Like many neighborhoods in a city's downtown, the Penn-Liberty Historic District has journeyed over a period of two hundred years from the upscale to the middling to the seedy and back to the upscale. The years of seediness protected the area from large scale tear-down-and-replace development, leaving a large chunk of commercial lofts intact. It was the preserved architecture that led to the area's current metamorphosis – tree-lined blocks of tall, narrow lofts, sprinkled with public art, theaters, art galleries, shops and restaurants. The area north of Liberty Avenue was laid-out on a street grid off-set from the rest of downtown; south of Liberty, the street grid follows the Monongahela, north it follows the Allegheny. On the periphery of Fort Pitt, it was one of the first desirable residential areas in the city. When the rich moved further out of town, towards Grant's Hill brewers, small manufacturers and warehouses moved in. When the food markets at 5th and Smithfield were displaced before the Civil War, they moved on over to the 500-600 blocks of Liberty. Then the canals came, quickly followed by railroads. An elevated rail line ran down the Allegheny shore, and a rail line ran down Liberty Avenue at the southern edge of the district. The only residential mark left on the district is an 1870 townhouse, the905 Penn Building. The food markets eventually moved on up the Allegheny to the Strip District. The building of the Joseph Horne Company Department Store in 1894 ushered in a new era of retail for the neighborhood. Furniture and housewares stores filled the lofts of the district, including the 1893 G.D. Dog dies after grooming visit at PetSmart in East Liberty A woman who found her dog lifeless on a grooming table in Pittsburgh’s East Liberty neighborhood in November is speaking out.”Kobe was a very loving and energetic dog,” A.J. Ross tells Pittsburgh’s Action News 4.Ross took Kobe, a toy poodle, to the PetSmart on Centre Avenue in East Liberty for a routine nail clipping last November.Ross was told she wasn’t allowed to be with Kobe during the appointment because of COVID-19 rules. Ross ran a quick errand, and when she came back, Kobe was lifeless on the grooming table.”I scooped him up. And I run out the store, and I was overwhelmed when I left the store in the moment, because I thought if I could just get him outside and get him some fresh air, and I’m like shaking him, maybe he would start breathing again. And he was just, like, lifeless in my arms,” Ross said.She rushed Kobe to a nearby vet, who tried to revive him, but was unsuccessful.Ross called Humane Animal Rescue after viewing the video of what happened two weeks after Kobe passed. Ross says, and the criminal complaint confirms, that Kobe had two leashes placed around his neck from opposite sides, effectively choking him.Ross says the video shows he had no feet on the grooming table, either.”It’s extending his neck and choking him and all four paws are suspended. So it’s almost like a doggie paddle, he couldn’t have his feet grounded enough to have any air, for over a minute,” Ross said.According to the criminal complaint, employees at the PetSmart claim the dog passed out and went limp, but police say video footage showed the dog hanging by two leashes.Four women are facing charges in connection with the dog’s death.Heather Rowe, Elizabeth Doty, Julie Miller and Shaphan Stonge have all been charged with cruelty to animals. A former attorney for Rowe deferred to PetSmart’s statement to Pittsburgh’s Action News 4.PetSmart released the following statement:”We are heartbroken by and truly sorry for the loss of Kobe. After this terrible accident, we launched an internal investigation and found unintended failure to adhere to our pet safety processes. Additionally, we cooperated with an external investigation, terminated the responsible associates and facilitated an autopsy to help provide answers.”Ross says she’s speaking out because she wants stricter rules and regulations for pet groomers in Pennsylvania so what happened to Kobe doesn’t happen to other dogs.”I don’t want this to occur again,” Ross said.Pittsburgh’s Action News 4 reached out to the Humane Animal Rescue, who wouldn’t comment on this case.However, they did give the following suggestions for owners as they make a decision about where they get their pets groomed:1. May I see your facility?How does it look? How does it smell? You’ll want to see a well-ventilated salon, clean workstations, sturdy tables and tubs, as well as pet-friendly products. Ask yourself, is this a place I’m comfortable leaving my dog?2. Besides brushing, shampoo and haircut, what services do you provide?You’ll want to understand what services a groomer or grooming salon offers. Groomers have the proper tools and knowledge for removing mats, trimming nails and cleaning ears. Professional groomers can make you aware of ear infections, tooth decay, and skin infections.”3. May I stay and watch while you groom my dog? (With COVID restrictions, this may not be possible)Your own nerves can make your dog more anxious, but it’s not unreasonable to want to observe, at least the first time. It’s also a good opportunity to observe your dog’s behavior for future visits.4. Do you have experience with my dog’s breed?Some breeds have particular grooming needs, so you may want to seek out a groomer who has experience with your specific breed. Fifth Avenue Place (originally "Hillman Tower", is a skyscraper in Pittsburgh, Pennsylvania. The building is owned by Highmark subsidiary Jenkins Empire Associates and has served as the company's headquarters since it was completed in 1988. Fifth Avenue Place stands on the site of one of the country’s first indoor malls, the Jenkins Arcade (1811-1984), an elegant Victorian structure that complemented the nearby Joseph Horne Company department store (now Penn Avenue Place). Fifth Avenue Place’s architecture pays homage to the grand structure it replaced: marble walkways, an open atrium with balconies and Victorian lamp posts.The building was completed on April 14, 1988 and it has 31 floors. Located at the corner of Liberty Avenue and Fifth Avenue, it rises 616 feet (188 m) above Downtown Pittsburgh. The structure is made up of a unique granite frame for roughly the first 450 feet (140 m), then collapses inward in a pyramidal shape for another 124-foot-tall (38 m) roof structure. The roof utilizes four prisms clad in granite and encloses a penthouse area that stores the mechanics for the building as well as the cooling towers. Before Highmark's branding of the top of the tower, there were video screens at the base of the decorative summit of the building. Protruding from the top of the skyscraper is a 178-foot-tall (54 m) mast manufactured by Meyer Industry of Minnesota. Despite its rounded appearance, the 13-story steel structure is actually 12-sided and measures four feet in diameter. Due to high winds, the mast allows for up to three feet of sway.
