If the girls in Execution program met each not in those circumstances, would any of them be friends?
Eliza and Kurea are a particularly fucked up sort of made for each other. I think they’d end up friends in almost any circumstances of meeting, whether as unfortunate as canon or otherwise. …thinking about this also just gave me a flashback to a “good end” sort of AU I’d had for these two years ago, where they’re running around trying to be DIY “heroes”— without all the murder, this time!
Seimi and Aria are also already pretty good friends in canon, but would absolutely hit it off under better circumstances too. Aria brings out Seimi’s (nicer) protective side, and it very well might have kept her out of trouble if she was busy looking after someone as uhhh… high-maintenance as Aria.
Lisuka and Leeza would be a chaotic pair even in the best alternate setting, but I think they'd get along! ...perhaps a little too well.
Catja, Aline, and Constance could perhaps end up as one of those bitter, drama-loving (and people-hating) friend groups... assuming they could tolerate each other for long enough to make it work. Similarly, I can picture Lillian, Mizuki, and Mina joining forces as a nasty mean girl trio (again, assuming they manage to behave).

Closed starter for @leader-of-lies
Leeza knew very well that no one wanted her. Her own family was sick of her and everything she did, and she was fairly certain, planning on finally getting rid of her soon. And yet, she couldn’t stop. 
Destruction was like an addiction to her, something she could never give up. No matter how much people yelled or threatened or punished, she could never bring herself to stop. It was too much fun to feel something breaking under her hands, to see the ruined pieces of what she’d torn apart, to take something whole and pristine and reduce it to useless garbage. 
But her parents really were getting fed up. They’d tried every therapist and clinic in the region, and when no one had been able to help, resorted to plain old screaming and threats. Leeza, these days, found it much more pleasant to be out of the house and away from all that.
So that was how she found herself wandering the town where her family was staying (where they’d tried the last four behaviorists), and looking for something to wreck. 
After spending the majority of the afternoon ripping posters off of telephone poles and kicking down planks of wooden fences, she’d paused to tear apart a display left up in a chain link fence; probably some school thing. Honestly, she didn’t care. She was bored, tired, and worried, and even though her constantly grinning face never showed it, she had to do something to cheer up.

why are the rest of the girls in the execution program? 0.o
Most of them have some kind of murder history! o3o But the exact details are delightfully and horrifically varied~
. . . 
Eliza — She spent most of her life as a serial killer, her kill count totaling almost a hundred people, including her own parents. On top of that, her psychological state is incredibly concerning to anyone who looks closely. 
Kurea — Massacring the majority of her middle school after a bullying incident tipped her hero complex into believing that the “villains” who populated it needed to be destroyed. 
Catja — A fight with her best friend over a boy ended in her shoving said friend down a flight of stairs. When all that did was put her friend in a wheelchair and get her sympathy, Catja shoved her off the school’s roof instead 
Lillian — As an heiress to her family’s fortune, she decided she wanted the money sooner, and staged the brutal murder of her parents so she could inherit everything and not have to wait. 
Viola — When a couple of bullies attempted to push her off a small cliff near a highway, she snapped and shoved one of the bullies in front of a truck instead. The authorities believed their story over hers. 
Seimi — She was involved in gang activity, and after finding out about a planned attack on the one she was associated with, shot up a rival gang (using a fully automatic rifle) in order to protect her own
Hotarubi/Hanabi — Living in a nightmare of an orphanage for most of their lives, the two of them rebelled and killed everyone in the place one by one. Children and staff alike, they wanted all of their tormentors dead. 
Aria — Beat eight and a half people to death with a metal baseball bat in the middle of the woods. The only reason her total wasn’t higher was because she got distracted by a bunny halfway through number nine. 
Melanie — She was framed. Her sister murdered her boyfriend in a very disturbing manner and blamed it on Melanie. No one looked closely enough to figure out that the sister was lying. 
Wysteria — Murdered around twenty people in her small hometown via a machete and convenient dark alleyways. She did it solely because it was “fun” and she wanted power over human life. 
Noelle — Around three hundred murders, mostly consisting of the elderly, sick, or injured in various hospitals. She’d sneak in, pretending to be a nurse or visitor, and do things like unplug life support and tamper with IVs. 
Leeza — Persistent, relentless destruction of any property she could physically tear apart. She was rarely violent toward people, but her parents got so sick of dealing with her that they handed her over to death row. 
Mizuki — Killed, cooked, and ate a variety of neighborhood pets, including her boyfriend’s dog, which she fed to him. She never killed anyone, but her behavior was disturbing enough to warrant her disappearance. 
Lisuka — Multiple violent murders for no reason other than because it was exciting. Her obsession with adrenaline and thrilling acts made it clear that she wouldn’t stop if left alone. 
Aline — Smothered three of her baby siblings, as they were born, to death when they turned out to have none of the health issues she did. It was pure jealousy that they could have happy lives and she couldn’t. 
Constance — A dangerous hypochondriac, she demanded “medication” from doctors (but is usually given placebo pills), then blamed the violent behavior that followed on side effects of said medication. 
Kariko — Multiple incidents of terrorism, including a couple of bombs, a chemical attack, and a handful of other attempts, all pulled off with terrifying skill, efficiency, and capability. 
Mina — Seducing numerous men, sleeping with them, then killing them after the act. The seduction is half of the game for her, and she actively enjoyed leading adult men into her trap. 
Grace — Killing multiple foster families that she was placed with. However, there’s something a little off about how she was moved between homes... and why she can’t remember anything from the ones before.

((Just doing this for four, cause everyone is a little much))
Eliza:
-”Death is just something that happens, isn’t it? Everyone dies eventually, some people just have a more bloody exit than others.” Eliza has seen a lot of death in her lifetime. She’s thoroughly desensitized to it, and has no further feelings on the matter beyond a sense of inescapability. “It’s really futile to try to resist it, though. Death comes for everyone sooner or later.”
-”Killing? I’m guessing you mean what I do. That’s just necessity; I have to do it, so I do. I don’t have any feelings on the matter, it’s just what I do.” Eliza can’t remember the last time she felt anything but passive towards killing– if she ever has. “I’m not the person you should be asking for feelings about things. There’s not much to it but habit.”
Kurea:
-”Death is both a punishment and a celebration. When the good die, their deaths reflect upon how they lived. It’s a glorious occasion that makes a Hero seem even more grand. When evil dies, it’s what it deserves, a punishment brought down on them by a Hero.” Kurea’s answer made little sense, more of a tangent than a true response. 
-”Killing is a Hero’s job. I slay the evil and protect the innocent. If I didn’t destroy the bad guys, how would anyone be safe? What I do is right, and I have nothing more to say on the matter.” Kurea, as usual, is entirely sure of her own beliefs. In her eyes, killing is her job– no, her duty, and she would never dare risk her reputation as a Hero by slacking off. 
Leeza:
-”Ehhhh? Dying? I’m way too young to be thinking about that! That’s like, something that only happens to old people and sick people.” Despite the grim topic, Leeza was giggling, seemingly amused by the morbid question. “I gotta a lot of living left to do, so I’m not thinkin’ about that stuff yet. The only way I’m going anywhere is if a serial killer gets me!”
-”Killing’s way too much for me! I only break stuff! Honest!! Yeah I hurt people sometimes but I’m not the kinda girl to kill for fun. If you break someone that bad they don’t ever go back together again, and that wouldn’t be fun at alI.” Leeza is actually telling the truth. Despite her destructive tendencies, she had yet to make a single kill. 
Kariko:
-”Death is essential. Without it, life would mean nothing. Everything dies eventually, and I’m not afraid to bring some of that on.” Living with her mother has adjusted Kariko to the idea of dying. She’s been threatened with it enough times for the idea to lose most of it’s punch, and witnessed it up close enough times to lose any real fear. 
-For once, Kariko smiled, a gruesome slit of a grin. “Killing is what I’m good at. Destruction is easy, you know? Making sure there are no survivors. It’s not like mother ever tried to stop me, so I had all the tools I could ever need. It’s fun, that’s what it is, and I don’t intend to stop.” Passion is a rare thing from this girl, and sadly, only over topics such as this.
