
My fascination towards the sciences started during my high school days at Bacoor National High School – Annex. I graduated high school with an intense desire to study chemistry. I got the inspiration from my science teachers especially my chemistry teacher, Mrs. Dorado.
I pursued my BS Chemistry degree at the University of the Philippines-Diliman. My undergraduate research work under the supervision of Dr. Florentino Sumera deals with the characterization of the curing kinetics of an epoxy-amine system liquid underfill encapsulant material by differential scanning calorimetry.
I decided to pursue my graduate studies at the Ateneo de Manila University where I obtained my MS Chemistry degree. During my stay in the Ateneo, I worked with the synthesis and characterization of some of the biomimetic complexes of Manganese, Cobalt and Ruthenium. I have accomplished this under the guidance of Dr. Armando Guidote Jr. as well as through the supervision of Professor Koji Tanaka of the Institute for Molecular Science in Okazaki City, Japan. I worked as an Instructor at the Chemistry Department of the Ateneo de Manila University while taking up my Master’s degree.
After this, I was given the chance to join the Chemistry Department of the De La Salle University, Manila. I started as an Associate Professorial Lecturer and eventually as an Assistant Professor before I pursue my PhD studies in 2015. I will graduate this September 2018. I plan to continue my career in the academe because I love teaching and research.
5) Anything else you’d like to share.
To anyone reading this, join me in encouraging more of our younger generation to consider the path less travelled, the path of becoming a Pinoy Scientist. We, Filipinos, have so much to share and offer to our country and the world. While we still strive to be a global leader in the sciences, I believe that Pinoy scientists have already contributed so much to the advancement and creation of scientific knowledge worldwide.
When I was a kid, my simple observation of how my father will boil water in our old aluminum pot ignited my interest to study more about the reasons for such simple bubbling and evaporation. What I am trying to say is that there is a scientist in all of us. We just need to nurture our curiosities and aim to help advance our country-- through our little but meaningful contribution. It is a long way to go, but with the talents of Filipinos, we will surely one day achieve this elusive dream.
Just like in chemistry, we all should maximize bonding, break the barrier, and spark the change!

The implications of COVID-19 on the global healthcare sector are immense. People are devouring all available information and realigning household expenses to protect themselves from the disease. With much attention devoted to fighting the virus, many tend to forget that there are other deadly diseases that also deserve equal, if not greater, consideration.
One of the killer diseases that was severely impacted is cancer. The World Health Organization reported that prevention and treatment of non communicable diseases (NCDs) like cancer have been severely disrupted globally. [1] Cancer-related services provided by different countries have been partially, if not completely, disrupted.[2]
MSD in the Philippines, through its cancer advocacy campaign Hope From Within (HFW), is taking an initiative to remind the public that cancer does not sleep during these challenging times.
“Cancer remains as one of the greatest healthcare challenges for Filipinos, with its prevalence continuing to increase each year, hence cancer care, most importantly access to quality cancer care should continue to be prioritized,” said (spokesperson).
Tita Hope Talks
If anything, the pandemic has further emphasized the seriousness of cancer because some types of cancers increase a patient’s risk of severe illness and prolonged infection from COVID-19. Those who had recently received treatments are also highly vulnerable to the virus because of weakened immunity.
To help bridge the gap caused by disruption in health services related to cancer, HFW is conducting a series of Cancer Care Access dialogues called Tita Hope Talks. HFW ambassador and broadcast journalist Nina Corpuz, aka TIta Hope, will serve as moderator as key opinion leaders from various sectors share their insights on how to improve cancer care delivery to Filipino patients and their families, and to help them navigate their cancer journey even during the pandemic.
This simplified discussions on cancer will also provide insights on access to quality cancer care, and ways to provide quality of life to and improve overall survival of cancer patients.
There will be four talks scheduled for the entire year; the first symposium will happen on the 19th of May and will focus on access to information on the disease.
Cancer Survey
MSD Philippines commissioned IQVIA, which provides support services for pharmaceutical, biotech and medical companies, to conduct an online survey that measures the Filipinos’ level of understanding on the disease - including attitudes towards testing, treatment and access. A total of 1,000 participants from different age groups representing various socio-economic levels and regions responded to the survey.
The study revealed that 2 out of 5 Filipinos have personal experiences with cancer either as patients or through family, friends or colleagues diagnosed with the disease. The magnitude of the disease highlights the importance of sharing responsibility between the government and the entire health stakeholder community in carrying the burden of cancer.
The Cancer Survey can be used at national level to monitor awareness over time, compare awareness and attitudes between groups, identify information needs, and monitor the impact of awareness-raising interventions.
IQVIA Asia Pacific general manager for Philippines Mylene Rodriguez will discuss the results and its significance to drafting national and local health policies as one of the speakers in the first Tita Hope Talks.
Financial burdens of cancer
Cancer is an expensive disease. Some families just cannot afford the high levels of out-of-pocket expenditures.
Creating a financial plan may help reduce stress and unnecessary expenditures. Patients and carers are advised early on to gather necessary and helpful information on medical and financial access options. In the Philippines, patients can seek assistance from various government agencies, charity organisations and social programs such as Philippine Charity Sweepstakes Office (PCSO),PhilHealth and Malasakit Program.
The overwhelming costs associated with cancer as well as recommended funding sources will be tackled by UP-PGH director Gerardo Legaspi.
Cancer Game Plan Report
The enactment of landmark legislation National Integrated Cancer Control Act (NICCA) is a game changer for Filipino cancer patients and families. Key provisions under the law include the creation of Philippine Cancer Center, a Cancer Assistance Fund and the National Integrated Cancer Control Council, in charge of policy making, planning and coordinating body on cancer control, headed by the Secretary of Health.
The act addresses gaps in cancer care including access to affordable cancer treatments. There is now a wider range of treatment options available as indicated in the Cancer Game Plan Report, a health impact projection model or research that uses local data sets to project cancer outcomes and reveal potential benefits of innovative treatment options.
Commissioned by MSD Philippines in partnership with Dra. Madeleine Valera, MD, MScIH and former Undersecretary of Health, and medical oncologist Dr. Gerardo Cornelio of St. Luke’s Medical Center, the report indicates that innovative treatments such as immunotherapy is expected to bring new hope for select cancer patients as it can help them to further enjoy added years to their life, progression-free life years, quality-adjusted life years, and overall improved health gains between five- and ten-fold.
The funding support included in the provisions of NICCA is crucial to enabling accessibility to innovative treatment options that may be costly.
Dr. Valera herself will discuss this vital aspect of cancer care along with Philippine Society of Medical Oncology president Dr. Bill Ramos, who will share the group’s position on the proper funding and implementation of the National Integrated Cancer.
Sharing the cancer journey
HFW ambassador and veteran actress Susan Africa also joins the Tita Hope Talks panel to discuss her personal journey as a cancer carer for her late husband Spanky Manikan.
Carers play a critical role in the healing journey of a patient. Although their journey may be different from that of a patient, it is still fraught with challenges. It can be a financially, emotionally and mentally taxing job; and those who have personally experienced this duty are the best source of information as well as inspiration to those who are treading the same path.
While the country has achieved great strides in battling cancer, there are still areas that could benefit from further development. Cancer remains as one of the leading causes of mortality in the country, and this continuously growing epidemic necessitates sustained campaigns that help ease cancer burden among Filipinos.
Advocacy campaigns such as MSD’s HFW seeks to expand accessibility to more treatment options and quality cancer care for all Filipinos across class segments through provision of information and calls for increased multi-sectoral support including implementation and funding from NICCA.

TRECE MARTIRES CITY, Cavite Mar. 9 (PIA) --The Cavite Provincial Environment and Natural Resources Office (PENRO) in cooperation with the local government of Ternate organized a clean-up activity along the roadside of Mounts Palay-Palay-Mataas-na-Gulod Protected Landscape on March 3, 2021.
The activity was held in observance of the World Wildlife Day with this year's theme: "Forest and Livelihood: Sustaining People and Planet" which aimed to clean the road in the protected area, a wildlife habitat, with approximately 5km from Puerto Azul.
PENRO Head Ronita A. Unlayao together with MSD Chief Susan L. del Rosario and TSD Reynaldo A. Belen led the clean up activity.
Unlayao stressed that illegal waste dumping and littering are prohibited under RA 9003, also known as the "Ecological Solid Waste Management Act 2020."
"We need to continuously educate the public to avoid littering especially when entering a biodiversity-rich area and to always practice waste segregation where we are," Unlayao said.
Coinciding with PENRO's National Women's Month celebration with this year's theme, "Women Can Make Change Amidst Climate Crisis and CoViD-19," all women employees of the office participated in the clean-up activity, all dressed in purple shirt to honor the extraordinary role of women in society as leaders and forerunners of change.
About 69 sacks of non-biodegradable wastes composed of PET bottles, plastic wrappers, and facemasks were collected during the clean-up that were hauled by the Ternate Municipal Garbage Collector. (Ruel Francisco with reports from Dennis Abrina)

The Hidden World of the LCL Consolidation Market - Part 1
The practice of consolidation through less than container load (LCL) shipping of cargo - which involves multiple shippers and consignees in a single shipping container - has allowed thousands of shippers to move their cargo at economical prices when they cannot fill an entire full container load (FCL) solely by themselves. The global LCL market is dominated by 4 global players, also known as co-loaders or consolidators. They are Vanguard Logistics, Shipco, ECU Worldwide and CWT Globelink. The bulk of their customer base comes from the overflow volumes cascaded down from the top 50 global forwarders, and the rest comes from local forwarders. They are considered ‘neutral’ due to the notion that they support the cargo of multiple forwarder competitors in the same consolidation boxes, and they do not go after the retail shipper market and undermine their forwarder clients.
To get a sense of the scale of the volumes they can get from the bigger forwarders, the top five global forwarders each move more than two million cubic meters annually, of which roughly 25 percent cascades down to the consolidators. That is massive volume, but there are good reasons why global forwarders rely on consolidators.
Firstly, dangerous goods cargos (DG) require higher levels of compliance and regulation in terms of trucking and freight movement, warehouse storage and customs documentation. This complexity cannot be managed at scale so easily due to Material Safety Data Sheet (MSDS) checks. There are also fixed surcharges implemented at destination ports for containers with DG cargo. It therefore makes sense to co-load such cargo with a consolidator who has the specific expertise to handle it and split the surcharges across more shipments.
Secondly, some far-flung ports such as those in the Pacific island nations, South America, Africa and the Caribbean have relatively low demand, and to make it profitable enough to run a regular consolidation service would require stable and regular amounts of cargo. The alternative to this is to run an inducement service (demand-pushed) where a cargo can sit at the container freight station for weeks and it only moves out when the container is full or it becomes profitable enough to do so. This is not something most customers can accept due to unpredictable and long waiting times. Consolidators can fill this niche effectively as they can collect cargo from multiple forwarders and build a consolidation box service that is also regular to these places.
Thirdly, the big forwarders mainly run ‘gateway’ models where they route cargo from the region into a major port hub and then re-export the cargo out to the final destination. An example of this is how shipments going out from Bangkok to Jakarta are usually transhipped via Singapore for re-export into Jakarta. However, that forwarder may not be able to either run a regular service from Bangkok to Singapore for the 1st leg of the journey and may therefore co-load with a consolidator who will then deliver it to their container-freight station (CFS) in Singapore where they then handle the 2nd leg or if the consolidator can offer that direct service from Bangkok to Jakarta, the forwarder has the option of using that as well.
Low FCL rates are generally detrimental to the LCL business because margins are shaved off or business is converted to FCL otherwise. A high FCL base rate mean higher margins for LCL, and this has made the long-haul lanes - Europe-Asia, Transpacific (US West and East Coasts-Asia) and Asia-Latin America - into some of the most lucrative segments of the business for consolidators.
Over the last 10 years, due to the overcapacity of boxes in the global market, the Asia Pacific has seen much growth - especially the Intra-Asia region, which has some of the most competitive markets in the world. Here, freight costs for a 20GP container from Singapore to Hong Kong dipped to $5 per container territory in 2016. Rates have moved upwards since and hover around the $100 to $200 region, and with the exception of industry-related surcharges (VGM, AMS, AFR and BAF, GRIs, IMO 2020) have remained relatively stable.
However, the relatively low rates mean that it is hard to profit from consolidating loads, and one of the most profitable ways to make a margin from an LCL shipment in this region is to stack the margin at the destination port. The way some forwarders do this - and what some would consider opaque - is to offer negative freight rates at the origin port to the shipper. The forwarder actually rebates the shipper for shipping with them instead of accepting payment, then collects the amount back from their destination office whom in turn collects it from the consignee. Thus, the market pricing ends up with very lopsided charges and overwhelming costs back-loaded in destination markets.
Some destination markets like South Korea, Japan, Taiwan and Singapore are highly transparent, and consignees there are very well-informed of prevailing market rates - as opposed to the wild west of Southeast Asian markets (Philippines, Indonesia, Vietnam, Cambodia, Myanmar), where a mix of confusing customs regulations and laundry list of line charges continue to befuddle consignees or shippers. The best way for shippers to manage this is through requesting all-in charges or a breakdown of origin, freight and destination charges from the very beginning and indeed most global forwarders today do that.
