Jimmy is an ultimate betrayer because not only did he hurt what I assume was a random person turned coworker, but he betrayed a life long friend and doomed him to lose his limbs and skin.

Curly is not fucking turning a blind eye to Jim, he was trying to find a way to keep everything on the ship from falling apart while keeping everyone safe, while not having enough time or resources to successfully do so. Thus he was punished.
