via Today Bharat The State Election Commission has said that the Model Code of Conduct will continue to be in place for the six week period. nbsp; The local body elections in Andhra Pradesh have been postponed by six weeks, as a preventative measure against the spread of coronavirus. Addressing the media on Sunday morning, State Election Commissioner N Ramesh Kumar said that COVID-19 posed a major challenge to public health and well-being. Observing that neighbouring states like Karnataka and Telangana have also declared partial or temporary shutdown of schools, commercial complexes and other public gatherings, Ramesh Kumar said that the SEC had decided to postpone the election process using its discretionary powers. Ramesh Kumar said that the election process carried out so far, including the nominations filed for Mandal Parishad Territorial Constituencies (MPTCs), Zilla Parishad Territorial Constituencies (ZPTCs), and municipal corporations will stand, and those who win unanimously will continue in their positions. ldquo;The central government has issued an advisory to state governments to control large gatherings. Voters will be gathering in large numbers for the upcoming elections, and there will be long queues. As we are using paper ballots, human contact chances are high,rdquo; he said. A notification issued by the SEC states that the Commission also took into consideration, the movement of a large number of voters from Hyderabad and Telangana region, who would travel to their native places, to vote. ldquo;There may be large scale movement of voters from into the State from the neighbouring States of Telangana, Karnataka, Odisha and Tamil Nadu to participate in the local body elections, which are keenly fought,rdquo; the notification said. Stressing that the elections are only being postponed and not cancelled, Ramesh Kumar said that after the six-week period, once normalcy is restored, elections will be carried out from where it was left off. nbsp; The Model Code of Conduction (MCC) for elections will be in place during the six week period, Ramesh Kumar said, adding that it will apply to schemes meant to attract voters, and will not affect regular, ongoing government programmes. While the process of scrutiny of nominations has already been completed for MPTCs, ZPTCs, municipalities, municipal corporations and nagar panchayats, notifications were yet to be issued for gram panchayat elections. As per the earlier schedule, MPTC and ZPTC polls were to be held on March 21, while voting for municipalities, municipal corporations and nagar panchayats was scheduled on March 23. Gram panchayat polls were to be held on March 27 and 29. Ramesh Kumar also addressed the issue of reported incidents of violence related to local body polls. ldquo;The SEC received reports of large-scale violence. People have said that they were threatened to withdraw their candidacy, and there has been violence targeting prospective candidates and their supporters,rdquo; he said, adding that a complaint cell will be constituted to deal with such cases. Alluding to reports of specific incidents in Guntur and Chittoor districts, Ramesh Kumar said that the SEC recommended the transfer of concerned district officials and police officers. ldquo;SEC is concerned that local administration and police might have acted in collusion, or in a lackadaisical mannerhellip;SEC recognises violence has taken place in Guntur and Chittoor districts unabatedly. The Commission is making recommendations to shift both the Collectors and SPs (Superintendents of Police) of Guntur and Tirupati immediately and to propose acceptable officers in consultation with the SEC,rdquo; he said. Speaking about the attack on TDP leaders Bonda Umamaheswara Rao and Buddha Venkanna in Macherla, Ramesh Kumar said that the police had not taken strict action. ldquo;The local police had put mild sections which were bailable and given station bail allowing the offenders to go free. Section 307 (attempt to murder) and 153 (wantonly giving provocation with intent to cause riot) of the Indian Penal Code (IPC) were added only after intervention of SEC. The CI (Circle Inspector) must be suspected forthwith, and an acceptable and efficient officer must be posted,rdquo; he said. The SEC also recommended the transfer of DySP (Deputy Superintendent of Police) of Srikalahasti and Palamaner, and CIs of Tirupati, Palamaner, Rayadurgam and Tadipatri. ldquo;We are particularly concerned about women candidates, and candidates from weaker sections. In the next phase, measures must be taken to ensure such incident do not recur,rdquo; he said.

via Today Bharat nbsp; nbsp; The Communist Party of India (CPI) will tie up with the main opposition Telugu Desam Party (TDP) to fight the elections to rural and urban local bodies in Andhra Pradesh. The local body polls are scheduled to be held between March 21 and 29 in four phases. CPI state secretary K Ramakrishna told reporters after a meeting with TDP chief Chandrababu Naidu that the exact seat-sharing position would be known in a day or two. "We already have an alliance with the CPI(M). Accordingly, we have requested the TDP not to field candidates where the CPI(M) is contesting," he said. The CPI has decided to ally with the TDP to fight the YSRCP, led by Chief Minister Jagan Mohan Reddy. The Left parties allied with the Jana Sena Party (JSP) for the 2019 general elections, but subsequently, JSP forged an alliance with the BJP. The BJP-JSP combine would fight the local body polls together. It was recently announced that the alliance will contest all seats, and a manifesto is expected to be released soon. The state is set to go to polls in three phases. In the first phase on March 21, Mandal and Zilla Parishad elections will be held, followed by the second phase on March 23, when the elections to municipalities will be held. In the third and final phase, elections to grade-1 and grade-2 Gram Panchayats will take place on March 27 and 29. All the results will be announced by March 29. Andhra Pradesh has 13 districts with 669 Zilla Parishad Territorial Constituencies' (ZPTC), and 676 mandals with 9,639 Mandal Parishad Territorial Constituencies (MPTC). The YSRCP government had earlier issued an order mandating 59.85% reservations to Scheduled Castes (SC), Scheduled Tribes (ST) and Backward Classes (BC) in the local body polls. However, the High Court scrapped the order, directing the state to adhere to 50% reservations as per Supreme Court guidelines.

Andhra State Election Commissioner Ramesh Kumar on Saturday declared that state will go to polls in three phases; Mandal and Zilla Parishad elections will be held in the first phase on March 21, elections to municipalities in the second phase on March 23, and elections to grade-1 and grade-2 Gram Panchayats in the third phase on March 27 and 29. The counting and announcement of results will take place on March 24 (Mandal and Zilla) and March 27 (Municipalities). Gram Panchayat election results will be instant, on March 27 and 29. While announcing the election schedule, Chief Election Commissioner Ramesh Kumar said that the model code of conduct will come into force with immediate effect. While briefing the media, he said, ldquo;All the ministers and public representatives will have to adhere to the code of conduct, there will be prohibition on utilising the government infrastructure and facilities, like it happens during every general election. There will be an immediate halt of the schemes that influence the votersrsquo; minds." He further stated that they (SEC) will not allow any programme that amounts to or gives scope to irregularity and bias. On Friday, Ramesh Kumar met Andhra Governor Biswabhushan Harichandan to give a brief report on arrangements to execute the election procedure in the state. The residual state of Andhra Pradesh with 13 districts has 669 Zilla Parishad Territorial Constituencies' (ZPTC) and 9,639 Mandal Parishad Territorial Constituencies (MPTC) with 676 mandals. In the apparent bid to placate marginalised communities, the YS Jagan Mohan Reddy led Andhra government earlier brought an order necessitating 59.85% reservations to Scheduled Castes (SC), Scheduled Tribes (ST) and Backward Classes (BC) as promised. In a setback to the Andhra Pradesh government, the High Court has quashed its decision to give this reservation, and directed it to conduct elections by adhering to the 50% cap on reservations as per Supreme Court guidelines.

via Today Bharat nbsp; TDP state president Kala Venkat Rao said the YSRCP government had painted "gram panchayat buildings, school buildings, and other public structures in its over-excitement." nbsp; The opposition Telugu Desam Party (TDP) in Andhra Pradesh on Wednesday wrote to the State Election Commissioner (SEC) N Ramesh Kumar, to act on government buildings which had been painted white, blue and green -- the same colours as that of the YSRCP flag. Stating that this was a violation of the Model Code of Conduct (MCC) which would soon kick in for the local body elections, TDP state president Kala Venkat Rao said that the YSRCP government had painted "gram panchayat buildings, school buildings, road dividers, electric poles and other public structures in its over-excitement." Stating that the MCC did not allow any candidate to use public property to further their party symbols, Venkat asked the Election Commission to "initiate strict action" against those who were guilty of doing so. The TDP also asked the EC to exclude village volunteers from the election process, arguing that they were government employees and not volunteers who were sympathetic to the YSRCP party, and could potentially influence the voters. Earlier this week, Chief Minister YS Jagan Mohan Reddy said that elections to the local bodies in Andhra Pradesh would be held within one month as per directions of the High Court. After a review meeting in Amaravati, officials of the state government on Thursday approached the SEC and said that the machinery was prepared to hold the Mandal Parishad Territorial Constituency (MPTC), Zilla Parishad Territorial Constituency (ZPTC), panchayat and municipal elections within the time stipulated by the High Court. Stating that the responsibility of curtailing the flow of liquor and money during the elections would be given to the district superintendents of police (DSPs), a press release from the Chief Minister's Office (CMO) said, "Any person found distributing money during the elections would be debarred and also sent to jail for a period of three years."
