These two are Yuriko Nagamine and Animal! They're the central characters of Execution Program's prologue story, which takes place about thirty years prior to the killing games.
At that point in the story, Yuriko is a teenage heiress to a multi-millionnaire family business, with a world of possibility ahead of her as its future. By her mid-teens, she's already made a name for herself in the world of treacherous financial dealings and underhanded corporate greed— through a combination of sky-high ambition, extraordinary people skills, and the ruthless cruelty to rival even lifelong veterans of the "soulless profit" culture surrounding her.
Meanwhile, Animal is one of the Replacements' three "Alpha Models". In other words, the first three complete and operational Replacements to be made. Her entire existence has been spent in the facilities that made her, going through endless rounds of tests and data-gathering intended to find every flaw in her and her sisters. She doesn't have any strong feelings about the narrow, ignorant world she's in, though— mostly because she's not supposed to have feelings at all. (Or at least, not ones as complex as a real person's.)
And then, after an unfortunate mix-up in transport, Animal winds up temporarily under Yuriko's care (keep in mind, she's very much supposed to still be a top-secret government-funded research project), and the simple reality of knowing of each other's existence shatters their then-certain perceptions of reality forever!
In the present-day story, Animal (the only surviving Alpha Model) is the overseer of the killing programs, while Yuriko's daughter, Kariko, is one of the initial participants... is the simple answer. :)
