What are the barriers to TOD in America, and how can cities overcome this issue?
There is community pushback on anything that a planner would like to do in a city, and transportation-oriented development is no different. From issues about cost, contradicting zoning and land-use codes, to the American society’s affinity for the car; TOD faces so many barriers in America, that it can be difficult to see how it could ever become the norm. But we can look to the places where TOD is, and see that for cities all over the globe, implementing TOD did not happen overnight. Innovation and invention is key. And by looking at the cities of Ahmedabad, Singapore, Paris, and Seoul, we can gain real ideas and a better understanding of how to implement transit-oriented development in the US.
BRT lines that have a special tax on the surrounding land in order to generate revenue. More people will come through these areas because of the public transportation so there will be more business. There is already an incentive to be located near public transportation stations, so the government capitalizes on it.
Unfortunately, many states and major cities in the U.S. cannot implement TOD plans in high density areas to become less car centric due to lack of funding and other financial barriers faced. Cities in other countries, TOD plans were developed successfully, creating an orchestration that other cities to follow. For example, developers in Ahmedabad created a proposal for the development of TOD to be stationed in Central Business Districts with a mix of office, retail, and other businesses along with residential developments. This proposal incentivizes regeneration of a city’s central area, promoting mixed use, transit oriented and walkability.
Alike Ahmedabad, Cities should propose a tax on the surrounding areas that will benefit most to help fund the TOD developments in their Central Business Districts. CBD will compromise of mixed use; therefore, the special tax wouldn’t just affect the nearby residents.
There is a huge reliance on privately owned vehicles in America. The dependency grew even stronger as our cities developed around the car, making it necessary to use and own them in some places. We see two solutions to this issue. One is to increase the amount of and reliability of public transportation in the United States, much like the systems available in Paris, France. Another is to discourage Americans from driving by making residents pay to drive during peak traffic hours like in Singapore. By implementing congestion pricing, people are discouraged from driving to work, and therefore, are more likely to use public transportation. Because of America’s reliance on vehicles and generally weak transit systems, there needs to be something to discourage people from driving and encourage people to take public transportation. Currently, the public transportation is not reliable enough that people are willing to give up their vehicles for it. Singapore saw an increase in both bus and train ridership after introducing this system. Singapore also uses the money collected from the congestion pricing to fund other transit infrastructure in the area. By implementing this in America, there would be decreased car ridership, meaning a decrease in reliance on personal vehicles, and there would be significantly more funding available to improve and expand upon the transportation facilities in the areas. Depicted below is what an Electronic Road Pricing gantry looks like in Singapore. This is what records who needs to pay for the congestion pricing, and it is all done electronically now.
ERP gantry, Singapore https://www.cityandstateny.com/policy/2019/08/congestion-pricing-around-the-globe/176990/
Paris, France, does a phenomenal job of advocating public transportation. Their system consists of an underground rail system, trams, suburban express trains, and buses (day and night). The underground rails are the most reliable, as stations are easily accessible from anywhere within the city limits and sometimes slightly beyond. It’s quick and efficient to get anywhere, and a single ticket can take you to any other station, even outside of Paris. The buses are also a good source of public transportation for when you aren’t going a super long distance, however, they can take a little longer. Either way, there is public transportation for everyone in Paris. By having different systems that are accessible in all kinds of different locations and at different times, Paris residents and tourists have no need for personal vehicles.
Map of public transportation routes in Paris, https://www.ratp.fr/en/plan-metro
Cities in the US could take this idea and use it to connect cities (both within city bounds and between major cities) in order to promote public transportation. Having this system would eliminate the need for buying gas and keeping up with car repairs, which I’m sure every American would love to hear.
Increased FAR and commercialization of the areas surrounding public transportation stations. FAR as high as 10. Used zoning laws to shape and curate the areas surrounding stations and stops to promote usage of the system. Modifying the zoning around transportation stations means that developments will cluster around these stations encouraging transit-oriented development. Seoul does this by making it so you can construct larger buildings around transit stations. Seoul has been encouraging transportation-oriented development since at least the 1970s with great success. Another method of encouraging transportation-oriented development is to create tax incentives for development around transportation stations like Cincinnati is considering.
