Narendra Modi reviews flood situation in six states, calls for innovative technology for forecast system

New Delhi: Prime Minister Narendra Modi on Monday underlined the need for a better coordination between all the central and state agencies to have a permanent system for forecasting of floods.

He also stressed on extensive use of innovative technologies for improving the forecast-and-warning system.

The prime minister made these remarks at a virtual meeting with the chief ministers and representatives of six states to review the flood situation in various parts of the country.

The states that attended the meeting, which was convened to review their preparedness to deal with the southwest monsoon and the current flood situation in the country, were Assam, Bihar, Uttar Pradesh, Maharashtra, Karnataka and Kerala.

A statement from the Prime Minister's Office (PMO) said at the meeting, Modi highlighted that the investments in localised early warning systems should be increased so that the people of an area can be cautioned on time in case of a threatening situation such as breached river embankments, inundation or lightning.

Bihar chief minister Nitish Kumar drew the prime minister's attention to the alleged non-cooperation of Nepal in managing floods that have ravaged the state's northern districts.

Rivers originating in the neighbouring country have inundated several districts in Bihar.

Kumar said the state authorities are "not receiving full cooperation from Nepal for the past few years" and sought the Centre's intervention in the matter.

According to a statement issued by the Maharashtra government, it demanded setting up of a committee under the prime minister for tackling crisis situations in states and ensuring a better coordination.

Chief Minister Uddhav Thackeray also sought an immediate central assistance for Maharashtra in view of the 3 June Cyclone Nisarga that caused widespread damage in the state's coastal districts and the 5 August downpour and heavy winds that battered Mumbai.

The Karnataka government said it requested the prime minister to provide an additional special assistance of Rs 4,000 crore to handle the flood situation in the southern state.

Karnataka Home Minister Basavaraj Bommai said according to an initial assessment, the state had suffered a loss of Rs 4,000 crore due to the floods. "It is a preliminary estimate because the rains are continuing. A proper survey has to be done," he said.

The home minister represented Karnataka at the virtual meet as Chief Minister BS Yediyurappa is suffering from COVID-19. He was discharged from the hospital on Monday.

The meet, which lasted for nearly an hour and a half, was also attended by Defence Minister Rajnath Singh, Health Minister Harsh Vardhan, Ministers of State for Home Nityanand Rai and G Kishan Reddy, and senior officers of the central ministries and organisations concerned.

The prime minister asserted that in view of the COVID-19 situation, the states must ensure that people follow all health precautions such as wearing of face masks, hand sanitisation and maintaining an adequate physical distance with each other while undertaking rescue efforts.

He said the relief material must include provisions for hand washing and sanitising and face masks for the affected people.

Special provisions should be made for elderly people, pregnant women and people with co-morbidities, he observed.

Modi said the states should ensure that all development and infrastructure projects are built with resilience to withstand local disasters and help reduce the consequential losses.

The prime minister pointed out that over the last few years, forecasting agencies such as the India Meteorological Department (IMD) and the Central Water Commission (CWC) are making concerted efforts to make better and more usable flood forecasts.

They are trying to provide not only rainfall and river-level forecasts, but also location-specific forecasts of inundation, he added.

Pilot projects are underway to use innovative technologies such as artificial intelligence to improve the location-specific forecasts, for which the states should provide the necessary information to these agencies and timely disseminate the warnings to the local communities, Modi said.

"The prime minister emphasised on better coordination between all central and state agencies to have a permanent system for forecasting of floods and extensive use of innovative technologies for improving forecast and warning system," the PMO statement said.

The chief ministers of Assam, Bihar, Uttar Pradesh, Maharashtra and Kerala and the home minister of Karnataka gave updates on the flood situation and rescue efforts in their respective states, according to the statement.

They lauded the efforts of central agencies, including the National Disaster Response Force (NDRF), for a timely deployment of teams and rescuing people.

The states also put forward some suggestions for short-term and long-term measures to mitigate the effects of floods.

The prime minister directed officials to take action on the suggestions.

He said the Centre will continue to provide support to the states and Union territories to strengthen their capabilities in dealing with various disasters.

According to those present at the meet, Modi said he would have visited all the states but could not due to the coronavirus pandemic.

COVID-19: Total 236 coronavirus cases in India, says ICMR

NEW DELHI: COVID-19 cases rose to 236 in India after 63 fresh cases were reported in a day, as per the ICMR on Friday while the Union health ministry figure stood at 223, as the governments in the national capital and Maharashtra announced shutdown of public places to contain the spread of coronavirus that has claimed more than 10,000 lives globally.

“A total of 15,404 samples from 14,514 individuals have been tested for SARS-CoV2 as on 20th March 2020 6 PM. A total of 236 individuals have been confirmed positive among suspected cases and contacts of known positive cases,” Indian Council for Medical Research (ICMR) said.

A day after he addressed the nation on coronavirus during which he asked people to remain indoors and only come out if it was extremely necessary, Prime Minister Narendra Modi held a video call with chief ministers and discussed ways to check and prevent the spread of the virus.

A spike in numbers prompted the states and UTs to reinforce its efforts to contain the spread. While the Maharashtra Chief Minister said all workplaces in major cities, including in country’s commercial hub Mumbai and Pune, will remain closed till March 31, the Delhi Chief Minister announced shutting down of all malls in the national capital, but exempted grocery stores and pharmacies in them.

Despite appeals by leaders not to panic and not to hoard items, long lines were seen at grocery stores, pharmacies and outlets selling other essential stuff, throwing the caution of ‘social distancing’ to the wind.

Many in public dealing, including traders, responded to Modi’s call for a ‘janata curfew’ on Sunday, saying they will shut their establishments while a number of people opted for self-isolation as a precaution.

According to sources, no passenger trains will ply from 00:00 hours till 10 pm on Sunday while all suburban train services to be reduced to a bare minimum during ‘janata curfew’.

As per the Union health ministry, 223 in 32 foreign nationals, including 17 from Italy, three from the Philippines, two from the UK, one each belonging to Canada, Indonesia and Singapore. The figure also included four deaths reported from Delhi, Karnataka, Punjab and Maharashtra so far.

“The total number of active COVID 2019 cases across India stands at 196 so far,” the Union health ministry said, adding that 23 others have been cured/discharged/migrated while four have died.

Meanwhile, a 69-year-old Italian tourist who had “recovered” from the novel coronavirus died at a private hospital in Jaipur after suffering a massive cardiac arrest late on Thursday night, SMS Medical College principal Sudhir Bhandari said.

As per ministry data, Delhi has, so far, reported 17 positive cases which included one foreigner, while Uttar Pradesh has recorded 23 cases, including one foreigner.

Maharashtra has 52 cases, including three foreigners, while Kerala has recorded 28 cases which included two foreign nationals.

Karnataka has 15 coronavirus patients. The number of cases in Ladakh rose to 10 and Jammu and Kashmir four. Telangana has reported 17 cases which included nine foreigners. Gujarat has reported five cases so far.

Rajasthan has also reported 17 cases including two foreigners. Prohibitory orders under Section 144 of the CrPC were also imposed in Rajasthan’s Bhilwara district from Friday after a doctor at a private hospital was tested positive for COVID-19.

While Tamil Nadu, Uttarakhand and Andhara Pradesh have reported three cases each, there are 17 cases, including 14 foreigners in Haryana.

Odisha, West Bengal and Punjab have reported two cases each while Puducherry, Chhattisgarh and Chandigarh have reported one case each.

During the video call, issues such as capacity building of the states and extending training to local health officials were also discussed in the call which was among others attended by chief ministers of Punjab Amrinder Singh, Maharashtra Uddhav Thackeray, Uttar Pradesh Yogi Adityanath, sources said.

The prime minister has been pitching for involvement of people and local authorities to check the spread of the virus.

Meanwhile, former Rajasthan chief minister Vasundhara Raje announced that she and her son BJP MP Dushyant Singh have gone into self-quarantine after attending a party where singer Kanika Kapoor was also present. Kapoor has become the first Bollywood celebrity to test positive for COVID-19.

Several members of Parliament including TMC’s Derek O’Brien and Apna Dal MP Anupriya Patel also went into self-quarantine after they got to know about Singh.

“This government is putting all of us at risk. The prime minister says self isolate yourself but Parliament is on. I was sitting next to Dushyant the other day for 2.5 hours. There are two more MPs who are in self isolation. The session should be deferred,” the TMC MP said.

Many MPs also attended a breakfast meeting hosted by President Ram Nath Kovind on March 18, which was attended by Singh, who also participated a Parliamentary panel meeting on Wednesday on transport tourism and culture where 20 MPs were also present.

The Uttarakhand government banned the entry of domestic and foreign tourists into the state till further orders to contain the spread of coronavirus. Uttarakhand is the second state to do so after Sikkim.

With a Punjab woman, who had tested positive for the coronavirus, fleeing from the hospital and subsequently booked for doing so, Union minister G Kishan Reddy urged family members to not resist the government move to test and quarantine people returning from countries battling coronavirus.

Sporting and Bollywood fraternity also tried bid in creating awareness with India’s cricket captain Virat Kohli and his actor wife Anushka Sharma issue a joint appeal for self-isolation to combat the COVID-19 pandemic.

If someone told serial entrepreneur Rajesh Sawhney to place his bets on the food business, all his money would have been on cloud kitchens. That too for delivering healthy meal options. Sawhney after successfully launching InnerChef (that moved from ingredient boxes to internet kitchen) started Healthie which was all about making people choose an array of ready-to-eat and packaged meal options, all health food. We feel India is changing, says Sawhney, who founded this food venture in 2017. Currently, it caters to Delhi-NCR, Mumbai, Bengaluru and Hyderabad, and does more than one lakh orders a month.

And it’s not just Sawhney. Food entrepreneurs are making a beeline for the online food space promising healthy meal delivery options ranging from keto diets to high-protein meals, vegan options to gluten-free meals. These meal delivery units often work as a cloud kitchen (which is delivery only, no dine-in) or as takeaways. Even though the health food market (including fresh meals and packaged goods) is less than 10 per cent of the overall food market, it is still a fast-growing segment, which is poised to pick pace.

According to data and measurement firm Nielsen, as of 2016, the health food market touched `10,000 crore in revenue.

THE BIG PICTURE

It’s a busy weekday for Kishan Panchal. The personal trainer at a popular gym in West Delhi has back-to-back personalised training sessions. In between the workouts, he takes a break to grab a quick peanut butter smoothie and chia oats bowl. The food delivered by Nutrio Bowl is his go-to-place for a healthy platter. He has a monthly subscription plan with the hole-in-the-wall outlet in Vikas Puri, which is a takeaway joint that offers personalised meal plans for anyone who wants to eat healthy. “Till two years ago, I survived on boiled eggs and tandoori chicken, the only high protein meal options that were delivered by neighbouring restaurants. But now I have options ranging from brown rice to boiled chicken, protein pancakes to healthy sandwiches,” says Panchal.

It was the vacuum in healthy food outlets, which existed in West Delhi, that led 23year-old Vyom Gupta to start Nutrio Bowl in December 2017. “While in college, I realised I was unable to supplement my gym workout with a healthy diet. I was unable to meet my protein requirements from home and there were no food joints catering exclusively to healthy meals. I knew then that this was a business idea waiting to be executed,” says Gupta, who has now opened two more outlets, in Dwarka and Janak Puri. Nutrio Bowl runs monthly packages, serves customised diet plans and takes care of the macro and micro nutritional requirements of its customers.

KetoRoo Bakes in Khirki Extension has a similar story. Roohan Singla, a corporate trainer for language and communication, was in between jobs when the idea of a healthy meal service struck her. “I was following a ketogenic diet last year and every time I wanted to order a keto meal online I found nothing substantial. It was then that I wrote to Zomato, with an idea of a cloud kitchen for keto meals. It became operational in July last year and since then there has been no looking back,” says the 33-year-old.

Their gluten-free breads and bakery items are always in demand as are the 11 varieties of low-carb keto pizzas. Her customers swear by her Butter Chicken Keto Pizza and Keto cheesecake. “The first day, I got one order and today it is around 25 orders in a single day. A client of mine who was a diabetic started following a meal plan with me and her sugar levels and weight became better. [She] told her endocrinologist in Gangaram Hospital [who now] refers me to his patients,” says a proud Singla. Today, she caters to whole of Delhi-NCR and even cities such as Kanpur and Hyderabad.

NUTRITION IN A BOWL

The players in the field know their clientele. It’s the millenials who are working out. It’s also the weight watchers on a keto diet. And it’s also the senior citizens who have adopted a healthy lifestyle to keep diseases at bay.”Basically we cater to people from the age of 25 to 65,” says Abhimanyu Singh Yadav, CEO and cofounder of P Nut, a premium health food delivery company that offers high-protein diets, wellness meal programmes and keto meal plans. “We have three kitchens in Gurugram and a takeaway joint in Delhi. I opened in 2016 and the business has grown two-fold,” says the former management consultant, who takes in around 200 orders a day from offices and homes.

Then there’s CalorieSmart that delivers meal boxes to corporate houses in Gurugram and Delhi. The Premium Meal, which is available in international cuisines, packs in about 500 Kcal while the Executive Meal, which has only Indian cuisine options, packs in about 700 Kcal. Each platter has a selection of five items to make up a balanced meal. Be it a fixed delivery service or a one off order, there’s a model to suit every kind of need. “Our USP is that we provide a typical ghar ka khaana’ which you can eat without feeling bloated and which is also tasty, something normally not associated with healthy food,” says Gauri Bhatnagar, co-founder, CalorieSmart. The company plans to expand beyond NCR and they are looking to start healthy snacks and drinks. “The life of a consumer with us is between three to six months, but we also have many who have been eating with us for the over three years.”

LUCRATIVE BUSINESS

Industry reports show the health food and online delivery system is picking up. As per a 2018 FICCI-PWC report on the changing landscape of the retail food service industry, health and wellness are factors driving the industry, which totalled at `3,37,500 crore in 2017. The food services business is expected to grow to `5,52,000 crore by 2022. No wonder there is an explosion of healthy food delivery options and startups particularly trying to build business around this model. In a short span of time, companies have evolved to cater to seemingly every conceivable health food need and fad. Singla of KetoRoo Bakes will soon be shifting out her business from home to a kitchen. Sawhney diversified Healthie further into a packaged snacks business with a range of 15 organic snacks and started Ketogarden three months ago. “We believe keto is a mega movement and helps people adopt a new sustainable lifestyle. Relief for Navjot Singh Sidhu from Supreme Court in road rage case

New Delhi: The Supreme Court has reversed Chandigarh High Court’s order on Tuesday as its judgement on the appeal filed by cricketer-turned-politician Navjot Singh Sidhu, who was awarded three-year jail term by the Punjab and Haryana High Court in a 1988 road rage case. Punjab Minister Navjot Singh Sidhu is convicted under section 323 (Punishment for voluntarily causing hurt) and acquitted under section 304 (II)(culpable homicide not amounting to murder) in 1988 road rage case by Supreme Court. According to the prosecution, Sidhu and Sandhu were allegedly in a Gypsy parked on the middle of a road near the Sheranwala Gate Crossing in Patiala on December 27, 1988, when the victim and two others were on their way to the bank to withdraw money. Besides Sidhu, currently the Tourism Minister of Punjab, appeal was also filed by Rupinder Singh Sandhu, who was also convicted and sentenced to three-year jail by the Punjab and Haryana High Court in the case. It was alleged that when they had reached the crossing, Gurnam Singh, driving a Maruti car, found the Gypsy in the middle of the road and asked the occupants, Sidhu and Sandhu, to remove it. This led to heated exchanges. The police had claimed that Singh was beaten up by Sidhu who later fled the crime scene. The victim was taken to a hospital where he was declared dead. A bench of Justices J Chelameswar and Sanjay Kishan Kaul had on April 18 reserved its judgement in the case in which Sidhu, who had quit the BJP and joined the Congress days before the Punjab assembly election last year, had claimed that evidence about the cause of death of victim Gurnam Singh was contradictory and the medical opinion in this regard was ‘vague’. During the arguments in the apex court, senior advocate R S Cheema, representing Sidhu, had questioned the evidence brought on record regarding the cause of death of the victim and had also referred to the provisions of the Indian Penal Code (IPC) dealing with culpable homicide not amounting to murder. Ironically, on April 12, the Amarinder Singh-led Congress government had favoured in the top court the high courts judgement convicting and awarding of the three-year jail term to Sidhu. Earlier, the counsel for the state had told the apex court that “the trial court verdict was rightly set aside by the High Court. Accused A1 (Navjot Singh Sidhu) had given fist blow to deceased Gurnam Singh leading to his death through brain hemorrhage”. The state had argued that the trial court was wrong in its finding that the man had died of cardiac arrest and not brain hemorrhage. The counsel for the complainant had argued that Sidhus sentence should be enhanced as it was a case of murder and the cricketer-turned-politician had deliberately removed the keys of deceaseds car so that he did not get medical assistance. Sidhu was acquitted of the murder charges by the trial court in September 1999. However, the high court had reversed the verdict and held Sidhu and Sandhu guilty of culpable homicide not amounting to murder in December, 2006. It had sentenced them to three-year jail and imposed a fine of Rs one lakh each on the convicts. In 2007, the apex court had stayed the conviction of Sidhu and Sandhu in the case, paving the way for him to contest the by-poll for Amritsar Lok Sabha seat.

New Delhi: Prime Minister Narendra Modi on Monday underlined the need for a better coordination between all the central and state agencies to have a permanent system for forecasting of floods. He also stressed on extensive use of innovative technologies for improving the forecast-and-warning system. The prime minister made these remarks at a virtual meeting with the chief ministers and representatives of six states to review the flood situation in various parts of the country. The states that attended the meeting, which was convened to review their preparedness to deal with the southwest monsoon and the current flood situation in the country, were Assam, Bihar, Uttar Pradesh, Maharashtra, Karnataka and Kerala. A statement from the Prime Minister's Office (PMO) said at the meeting, Modi highlighted that the investments in localised early warning systems should be increased so that the people of an area can be cautioned on time in case of a threatening situation such as breached river embankments, inundation or lightning. Bihar chief minister Nitish Kumar drew the prime minister's attention to the alleged non-cooperation of Nepal in managing floods that have ravaged the state's northern districts. Rivers originating in the neighbouring country have inundated several districts in Bihar. Kumar said the state authorities are "not receiving full cooperation from Nepal for the past few years" and sought the Centre's intervention in the matter. According to a statement issued by the Maharashtra government, it demanded setting up of a committee under the prime minister for tackling crisis situations in states and ensuring a better coordination. Chief Minister Uddhav Thackeray also sought an immediate central assistance for Maharashtra in view of the 3 June Cyclone Nisarga that caused widespread damage in the state's coastal districts and the 5 August downpour and heavy winds that battered Mumbai. The Karnataka government said it requested the prime minister to provide an additional special assistance of Rs 4,000 crore to handle the flood situation in the southern state. Karnataka Home Minister Basavaraj Bommai said according to an initial assessment, the state had suffered a loss of Rs 4,000 crore due to the floods. "It is a preliminary estimate because the rains are continuing. A proper survey has to be done," he said. The home minister represented Karnataka at the virtual meet as Chief Minister BS Yediyurappa is suffering from COVID-19. He was discharged from the hospital on Monday. The meet, which lasted for nearly an hour and a half, was also attended by Defence Minister Rajnath Singh, Health Minister Harsh Vardhan, Ministers of State for Home Nityanand Rai and G Kishan Reddy, and senior officers of the central ministries and organisations concerned. The prime minister asserted that in view of the COVID-19 situation, the states must ensure that people follow all health precautions such as wearing of face masks, hand sanitisation and maintaining an adequate physical distance with each other while undertaking rescue efforts. He said the relief material must include provisions for hand washing and sanitising and face masks for the affected people. Special provisions should be made for elderly people, pregnant women and people with co-morbidities, he observed. Modi said the states should ensure that all development and infrastructure projects are built with resilience to withstand local disasters and help reduce the consequential losses. The prime minister pointed out that over the last few years, forecasting agencies such as the India Meteorological Department (IMD) and the Central Water Commission (CWC) are making concerted efforts to make better and more usable flood forecasts. They are trying to provide not only rainfall and river-level forecasts, but also location-specific forecasts of inundation, he added. Pilot projects are underway to use innovative technologies such as artificial intelligence to improve the location-specific forecasts, for which the states should provide the necessary information to these agencies and timely disseminate the warnings to the local communities, Modi said. "The prime minister emphasised on better coordination between all central and state agencies to have a permanent system for forecasting of floods and extensive use of innovative technologies for improving forecast and warning system," the PMO statement said. The chief ministers of Assam, Bihar, Uttar Pradesh, Maharashtra and Kerala and the home minister of Karnataka gave updates on the flood situation and rescue efforts in their respective states, according to the statement. They lauded the efforts of central agencies, including the National Disaster Response Force (NDRF), for a timely deployment of teams and rescuing people. The states also put forward some suggestions for short-term and long-term measures to mitigate the effects of floods. The prime minister directed officials to take action on the suggestions. He said the Centre will continue to provide support to the states and Union territories to strengthen their capabilities in dealing with various disasters. According to those present at the meet, Modi said he would have visited all the states but could not due to the coronavirus pandemic.
