With the seizures now crossing Rs. 1000 crore, the EC’s vigilance is at an all-time high, surpassing previous records and sending a clear message that such practices will not be tolerated. Surge in Seizures Compared to 2019 Elections In what has been described as a seven-fold increase from the 2019 assembly elections, Maharashtra and Jharkhand have seen a surge in the value of seized goods, including cash, liquor, drugs, precious metals, and freebies. In 2019, Maharashtra recorded seizures worth Rs. 103.61 crore and Jharkhand Rs. 18.76 crore. However, this year, the total value of seizures from these two states alone has reached a staggering Rs. 858 crore. The breakdown of seizures includes: Maharashtra: Rs. 660.18 crore Cash: Rs. 153.48 crore Liquor: Rs. 71.13 crore Drugs: Rs. 72.14 crore Precious metals: Rs. 282.49 crore Freebies: Rs. 80.94 crore Jharkhand: Rs. 198.12 crore Cash: Rs. 14.84 crore Liquor: Rs. 7.84 crore Drugs: Rs. 14.84 crore Precious metals: Rs. 8.38 crore Freebies: Rs. 152.22 crore The total seizures across these states and bye-elections have reached Rs. 1082.2 crore, with the EC making it clear that it will continue to monitor and act swiftly in the remaining days of the elections. Focus on Curbing Illegal Mining and Drugs A notable trend this year is the crackdown on illegal mining and drug trafficking, which has been a major focus in Jharkhand. In one high-profile incident, Rs. 2.26 crore worth of illegal mining material was seized in Rajmahal constituency, Sahibganj district. Additionally, large quantities of narcotics were confiscated, including 687 kg of poppy straw in Daltonganj and 824 kg in Khunti, which were intercepted before reaching their destination. In Maharashtra, enforcement agencies have stepped up operations, with multiple seizures of cash, drugs, and liquor, including the interception of 4500 kg of ganja plants worth Rs. 4.51 crore in Buldhana district. Additionally, silver bars worth Rs. 5.20 crore were seized in Raigad, signaling the extent of illicit activity that the Commission is targeting. A Strict Vigil for Free and Fair Elections The Election Commission, led by Chief Election Commissioner (CEC) Rajiv Kumar, has maintained a relentless focus on curbing the influence of money in the electoral process. According to CEC Kumar, the increased seizures reflect the Commission’s enhanced vigilance and proactive measures to disrupt illicit activities in the lead-up to elections. He urged officials to continue their efforts over the next two days, with a specific directive to prevent the distribution of inducements until polling is complete. “The surge in seizures is a result of an extensive monitoring process, starting months before the election,” said CEC Kumar. Bharat Bandh updates | Delhi Police tightens security at border points
Samyukta Kisan Morcha, the umbrella body of over 40 farm unions spearheading the farmers’ agitation, has called for an all-India Bharat Bandh.  “As this historic struggle completes 10 months, SKM has called Monday [September 27] to be observed as Bharat Bandh against the anti-farmer Modi government,” the SKM had said in a statement. The bandh will be held from 6 a.m. to 4 p.m. during which all government and private offices, educational and other institutions, shops, industries and commercial establishments as well as public events and functions will be closed throughout the country, it said.

No major impact of Bharat Bandh in Madhya Pradesh
The Bharat Bandh had no major impact in Madhya Pradesh on Monday as day-to-day and commercial activities went on as usual.
Eyewitnesses said road traffic was normal in the state capital Bhopal and commercial hub Indore.
However, talking to PTI, Rashtriya Kisan Mazdoor Mahasangh national president Shivkumar Kakkaji claimed, “The bandh called by farmers against the three laws and for demanding guaranteed MSP for crops has been successful.” He further claimed that the outfit had given relaxation from the shutdown to Bhopal as most of its residents are (private and government sector) employees and not farmers, but the protest was successful in the farming community-dominated small towns of Nimar region, Shahdol, Umaria, Raisen and Silwani. Kakkaji said he was sitting in the “control room” in Bhopal and was getting reports that the shutdown call was “successful”, and added that no untoward incident was reported from anywhere.

The dawn-to-dusk strike called by Samyukta Kisan Morcha was almost complete in Kollam with nearly all business establishments remaining closed and vehicles keeping off the road. While some private vehicles, including those transporting patients, were seen, few KSRTC buses, taxi services and autorickshaws operated on Monday.
All shops, restaurants and other business outlets, including those functioning in interior regions, downed their shutters. Though stray incidents of protesters blocking the vehicles were reported, the strike was generally peaceful in the district. While vehicles and employees of the health department on duty were not affected, most offices registered very low attendance.

Delhi Chief Minister Arvind Kejriwal requested the Centre to consider the demands of farmers protesting against the three farm laws, saying it will not be “bowing down” before anyone if it does so.
“We are celebrating the birth anniversary of Bhagat Singh. He made the supreme sacrifice for the freedom of the nation. He did not fight for freedom for a day when farmers have to sit on the streets and protest for a year to get their demands considered,” he said on the sidelines of an event to launch a tourism app for Delhi at the secretariat.
“The [central] government should consider their demands. Considering farmers’ demands will not be like bowing down in front of anyone as farmers are also people of our country,” Mr. Kejriwal said. — PTI

Bharat Bandh failed to evoke any response in Arunachal Pradesh, a senior police officer said in Itanagar.

There have been no protests and life remained normal in the state capital, Itanagar Capital Region (ICR) Superintendent of Police (SP) Jimmy Chiram said.
There was no impact of the bandh in other parts of the State as well, a senior government official said, adding, the State government has taken enough precautions to prevent any untoward incident during the day.

Assam remained unaffected by the Bharat Bandh as public transport operated as usual, markets were open and offices registered usual attendance.

In Guwahati, members of the SUCI (Communist) took out a protest rally in the morning, raising slogans against the three farm laws. They were detained by the police near the Ulubari point.
There were no reports of any other protest or demonstration from across the State.
Congress State president Bhupen Bora urged the people to come out on the streets in support of the bandh, but party workers were missing.

Normal life affected in Wayanad
Normal life in the district was affected by the dawn to dusk hartal  called by the Joint Committee of Trade Unions on Monday  in the state to express solidarity with the farmers on agitation against the agricultural reforms introduced by the BJP-led government at the Centre.
Attendance was very low in government offices and financial institutions. Only nine out of the 138 employees turned up for the duty at the Collectorate here, Additional District Magistrate, N.I. Shaju said.
While the KSRTC and private buses as well as taxis were stayed off the road , people were seen riding two wheelers , private vehicles.
The shops and business establishments were closed the district as the merchants associations have also expressed solidarity with the protest. – E.M. Manoj

Heavy rain in A.P. dampens ‘Bharat Bandh’
Heavy to very heavy rain since the wee hours of Monday dampened the ‘Bharat Bandh’ in Andhra Pradesh. Many non-NDA parties have extended support to the nationwide 10-hour strike on Monday called by farmers protesting against the three agri laws under the aegis of the Samyukt Kisan Morcha (SKM).
In AP, the YSR Congress government lent support to the bandh and suspended RTC bus services and declared holiday for schools on Monday.
The main opposition Telugu Desam also supported the bandh, along with the Congress and the Left parties. However, some places in the State did witness rallies supporting the bandh. Parts of Delhi witness traffic snarls due to road closures, diversions
Parts of the national capital witnessed traffic snarls on Monday morning as police closed some key roads to prevent any untoward incident during the Bharat Bandh called by farm unions against the Centre’s three farm laws.
The Delhi Police has increased security checks at its border points which led to the slowing down of traffic and it informed commuters about road closures and traffic snarls on Twitter.
According to police, roads around the historic Red Fort as well as the dual carriageway at Ghazipur border were closed for traffic. – PTI

Hartal near total in Kochi
The dawn-to-dusk “bandh’ on Monday in support of the all-India lockdown under the aegis of the farmers’ collective against the Union govermnets’ farm laws, backed by various political parties, labour and trade unions, found its echo in Kerala with public transport coming to a standstill even as heavy rains lashed the district from early hours on Monday.
Schools and colleges are closed and no public transport vehicles are visible on highways. There are a few private vehicles on the roads, mostly two-wheelers. Hotels and business establishments are closed. The district has also seen about six to eight mms of rain per hour throughout the day on Monday, causing a big barrier to movement of people and vehicles.
Kerala State Transport Corporation schedules have been cancelled in the district. Sources in KSRTC Aluva depot, one of the busiest in the state, said none of the 37 schedules operated on Monday on account of the lockdown. – K.A. Martin

The nation-wide general strike called by the Samyukt Kisan Morcha has brought normal life to a halt in both Kotttayam and Pathanamathitta districts.
The public transport system has come to a complete standstill since the morning while the shops, commercial institutions and government offices too remain closed. The Mahatma Gandhi university, Kottayam, has postponed all examinations scheduled for the day.
Meanwhile, a few private vehicles could be spotted on the road. The long-haul services run by the Kerala State Road Transport corporation wound up operation by Sunday midnight. Cadres of Left parties stage protests braving rain in Telangana
Braving intermittent rain, scores of activists of the Left and other Opposition parties came out on the streets in Khammam and elsewhere in the district this morning in support of Bharat Bandh, buttressing farmers’ demand for scrapping of the Centre’s three farm laws.
Members of a host of unions and mass organisations representing farmers, labourers and people from various walks of life joined the protest organised by the Left parties in front of the new bus stand in the district headquarters town on Monday morning. Hartal near-total in Thiruvananthapuram
The dawn-to-dusk hartal backed by Left Democratic Front (LDF) and United Democratic Front (UDF) has been near-total in Thiruvananthapuram during the early hours of September 27.
The hartal that was announced in response to a call for a nationwide bandh by Samyukt Kisan Morcha has remained peaceful with no untoward incident being reported from any part of the district thus far.
While public transport vehicles remained off the roads, few taxis, auto-rickshaws and private vehicles could be seen in various parts of the capital city. Response to the Bharat Bundh called by farmers organisations was lukewarm in Belagavi district. However, members of farmers associations and Congress workers held protests in several places.
Most government and private offices and shops and eateries were open in the morning. NWKRTC buses and private vehicles were running as usual. Schools and colleges remained open. Similar scenes were witnessed in Chikkodi, Gokak, Saundatti, Athani and other towns.

Bharat Bandh has little impact in Bengaluru
Bharat Bandh call given by Samyukta Kisan Morcha, seems to have had little impact on normal life in Bengaluru.
All businesses were open and public transport services, including autorickshaws and cabs, are functioning as usual. Most traders’ bodies and transport associations announced moral support to the bandh call, but refused to close businesses citing losses they have already incurred due to the COVID-19 pandemic.

The call for Bharat Bandh opposing and seeking repeal of farm laws has received support from various organisations in Dharwad and Hubballi. These have voluntarily come forward to extend support to the Samyukta Kisan Morcha, which is leading farmers’ agitation at New Delhi borders for over nine months now.

Delhi Police tightens security at border points
The Delhi Police has beefed up security in border areas of the national capital in view of the Bharat Bandh called by farmer unions against the Centre’s three agri laws on Monday. A senior police officer said adequate security arrangements have been made to maintain the law an order situation and prevent any untoward incident in the national capital during the bandh.
Patrolling has been intensified, extra personnel have been deployed at the pickets especially across the border areas and every vehicle entering the national capital is being thoroughly checked, according to the police. – PTI

The Bharatiya Kisan Union (BKU) has described the increase in purchase price of sugarcane by the Uttar Pradesh government as a “cruel joke” and said Monday’s ‘Bharat bandh’ would be “historic”. “Yet another promise of the BJP government proved to be just a ‘jumla’,” said BKU national spokesperson Rakesh Tikait.
Describing the ₹25 per quintal hike as a strike “on the interests of farmers”, Mr. Tikait said farmers of western Uttar Pradesh would participate in the bandh called by Samyukta Kisan Morcha with renewed vigour and it would be a “historic” event.

Digital Divide, Educator Development –the challenges that await attention in 2021

MUMBAI: The year 2020 has revolutionised the education sector across the globe. The pandemic shook the educators and student community alike, the unemployment rate stood at 27% in India- re-establishing the importance of skill development. The Indian education system is finally ready for its digital revival. Today, as the nation prepares to step into the ‘New Beginning’ of 2021, the ecosystem needs to step up to help overcome the enlisted challenges that await the education sector. Lack of Learner Perspective Covid-19 has played a crucial role in highlighting the digital divide in India. It is being feared that the lockdown will lead to an increase in dropout rates amongst students residing in the rural and semi-urban areas. Despite the rise in wireless users in recent years, semi-urban and predominantly rural India are miles apart in their online presence (27 subscribers to 100 people in rural areas, according to 75th National Sample Survey of India). This adds to the existing challenges of unbalanced access to basic education infrastructure in the form of teachers, classrooms, study material and the teaching pedagogies. Educated employment is another major problem faced by India which the National Education Policy 2020 (NEP) aims to address by focusing on skill development, entrepreneurship, critical thinking, problem-solving and industry-relevant knowledge. This problem arose as we have neglected developing career aspirations and restricted itself to assess the memory power of the students. NEP empowers educational institutions to act as the bridge between students who are potential employees and corporates, the potential employers. Lack of teaching resources As stated in a Niti Aayog report released earlier this year, a single teacher may handle 100+ students in rural areas as a result of the shortage of trained teachers. The state of Jharkhand faces a teacher shortage of ~40% as also other states like Rajasthan, Odisha and Madhya Pradesh. The deficit of trained teachers is another issue according to the 2015-16 Education Ministry data which revealed that 1.1 million of the 6.6 million teachers employed at the elementary level were untrained. The pandemic highlighted some of the deep-rooted problems such as lack of exposure to necessary teaching tools, engaging learning strategies and industry-relevant curriculum that teachers across India face as they struggle to broaden the learning horizons of their pupils. And if that was not all, COVID-19 has further disrupted the teacher-learner way of interaction, from the four walls of a classroom to fit a 13-inch screen. These challenges need a multi-stakeholder approach to be addressed efficiently and effectively. Digital platform players have a key role to enable transformation across 4 areas: Building Digital Twins & Leveraging AI: Building experiential learning platforms that help increase the learner engagement that bears similarity to the physical platforms is the need of the hour. It will help create a familiar atmosphere for the learner as well as enable educators to maintain the necessary decorum (For Eg. multi-lingual virtual classroom platforms). This also includes building applications that offer alternate models for lab learning and vocational trades. The learning platforms can also be backed by AI for hyper-personalisation of learning. This will help in the overall transformation of learner engagement and experience- making learning more relevant, engaging and precise. Though investments are being made on the infrastructure for the same, emphasis needs to be laid on improving the accessibility, scale, standardisation and affordability. These platforms have an important role to play in reducing dropout rates amongst the under-privileged students residing across the country. Aggregating Partner Ecosystem: Digital Technologies should act as a point of confluence bringing numerous stakeholders in the field of education, enacting different roles like infra providers, content providers, career guides, etc. These firms are playing a key role in offering an end-to-end service, ensuring that issues are addressed holistically with technology as an enabler. For. eg. One of the solutions for the digital divide could be the availability of low-cost education devices capable of working in a network-less scenario. Language is a major barrier when it comes to imparting quality education in rural areas. Enable Educator Transformation through Educational Leadership: It’s time for the head educators to take the lead, comprehend the nuances of a digital school and step ahead as digital leaders. This is a change management program and will prepare heads of institutions to lead this change. We should then focus on transforming the educators- this would typically include innovation in the teaching space to promote effective learning outcomes. A comprehensive program should help the teachers and instructors reskill and learn new skills for the digital education. Policymakers can collaborate with deep tech platform providers to explore new forms of teaching, learning, and assessment to drive 21st century skills. User experience with Service Delivery Integration: A unified, end learner experience is the result of the composition of educators, infrastructure, hardware and software services. It simultaneously results in the integration of various teaching-learning elements. This would require tech support to plug-in multiple pedagogical elements like games, assessments, hands-on components, seamlessly in one learning path. Typically, this also includes, providing industry-relevant certification courses. These courses play a key role in skill-development and should be leveraged as career guidance tools. The pandemic has fueled the spark of digital platform ideas in India. The industry has the potential to rise on a global scale. Digital Platform players have a pivotal role to play in strengthening the Digital India Mission and go beyond. But this will only be possible if the obstacles in the education sector are transformed into opportunities and platform players act as a catalyst for social change in the Indian education scenario by bridging the digital divide. Davos to Delhi, Ludhiana to Trichy and Guwahati to Surat — the chorus to create jobs and develop skills seems to be getting louder by the day. With “disruption” set to become the word of the year 2017, the recently concluded deliberations at the World Economic Forum issued a wakeup call to develop talents. India got its mandate very loud and clear, given its 92nd rank on Global Talent Competitiveness Index in a 2017 report published by INSEAD.
A jobless growth of the Indian economy at 7 percent makes the issue even more severe. The employment elasticity is on a decline (0.15 in 2015, i.e. for every PPT growth in GDP 0.15 ppt growth happens in employment) and the working age population is growing by an additional 100 million by 2025. Therefore, India stands at crossroads today as it aspires to reap a demographic dividend. However, it is not a one-dimensional problem. It is a multitude of complex structural issues and disconnects. There are jobs, but no skills and vice versa. Moreover, there are jobs, but no family supporting wages. The clock is ticking away, and it is time we view this as a composite problem; not just solving a problem in isolation, but skills that lead to jobs, which offer family-supporting wages.
Vocationalization of education at school level is therefore critical to uplift a large population, so that we can make a successful transition from a society that values “what do you know” to “what can you do”; a transition from haphazard development of skills to developing the right skills at the right place and time in required numbers. And skills not for the sake of skills, but for helping the youth to get a job, stay on the job and make progress on the job. The linkage with end outcome is critical because every year more than 5 million out of 9 million stop at 12th grade and for Government schools, this percentage is badly skewed.
And this number is only going to get worse. There is even a larger drop in government schools at 9th and 10th grades. A 10th or 12th-grade education would only command very low starting and lifetime wages in this modern economy, leading to unhappy and unstable families. Many jobs, such as nurses’ aides, home health care workers, beautician, automotive mechanics, back office employees do not require a college degree but a high school student with 12–18 months of vocational training could command INR 12K and above with a defined career path.
Government school students are often academically (not great support at home) and financially challenged and hence most vulnerable to struggle through a life of low wages. Introducing a vocational stream, as an extra subject, in government high schools provide the opportunity for these students to exit the system with sufficient job skills to command reasonable entry-level jobs and a defined growth path.
While there has been a focus and effort to introduce skilling at school levels for a few years now, the results are far from satisfactory. According to the Labour Bureau Report 2014, the skilled workforce in India is only 2 percent. This baseline needs to improve if we are to transform this space and there is no better place than schools, where we can catch them young and shape young minds to embrace vocational education, improve employability skills and opt to go for a deep vocational education and training.
Job creation and skills development have been at the core of Wadhwani Foundation (WF), ever since it was set-up in 2003. Its mission is to create jobs and impact lives. And accordingly, it has been associated with the ‘centrally sponsored scheme of vocationalisation of secondary and higher secondary education’ from 2012.
WF involvement started with the state of Haryana, and since then has been expanded to include several states — Himachal Pradesh, Rajasthan, Jharkhand, Delhi and Odisha. A significant scaling has happened in these states, varying anywhere between over 500 to more than 1000 schools. While the scale is welcome and required to have an impact in a large country like India, the rapid scale of a new program needs much preparedness.
The program implementations need to have a singular focus on jobs as outcomes measured through metric of placement rates and wages. There has to be a maniacal emphasis on data collection and measurement of impact of various interventions (content, faculty and industry programs) on student placement rate and level of wages, a continued mechanism to improve performance (placement and wages) of interventions. This objectivity and focus can really help make that difference.
