ABA’s CILA Advancing Legal Rights of Immigrant Youth in US
A former special counsel for the U.S. Department of Justice, Juan Carlos Benitez is the president and board chairman of Latte Training Academy, which is engaged in workforce development in the Marianas. A lawyer practicing immigration law, Juan Carlos Benitez is a member of the American Bar Association (ABA).
ABA runs the Children’s Immigration Law Academy (CILA), a legal resource center with a mission to empower attorneys representing immigrant youth through training and capacity building. It also matches them with immigrant youth in need of representation.
Legal representation is critical for success in immigration court. Syracuse University researchers analyzed records on removal proceedings against unaccompanied children in immigration court from 2005 to 2021. They found that over that period, 56 percent of unaccompanied children in removal proceedings had no legal representation while 44 percent had it.
In July 2021, 39.34 percent of children without representation were given a removal order, while only 15.64 percent of those with representation received that order. In addition, 10.54 percent of children with lawyers had their cases terminated and 3.78 percent were granted relief. By contrast, only 1.66 percent of cases of children without lawyers were terminated and 0.55 percent were granted relief.
The data is clear - having an immigration lawyer will increase the likelihood of a positive outcome in removal proceedings. However, tens of thousands of unaccompanied children still go without legal representation. This is because the law does not grant them the right to free appointed legal counsel like in child welfare or juvenile cases. ABA’s CILA bridges that gap, connecting unaccompanied children with trained lawyers who can work on their matters pro bono.

Tomas Elias Gonzalez Benitez – Money Laundering
According to media reports, Tomas Elias Gonzalez Benitez is a ‘privileged’ supplier for the Venezuelan Government.
He has been an associate of General Rodolfo Marco Torres, the former Food Minister and ex-president of Corporación de Abastecimiento y Servicios Agrícolas (Agricultural Supply and Services Corporation).
Recently, media reports have revealed several details of corrupt dealings between Tomas Benitez and Marco Torres.
Marco signed numerous purchase orders for the shell companies of Tomas Benitez. He abused Hugo Chavez’s food emergency law for this purpose.
This way, Tomas didn’t have to go through any bidding process.
Hence, Tomas Elias Gonzalez Benitez was able to secure food purchase orders worth millions of dollars for public organizations. This included the likes of Mercal, CASA, Abastos Bicentenario, PDVAl, and others.

Tomas claims to be the director of Afcom Corp, Dexton, Oil Gas Technology Inc, Alox International LLC, Domar Trading SS, Gestamer SA, Total Web Services, and Latin Investors.
The leaked Panama papers reveal six additional companies under the name of his partner, Ricardo Rojas Urbina.
Carlos Tablante and Marcos Tarre’s book El Gran Saqueo revealed that Tomas Elias Gonzalez Benitez acted as an intermediary for the purchase of meat from Brazil to Venezuela.
Again, media reports revealed that Marco Torres had signed purchase order no. DCL – 56-6/2008. He was the CASA president at the time.
Here, the order authorized the purchase of 15,000 tons of meat at $4,740 to Domar Trading CA. Note that Domar Trading CA is a company of Tomas Elias Gonzalez Benitez.
This company is registered in Panama but is based in Miami. Additionally, Domar Trading CA acted as an intermediary as the meat was originally from Brazil.
Moreover, this deal took place when Tomas Elias was facing a lawsuit against Bariven in Florida, US.
There, the lawsuit was for breaching a 5 million contract for purchasing meat, sugar, and chicken from a Brazilian company.
He had purchased Dexton Validsa, Inc, another shell company of Tomas Elias Gonzalez Benitez.
Using Shell Companies for Money Laundering
According to the media, there was a dispute between officials of Bariven and PDVSA and they decided to leave Tomas Elias Gonzalez Benitez aside.
These officials included Luis Hernandez, Juan Carlos Chourio, and George Kabboul.
Together, they decided to cut out their share of Tomas and complete the deal by themselves. This included $11.5 million in markups.
Moreover, they were going to buy directly from West Meat, the actual Brazilian supplier. However, Cuban government officials were also involved.
Hence, PDVSA had to pay Tomas Elias Gonzalez Benitez $100 million as compensation.
Additional Corrupt Dealings of Tomas Elias Gonzalez Benitez
In 2012, PDVSA was in charge of buying materials and equipment through Liaoning Northern Steel Pipes Co., LTD, a Chinese company.
However, it was not a Chinese company at all.
Instead, it was a company founded by Joseph Benoudiz and Pablo Cadenas in Texas, US. They were trying to hide the identity of the actual Asian supplier.
This deal involved over $56 million.
Diario Las Americas revealed that Benoudiz and Cardenas were among the owners of over 40 companies with the same addresses, directors, and telephone numbers.
However, all of these companies had registrations in different jurisdictions including Hong Kong, Panama, Venezuela, Singapore, New Zealand, and the United States.
Among these companies, Alox International LLC and Dexton stand out the most.
Tomas Elias Gonzales Benitez is a board member in both of them.
Conclusion
Tomas Elias Gonzalez Benitez is a prominent player in the corrupt dealings of the Venezuelan government.
He has multiple shell companies and takes part in global money laundering operations.
There are plenty of examples where high-level businessmen and government officials start using their position to indulge in corruption.
For example, Dan DiMicco is notorious for abusing his power during the Trump presidency to harm his competitors. Similarly, Thomas Flohr has gained notoriety for helping an African criminal save his millions.

The Pulse nightclub shooting, a tragic event in Orlando, Florida, occurred on June 12, 2016. It was one of the deadliest mass shootings in U.S. history, resulting in the loss of 49 lives and injuring 53 more. It was also the deadliest violent attack against the LGBTQ+ community in US history. The shooter, Omar Mateen, pledged allegiance to ISIS during the attack. The incident deeply shook the nation, sparking discussions about gun control, terrorism, and LGBTQ+ rights. Vigils and memorials were held worldwide to honor the victims and show solidarity with the LGBTQ+ community.

Urgent Action: VENEZUELAN PRISONERS FACE CRITICAL NEGLECT (Venezuela 96.23)
Since February 2024, Juan Carlos Marrufo is enduring inhumane prison conditions in the Venezuelan prison, Rodeo I, and has been held in politically motivated arbitrary detention since March 2019. As well as subjecting him to isolation and lack of drinking water, the authorities deny him medical testing and treatment. María Auxiliadora Delgado, married to Juan Carlos and detained for over five years, requires immediate medical tests. Emirlendris Benitez, arbitrarily arrested in August 2018, suffers ailments resulting from the torture she was subjected to which require immediate surgery. We call on minister Celsa Bautista to ensure they receive medical attention immediately.

La CADA confirmo la delegación a los Juegos Panamericanos Santiago 2023, de acuerdo a lo informado por el COA y PANAM SPORT, finalizado el proceso de clasificación y cubrimiento de las plazas establecidas para cada prueba. Colombia, con plantel completo para el Sudamericano u20 de Bogotá
Informe: Julio César Sandoval Silva Colombia tendrá un equipo completo para el Campeonato Suramericano Sub-20, que se realizará en la pista del Estadio El Salitre, de Bogotá, lo que significa que los locales atletas disputarán las 45 medallas en juego en el certamen, que se llevará a cabo del 19 al 21 de mayo. El grupo del equipo colombiano lo conforman 82 atletas (38 damas y 44 varones), que se conformó gracias al apoyo de Ministerio del Deporte, que también hará posible la concentración de los locales a partir del 12 de mayo, en la capital del país, una semana antes del inicio de las competencias. Muchos de los atletas del equipo tienen experiencia en certámenes internacionales, e incluso mundialistas, lo que les permitirá llegar optimistas en busca de mejorar la participación de campeonato realizado en Lima (Perú), en 2021, cuando los colombianos acumularon 11 medallas de oro, 8 de plata y 6 de bronce, para un total de 25. En el grupo sobresalen nombres como las velocistas Melany Bolaños, Marleth Ospino, María Alejandra Murillo y Laura Martínez, integrantes del relevo 4x100 que obeuvo la medalla de bronce en el Mundial Sub-20 de Cali, el año pasado. Igualmente estarán otros mundialistas como Natalia Pulido, Paola Loboa, Karol Dayana Mosquera, María José Gelves, Jean Carlos Ortiz, Hollman Villamizar y Pedro Marín, quien además viene de ser campeón suramericano de cross country y también fue representante en el mundial de la especialidad, en Australia. Con ese equipo, Colombia espera, además de mejorar la participación de hace dos años en Lima, acercarse a Brasil, que en esa ocasión se impuso tras acumular 17 preseas de oro, 11 de plata y 12 de bronce, para un total de 40. Y en busca de ese objetivo, la Federación Colombiana de Atletismo también seleccionó un experimentado grupo de entrenadores en el que están Jorge Benítez, Fernando Torres, Mirtha Brok, Rolando Ortiz, Johan Manga, Luis Small, Yolanda Beltrán, Daniel Jovanni Castro, Gelman Giraldo Guanaro Juan Carlos Día, Carlos Ladino y Edgar Murillo. En el certamen, que llega a su edición 45, participarán cerca de 400 atletas de 13 países afiliados a Atletismo Sudamericano: Argentina, Bolivia, Brasil, Chile, Ecuador, Guyana, Panamá, Paraguay, Perú, Surinam, Uruguay, Venezuela, y el local Colombia. La programación del Campeonato Suramericano Sub-20 comenzará el viernes 19 de mayo, con dos jornadas, una en la mañana y una en la tarde. El sábado habrá dos jornadas más y se cerrará con la quinta jornada, el domingo 21, en la mañana. Congress Renews EB-5 Regional Center Program Authorization
Juan Carlos Benitez, a juris doctor graduate from the Inter-American School of Law, is an attorney serving as an alternate director in the Guam Chamber of Commerce and the president of the Latte Training Academy. Juan Carlos Benitez previously served as the president of the Marianas EB-5 Regional Center in Saipan, where he helped foreign investors invest in the US in return for a green card.
An EB-5 regional center is a designated economic unit that the United States Citizenship and Immigration Services (USCIS) authorizes to participate in the Immigrant Investor Program to promote economic growth.
The EB-5 regional center program has been highly effective in drawing foreign investment and encouraging economic activity in specific parts of the country. The initiative has particularly benefited rural communities and economically challenged regions that have previously struggled to attract international investment.
The 2022 reauthorization of the EB-5 Regional Center Program by Congress brings some notable changes regarding investment minimums. The enactment of the new statute demands that Targeted Employment Areas’ minimum investment increase from $500,000 to $800,000, and the EB-5 projects minimum investment increase to $1.05 million from $1 million, according to Fragomen.
The new statute also reserves 32 percent of the yearly EB-5 immigrant visa limit for certain projects, with 20 percent set aside for foreign nationals investing in rural areas in the US, 10 percent going to foreign investors in high unemployment areas, and the remaining 2 percent to investors who qualify for new national infrastructure projects.
Moreover, the new legislation permits investors of good faith to finish the process for obtaining permanent residency in the event of the termination of an EB-5 firm or Regional Center or when a Regional Center Program ends in the future.

Edward Sotomayor Jr, 34
Edward was a caring, energetic man known for wearing a silly top hat on cruises, Edward worked for a company that held gay cruises and often travelled to promote the company’s events.
Stanley Almodovar III, 23
Stanley worked as a technician in a pharmacy, he was described as “good, but impudent” and a person who is not indifferent to his own sexual identity. "He was so proud of who he was."
Luis Omar Ocasio-Capo, 20
Luis described himself as a dancer on his Facebook account. Following the terrorist attack at the Bataclan theatre in Paris last year, he showed solidarity with the victims by adding a tricolour filter to his profile photo. A former teacher described him as a ‘ray of sunshine’.
Juan Ramon Guerrero, 22
Guerrero worked as a telemarketer, and was in school at the University of Central Florida. He was attending Pulse with his boyfriend, Christopher Andrew “Drew” Leinonen, who also died in the attack. “Juan and Drew were soul mates, and they were great together,”
Eric Ivan Ortiz-Rivera, 36
After moving to Florida from Puerto Rico for the chance of a better life, Eric , a merchandise manager, was said to have ‘sacrificed himself a lot for his family’, the Orlando Sentinel reported. ‘Eric was always willing to help everybody. He loved his brother, and he was always being generous.’

Peter worked for logistics company UPS in Orlando after graduating from Colonia High School. Originally from South Africa.
Luis S. Vielma, 22
Luis worked on the Harry Potter ride at Universal Studios, according to author JK Rowling, who said she could not ‘stop crying’ after hearing the news. Friends told the Orlando Sentinel that Mr Vielma was a ‘true friend’, and he had hoped to become an emergency medical technician. One, Olga Glomba, described him as ‘a funny, sweet, nerdy guy without a mean side. He just wanted to make people smile.’
Kimberly Morris, 37
Morris, a bouncer at the nightclub, was a former basketball player at Post University in Connecticut. “She was tough and played hard on the basketball court but off the court she was all smiles.” “She always had a smile on her face,”
Franky Velazquez, 50
DeJesus was a professional dancer who had danced in Puerto Rico and had traveled the world. “Jimmy was lovable, outgoing,” his sister, Sarah Lopez, tells. “He was one of those guys that you wanted to be friends with, you know? One of those people who brightened a room when he walked in.
Xavier Emmanuel Serrano Rosado, 35
Rosado was the father of a 5-year-old child and also a professional dancer, specializing in salsa. Close friend tells that he used to dance for Disney and Universal Studios. “He was a great, great father,” she says. “He was just the most fun, happiest guy you could ever know.”
Javier Jorge-Reyes, 40
Jorge-Reyes had a passion for life, according to friend. Ortiz met Jorge-Reyes, who was originally from Puerto Rico, through her practice, and says, “He was so funny and so alive and savvy.” “He had an extreme talent for the arts and was very creative with makeup,” she shares.
Shane Evan Tomlinson, 33
Tomlinson was a lead singer in Frequency Band, a local cover band that performed top 40 songs, according to longtime friend Jai Saint. “He has a great voice, he is so popular around here. Honestly it’s hard not to enjoy his voice,” Saint tells of his best friend of 10 years. “He’s extremely positive, he’s all about life and living it to the fullest. He had amazing energy, which is hard to come by these days.” Tomlinson graduated from East Carolina University in 2003 with a Bachelor of Science degree in Communication with a minor in Business Administration.
Eddie Jamoldroy Justice, 30
Justice worked as an accountant and lived in downtown Orlando. He loved accessorizing with flashy jewelry and loved making others laugh. Justice’s mother Mina received texts from her son throughout the shooting as he hid in the bathroom. At one point he wrote, “He’s coming. I’m gonna die.”
Darryl Roman Burt II, 29
Burt was a member of the Jacksonville Jaycees, a young professional’s group in Florida. “He was personable, social and easy going,”. “Both socially and professionally he was always interested in making positive impact on people’s lives and in the community.” A hard worker, Burt had recently been recommended for a position on the Jaycee’s Board of Directors.
Deonka Deidra Drayton, 32
Drayton, had been through rough times, a friend tells, but was pulling herself together and was happy living in Orlando.
Anthony Luis Laureano Disla, 25
Disla was a talented dancer, who excelled in a variety of styles including salsa, mambo, tango or ballroom was in Orlando to pursue a career as both a dancer and choreographer. His mother, Olga M. Disla, tells: “He was lovely, kind and respectful of others all the time. He liked to help anyone who needed help.”
Jean Carlos Mendez Perez, 35
Perez, born in Puerto Rico, was obsessed with fitness and loved testing out new fragrances, Agudelo said. He met his longtime partner Luis Daniel Wilson-Leon at the store. Wilson-Leon was also a victim of the shooting. Friend Marisa tells, “Nicest guy you’d ever meet. Both of them, actually. They were magnetic. They’d walk into the room and everyone would turn to look, because they were just so handsome.”
Luis Daniel Wilson-Leon, 37
Wilson-Leon was the manager of a shoe store and longtime love of fellow victim Perez. “They faced the odds, Luis came from Puerto Rico and being gay isn’t totally accepted, obviously here, but it’s not totally accepted there as well,” his cousin Luis Wilson tells. “He is an inspiration. He grew up conflicted but found peace with himself and those around him and he finally had found acceptance and love. Finally found it. And now look.”
Amanda Alvear, 25
Alvear was attending school to be a nurse, and has recently been promoted to the lead pharmacy technician at the pharmacy where she worked, Shannon Marie Baxley, her sister-in-law, tells. “She loved the gay community, the LGBT community. She was straight herself but those were her people, those were her family. She was a magnetic person,” Baxley shares. “She was the loveliest girl, just the sweetest girl.”
Martin Benitez Torres, 33
Longtime friend of Torres, tells that he just had moved to Florida at the end of the last year to continue working for Hertz. He was also studying marketing at Sistema Universitario Ana G Mndez. “He was one of a kind,” she shares. “He was always a person that you could talk to. He was our confidant. He was always surrounded by all of us. We were all women where we used to work, so we used to laugh with him, we used to cry with him. He was a good friend.”
Jerald Arthur Wright, 31
Wright worked in the Magic Kingdom at Walt Disney World. Another person who worked with him added that he was “hard-working” and “loved his job.” “He was one of the first to say hi and make us smile and laugh,”
Cory James Connell, 21
Connell enjoyed playing football and basketball and had dreams of becoming a firefighter. While still in pursuit of that dream, Connell studied at Valencia Community College in Orlando and worked stocking shelves at the Publix in Orlando’s Edgewater neighborhood.
Brenda Lee Marquez McCool, 49
McCool, was battling leukemia when her life was cut short, her niece, Neila Rodriguez, tells. At Pulse with her son Isaiah, McCool was shot in the back and told him to “just run, go.” “She was a cool mom. She was really down-to-earth and open-minded.”
