In Almería lies the world's largest concentration of commercial greenhouses, often referred to as ‘the sea of plastic’. This vast expanse of polytunnels, housing millions of kilos of fruits and vegetables mainly destined for export, stretches for hundreds of kilometers, a white panorama until the horizon. Also within this sea of plastic dwell the migrant workers who work to ensure Europe's supermarkets are stocked year-round. While they perform the vital task of ensuring Europe's all-season access to fresh produce, these workers often live in a state of physical and institutional vulnerability. This state of affairs remained largely hidden, until recent shocks like the Covid-19 pandemic and armed conflicts exposed the fragility of our food supply chains. Spain issues approximately 150,000 permits annually for seasonal laborers (European Parliament 2021). However, within just the province of Almería, there are more than 100,000 migrants working in greenhouses, 80% of them holding undocumented status in the country. This lack of legal recognition leaves the workers off official records, denying them universal rights such as labour rights and access to formal rental contracts. It is a dire situation that forces many to call the shanty towns surrounding the greenhouses their homes. During my research, I often heard how some workers pay up to 6,000 euros annually to greenhouse managers for the working contracts necessary to seek legal status in the country, turning the quest for legalization into a profitable business. Almería serves as a primary entry point for migrants traveling from West and North African countries to Europe. For those who cross the Mediterranean without visas - the majority of greenhouse laborers - this work is virtually the only option for income generation on arrival. While informal greenhouse jobs provide financial support to workers and their families back in their home countries, they also perpetuate vulnerability in livelihoods and employment, highlighting and embedding a stark contrast between EU citizens enjoying affordable food and the undocumented migrant workers compelled to work in precarious conditions to provide it.

Stage 3: the pilot announced it was 43°C (109.4F) in Delhi as we landed.
There was barely an immigration queue for foreigners with e-visas, the agent who stamped me in was bizarrely attractive (not that immigration agents can't be hot, it's just not usually their defining feature, especially when middle-aged). I loitered a bit in the arrivals hall and took out some cash before enacting my plan to take the airport metro down one stop and walk to my hotel. I fended off the lone cabby who complimented my hairstyle and made an unsuccessful go at convincing me my hotel wasn't near the metro. I managed the metro security and ticket-buying largely because I'd watched an 'intro to Hindi' video in which the teacher warned that he who attempts to queue nicely in India will be waiting for an eternity. I loitered in the metro station when it became clear that finding the hotel was NOT as easy as google maps might have indicated (on account of an intervening construction site). I made a confused loop back to the entrance before my GPS finally deigned to cooperate, but a tuk tuk driver had already smelled tourist blood in the water and started following me. I told him I was walking "to see the world" and "have an experience". Either baffled or convinced I was insane, he gave up.
My hotel had been around the corner all along, I got a bit misgendered while checking in, and felt out of place in a 5 star establishment with my backpack and dusty sneakers, but they did confirm my reservation, take my money, and give me a room key. I had added on all meals, to save myself having to go looking for sustenance in a new land after a long flight and this is where the real delight began: dinner was a buffet, and perhaps I was making a fool of myself (sometimes there's no getting around this stage) because the waiters came to help me, but eventually I had eaten so many amazing starters, curries, naan, and desserts that I thought they would have to roll me back to my room. I had warned myself not to set my expectations with Bollywood movies but the dining room singer did perform Ikk Kudi from Udta Punjab...

Tomorrow it's back to the airport, but today's been alright.
#on the plane i had to evict a child who'd already set up camp in my seat and seemed indignant at being misplaced#sorry but if you wanted the window seat so badly you could have reserved it as i in fact did#ok maybe not HER cause she was like 6 but her parents at least#i still ended up sitting next to her brother who i thought was perhaps elbowing me repeatedly in retaliation#til it became clear he had a motor control condition#otherwise i just put in the earplugs ignored the screaming children and seat jostling watched the clouds had a lil nap

Ultimate Guide for Increasing Your ATM Withdrawal Limits on Cash App
As more people shift towards digital financial platforms, Cash App has gained significant popularity for its simple and convenient approach to managing money. Whether you're sending money, buying Bitcoin, or withdrawing cash, Cash App provides multiple functionalities that cater to both personal and business needs. One of the key features users rely on is the Cash App card, which allows them to withdraw cash from ATMs just like any traditional debit card.
However, just like any financial service, there are limitations to how much you can withdraw from an ATM. Understanding the Cash App withdrawal limit is crucial for anyone using the app regularly, mainly if you rely on ATM withdrawals for daily financial needs. In this blog, we'll provide a comprehensive guide to Cash App ATM withdrawal limits, explain how they work, and share tips on how you can increase these limits to suit your financial needs.
What Is the Cash App ATM Withdrawal Limit?
The Cash App ATM withdrawal limit refers to the maximum amount of money you can withdraw from an ATM using your Cash App card. Like many banking services, Cash App sets specific daily and weekly limits to protect against fraud and ensure the safety of your account. Understanding these limits helps you better plan your financial transactions, especially when you need quick access to cash.
Cash App Withdrawal Limit Per Day: For users wondering about the Cash App withdrawal limit per day, the standard daily cap is set at $310. This limit means you can withdraw up to $310 in 24 hours, regardless of how many transactions you perform at different ATMs. If you hit this limit, you'll need to wait 24 hours before withdrawing more cash.
Cash App ATM Withdrawal Limit Per Week: In addition to the daily limit, there is also a weekly cap on how much you can withdraw. The Cash App weekly withdrawal limit is currently $1,000. This limit is calculated on a rolling 7-day basis. For instance, if you withdraw $300 on a Tuesday, that amount will reset the following Tuesday, allowing you to withdraw more cash.
Cash App Card ATM Withdrawal Limits: How They Work?
The Cash App card ATM withdrawal limit is tied to the physical card that is linked to your Cash App balance. You can use this card at any ATM that accepts Visa, which makes it convenient to access your funds in cash. However, because Cash App is not a traditional bank, its ATM limits are often lower than those offered by central banks.
The limits mentioned above (i.e., $310 per day and $1,000 per week) apply to withdrawals made at ATMs using your Cash App card. Additionally, keep in mind that there are fees associated with each withdrawal, including:
How to Increase ATM Limits on Cash App?
If you find that the current Cash App ATM withdrawal limits are too restrictive for your financial needs, you may wonder if there's a way to increase them. The good news is that the Cash App allows you to request higher withdrawal limits, but this process requires you to verify your identity.
Steps to Increase Cash App Withdrawal Limit
Open Cash App: Log into your Cash App account on your mobile device.
Access Your Profile: Tap on your profile icon located at the top right corner of the screen.
Verify Your Identity: To increase your ATM limits, the Cash App will prompt you to verify your identity. You'll need to provide personal details such as:
Your full legal name.
Date of birth.
The last four digits of your Social Security Number (SSN).
In some cases, Cash App may also request a photo ID for further verification.
Wait for Approval: Once your identity is verified, Cash App may increase your ATM withdrawal limits. The new limits will depend on your account activity and other factors that Cash App uses to assess risk.
Other Cash App Limits to Be Aware Of
While this guide focuses on ATM withdrawal limits, Cash App imposes other transaction limits that are worth noting, especially if you're a frequent user of the app. Here are some of the critical limits:
Cash App Sending Limit: When you first sign up for Cash App, you're limited to sending up to $250 per week without verifying your account. After verification, this limit increases significantly to $7,500 per week, giving you more flexibility to send money when needed.
Cash App Receiving Limit: Unverified users can receive up to $1,000 in 30 days. Once your account is verified, there are no receiving limits, which is particularly useful for users who manage larger transactions or use Cash App for business.
Cash App Transfer Limit: The Cash App transfer limit for sending money from your Cash App balance to an external bank account is capped at $2,500 per week for verified users. This limit is more than sufficient for most personal transactions, but if you need to transfer more significant amounts, you'll need to plan your transfers over multiple weeks.
What are the Cash App ATM Withdrawal Fees?
As mentioned earlier, each time you withdraw money from an ATM using your Cash App card, a fee of $2.50 is charged by Cash App. Additionally, ATMs may impose their usage fees, depending on the bank or operator. These fees can add up quickly, especially if you're withdrawing smaller amounts frequently.
How to Avoid ATM Fees on Cash App?
If you're looking for ways to minimise the cost of ATM withdrawals, Cash App offers a workaround:
Direct Deposit Setup: If you set up direct deposits of $300 or more into your Cash App account, the platform will reimburse you for up to three ATM withdrawals every 31 days. This is a great way to avoid the $2.50 Cash App fee, although you may still be subject to third-party ATM fees.

Increasing Higher ATM Withdrawal Limits on Cash App: Essential Tips
Cash App has revolutionised the way people manage their finances by providing a seamless and user-friendly platform for sending, receiving, and withdrawing money. One of the most common features users inquire about is how to increase the Cash App ATM limit. Whether you're a frequent traveller, a business owner, or simply someone who often uses ATMs, understanding the limits imposed on withdrawals and knowing how to increase them can be crucial.
In this comprehensive guide, we will break down everything you need to know about the Cash App ATM withdrawal limit, the factors that affect your withdrawal capabilities, and, most importantly, how you can maximise your withdrawal limit to meet your needs.
What is the Cash App ATM Withdrawal Limit?
Before we dive into the steps for increasing your withdrawal limit, it’s essential to understand what the Cash App ATM withdrawal limit is and how it works.
Cash App provides a Cash Card, a customizable debit card that allows users to withdraw cash from ATMs. While convenient, there are certain limits set on how much you can withdraw from an ATM daily, weekly, and monthly. These limits are in place to protect your account from fraud while ensuring the platform remains secure.
Here’s a breakdown of the basic cash app withdrawal limits:
Daily Withdrawal Limit: Cash App users can withdraw up to $310 per day.
Weekly Withdrawal Limit: Users can withdraw a maximum of $1,000 per week.
Monthly Withdrawal Limit: The limit for monthly withdrawals is $1,250.
While these limits are sufficient for many users, those who need higher withdrawal limits may find them restrictive. Fortunately, there are ways to increase your Cash App ATM withdrawal limit, and we’ll cover those in detail.
How to Increase Cash App ATM Withdrawal Limit?
Increasing your Cash App ATM withdrawal limit is a relatively straightforward process, but it requires verification of your account and responsible usage. Below are the steps you can follow to boost your withdrawal limit.
Step 1: Verify Your Account
The first and most crucial step to increasing your withdrawal limit is verifying your Cash App account. Unverified accounts have much lower limits compared to verified ones. To verify your account, Cash App will require some personal information, including:
Full legal name
Date of birth
The last four digits of your Social Security Number (SSN)
To do this:
Open Cash App and navigate to your profile by tapping the icon in the top right corner.
Scroll down and select "Personal."
Enter the required information, including your SSN.
Follow the prompts to submit your information for verification.
Once your account is verified, you will notice a significant increase in your withdrawal limit, including your ATM withdrawal limits.
Step 2: Order a Cash App Card
To take advantage of ATM withdrawals, you need to have a Cash App Cash Card. This card allows you to use your Cash App balance at any ATM that accepts Visa. If you haven’t already ordered one, follow these steps:
Open the Cash App and tap the Cash Card icon.
Follow the prompts to customize and order your Cash Card.
Once your Cash Card arrives, activate it in the app.
Having an active Cash Card is necessary for ATM withdrawals and is a key component in increasing your Cash App card ATM withdrawal limit.
Step 3: Monitor Your Transaction Behaviour
Cash App often increases your withdrawal limit over time as it monitors your usage patterns and transaction history. Consistently using the platform responsibly—such as making regular deposits, avoiding flagged transactions, and maintaining a good balance—can lead to higher limits being granted.
If you regularly use the Cash App for various transactions, Cash App’s algorithm may recognize this behavior and automatically offer you higher limits. Keep in mind that maintaining a good transaction record plays a role in earning trust with the platform.
Step 4: Contact Cash App Support
If you have a verified account and still find that your Cash App daily withdrawal limit is too low, it’s worth reaching out to Cash App support. While they won’t necessarily increase your limit upon request, they may offer guidance on what you can do to qualify for higher limits.
Open Cash App and tap your profile icon.
Scroll down to “Support” and select “Something Else.”
Follow the prompts to submit a query about increasing your ATM withdrawal limit.
Support can help clarify any specific steps you need to take to qualify for higher limits, or they may assess your account activity to determine if an increase is possible.
Step 5: Link a Bank Account for Larger Withdrawals
If increasing your Cash App withdrawal limit per day ATM is not feasible, linking a bank account to your Cash App can provide a workaround. By transferring funds directly from your Cash App to a linked bank account, you can withdraw larger amounts from your bank’s ATM without being bound by Cash App’s limits.
This method is particularly useful for users who need to access higher sums of money than the Cash App withdrawal limit allows.
Additional Limits to Be Aware Of
Apart from ATM withdrawal limits, there are other transaction limits within Cash App that you should know, especially if you use Cash App for other types of payments:
Cash App Bitcoin Withdrawal Limit: If you deal with Bitcoin, you can withdraw up to $2,000 worth of Bitcoin per day and up to $5,000 per week.
Cash App Sending Limits: Verified users can send up to $7,500 per week. Unverified users are limited to $250 per week.
Cash App Receiving Limits: There is no limit on how much money you can receive on Cash App, regardless of verification status.

Market Overview
Market Dynamics: Dubai's real estate market is dynamic and influenced by various factors such as economic growth, government policies, and global trends. Understanding these dynamics helps buyers make informed decisions.
Property Types: Dubai offers a wide range of residential properties, including apartments, villas, townhouses, and penthouses. Each property type has its own advantages and considerations.
Regulatory Framework: The Dubai Land Department (DLD) and the Real Estate Regulatory Agency (RERA) oversee the market, ensuring transparency and protecting buyers' rights. Familiarize yourself with the regulations and guidelines set by these authorities.

Financing Options
Home Loans: Most buyers in Dubai finance their purchases through home loans. Several banks and financial institutions offer competitive mortgage rates and flexible terms. Research different lenders and compare their offers to find the best deal.
Mortgage Pre-Approval: Obtain a mortgage pre-approval to determine your budget and streamline the buying process. A pre-approval gives you a clear idea of your borrowing capacity and demonstrates to sellers that you are a serious and qualified buyer.
Down Payment: Ensure you have sufficient funds for the down payment, typically 20-25% of the property's value for expatriates. Consider additional costs such as registration fees, agent commissions, and maintenance charges.
For mortgage services, consider Mortgage Brokers UAE.
Choosing the Right Property
Location: Choose a location that aligns with your lifestyle and investment goals. Popular residential areas in Dubai include Downtown Dubai, Dubai Marina, Palm Jumeirah, and Arabian Ranches. Consider factors such as proximity to schools, workplaces, and amenities.
Developer Reputation: Research the reputation of the property developer. Established developers with a track record of delivering high-quality projects on time are usually a safer choice.
Property Condition: Inspect the property for any structural issues, maintenance needs, and potential repairs. Hire a professional inspector if necessary to ensure the property is in good condition.
For rental property management, visit Rent Your Property in Dubai.
Legal Considerations
Title Deed Verification: Ensure the property has a clear title and is free from any legal disputes or encumbrances. The DLD provides title deed verification services to help buyers confirm the property's legal status.
Sales Agreement: Review the sales agreement carefully and seek legal advice if needed. Ensure all terms and conditions are clearly outlined, including the price, payment schedule, and any additional costs.
Residency Visa: Property buyers in Dubai may be eligible for a residency visa. The visa duration and requirements vary depending on the property's value and the buyer's nationality. Consult with the DLD or a legal expert to understand the specific visa requirements and benefits.
For property sales, visit Sell Your Property in Dubai.

Sustainable Developments: There is a growing demand for eco-friendly and sustainable properties in Dubai. Developers are increasingly incorporating green building practices and energy-efficient features into their projects.
Smart Homes: The adoption of smart home technology is on the rise. Properties equipped with advanced security systems, automated lighting, and climate control are becoming more popular.

Exit
She looked around quickly to see if anything had been taken while she had been out of the room. The strings tied to items had not been disturbed, and everything seemed to be in place. Unless. She took a second, longer look at the room. TV remote, purse, journal, binoculars, plate of old fruit. Nothing had been changed. She pulled at the heavy dark red black out curtain and looked out. There were three cars parked across the street, all presumably her neighbors, and all of them were empty. She settled back onto the couch and looked at the remote. TV was just a facet in which one could tell a story in the exact way that they wanted it to be told. Fact becomes fiction. Fiction remains fiction. She took hold of the remote and ran her fingers over the silicone buttons. She hit the on button with her thumb. Nothing happened. She had taken the batteries out of the remote a week ago and just a few days before today she had unceremoniously left her flatscreen by the side of the road with a piece of notebook paper taped to the front. Free. She smiled for a moment. 72”, all the features. You could hook it up to wifi. Free. The phone rang. Her house was one of the only on her street that had a corded telephone. Her cellphone was slipped into a storm drain a while ago. The phone continued to ring and she stared at it. Slowly, as though evading a predator, she took her purse and journal and went to the front door. As she closed the door behind her the phone was still ringing. She walked to her own car, a white used Lincoln, and reached for the handle. She stopped. Could someone be inside the car? In the backseat with a knife, waiting in the spacious interior? She breathed out through her nose and pressed her face against the glass. There was no one inside. She pulled the door handle. Locked. Of course, she always locked things. Once inside she turned the key in the ignition. Where would she go? It wasn’t safe here anymore. Or maybe, as her therapist had said, it was completely safe, just uncomfortable. She had not seen that therapist in a while, but regardless, she needed to find somewhere comfortable. She went North. She knew she was going North because she was driving away from the sun. She turned left onto a busier street and found herself behind a powder blue car. Beanie Babies look out at her through the rear view window. The powder blue car turned right. She turned right. The powder blue car went straight. She went straight. The powder blue car turned left into a joint parking lot for a Quizno’s, a Subway, and a nail salon that had been closed for two years following the investigation of false work visas. She continued straight. A Pepsi truck turned out in front of her, coming from a convenience store whose large sign stated that they sold milk. The truck drove out of town, and she followed. The truck took the on ramp for the highway, and she followed. Once on the highway she lost track of the truck. There were too many cars, and they were maneuvering too quickly for her to choose one to follow. She drove straight in the fast lane, averaging 80. She drove in silence. The car’s radio had been broken when she had bought the car, and it never seemed to be the most important thing to fix. Now, she wished she had it, if only to listen to her second hand jazz tapes. Her own thoughts were seeping deeper and saturating her brain, and her heart rapidly pulsed in her chest. Breathing felt hard. She looked in her rear view mirror. No one seemed to be following her, but with this many cars no one could really know for sure. She decided to begin switching lanes every five minutes, just in case.
It was dark when the fuel light came on. A large green sign stated that in two miles there would be an exit with a gas station. The exit itself was marked by a green sign that read only ‘EXIT’. There was no exit number or town names listed. She knew this wasn’t normal but the risk of running out of gas on the highway made her feel more nervous, and she had to pee. She turned onto the off ramp, and no one followed. The exit led to an unlit road through trees, giving her the option to either turn left or right. There was no indication of which direction the gas station was in. She paused and tried to think. Nothing came to mind. She turned left. The road remained dark and quiet. Her car remained the only car. There were no signs of life, no signs of a gas station. After fifteen minutes, five minutes past her losing hope, she saw a bright light ahead. She continued forward. It was a small white booth with a floodlight mounted to the top. There were no gas pumps, but maybe there was someone who knew how to find them. She steered the Lincoln to the booth. A man stood in the booth, smiling. Normally a strange smiling man standing in a booth on a dark road, isolated from everything, would have terrified her. But now she felt calm, calmer than maybe she had ever felt. The man tapped the glass of her window. She rolled down. The man spoke. “Hi Missy, we’ve been waiting for you.”

Oh, how i wish to adore you.
This is an original story made by me. Lmk what you think!
Attempt 1 (while listening to Taylor Swift. ‘Bejeweled’)
Eliza was lying down on the large, comfortable couch when she received the message. It was late at night. Eliza was almost falling asleep until she heard her phone ping.
It was her boss.
Subject: Exciting Opportunity: International Assignment
“Dear, Elizabeth.
I hope you're doing well. We have an exciting opportunity for you: a key role in Romania. We believe your skills and expertise make you the perfect fit for this assignment.
This move offers valuable career growth and the chance to contribute to our global success. We're committed to supporting you throughout the process, from visas to relocation logistics.
Let's discuss further at your convenience. Feel free to reach out with any questions or concerns.
Looking forward to hearing from you.”
The mail read. Eliza stared at with for a while, a look of confusion covering her features. Romania? She lived in New York City! Eliza let out a loud groan as she realized what was going to happen. She had nothing left to lose, anyway. Elizabeth stood up from the couch and made her way to the fridge in her apartment… Well, studio.
She felt weird. It was like she was having an out of body experience. Nothing felt real anymore. She stared at the insides of the cold refrigerator and took out a bottle of water. She could feel the cold and wet condensation on the outside of the plastic bottle. The lights were dimmed in her kitchen, making her studio have a cozy atmosphere.
It wasn’t like she did anything do decorate, though. The bare minimum was enough for Eliza. She thought long and hard about the mail, occasionally taking tiny sips of the cold water.
“Fuck…” Eliza muttered under her breath. She was sat on the kitchen counter, and she wasn’t happy about the decision her boss made. She refused to put in her two weeks’ notice, though. Maybe moving to Romania could be a good thing?
Elizabeth quickly shook that thought from her head, deciding it wasn’t worth getting a headache about. She would contact her boss in the morning for more details… But, for now? She was going to sleep.
She walked out the kitchen and flopped down on her comfy bed, falling asleep to the sounds of the city.
Attempt 2 (Hozier. ‘Nina Cried Power’)
Elizabeth woke up due to the sounds of the blaring alarm on her phone. In her sleepy state, she considered throwing the damn thing against the wall. But the rational part of her brain prevented her from doing that. Instead, she dragged her hand out from under the covers and pressed on the ‘snooze’ button. She didn’t have any important things to do, anyway.
Five minutes later, her alarm started going off again. She groaned and pressed the ‘Stop’ button. Shutting the annoying alarm off for good. She grabbed her phone and immediately got blinded by the bright screen. Elizabeth felt like her body took a screenshot. But, alas. Her eyes were fine when she checked her phone again.
It was 09:00. A normal time for Elizabeth to wake up. She worked from home, after all. She liked to start her morning with some self-hating, mad at the universe for letting her live. Oh, why did her heart decide to beat? Hell, she wouldn’t even care if she died right there in her bed.
…
Anyways, she got up and went over to the bathroom. Again, the lights blinded her. Elizabeth didn’t let that stop her and started brushing her teeth. She felt the cold tiles under her toes. It was comforting in a weird way. Eliza looked at herself through the mirror as she brushed her teeth. Damn, her hair was a mess. And where did the stain on her shirt come from? Whatever. She had to shower anyway.
After her shower, she dried off her hair with a towel. Eliza’s hair felt smooth after her shower… And it smelled good. Like cherry blossoms. Eliza put on her clothes. A simple shirt with jeans. The converse she was planning to wear were stored in the foyer. First, she needed food. Eliza hung up her towel and started making her way to the kitchen. She could hear her upstairs neighbor getting ready. She knew they had a cat. Cute kitty.
She saw a box of donuts on the kitchen counter… Would she? Yes, she would. Eliza took one donut out the box and took a large bite. That really satisfied her cravings. The sweet taste of raspberry syrup filled her with joy. She realized it was time she ran some errands since the only edible things in her house were donuts, water, and two week old takeout.
Eliza finished the donut with a sigh and washed her hands to get rid of the powdery goodness. She made her way to the foyer, careful not to step in mystery fluids that were scattered across the floor. The studio was enough for her. For now, at least. She would be moving to Romania soon. Anxiety filled her head with less-than-positive thoughts as she put her fucking shoes on. She grabbed her jacket and wallet before stepping out of her home.
NYC was a bit chilly. No problem. She was used to it. Like any New Yorker, she kept her head down and walked quickly. Eliza was planning on buying some groceries… Maybe some wine, too. She needed it. It depended on the price since everything was so fucking expensive.
The wind blew through her hair, messing it up again. Eliza sighed. She could already feel a headache coming up. Why was being an adult so hard? She just wanted to eat waffles and stay home all day. She quickly made her way to the grocery store and grabbed a basket, checking out the produce aisle. Fruits and vegetables filled her basket. Being 6’2 meant she could easily look over people and spot the carbs. She quickly grabbed some pasta and bread before checking out the snacks. Chips and cookies caught her attention. Eliza decided to indulge. She bought the produce, snacks, and wine. At least the cashier was nice. She couldn’t wait to chug the wine.
Attempt 3 (No songs this time.)
Back at home, she read the mail from her boss again and again. A feeling of anxiety and excitement filled her body. Yeah, this would be a good thing. Romania didn’t seem that bad. Maybe she could visit some castles when she was there… At least, that was what Google told her to do. Eliza closed her laptop and decided to make some tea for herself. She didn’t feel like drinking the wine anymore. Plus, all her friends were busy and drinking alone wasn’t that fun. Green tea always hit the spot. She set some water out to boil and waited, flopping down on the sofa. She grabbed her phone and opened Tinder, looking for some interesting people.
“The fuck? This bitch is married… Yikes.” She mumbled, swiping left. She wasn’t looking for any threesomes or flings. Not that she was looking for anything serious, but she wouldn’t go for married women.
“Dude? Seriously?” She asked herself with an eyeroll as she saw a man. Eliza specifically set her preferences to women after a few less-than-pleasant experiences. She sighed and closed the app again. No one interesting today… Or tomorrow, probably. Maybe it would be better if she deleted the fucking app.
DING!
She heard the ding of the water. It was finally boiling. She got up, grabbed the mug, tea, and water. Perfect tea. Eliza took a sip, forgetting that the water was still super-hot. She swallowed the tea with a pained expression, burning her tongue in the process. This is when she decided that iced tea was better. She looked out onto the city, questioning her existence. Who doesn’t have an existential crisis once in a while? It was all part of getting older. Eliza did think she looked pretty cool, though. With a mug in her hand. Like some supervillain coming up with a masterplan for world domination.
Bzz-bzz.
Her phone buzzed. She was pulled out of her thoughts when she saw the notification. It was her boss again, informing her of the opportunity. Some boring details. All she knew was that she had to be at the airport. Tommorow evening. What the fuck? Eliza groaned. She knew this meant she had to start packing everything up, which she did not look forward to. While she didn’t have a lot of stuff, she still knew this would take at least 2 hours. She would have to call a moving company tomorrow. Why did her boss send this email THIS late? Whatever. She made good money. That’s all that mattered. An IT job did pay pretty well. She finished the tea and began packing..
Attempt 4
The packing took way longer than expected. She finished at 1AM. Eliza didn’t even know she had THIS much stuff. She already brushed her teeth and got ready for bed. Well, this was her last night in New York. It was a weird feeling. Maybe she was a little sentimental. She had so many good memories here… It felt weird to just let that go. But, she decided to look on the bright side. Romania would also give her good memories. She just had to stay positive.
As she rolled around in the silk sheets, she realized finding sleep was near impossible. Her thoughts were too loud. The sounds of the city brought her no comfort this time. Eliza realized she would miss this… A little. Maybe she didn’t want to say goodbye. She sat up in bed, looking outside. The city that never sleeps. It was true. The city was still bustling with life. Hell, she probably knew some of the people who she could see walking down the busy streets. The skyscrapers, the view, the food. She would miss it. Especially the street food. Fuck, the burritos were good. Did they even have those in Romania? Did they have tacos? What if they didn’t even have good wine?
Maybe that was a little far-fetched. It was Europe, after all. Of course, there was going to be nice drinks. Possibly even better than the ones she drank now. The good thoughts brought her comfort this time. She laid down in bed again, now looking forward to the new life she was going to have. She would definitely adopt a cat there. And live in a house. Alone. With no noisy neighbors to disturb her
Maybe this wasn’t going to be that bad…

“I won't cry, for you see, When you're gone, I'll still be Bloody Mary.”

Nearly everyone in the Country of Spades openly mourned the loss of their beloved “Counselor,” the Jack of Spades, Duncan Ashe. He had been very well-liked by most of its people, so even those who hadn’t agreed with him politically or liked him as a person put on a good show of empathy and compassion in the face of it. Even Patricia Rakepick -- who everyone knew was Duncan Ashe’s main rival for power -- spoke very grimly and soberly about the assassination, though there were plenty of people who didn’t believe her act.
One of those people who believed it the least was Jacob Cromwell, a courtier who had been considered Duncan Ashe’s key advisor. The day before Duncan’s death, his mother Lane’s work visa to Hearts had been abruptly rescinded by Rakepick, who claimed that Lane leaving the country posed a threat to national security. Jacob had been so furious that he’d gone straight to Duncan about it, and he wasn’t pleased either.
“Your mother’s not the only one,” Duncan had told him, his jaw clenched with anger. “All visas and permissions that had been previously given have suddenly been revoked, all supposedly because of ‘security concerns.’ Some people have already been arrested on trumped-up charges, to try to prevent them from leaving.”
“Because she’s afraid folks’ll gab about the rotten state of things here, if they’re allowed to leave?” Jacob presumed, his voice pure venom at the thought.
“Pretty much. Rakepick knows the world wouldn’t be on her side in a lot of her positions. She wants to keep this whole thing contained here, in Spades -- even if public opinion isn’t really on her side, she can manipulate that more, if she asserts control here. The less objective sources people can turn to from the outside, the more they’ll have to rely on her and her supporters’ take on things.”
Jacob’s brow furrowed. “But this is overstepping her boundaries, isn’t it? She’s only in charge of the military -- it’s your job to deal with state affairs, Ashe, not hers.”
“Of course it is, and she knows it,” Duncan spat. “She’s gotten really bold, to challenge me like this.”
The Counselor got up from his desk.
“She’s asked me to meet her later tonight,” he said solemnly. “Jacob...I think if your mother has any hope of getting back to Carewyn, she’ll have to find her own way out.”
He paused. His eyes lingered on Jacob’s hand on the desk, but he resisted the urge to take it.
“...And so should you,” he said more quietly.
Jacob’s blue eyes flared. “I’m not leaving you, Ashe.”
“You made this plan for you to leave home because you saw how bad things were getting,” Duncan reminded him. “Don’t play the hero now.”
“Ashe, Rakepick sees you as a threat! If she -- ”
“Your sister needs you,” Duncan told him very sharply. “Your mother needs you.”
It was a pointed blow. Duncan knew Jacob well enough to know how selflessly and unconditionally he adored his family. Jacob quieted immediately.
Duncan swallowed and, clenching his fist as he resisted the urge to take Jacob’s shoulder and squeeze it, he took a step forward, his dark eyes boring into Jacob’s even as his voice grew lower in his throat.
“...Rakepick knows you’re aligned with me, Jacob. You know she and her allies will want to have some sort of leverage over you, to get what they want. Carewyn’s safe from Rakepick for now, but your mother isn’t. And if she has you...well, she has leverage over your mother and Carewyn. ...Over me.”
Jacob looked up at Duncan, startled. Duncan’s face was flushed darkly, but he kept his shoulders very straight.
“Over...?” started Jacob, but Duncan cut him off defensively.
“They love you, Jacob,” he said, his voice growing a little louder as he tried to force Jacob’s train of thought to a halt and redirect it. “You and I both know that if you were in trouble, Carewyn would want to run right back here to save you, and if she did -- well, then she’d be walking right back into Rakepick’s claws, wouldn’t she?”
His dark eyes hardened.
“You Cromwells always put each other over yourselves: it’s what you do. But if you want to protect your family, you’ll have to use that brilliant brain of yours for once and get out yourself. If you don’t, then Rakepick will have the means to catch all three of you. And once she has you, she’ll make you serve her ends -- just to make sure you can never break free again.”
Jacob stared at Duncan for a long moment. Then, setting his jaw, he nodded.
“I’ll write to Mum,” he said lowly. “Tell her to get out now, while she still can.”
“Then you’ll go after?” Duncan pressed him.
Jacob hesitated. Duncan held his gaze,
“...Yes,” Jacob said very quietly after a long moment.
Duncan’s eyes softened. His dark eyes lingered on Jacob’s face, becoming vaguer as they dipped into the creases of his lips -- he even found himself taking a step forward, just to better take in the tiny, charming creases around the other man’s eyes -- the softness of the curl beside his cheek...
“Jacob...” he said lowly.
“Yeah?”
But it was as though the sound of his own voice had startled Duncan back to life. Pride shot back up through his posture like an electric charge, and he immediately stiffened up again, walls coming up around his heart like an armadillo rolling up in a ball.
“...It’s nothing. Just...be careful.”
Jacob watched Duncan head for the door. Duncan could feel Jacob’s blue eyes running along his shoulder and the back of his head, trying and failing to read his expression, but stubbornly pushed back the urge to turn around. He was afraid if he did, he’d have trouble letting go of that curly-haired idiot ever again.
Because Duncan had meant what he’d said -- Jacob being within Rakepick’s reach was dangerous for all those who loved him and longed to protect him. And with the country falling apart from the inside and Veruca’s safety still in active danger after what happened to Coby, Duncan had more than enough to worry about as it was.
He couldn’t afford to worry about Jacob. He couldn’t be paralyzed with fear thinking of what might happen to Jacob, if things got much worse -- not when he had the whole Country of Spades to consider.
x~x~x~x
That very night, following his meeting with Duncan, Jacob sent an urgent note to his mother via a courier. The following morning, the whole Country of Spades learned the horrible news of Duncan Ashe’s assassination.
When Jacob received the news of Duncan’s death, he was absolutely beside himself with grief. His reaction to the news, coupled with the message from Rakepick demanding an audience with him, was so out of control that Jacob ended up violently taking his feelings out on all of the guards who had been assigned to guard the Ace of Spades when he went to confront her. After taking down a good thirty men with nothing but his own two fists and the blunt side of a shot gun, Jacob was finally overcome by Rakepick’s chief stooge, a dark-haired man named Kazuhiro Shiratori, and about ten other soldiers providing back-up. As it’d turned out, Jacob hadn’t had any additional shot or powder besides the one currently in the gun, hence why he’d only used the blunt side of it like a club. Many of Rakepick’s supporters insisted the lone shot in the gun was clearly intended for the Ace of Spades. If it weren’t for Rakepick herself intervening and ordering his imprisonment, Jacob Cromwell likely would’ve died that day.
It was nearly two weeks later that Rakepick followed up with Jacob in his cell. When she arrived, she found the prison quiet and still, except for a low, melancholy song echoing down the empty stone halls.
“Our duty first -- love must not lead... What might have been, had fate decreed? ‘Twere better far, had we not met -- I loved you then...I love you yet... Say ‘au Revoir,’ but not ‘Goodbye’ -- The past is dead: love cannot die. ‘Twere better far, had we not met -- I loved you then...I love you yet...”
Rakepick had heard Jacob Cromwell sing before -- she’d heard both him and his younger sister Carewyn sing in passing, so she had no trouble picking out that familiarly handsome Tenor tone, even despite its slight tear-soaked rasp.
He was grieving. However handsome his voice sounded, it echoed with bottomless pain -- the aching and longing of a man who’d lost the love of his life.
It made Rakepick’s eyes narrow that bit more as the prison guard escorted her down the hall toward Jacob’s cell.
“Jacob Cromwell, your Majesty,” the guard said dutifully.
Rakepick looked into the cell. Jacob had been bound with four different chains, each restraining his limbs to keep him tightly locked to the wall. His left sleeve was completely ripped off his shirt, he was nursing several bruises on his face, and his lip was bleeding.
Jacob looked up through the bars at the sound of the guard’s voice. The sight of Rakepick made him violently shoot to his feet, only to be held back like an attack dog on a leash by the chains binding him.
“You!” he snarled.
Rakepick’s expression became a little stonier.
“Hello, Jacob,” she said lowly.
Her eyes flitted to the guard. “Leave us.”
The guard gave a little bow, before marching back up the hall.
“What do you want, you murderous snake?” Jacob spat.
Rakepick waited for him to be fully out of sight before addressing Jacob. Her dark blue eyes were very cool upon him.
“Is that how you refer to the woman who spared your life?” she asked dryly.
“I know what you did to Coby -- to Ashe!” snarled Jacob. “Ashe was supposed to meet with you that very night, when he died -- ”
“A fact that gives me no solace, in the face of his assassination,” Rakepick cut him off in a very crisp, rehearsed sort of voice. “Believe me, had I not been waiting to meet with the Jack at the location agreed upon, I may have prevented his suffering...and yours, by extension.”
“You lying -- !”
“I do lament that things had to turn out this way, Jacob,” Rakepick said a bit more quietly. “Whether you believe me or not, I sincerely do.”
She folded her arms behind her back, pacing absently to the left as she considered Jacob out the side of her eye. Then, after a moment, she spoke again.
“...When was the last time you spoke to your mother?”
Jacob twitched. He glared up at her, but didn’t reply.
“Jacob,” said Rakepick very sharply. “I asked you a question.”
“And I didn’t answer it,” Jacob shot back very coldly.
“Jacob, your mother has gone missing,” said Rakepick. “No one’s seen her in the last two weeks -- the museum has heard nothing from her, and your flat has been abandoned.”
Jacob didn’t react with any kind of surprise. This seemed to be the answer Rakepick had been looking for -- her eyes narrowed, flaring with more fire than ever.
“Where is she?” she said very quietly.
Jacob didn’t respond -- instead he just turned his head away. Rakepick took hold of the bars, her eyes searing at Jacob through them.
“Your mother avoided an official summons from the Court of Spades,” she said sharply. “As you know, that in itself is a criminal offense. And with her visa already having been revoked out of a concern for national security, that now makes your mother a wanted woman, in the eyes of both the military of Spades and the country overall. When they find her, our officers will show no mercy -- unless you give me some information I can use to find her first.”
Again, Jacob didn’t answer. Rakepick’s eyes narrowed that bit more.
“That same information could also earn you your freedom, as well, if you merely cooperate,” she murmured. “I’ve already sent a letter to your sister’s university, telling her as much.”
The mention of Carewyn made Jacob shift slightly on the floor. Rakepick tried to latch onto this.
“Carewyn would be more than capable of advocating for you at your trial -- she more than knows the law well enough to argue a plea deal before the court. Then you can go back to living just the way you did before, here in Spades. Maybe even better than before. The army could use a mind like yours...as well as your sister’s.”
Jacob bowed his head. Rakepick tilted her head a bit, trying to gauge Jacob’s expression. Then, after a long moment, without moving off the floor, Jacob very slowly raised his head again to look back up at Rakepick.
His almond-shaped blue eyes were glinting with spite, and his lips curled up in a very large and cold smirk.
“‘And once she has you...she’ll make you serve her ends, just so you can never break free again,’” said Jacob. “Looks like Ashe really had you pegged.”
The curly-haired young man sharply rose to his feet, the chains rattling loudly in the movement as he got as close to the bars he could.
“Sorry, Rakepick -- but Lane Cromwell is long gone, and well out of your reach. And Wyn is more than wise enough to see through your little game -- no matter what you might tell her, or what you might threaten me with, she will never come back to Spades...and she will never serve you.”
Jacob’s eyes blazed with hatred despite the satisfaction in his expression.
“And once I break out of here myself,” he whispered venomously, “you’ll have no more leverage over my family. And I swear, I will not rest until you meet an end even more painful than the one you thrust upon Ashe.”
By the time Jacob was finished, Rakepick’s expression had hardened, losing all possible trace of compassion.
“...Very well.”
She stared Jacob down for a long moment, her dark blue eyes just as fiery and resentful as his. Then, turning on her heel, she called down the hall.
“Guard!”
The dutiful guard from before scrambled down the hall so as to meet Rakepick.
“Yes, your Majesty?”
“Double the watch on the prisoner,” Rakepick said very coldly, “and cut three links off his restraints. I don’t want him going anywhere.”
The guard saluted, before dashing off down the hall. Rakepick shot a look over her shoulder at Jacob.
“If you will not recant your past crimes and help us locate your mother, then your execution date will be set,” she said callously. “I sincerely hope for your sister’s sake, you have a change of heart on the matter -- it would pain me deeply, to have to inform her of her brother’s passing -- ”
“You contact my sister again, and I’ll show you the meaning of pain, you heartless witch,” Jacob spat.
Rakepick sighed tiredly. “You know, Jacob, your brain could earn you the honor and esteem of the world...but your temper really does make you impossible to work with.”
With this, she strode out of the prison.

That spring, across the border in the Land of Clubs, the Ace of Clubs, Cato Reese, was startled by a message he received from a town up near their northern border. An emaciated and exhausted-looking woman had been found collapsed in a heap on the railroad tracks just north of the capitol and had been brought to the local hospital to recover. When she’d awoken and someone had told her she was in the Clubs, she’d asked if anyone could help her find someone named Orion Amari.
“Someone named Orion Amari” -- it was a phrase that could make just about anyone in the Land of Clubs laugh, considering who Orion Amari was. But Cato instead found it very concerning, and he was sure to tell Orion so, when he escorted the King of Clubs on Abraxan-back up north toward the hospital where the strange woman was recovering.
“Madam Sprout’s letter noted that her manner of dress was distinctly foreign,” Cato said thoughtfully. “A worn wool skirt, a pinstriped waistcoat and white gloves...even the pocketwatch found on her was emblazoned with a crest of Spades.”
“That would explain her not knowing my position,” said Orion serenely.
“Maybe,” Cato granted as he adjusted his grip on the reins of his Abraxan steed, “but...well, I’ve seen those sorts of pocketwatches before. The Jack of Spades had one when he came to visit, remember? That has to indicate she’s got to be at least a little familiar with the Court of Spades, wouldn’t it? But if she’s encountered you through the Court of Spades, then she would have to know you’re the King of Clubs...”
“And yet she doesn’t,” finished Orion.
“Exactly.”
Orion’s steed Tralee gave a light murr. The King of Clubs brought a gentle hand through her silvery white mane to soothe her.
“It seems this stranger has some knowledge of me outside of my position as King,” Orion said, and he too looked intrigued now. “Let us get to the bottom of that swiftly.”

When the King and Ace arrived at the hospital, Madam Sprout led them under seemingly endless ceilings and past beautiful wooden pillars carved to resemble the trees that framed the building’s exterior. They migrated all the way to the far end of the ward, which held the bed belonging to the woman in question.
She was an older woman, likely the age to be both Cato and Orion’s mother, with long blond hair around a heart-shaped face and shadows under her eyes, which shone a bright, almond-shaped blue.
A very familiar blue...
When Orion and Cato approached, the woman looked up. Despite the frailness of her features, her eyes were very bright and alert.
“You have visitors, Lane,” Madam Sprout said kindly.
The name made a strange light of recognition spark to life in Orion’s eyes. Cato glanced at him, but his face was a mask he couldn’t quite read as he walked up to the woman’s bedside.
The woman called Lane smiled at Orion.
“Are you Orion?” she said. Her voice was very soft and oddly fragile, and yet echoed with warmth and hope.
“Yes,” said Orion.
Lane’s expression bloomed like a flower, her lips spreading into a full, relieved smile. She reached out to gently take Orion’s hand in both of hers, even if the kind gesture made Orion stiffen like a lightly startled cat.
“It’s so wonderful to finally meet you,” she said earnestly. “Even if it is like this. Winnie’s spoken so highly of you...”
“‘Winnie?’” repeated Cato, confused.
He looked to Orion for an explanation, but Orion was instead solely focused on Lane.
“Would your name...be Lane Cromwell?” the King asked, his voice very soft.
“Yes,” said Lane. “I’m Carewyn’s mother.”
That strange glint from before took over Orion’s eyes at that name, shining much brighter than before and yet also looking more tense.
“You were supposed to join Carewyn in the Kingdom of Hearts this last winter,” murmured Orion. “And yet you are here. I feel that I should be very concerned, about that.”
Lane’s eyes welled up with pain.
“The army blocked my work visa at the last moment,” she explained.
“Rakepick’s officially shut down all transport in and out of the Country of Spades,” supplied Cato, and Orion glanced at him. “She just shut down the railroad three days ago.”
“I thought she would,” said Lane. “I knew I’d need to show identification to use the train anyway...that’s why I just decided to follow the tracks on foot. I knew they’d take me to the Land of Clubs...even the Kingdom of Hearts eventually, if I just kept going...”
“You went on foot?” said Cato, alarmed. “To do that -- it must’ve taken you weeks to get here...”
“What of your son, Jacob?” Orion asked. His hands were clasped tightly in front of him as he regarded Lane. “He worked for your Jack of Spades, didn’t he?”
Another pained shudder rippled over Lane’s expression.
“...When my visa was blocked, Jay promised to follow up with the Jack of Spades. When I returned home that night, a courier brought me this -- ”
She leaned over to pick up a water-stained, crumpled-up letter, which Cato unfolded and read aloud:
“‘Mum -- your fears were right. Rakepick doesn’t want you leaving the country. Ashe has said there are already others who’ve been rounded up and put in jail after trying and failing to leave.’”
Cato shot a quick glance at Orion. His King’s black eyes had narrowed slightly.
“‘I’ll have to stay in the capitol tonight, to finish up some work for Ashe,’” Cato pressed on. “‘In the meantime, pack your things and leave the Country of Spades, now. It doesn’t matter where -- just run. I know you’ll want to wait for me so we can leave together, but I won’t be home for at least a whole day, and the Ace might get to you before I do. The longer you wait, the harder it’ll be for us all to get out. Don’t worry -- I’ve already promised Ashe I’ll be right behind you, and now I’m promising you. I’ll find Wyn, and then I’ll find you. I love you. Jacob.’”
“Then it’s as we feared,” Orion murmured.
Orion looked from Lane, who had bowed her head to try to obscure the grief in her expression, to Cato.
“I must make contact with Veruca,” he said solemnly. “She’ll want to know at least one of the new Queen of Spades’ targets successfully escaped.”
Lane looked up, very startled.
“Queen?” she repeated, her soft voice incredibly tense and urgent.
Cato nodded grimly. “Patricia Rakepick recently took on the mantle of Queen, in the advent of Duncan Ashe’s death. She claimed it was out of a desire to ‘better centralize noble authority.’”
Despite the stability of his voice, the Ace of Clubs’s disapproval was apparent. Orion, whose face was a bit more stoic, clasped his hands in front of him as he looked out the window, his eyes absently resting on Tralee, who was tied up securely outside the hospital.
“We’ll use the regular channels, to reach Veruca,” he told Cato solemnly. “For Carewyn, however, I may need to be more direct...”
“Are you planning on going to the Kingdom of Hearts yourself to see her?” said Cato, surprised.
“I have sent letters to the university of Hearts, and they have reached her there,” said Orion. “Perhaps if I request an audience with the King and Queen of Hearts, I can use that as an excuse to likewise seek out a direct audience with Carewyn.”

Media capture is one of the great causes of democratic backsliding in Central and Eastern Europe. Next month’s elections in Poland, despite a burgeoning cash-for-visas scandal rocking the incumbent administration, is largely being framed around a nonsensical referendum question on supposed EU efforts to push illegal migrants into the country.
Jaroslaw Kaczynski, the chairman of the country’s ruling Law and Justice party (PiS), is borrowing from the playbook of his Hungarian counterpart, Prime Minister Viktor Orban, by stoking fears of foreign interference and by harnessing informal power, which could undermine the fairness of the elections.
These governments used a threefold informal toolkit to consolidate control over the state and the society. First, clientelist corruption is central to controlling economic power by keeping political and economic opponents sidelined. Second, media capture is the linchpin of these regimes, used to boost the government’s support and undermine dissident voices. Third, the government is tilting the playing field with vote-buying as well as economic and policy coercion that has a negative effect on the integrity of the elections. This all comes against a backdrop of ongoing legal action taken by the EU against Poland for its persistent disregard for democratic standards and the core values of the European bloc.
For the first time, last year, the European Commission triggered the rule of law conditionality mechanism against Hungary in response to democratic backsliding. This new instrument aims to protect the budget and financial interests of the EU in the face of rule-of-law breaches, such as systemic irregularities in public procurement.
Brussels is withholding nearly 28 billion euros from Orban’s government; this includes the country’s entire share of the bloc’s cohesion funds for the 2021-2027 period, amounting to 22 billion euros, and 5.8 billion euros under the Recovery and Resilience Facility. In the meantime, Poland has been blocked from accessing more than 35 billion euros in COVID-19 recovery assets.
This, admittedly, represents a scaling of activity by the EU. But this determination to use funds as leverage, though a novel development in European governance, is not a path that is likely to bring either Orban’s Fidesz party or PiS to heel.
The reason lies in a lack of political will by the European Council and European Commission to enforce the rules. Both Orban’s Fidesz and Kaczynski’s PiS are tilting the playing field illegally and behind the scenes, in ways that are hard to detect, in order to sideline their opponents and silence critical views.
The extent to which both administrations have weakened checks and balances and undermined democratic institutions in their countries is little known to many in Europe. And this is not surprising, given that neither employs openly oppressive methods in pursuit of their aims: Instead, they both instrumentalize the law to fit their authoritarian goals.
Each country achieves this in different ways. In Poland, party patronage and nepotism are the key features of the country’s organizational clientelism. This has resulted in an unprecedented number of relatives and allies of PiS taking up high-level state positions in a nontransparent way, and, in turn, has helped Kaczynski maintain his fragile coalition.
Meanwhile in Hungary, state resources are largely distributed in a top-down fashion, and they are centered around Orban’s personal network. The outcome is full monopolization of state and key economic sectors. What’s more, foreign companies in Hungary are increasingly complaining about hostile takeover attempts by the government. It reportedly intimidates them with various tactics, including by using the captured prosecutor’s office.
There is commonality between the two parties in that they both exercise power informally through media capture, and they use powerful individuals and state companies to silence or neuter media outlets independent of the government. PiS, for example, has turned Poland’s public broadcaster into a state propaganda instrument, underpinning the move by having state oil giant PKN Orlen take over Polska Press media organization. As a consequence, Daniel Obajtek, a close political ally of Kaczynnski, now controls 20 out of Poland’s 24 regional newspapers, more than 120 local magazines, and 500 online news portals. These two media empires are working together to push a narrative that the principal opposition challenger in next month’s election, Donald Tusk, is collaborating with Germany and Russia to destroy the Polish state.
In Hungary, the situation is worse still. Origo and Index, the country’s largest online news portals, were independent before being taken over by pro-Orban interests linked to businessman Miklos Vaszily. Origo is now staunchly pro-government and is often accused of publishing conspiracy theories and fake news. Index, after a leadership change that resulted in swathes of its staff resigning en masse, has now ceased any overt criticism of the Hungarian government. The independent Klubradio station, meanwhile, was forced off the air, on dubious grounds relating to its license, by a state organization packed with Fidesz-aligned decision-makers.
In both countries, too, national competition authorities and politically captured media councils are used to amplify pro-government media—in many cases by approving mergers and acquisitions in a way that favors the government. The formation of the Central European Press and Media Foundation in Hungary in 2018 exemplifies this: a body through which 476 media outlets have been transferred to a pro-Fidesz foundation.
Those who do try to go it alone or sustain their position have, in turn, become government targets. Just ask Zoltan Varga, one Hungary’s last remaining media chiefs independent of the government, who has endured a sustained period of harassment from allies of the prime minister, and who has, reportedly, been surveilled with Pegasus spyware at the instruction of government officials.
Brussels has responded by backing formal institutional changes to European directives. And it is in the difference between the letter of the law and how it is being implemented that Fidesz and PiS have expanded their attacks on independent democratic bodies within their countries, free of any fear of repercussions.
For example, on media regulation in both countries, the EU’s Audiovisual Media Services Directive imposes formal requirements that apply on a pan-EU level. However, these are easily met by the text of a well-designed national law, and they are effectively akin to a boxticking exercise in their current form—as evidenced by the configuration and functioning of the Hungarian Media Council, which, while formally adhering to EU requirements, is essentially captured by the government and biased in its activity.
This means that as things stand, and as the democratic foundations of these two countries wilt, the EU is stuck in a loop. Both Orban and Kaczynski are happy to maintain their facade of adherence to the EU’s rule-of-law framework, claiming that they are complying with national legislation. But the legislative process lacks the basic tenets of democracy by fostering the nontransparent fast-tracking of legislation and misusing national consultations and biased referendums to legitimize certain measures.
The EU’s position is therefore unsustainable, insomuch that it addresses certain aspects of informal power but ignores others. It is cherry-picking when it should be responding in absolute terms, and it cannot reasonably claim that it is making every effort to ensure that there is a standardization of values across the European bloc.
A multifaceted and sustained approach by the European Commission is required if Poland and Hungary are to be brought back from the brink. This should include immediate legal action against the governments of both countries, an indefinite suspension of all EU funds, and a more effective enforcement of conditionality.
The Hungarian government promised to reduce the proportion of single-bidder tenders to below 15 percent. While it was taken as a significant step, this will not undercut systemic corruption in Hungary. The EU needs to take into account that Orban’s allies can still circumvent the authorities informally: Fake bidders can show up to imitate “competition” on the market, and public procurements can end up with the prime minister’s allies once again.
In the context of media capture and the EU regulatory framework, the European Commission must be more specific in defining informal power to better protect the integrity of the common market and freedom of speech. And it should use its very clear competencies around competition law and state aid to step in, on scale, with infringement proceedings to address the politicization of media ownership and the abuse of state advertisements.
Many in Brussels will make the argument that the EU does not have sufficient powers to counter democratic backsliding. However, this is not true. It has a whole host of tools at its disposal, and it does not need to engage in a perpetual doctrinal innovation each and every time there is a flash point in an offending member state.
It is creating its own problems by allowing a networked system of de-democratization to flourish in Poland and Hungary and by maintaining its current, flawed approach of drip-feeding funds upon the apparent fulfillment of specific conditions. This allows both PiS and Fidesz to superficially remedy issues while informal power systems are left unchecked—and free to maintain their attack on the democratic fabric of each country.
The EU cannot be half in and half out in its engagements with administrations that are have no intention of playing by the rules of the European bloc. It has to play hardball and use every tool at its disposal if it is to safeguard the democracy of these two countries.
