‘निजी बैंक छोटे उद्यमों के लिए 3 लाख करोड़ रुपये की कर्ज योजना के क्रियान्वयन में कर रहे हैं देरी’

राष्ट्रीय स्वयं सेवक संघ (RSS) से संबद्ध उद्योग संगठन लघु उद्योग भारती (एलयूबी) ने वित्त मंत्री निर्मला सीतारमण को सोमवार को बताया कि निजी बैंक एमएसएमई (सूक्ष्म, लघु एवं मझोले उद्यम) क्षेत्र के लिए 3 लाख करोड़ रुपये की कर्ज योजना के क्रियान्वयन में हीला हवाली कर रहे हैं. सीतारमण ��े लघु उद्योग भारती के महासचिव गोविंद लेले से मुलाकात के दौरान एमएसएमई क्षेत्र के लिए 3 लाख करोड़ रुपये की आपात ऋण सुविधा गारंटी योजना (ईसीएलजीएस) के बारे में राय पूछी थी. कोरोनावायरस और उसकी रोकथाम के लिये ‘लॉकडाउन’ से एमएसएमई पर सर्वाधिक प्रभाव पड़ा है.

लेले के अनुसार उन्होंने मंत्री को बताया कि भारतीय स्टेट बैंक और बैंक ऑफ इंडिया जैसे प्रमुख सार्वजनिक क्षेत्र के बैंकों ने योजना के तहत कर्ज देना शुरू कर दिया है. उन्होंने कहा कि लेकिन शाखा के स्तर पर कर्ज मंजूरी से पहले कंपनियों से तीन साल के राजस्व और लाभ के अनुमान के बारे में जानकारी मांगी जा रही है. लेले ने वित्त मंत्री से कहा, ‘निजी क्षेत्र के बैंक योजना क्रियान्वित करने में हीला हवाली कर रहे हैं. इसीलिए उन बैंकों को योजना लागू करने के बारे में तत्काल निर्देश दिये जाने की जरूरत है.’

उन्होंने कहा कि अपना लक्ष्य पूरा करने के लिए बैंक अधिकारी उच्च मूल्य के कर्ज खातों को तरजीह दे रहे हैं. इसीलिए यह महत्वपूर्ण है कि सरकार योजना के तहत सभी को कर्ज देने के बारे में निर्देश दे. संगठन ने सीतारमण से गैर-अनुसूचित सहकारी बैंकों को योजना में शामिल करने का आग्रह किया, क्योंकि उनके पास बड़ी संख्या में एमएसएमई कर्ज खाते हैं. लेले ने कहा कि संगठन योजना के क्रियान्वयन को लेकर एक सर्वे कर रहा है और यह एक सप्ताह में पूरा हो जाएगा. उसके तथ्यों के बारे में वित्त मंत्री को जानकारी दी जाएगी.

उल्लेखनीय है कि सीतारमण ने पिछले महीने एमएसएमई समेत कंपनियों को 3 लाख करोड़ रुपये का कर्ज बिना किसी गारंटी के देने की घोषणा की थी. यह कोरोनावायरस और लॉकडाउन के प्रभाव से अर्थव्यवस्था को उबारने और उसे पटरी पर लाने के लिए 20 लाख करोड़ रुपये से अधिक के राहत पैकेज का हिस्सा है.
