On Samyukt Kisan Morcha's call last night, asking for protests from 10am to 1pm today all over the country to press for four key demands, protests have been organised at DC/DM offices and other locations in many places. Reports have come in from Punjab, Haryana, Uttar Pradesh, Uttarakhand, Odisha, Bihar, Jharkhand, Rajasthan, Karnataka, Telangana, Tamil Nadu, Madhya Pradesh, Maharashtra, West Bengal and other states about these protests. There was also a silent protest march organised at Singhu Border also. Citizens who participated in these protests questioned the impunity and violence with which BJP leaders are operating, and their anti-farmer attitude and behaviour. They demanded immediate dismissal of the Union Minister of State for Home Affairs, immediate arrest of the Minister's son and his accomplices, a probe by a sitting judge of the Supreme Court, and also the resignation of Haryana CM Manohar Lal Khattar. Reports indicate that FIRs have been lodged against Ashish Mishra Teni and 15 others. However, no arrests have been made. SKM has appealed to all citizens to maintain peace and non-violence, as is the norm of the farmers' struggle, and asked protestors not to fall into the trap being laid by BJP to derail the movement by violence and communal politics being brought in.
There were spontaneous protests in response to the unfortunate developments in Lakhimpur Kheri from last night itself when candlelight marches and rallies were taken out in some locations like Ambala, Kurukshetra, Chandigarh and other places. In Puranpur and other locations, highways were jammed by protesting farmers. Thousands of farmers poured into Tikunia today, at the site of the violent incidents, where the bodies of the martyrs were kept, and negotiations held with the administration.
Today, an agreement was reached between SKM leaders along with local protesting farmers and families of the deceased, and the state administration, which paved the way for the final rites to be performed of the martyred farmers, after postmortem is performed. The bodies of the four farmers had been kept in an overnight vigil by hundreds of farmers and their families in Tikunia's college ground. The Government will give 45 lakh rupees each and a government job each to the families of the farmers who were killed yesterday. The injured will be given 10 lakh rupees each. FIR has been registered against Ashish Mishra Teni and 15 others under Sections 302, 120B and other charges, and the government said that it will arrest all the accused within a week. A case has been registered against Minister Ajay Mishra Teni also, under Sections like 120B. The Government has also agreed to get a retired High Court judge to probe the matter. The demand with regard to Ajay Mishra Teni's dismissal from the Union Government is pending, of course.
Eye witness accounts reveal how the murderous attack seems to be pre-planned, facilitated by the UP police. It is reported that Police removed barricades to allow the vehicles of the Minister's son, who himself was driving the Thar vehicle, to mow down protestors indiscriminately, and the farmers retaliated thereafter. The Police protected Ashish Mishra Teni in escaping from the scene, and it is reported that he fired as he escaped. The specific targeting of SKM leader Tajinder Singh Virk was narrated in eye witness accounts.
Reports through the day indicated that the Uttar Pradesh government tried numerous undemocratic ways of preventing various people going to Lakhimpur Kheri, whether it was social activists, or political leaders. Sec.144 was imposed, and internet services were suspended. UP Government went to the extent of disallowing certain people from arriving into, and leaving from particular airports, and had also written to Punjab government, asking that no person from Punjab should be allowed to enter Lakhimpur Kheri. At the time of release of this press note, reports indicate SKM leaders like Gurnam Singh Chaduni and Buta Singh Burjgill were being prevented from reaching Lakhimpur Kheri by the UP Police. In fact, it is reported that Gurnam Singh Chaduni has been arrested in Meerut. The prevention of leaders of the Opposition, including the former Chief Minister of Uttar Pradesh and two sitting Chief Ministers (of Punjab and Chattisgarh), and disallowing the landing of a Deputy Chief Minister clearly shows that the UP Government has something to hide, and is protecting the culprits. Such draconian measures are unprecedented and raise numerous valid questions. SKM condemns all these undemocratic measures of Uttar Pradesh BJP government.
Samyukt Kisan Morcha clarifies once again that it has never approached the Supreme Court or any other Court for resolution of the core issues of the farmers' agitation - about the 3 anti-farmer central laws or MSP statutory guarantee. SKM has always believed that the three central laws which reflect the anti-farmer policy directions adopted by the Union Government have to be repealed by the government itself. Towards this, SKM has also written to the President and the Prime Minister asking for dialogue to be resumed and demands to be fulfilled. SKM did not approach the Court even on the constitutionality matter - while it is important that state government's constitutional authority over agriculture has to be restored and strengthened, it is equally important to realise that the issues with the farm laws are not just about constitutionality, or lack thereof. It is about the implications of the farm laws on farmers and the death blow to their fragile livelihoods. While the laws might have been suspended from implementation for now, SKM realises that the Stay can be lifted any day. Therefore, the movement has insisted on a full repeal of the laws. When it came to organising a Kisan Sansad at Jantar Mantar too, SKM did not have to knock on the doors of any court, and fulfilled fully the conditions with which it obtained Delhi Police's permission and cooperation for organising the same. Therefore, there is no question of the farmers' movement entering the Courts and seeking justice, and protesting at the same time. The petitioner in this case has got nothing to do with SKM. On the matter of blocking the highways, it is reported that the Supreme Court has issued notice to 43 leaders. Samyukt Kisan Morcha has always maintained that farmers did not put up any barricades or blockades on the roads. It was the Haryana, UP and Delhi Police which did so. Farmers have in fact kept the roads clear for traffic on both sides at the morcha sites. Public inconvenience if any is being caused by the police which has barricaded the highways. Farmers have also maintained that the agitation can be resolved, if the Union Government does not behave in this egoistic, adamant and unjustifiable manner. The resolution is clearly in the hands of the Modi Government which has not been able to give any convincing evidence as to why it will not repeal the anti-farmer laws, or why it will not enact a legislation for guaranteeing remunerative MSP for all produce and farmers.
Reports indicate that Prime Minister Mr Narendra Modi criticised opposition political parties sharply in an interview, alleging that the opposition parties are indulging in political deceit and moral dishonesty when they oppose the farm laws. He has reportedly said that parties who promised certain reforms in their election promises and even their manifestos, have taken a u-turn later on and did not have the boldness to carry through their promises. Samyukt Kisan Morcha would like to remind the Prime Minister that these so-called "reforms" are not beneficial for farmers, irrespective of which party is proposing these. These "reforms" are meant to facilitate the business of agri-corporations at the expenses of millions of farmers in the country. Farmers did not ask for such reforms. Moreover, SKM would like to remind Mr Modi and BJP that what the farmers are demanding today is very much in line with promises made by the BJP itself, and perspectives supported by Mr Modi and BJP in the past. It was in 2011 when Mr Modi was the Chief Minister of Gujarat and as the Chairperson of a Working Group that he recommended that MSP enforcement should be mandated through statutory provisions, in the "Report of the Working Group on Consumer Affairs" of the Government of India. Further, earlier to this, it was in 2002 that the Atal Bihari Vajpayee government obtained a report of its "High Level Committee on Long Term Grain Policy" that recommended that CACP should go strictly on the basis of C2 cost of production. The Committee also recommended that MSP should have statutory status. This Committee was asked to set out principles and guidelines for long term grain policy by the then BJP government. It is also well known that Mr Narendra Modi and BJP canvassed for the party's election campaign in 2014 on the MSP plank, promising improvements for farmers. In 2018, the Modi government in fact made a commitment on the floor of the Parliament that MSP will be made a reality for all farmers. None of this materialised. It is high time that BJP looked into its own political dishonesty in making direct promises to farmers and reneging on them. More importantly, it is important that farmers demands be met in the current agitation, since the implications of not doing so are a matter of life and death of millions of anna daatas of the country.
The Champaran-Varanasi Lokneeti Satyagraha Padayatra that started in Champaran on Gandhi Jayanti, is on its third day of journey. After spending the night at Kotwa last night, the yatra will reach Rampur Khajuriya tonight, after passing through Belwa. Bharat Bandh updates | Delhi Police tightens security at border points
Samyukta Kisan Morcha, the umbrella body of over 40 farm unions spearheading the farmers’ agitation, has called for an all-India Bharat Bandh.  “As this historic struggle completes 10 months, SKM has called Monday [September 27] to be observed as Bharat Bandh against the anti-farmer Modi government,” the SKM had said in a statement. The bandh will be held from 6 a.m. to 4 p.m. during which all government and private offices, educational and other institutions, shops, industries and commercial establishments as well as public events and functions will be closed throughout the country, it said.

No major impact of Bharat Bandh in Madhya Pradesh
The Bharat Bandh had no major impact in Madhya Pradesh on Monday as day-to-day and commercial activities went on as usual.
Eyewitnesses said road traffic was normal in the state capital Bhopal and commercial hub Indore.
However, talking to PTI, Rashtriya Kisan Mazdoor Mahasangh national president Shivkumar Kakkaji claimed, “The bandh called by farmers against the three laws and for demanding guaranteed MSP for crops has been successful.” He further claimed that the outfit had given relaxation from the shutdown to Bhopal as most of its residents are (private and government sector) employees and not farmers, but the protest was successful in the farming community-dominated small towns of Nimar region, Shahdol, Umaria, Raisen and Silwani. Kakkaji said he was sitting in the “control room” in Bhopal and was getting reports that the shutdown call was “successful”, and added that no untoward incident was reported from anywhere.

The Rashtriya Kisan Mazdoor Mahasangh’s Indore unit president Rajkumar Patidar said they had planned to stage protests at the Agriculture Produce Market Committee (APMC) campuses and other places, but the district administration did not give them permission for it.
The RSS-affiliated Bharatiya Kisan Sangh (BKS) did not support the bandh.
Its Indore-Ujjain unit president Kamal Singh Aanjna said,”We want the issues related to farmers to be resolved through discussions with the government in a peaceful manner.” — PTI

Strike almost complete in Kollam
The dawn-to-dusk strike called by Samyukta Kisan Morcha was almost complete in Kollam with nearly all business establishments remaining closed and vehicles keeping off the road. While some private vehicles, including those transporting patients, were seen, few KSRTC buses, taxi services and autorickshaws operated on Monday.
All shops, restaurants and other business outlets, including those functioning in interior regions, downed their shutters. Though stray incidents of protesters blocking the vehicles were reported, the strike was generally peaceful in the district. While vehicles and employees of the health department on duty were not affected, most offices registered very low attendance.

Delhi Chief Minister Arvind Kejriwal requested the Centre to consider the demands of farmers protesting against the three farm laws, saying it will not be “bowing down” before anyone if it does so.
“We are celebrating the birth anniversary of Bhagat Singh. He made the supreme sacrifice for the freedom of the nation. He did not fight for freedom for a day when farmers have to sit on the streets and protest for a year to get their demands considered,” he said on the sidelines of an event to launch a tourism app for Delhi at the secretariat.
“The [central] government should consider their demands. Considering farmers’ demands will not be like bowing down in front of anyone as farmers are also people of our country,” Mr. Kejriwal said. — PTI

Bharat bandh fails to evoke any response in Arunachal Pradesh
Bharat Bandh failed to evoke any response in Arunachal Pradesh, a senior police officer said in Itanagar.
All services, including public transport, banks and commercial establishments, were operating normally in the frontier State, he said.
There have been no protests and life remained normal in the state capital, Itanagar Capital Region (ICR) Superintendent of Police (SP) Jimmy Chiram said.
There was no impact of the bandh in other parts of the State as well, a senior government official said, adding, the State government has taken enough precautions to prevent any untoward incident during the day.

Bharat Bandh fails to evoke response in Assam
Assam remained unaffected by the Bharat Bandh as public transport operated as usual, markets were open and offices registered usual attendance.
The Opposition Congress, which supported the bandh, did not organise any protest programme in the State.
In Guwahati, members of the SUCI (Communist) took out a protest rally in the morning, raising slogans against the three farm laws. They were detained by the police near the Ulubari point.
There were no reports of any other protest or demonstration from across the State.
Congress State president Bhupen Bora urged the people to come out on the streets in support of the bandh, but party workers were missing.

RJD, Cong workers block highways, rail in Bihar
Highways, roads and railway tracks were blocked in several places across Bihar on Monday as Bharat Bandh evoked a mixed response in the state.
RJD and Congress workers blocked roads in Patna, Bhojpur, Lakhisarai, Jahanabad, East Champaran, Begusarai, Madhepura and Nalanda districts, affecting the movement of the traffic.

Markets were shut and public transport stayed off the roads as the Bharat Bandh hit normal life in Odisha on Monday.
Supporters of the shutdown, including members of Congress and the Left parties, picketed at important junctions across the state amid rains, demanding repeal of the three farm laws.
Roads were blocked at different places in Bhubaneswar, Balasore, Rourkela, Sambalpur, Bargarh, Bolangir, Rayagada and Subarnapur, among others.

Farmer bodies stage protests in Tamil Nadu
In solidarity with the nationwide strike demanding repeal of Centre’s farm laws, farmer bodies and Left parties on Monday staged protests in several parts of Tamil Nadu.
In a protest held here, State Secretaries of the CPI and CPI(M), R. Mutharasan and K. Balakrishnan respectively, Viduthalai Chiruthaigal Katchi chief Thol. Thirumavalavan and functionaries of the ruling DMK affiliated Labour Progressive Federation participated.
They raised slogans demanding the Central government to repeal the three contentious farm laws and not privatise public sector enterprises. – PTI

No impact in Mumbai; shops, transport operating as usual
Commercial establishments and local transport were operating as usual in Mumbai on Monday and the city police also did not deploy an extra security force at key junctions and roads in the wake of the Bharat Bandh called by farmer unions against the Centre’s three agri laws, officials said.
Congress workers, holding placards, assembled at some places like Andheri and Jogeshwari and shouted slogans against the farm bills, but other than that there was no impact of the bandh in the city so far. –PTI

Bharat Bandh calls evokes mixed response in Telangana
TSRTC buses, cab services, auto-rickshaw and other transport services were plying on the road as usual. However, the movement of people was curtailed largely due to incessant downpour due to the Gulab cyclone in the Bay of Bengal. 
Despite calls given by various trade unions in the city and across the State, all commercial establishments and business houses were operating normally. Political parties and farmers unions who supported the bandh call were also not to be seen enforcing strict compliance with the call. Thanks to the inclement weather, the police also did not deploy much force anticipating a lacklustre turnout. Farmers block highways at many places in Punjab
Farmers on Monday blocked highways and other roads at many places in Punjab, where the ruling Congress said it firmly stands by the farm unions’ call for Bharat Bandh against the Centre’s three agri laws.
In neighbouring Haryana too, there were reports of protesters blocking some highways, including in Sirsa, Fatehabad and Kurukshetra.
There were also reports of farmers squatting on rail tracks at a few places in the two states.
In Punjab, a complete shutdown was observed at several places, including Moga, where farmers blocked the Moga-Ferozepur and Moga-Ludhiana National Highways. – PTI

Normal life affected in Wayanad
Normal life in the district was affected by the dawn to dusk hartal  called by the Joint Committee of Trade Unions on Monday  in the state to express solidarity with the farmers on agitation against the agricultural reforms introduced by the BJP-led government at the Centre.
Attendance was very low in government offices and financial institutions. Only nine out of the 138 employees turned up for the duty at the Collectorate here, Additional District Magistrate, N.I. Shaju said.
While the KSRTC and private buses as well as taxis were stayed off the road , people were seen riding two wheelers , private vehicles.
The shops and business establishments were closed the district as the merchants associations have also expressed solidarity with the protest. – E.M. Manoj

Heavy rain in A.P. dampens ‘Bharat Bandh’
Heavy to very heavy rain since the wee hours of Monday dampened the ‘Bharat Bandh’ in Andhra Pradesh. Many non-NDA parties have extended support to the nationwide 10-hour strike on Monday called by farmers protesting against the three agri laws under the aegis of the Samyukt Kisan Morcha (SKM).
In AP, the YSR Congress government lent support to the bandh and suspended RTC bus services and declared holiday for schools on Monday.
The main opposition Telugu Desam also supported the bandh, along with the Congress and the Left parties. However, some places in the State did witness rallies supporting the bandh. Parts of Delhi witness traffic snarls due to road closures, diversions
Parts of the national capital witnessed traffic snarls on Monday morning as police closed some key roads to prevent any untoward incident during the Bharat Bandh called by farm unions against the Centre’s three farm laws.
The Delhi Police has increased security checks at its border points which led to the slowing down of traffic and it informed commuters about road closures and traffic snarls on Twitter.
According to police, roads around the historic Red Fort as well as the dual carriageway at Ghazipur border were closed for traffic. – PTI

Hartal near total in Kochi
The dawn-to-dusk “bandh’ on Monday in support of the all-India lockdown under the aegis of the farmers’ collective against the Union govermnets’ farm laws, backed by various political parties, labour and trade unions, found its echo in Kerala with public transport coming to a standstill even as heavy rains lashed the district from early hours on Monday.
Schools and colleges are closed and no public transport vehicles are visible on highways. There are a few private vehicles on the roads, mostly two-wheelers. Hotels and business establishments are closed. The district has also seen about six to eight mms of rain per hour throughout the day on Monday, causing a big barrier to movement of people and vehicles.
Kerala State Transport Corporation schedules have been cancelled in the district. Sources in KSRTC Aluva depot, one of the busiest in the state, said none of the 37 schedules operated on Monday on account of the lockdown. – K.A. Martin

Hartal near-total in Thiruvananthapuram
The dawn-to-dusk hartal backed by Left Democratic Front (LDF) and United Democratic Front (UDF) has been near-total in Thiruvananthapuram during the early hours of September 27.
The hartal that was announced in response to a call for a nationwide bandh by Samyukt Kisan Morcha has remained peaceful with no untoward incident being reported from any part of the district thus far.
While public transport vehicles remained off the roads, few taxis, auto-rickshaws and private vehicles could be seen in various parts of the capital city. Autorickshaws and taxis plied normally and shops were open in the national capital on Monday, with their unions and associations extending only “in-principle support” to the Bharat Bandh called by farmers but deciding not to join the strike.

Response to the Bharat Bundh called by farmers organisations was lukewarm in Belagavi district. However, members of farmers associations and Congress workers held protests in several places.
Most government and private offices and shops and eateries were open in the morning. NWKRTC buses and private vehicles were running as usual. Schools and colleges remained open. Similar scenes were witnessed in Chikkodi, Gokak, Saundatti, Athani and other towns.

Bharat Bandh has little impact in Bengaluru
Bharat Bandh call given by Samyukta Kisan Morcha, seems to have had little impact on normal life in Bengaluru.
All businesses were open and public transport services, including autorickshaws and cabs, are functioning as usual. Most traders’ bodies and transport associations announced moral support to the bandh call, but refused to close businesses citing losses they have already incurred due to the COVID-19 pandemic.
Farmers and Kannada organisations have begun rallies from multiple points around Bengaluru – K.R. Puram, Mysuru Road, Maurya Circle – and are all set to converge at Town Hall by 11 a.m. from where they will proceed to a protest rally at Freedom Park. The call for Bharat Bandh opposing and seeking repeal of farm laws has received support from various organisations in Dharwad and Hubballi. These have voluntarily come forward to extend support to the Samyukta Kisan Morcha, which is leading farmers’ agitation at New Delhi borders for over nine months now.
Addressing presspersons in Dharwad on Saturday, S.R. Hiremath, convenor, Samyukta Horata, Karnataka, a group of various organisations, said that farmers, businessmen, the general public and youth had extended their voluntary support.

Delhi Police tightens security at border points
The Delhi Police has beefed up security in border areas of the national capital in view of the Bharat Bandh called by farmer unions against the Centre’s three agri laws on Monday. A senior police officer said adequate security arrangements have been made to maintain the law an order situation and prevent any untoward incident in the national capital during the bandh.
Patrolling has been intensified, extra personnel have been deployed at the pickets especially across the border areas and every vehicle entering the national capital is being thoroughly checked, according to the police. – PTI

The Bharatiya Kisan Union (BKU) has described the increase in purchase price of sugarcane by the Uttar Pradesh government as a “cruel joke” and said Monday’s ‘Bharat bandh’ would be “historic”. “Yet another promise of the BJP government proved to be just a ‘jumla’,” said BKU national spokesperson Rakesh Tikait.
Describing the ₹25 per quintal hike as a strike “on the interests of farmers”, Mr. Tikait said farmers of western Uttar Pradesh would participate in the bandh called by Samyukta Kisan Morcha with renewed vigour and it would be a “historic” event.

Financial experts express mixed feelings on RBI’s restructuring package

Researchers at IIT Kharagpur have developed a microneedle which is capable of administering large drug molecules in a painless way, a statement issued by the institute said on Saturday.
The Institute’s Department of Electronics and Electrical Communication Engineering has not only reduced the diameter size of the microneedles but also increased the strength so that they do not break while penetrating the skin, it said.
The microneedle can be used even in COVID-19 vaccination in future, besides for insulin delivery, the statement said.

The new power tariff announced by the DERC for 2020-21, without any hike in the existing rates, will “substantially increase” the financial “challenges” and “ability” to ensure round-the-clock electricity supply by the discoms in Delhi, a spokesperson of the TPDDL said on Saturday.
The Delhi Electricity Regulatory Commission (DERC) announced the new tariff on Friday, saying no hike was considered due to the COVID-19 pandemic.
“Considering the COVID-19 pandemic, the DERC has maintained the tariff at the existing level. However, for the discoms, this tariff order will substantially increase the financial challenges and hence, the ability to ensure 24×7 power supply,” the spokesperson of the Tata Power Delhi Distribution Limited (TPDDL) said.

Flood-like situation in 4 C’garh districts, thousands shifted
Heavy rains battered several parts of Chhattisgarh over the last two days, creating a flood-like situation in some areas of at least four districts and causing rivers, including the Mahanadi, to flow above the danger mark, officials said.
Nearly 12,000 houses in various districts of the state were partially or completely damaged due to the incessant rainfall and thousands of people were shifted to relief camps, they said.

Satyendar Jain's health is improving, says Delhi govt
Delhi Health Minister Satyendar Jain, who is in hospital for COVID-19 treatment, showed some improvement on Thursday but his fever has not yet subsided, senior officials said.
The 55-year-old minister is getting oxygen support on and off as per requirement, they said.
Jain had tested positive for COVID-19 on Wednesday, a day after he was admitted to Rajiv Gandhi Super Speciality Hospital (RGSSH) here after running high-grade fever and suffering sudden drop in oxygen levels.
"His fever is down a bit today. He was kept on oxygen supply for longer time today. But, his overall condition is improving," a senior official of the hospital said.

1.5 million more laid-off workers seek unemployment benefits
  About 1.5 million laid-off workers applied for U.S. unemployment benefits last week, a historically high number, even as the economy increasingly reopens and employers bring some people back to work.
The latest figure released Thursday marked the 11th straight weekly decline in applications since they peaked at nearly 7 million in March as the coronavirus shut down much of the economy and caused tens of millions of layoffs. The decline was much smaller, though, than in recent weeks, falling just 58,000.
The total number of people receiving unemployment aid also fell slightly, reflecting the return of many to their old jobs.
Still, analysts had expected a sharper decline in weekly applications, and some expressed disappointment that so many people are still seeking unemployment benefits even as restaurants, gyms and many categories of retail shops are reopening across the country.

Finance Minister Nirmala Sitharaman on Thursday said within 125 days, for 116 districts, nearly 25 schemes of the government will be brought together under Garib Kalyan Rojgar Abhiyaan, "we will reach saturation levels for each of those schemes within those 125 days."
She added, "Everyone who needs an assignment in these 116 districts will be given work under Garib KalyanRojgarAbhiyaan, broad estimated expenditure for the scheme is Rs 50,000 crores, the money allotted for this will be front-loaded."

Nirmala Sitharaman says Centre 'meticulously mapped' skill sets of migrant workers
Finance Minister Nirmala Sitharaman on Thursday addressed a press conference ahead of the launch of a livelihood scheme for migrant workers.
"Workers from all over the country wanted to go back to villages a little while after the lockdown began and central and state governments made some arrangements, and they have gone back. We have looked at the districts to which they have largely returned.

Over 16,000 samples tested for COVID-19 in UP yesterday
The Uttar Pradesh government on Thursday said that 16,546 samples were tested for coronavirus in the state on Wednesday.
"A total of 5,15,280 samples have been tested till date," said Principal Health Secretary Amit Mohan Prasad.
He added, "630 new cases reported in the state, in last 24 hours. There are 5659 active cases, 9638 people have been discharged after making full recovery from the disease. A total of 488 people have succumbed to it."

Odisha reported 174 fresh cases of COVID-19 on Thursday, taking the total to 4,512 in the state, officials said. Of the fresh cases, 146 were reported from different quarantine centres where people returning from other parts of the country are lodged, they said. Seven employees of Chinese firm contract COVID-19 in Pune
Seven persons, including a Chinese national, employed at a Chinese firm in Chakan town of Maharashtra's Pune district, have tested positive for coronavirus, a health officer told PTI on Thursday.
Following the detection of these cases, 130 employees, including nine Chinese nationals, have been quarantined, Dr Baliram Gadawe, a health officer from Khed tehsil said. The employees belong to a Chinese firm that manufactures machinery and mining equipment and has a unit in Chakan, he said.

PM's decision to make energy sector reliant will create over than 2.8 lakh jobs, says Amit Shah
Union Home Minister Amit Shah on Thursday said that in line with the vision of “Atmanirbhar Bharat” or self-reliant India, Prime Minister Narendra Modi has flagged off the process to auction 41 coal mines for commercial mining. “This historic decision will make India self-reliant in the energy sector by introducing competition and boosting coal production,” said Shah, reports ANI.
The home minister says this decision of the Modi-led BJP government will create more than 2.8 lakh jobs, attract capital investment worth Rs 33,000 crore, and generate annual revenue of Rs 20,000 crore for the state governments.
Coronavirus Outbreak LATEST Updates: Maharashtra home minister Anil Deshmukh said that over 15,000 migrant workers are returning to the state after they left the state during the lockdown.
"On average 11,500 workers were returning to Mumbai, Thane and Navi Mumbai daily, while 4,000 to 5,000 labourers were returning to Gondia, Nandurbar, Kolhapur, Nagpur and Pune," he was quoted as saying by News18.
Maharashtra home minister Anil Deshmukh on Twitter said that a total of 3,820 police personnel tested positive for the coronavirus in the state. Of these, 2,754 have recovered and 45 have died of the infection.

Indian Council of Medical Research (ICMR) said as many as 62,49,668 samples have been tested till 17 June. Of these, 1,65,412 samples tested in the last 24 hours. The recovery rate has further improved to 52.95% with the recoveries/deaths ratio stands now at 94.07%.

The World Health Organization said on Wednesday that testing of the malaria drug hydroxychloroquine in its large multi-country trial of treatments for COVID-19 patients had been halted after new data and studies showed no benefit, reports Reuters.
Prime Minister Narendra Modi on Wednesday asked states to make full use of the expanded COVID-19 testing capacity stating that saving lives is a top priority as India recorded a spike of 2,003 coronavirus deaths after Maharashtra and Delhi added earlier fatalities not attributed to the disease.
Modi also called for fighting the stigma associated with the novel coronavirus and that people should be assured there is no need to panic if somebody has contracted the infection as the number of recovered patients has also been rising. The COVID-19 recovery rate for the country currently stood at around 53 percent.
The prime minister's exhortations came on a day the country registered 2,003 COVID-19 fatalities in the past 24 hours, according to the health ministry, pushing the death toll to 11,903. This was after Maharashtra and Delhi added earlier deaths that were not attributed to the disease.
According to the health ministry, India's caseload rose to 3,54,065 with 10,974 new infections being reported in the last 24 hours. The active cases stood at 1,55,227, while 1,86,934 people have recovered, the ministry added.
Administrative measures
As COVID-19 cases spike, some states came out with new strategies to check the spread of the disease.
In a first, Tamil Nadu tested as many as 25,463 samples in a single day while 2,174 people tested positive for the coronavirus, the state's highest increase in a 24-hour period, propelling its tally to over 50,000.
The Maharashtra government has been testing samples aggressively and tracing new cases under "chase the virus" strategy, and has also ramped up health infrastructure, according to Chief Minister Uddhav Thackeray.
With this strategy, the virus spread has been significantly contained in Dharavi, the biggest and thickly-populated slum sprawl in Mumbai, an official release quoted Thackeray as having told the prime minister during a video conference.
Maharashtra's COVID-19 tally stood at 1,16,752, according to a state health bulletin.
The Karnataka government has decided to conduct random testing on slum dwellers, vendors and bill collectors at markets, delivery and courier boys among others, aimed at effective surveillance, an official circular said. On Wednesday, the state's toll reached 102, while the number of cases rose to 7,734 with 204 patients testing positive.
In Delhi, health surveys were conducted for 1.78 lakh people in 242 containment zones between 15 and 16 June in a bid to improve contact mapping in the National Capital, according to the Ministry of Home Affairs, days after Union Home Minister Amit Shah stepped in and announced a slew of measures to fight the pandemic.
Saving lives should be top priority: Modi
Saving lives should be the top priority, Modi told the chief ministers, as he called for expanding the health infrastructure of the states, according to an official statement.
Wednesday's interaction virtual meeting was the second and final segment of Modi’s sixth round of consultations with chief ministers of states and L-Gs of Union Territories in the last three months on fighting the COVID-19 pandemic.
Referring to the rise in number of infections, Modi underscored the need for testing, tracking, tracing and isolating COVID-19 patients to deal with the pandemic.
Noting that the spread of COVID-19 is more in a few big states and cities, he asked the states to make full use of their existing testing capacity and also work to augment the health infrastructure.
India has stepped up testing capacity significantly to three lakh samples per day with a network of 924 laboratories including 674 in the government sector.
According to the Indian Council of Medical Research (ICMR), a total of 60,84,256 samples have been analysed for coronavirus in the country till 16 June with 1,63,187 tested on Tuesday.
The prime minister said big crowds, lack of physical-distancing, daily movement of large number of people and small houses in some cities have made the battle against the coronavirus "more challenging".
State-wise figures
Of the 2,003 new deaths, Maharashtra accounted for the highest 1,409 fatalities taking its COVID-19 death tally to 5,537, while coronavirus deaths in Delhi surged by 437 taking its toll to 1,837, according to the Health Ministry data updated at 8 am.
Besides, Tamil Nadu has reported 49 deaths followed by Gujarat at 28, Uttar Pradesh and Haryana at 18 each, Madhya Pradesh 11, West Bengal 10, Rajasthan 7, Karnataka 5 and Telangana 4. Bihar, Chhattisgarh, Jammu and Kashmir, Jharkhand, Punjab, Puducherry and Uttarakhand have reported one fatality each in the last 24 hours.
Of the total 11,903 deaths, Maharashtra tops the tally with 5,537 fatalities followed by Delhi with 1,837 deaths, Gujarat with 1,533, Tamil Nadu with 528, West Bengal with 495, Madhya Pradesh with 476, Uttar Pradesh with 417, Rajasthan with 308 and Telangana with 191 deaths.
The COVID-19 toll reached 118 in Haryana, 94 in Karnataka, 88 in Andhra Pradesh, 72 in Punjab, 63 in Jammu and Kashmir, 41 in Bihar, 25 in Uttarakhand, 20 in Kerala and 11 in Odisha.
Maharashtra has reported maximum number of cases at 1,13,445 followed by Tamil Nadu at 48,019, Delhi at 44,688, Gujarat at 24,577, Uttar Pradesh at 14,091, Rajasthan at 13,216 and West Bengal at 11,909, according to the Health Ministry's data.
The number of COVID-19 cases has gone up to 11,083 in Madhya Pradesh, 8,272 in Haryana, 7,530 in Karnataka and 6,778 in Bihar. It has risen to 6,841 in Andhra Pradesh, 5,406 in Telangana, 5,298 in Jammu and Kashmir, 4,319 in Assam and 4,163 in Odisha.
Punjab has reported 3,371 novel coronavirus cases so far, while Kerala has 2,622 cases. A total of 1,942 people have been infected by the virus in Uttarakhand, 1,839 in Jharkhand, 1,781 in Chhattisgarh, 1,092 in Tripura, 649 in Ladakh, 629 in Goa, 560 in Himachal Pradesh and 500 in Manipur.
Chandigarh has registered 358 COVID-19 cases, Puducherry has 216 cases, Nagaland has 179, Mizoram has 121, Arunachal Pradesh has 95, Sikkim has 70, Dadra and Nagar Haveli and Daman and Diu together have reported 45 COVID-19 cases. Meghalaya and Andaman and Nicobar Islands have registered 44 infections so far.
Ensure payment of salaries to doctors, says SC
Meanwhile, the Supreme Court asked the Centre to issue directions to states for payment of salaries and providing necessary quarantine facilities to doctors and healthcare workers engaged in treating COVID-19 patients.
The government told the court it would issue the necessary directions.
A bench of justices Ashok Bhushan, SK Kaul and MR Shah said that doctors and healthcare workers treating COVID-19 patients should not be denied quarantine facilities.
The top court asked the Centre to file a compliance report within four weeks on payment of salaries and quarantine facilities to doctors and healthcare workers and warned that non-compliance would be viewed seriously.
The bench was hearing a plea filed by a private doctor raising questions on the Centre's 15 May decision that 14-day quarantine was not mandatory for doctors.
Doctor Arushi Jain, in her petition filed through advocates Mithu Jain and Arjun Syal, had alleged that front line healthcare workers engaged in the fight against COVID-19 are not being paid salaries or their wages are being cut or delayed.
During the hearing, Solicitor General Tushar Mehta, appearing for the Centre said that government would issue the directions to states and Union territories within 24 hours to ensure timely payment of salaries to doctors and health care workers.

MHA creates joint force of various state police to eliminate cybercrime from Mewat region

The Ministry of Home Affairs has established a Joint Cyber Crime Coordination Team (JCCT) under the Indian Cyber Crime Coordination Center Scheme, in view of the increasing cases of cybercrime in the country. With the initiative of this ministry, the police of Delhi and other states will be able to share all kinds of data related to cybercrime, coordinate in working in different ways, and coordinate details of financial cybercriminals.
DCP Cyber Cell Prashant P. Gautam explained that based on the analysis of people's complaints on the National Cyber Crime Reporting Portal (NCRP), a Joint Cyber Crime Coordination Team has also been formed for Mewat. Not only this, but the police of Haryana, UP, and Rajasthan, in addition to Delhi and central states, have also been asked to join. In addition, the Delhi Police has been appointed as the nodal agency of JCCT. In view of this, a one-day conference of Joint Cyber Crime Coordination Teams was organized. It should be noted that due to being the nodal agency of JCCT in coordination with the Indian Cyber Crime Coordination Center, a conference was recently organized by the IFSO Unit Dwarka of Delhi Police on Wednesday.

Along with this, representatives of five JCCT teams from Telangana, Uttar Pradesh, Haryana, Gujarat, and Jharkhand presented their latest trends, methods of dealing with cybercrime, limits, and solutions to the stakeholders with better coordination to crackdown on cybercrime.
During this conference, several high-ranking police officers, including Police Commissioner Sanjay Arora, CEO of AIC Rajesh Kumar, and Special Cell HGS Dhalival, along with many other senior police officials, participated. Not only that, but representatives of 51 senior officials from various states were also present at the event. In addition, representatives from the JCCT Teams of Telangana, Uttar Pradesh, Haryana, Gujarat, and Jharkhand shared their latest trends, approaches to dealing with cybercrime, and presentations on how to better coordinate with stakeholders and find solutions to curb cybercrime.

During the participation, the states involved shared different approaches and techniques observed during investigations with everyone, so that the methods could be replicated by other states and union territories. Sanjay Arora praised all the participants for sharing their input during the conference, and emphasized the need for collaboration and the development of a joint strategy to deal with the growing threat of cybercrime.
The creation of this joint force is a significant step towards combating cybercrime in the Mewat region. It is expected to have a positive impact on the overall cybersecurity of the region and improve public safety. The MHA has urged the public to cooperate with the joint force and report any suspicious online activity to the authorities.

A lapse in security has led to the leaking of over a hundred thousand Aadhaar numbers, TechCrunch can reveal.
One of the web systems used to record attendance of government workers for the Indian state of Jharkhand was left exposed and without a password as far back as 2014, allowing anyone access to names, job titles, and partial phone numbers on 166,000 workers as of the time of writing.
But the photo on each record page used the file name as that worker’s Aadhaar number, a confidential 12-digit number assigned to each Indian citizen as part of the country’s national identity and biometric database.
The data leak isn’t a direct breach of the central database run by Aadhaar’s regulator, the Unique Identification Authority of India (UIDAI), but represents another lapse in responsibility from the authority charged with protecting its data.
Aadhaar numbers aren’t strictly secret but are treated similarly to Social Security numbers. Anyone of the 1.23 billion Indian citizens enrolled in Aadhaar — more than 90 percent of the population — can use their unique number or their thumbprint to verify their identity in order to enroll in state services, like voting, welfare or financial assistance. Aadhaar users can even use their Aadhaar identity to open a bank account, get a SIM card, call an Uber, buy something on Amazon, or rent an Airbnb.
But the system has been plagued with problems that have led to starvation in cases, and the illicit trade of citizen data on the underground market.
It’s unclear why the Jharkhand government site was accessible to anyone who knew where to look, but little effort had been put in to ensure the security of the system — or even hide it from the outside world. The site was easily found on a subdomain of the state government’s website, but for long enough that it was indexed by Google, which cached copies of not only the site itself, but also its attendance record pages that still contain Aadhaar numbers in each worker’s photo.
TechCrunch asked Baptiste Robert, a French security researcher who goes by the online handle Elliot Alderson, to take a look at the site. Robert has prior experience in revealing Aadhaar-related data leaks. Using less than a hundred lines of Python code, Robert demonstrated that it was easy for anyone to scrape the entire site in batches to download their photos and corresponding Aadhaar numbers.
TechCrunch verified a small selection of Aadhaar numbers from the site using UIDAI’s own verification tool on its website. (We used a VPN in Bangalore as the page was unavailable in the U.S.). Each record came back as a positive match.
After confirming our findings, we reached out to both the Jharkhand government and UIDAI.

At the time of publication, neither had responded, but the website had been pulled offline.
The exposure may represent a fraction of the billion-plus users registered with Aadhaar, but uncovers yet another inadvertent disclosure of citizen data from a system that UIDAI claims is impenetrable. Instead of learning from mistakes and mishaps, UIDAI instead has shown a long history of rebuffing evidence of security incidents or breaches with mockery and declaring findings as “fake news,” by claiming to refute evidence without presenting any of its own.
The leak of Aadhaar numbers may not be seen as sensitive compared to leaked biometric data. Former attorney general Mukul Rohtagi once called a separate leak of Aadhaar numbers “much ado about nothing.” But it’s raises fears that obtaining and misusing someone’s number could lead to identity theft and fraud — which reportedly peaked last year.
Others have expressed concern that the system puts privacy at risk by recording information on a person’s life, which authorities can use to conduct surveillance on ordinary citizens.
But the exposure alone contradicts the Indian government’s claims that the Aadhaar system as a whole is secure.
In recent years, several security lapses involving data relating to Aadhaar have reignited fresh concerns about the centralized database — including several issues found by Robert. Last year, security researcher Karan Saini, a New Delhi-based security researcher, found a poorly-secured web address used by state-owned utility company Indane that had direct access to the Aadhaar database, allowing him to query results from the system. UIDAI rubbished the reports, baselessly claiming that there was “no truth to this story” in a series of tweets from its official Twitter account, despite evidence to the contrary. In the same year, India’s Tribune newspaper reported that some were selling direct access to the Aadhaar database. UIDAI responded by filing a complaint against the reporter with police.
Despite the security concerns, India’s Supreme Court ruled the database constitutional in September after a long-running court battle.

People across the nation and even some parts of the world are turning up in large numbers against public lynchings of people across the nation especially of Muslims and Dalits over alleged eating and storing of beef, killing or transporting of cows, or at places just because you belong to a certain community.
The trigger to protest has been the stabbing to death of 15-year-old Junaid Khan on a moving train barely a week ago. But there were scores of others before. Pehlu Khan, a dairy farmer was beaten to death for transporting cattle, Mohammad Akhlaq who was lynched in Dadri over suspicion of storing beef, before him, there was the murder of Mohsin Sheikh. And in between, there were scores of others. Recently DSP Ayyub Pandith was beaten to death in Kashmir. In between Farrukh was killed for being an atheist. Make no mistake, it isn’t just Muslims that are killed mobs have ‘mistakenly’ killed Hindus as well. There was flogging of Dalits in Una which resulted in widespread protests over dead cows. The Recent killing of four in Jharkhand over rumors of child kidnapping. The list is long, names a plenty but in all, it’s the mob that rises over rumor and suspicion, and murders people while they beg to be heard, they fold their hands and plead the crowd to stop but the crowd cares none. They go ahead and kill their prey like savages.
People have written on lengths about the injustice meted out to certain communities over their food habits or just because they practice a certain religion different from perpetrators. There have been enough columns against mob violence and lynchings. There is no doubt, such acts are wrong. Forget innocents, even if someone is criminal, you or mob have no rights to murder him/her. You can’t lynch, fog or beat to death someone on suspicion, or for any reason. Your job is to inform the police. Let them investigate and let courts punish. India is a democratic nation which is governed by rules and regulations. And lynchings are illegal by law, so far at least. If you believe otherwise, if you believe mob-violence or lynchings have a place in a democratic, law-abiding society, then please consider not reading any further. The rest who believe mob-violence shouldn’t be the norm (agree with not agree with protests), you can continue.
There was a considerable crowd in the protests. But that is not to say, all supported the protests. Some pointed out few anomalies.
Lynchings have occurred before Modi too
Yes, they have. There are two aspects to this. One, their numbers have increased considerably after 2014. As IndiaSpend piece pointed out, 86% Dead In Cow-Related Violence Since 2010 Are Muslim; 97% Attacks After 2014. Second, what if there has been violence before? “Whataboutery” is fine. It serves the purpose of bringing out the hypocrisy of people. Did you, the reader, knew about lynchings and mob violence before 2014? You might have, you might have not. If you did, did you cringe? If you didn’t know about it, it was probably because of media not covering it. There must be stimuli to react to anything. Without that stimuli, how and to what would one react? Without the knowledge of injustice, what would you protest against? ‘It had happened before too’ can’t be the reason why it should happen again now. Mob violence and lynchings are wrong, then, now or in future, it doesn’t matter when. So come out of that shell and go shout “Not In My Name”.
This Is Political.
Of course, it is. Anything that has to do with public affairs is political. This too is. Saba Dewan, Delhi-based filmmaker, whose Facebook post paved way for these protests, told Huffington Post in an interview,
Over the past few years, as one was watching and witnessing the systemic violence that is being unleashed on Dalit, Muslims and minorities, there was a rising sense of disquiet about what the hell was happening. There was discomfort that the government has chosen to stay quiet about the attacks on Muslims. In some ways, you become complicit in this violence by keeping quiet. I didn’t want to be complicit in this. I wasn’t a part of this. I am an ordinary citizen. I have never done street-level protests. Yet, the tipping point came with the lynching of Junaid. The first lynching in 2015 shook us up. Over the last two-and-a-half years, lynchings were getting normalised and that was frightening. But Junaid was just a child. He was 15 and got killed by a mob near Delhi, my city. It was shattering. I was upset that evening and kept wondering why someone wasn’t starting an organised protest so that I could join it. We wait for an eternity for someone to protest, but we are the citizens of the country and we have a stake in it. We had no idea how this would grow and pan out. I just asked some people on Facebook if we can do this protest. The response was very encouraging.Then someone suggested we make an event page. The next morning we realised that this was going viral.
I don’t know if protests were orchestrated by any political party or not but they happened. And of course, the opposition parties supported them and voiced their opinions in as many similar ways as BJP did with Anna Movement against then government of Manmohan Singh. Ruling party had then called Team Anna as B-Team of Congress. Ruling dispensation always tries to discredit the protesters. Don’t fall into their trap.
Why not protest on farm suicides or other issues? 
You are right. They should. People should come out in large numbers when farmers protest. Many do. But hold on, why does a protest require its participants to first participate into another? Can that not follow after this as well? In any case, even if they don’t, how does that matter. You feel strongly about something and then you come and support that cause. Simple. This isn’t algebra where Y can come only after X. Don’t mix up different issues.
Anyway, people have every right to discredit the protesters, call hypocrisy of those who are attending, throw data at them of past murders, but do you support what is happening in the name of religion? Do you support people being killed over bovines? Do you support mob violence? If not, then go on. Do we want the mob violence to continue or do we want it to end? If we wish it to end then we need to ask for its end. And that time is now.

To plant or to protest and ask for change, the best time always is, now, at this very moment.
It is failure of law and order, not BJP
R Jagannathan wrote a piece in Swarajya Magazine titled, Roots Of Mob Violence Lie In Lack Of Police Reform, Not In BJP’s Rise To Power. He is right. But partially. Yes, police are responsible for this violence as law and order are their domain. In fact, at few places police has stood guard while thugs burned property, beaten people and at few times, they themselves have shot people dead. But government at large is responsible too. One, it controls the police. The other question is, who is emboldening these religious fanatics? Why has the violence increased after Modi took power? Has government taken action against the police for not acting? Who will bring out the police reforms? Why have they not?
Difference between the past and present violence 
In past when any such killings occurred, anyone from government condemned such violence outright without any ifs and buts. But now, people from the government are looking ways to not Condemn it. They are pointing to lapses here and there, asking to investigate whether meat in a refrigerator was beef or not, etc. What if the meat was beef? Does that justify public lynching? Lynchings or mob-violence in past were stray incidents but today they have been normalized. We have heard so many of them that we have become numb towards human suffering. Don’t forget, the body of Akhlaq’s murderer was draped in tricolor and the function was attended by a government minister. If this isn’t institutionalizing violence then what is?
Primarily, the government is not speaking of these violent acts. Prime Minister Narendra Modi who is otherwise so vocal and active on Twitter hardly finds time to respond to such violence. Ministers or spokespersons who do, go into technicalities, into investigating meat etc. This attitude sends wrong signs to people at large. It shows government supports these acts albeit covertly. And that’s worrying.
There are also people who are going into nitty gritty’s and pointing out how they forgot to mention a particular his and her killing. Fair point. But go make a placard, write down the names they forgot and the one’s you remember, go out and show it to the world. We are all humans, flawed in our own ways, no one is complete nor anyone perfect. We need each one to complete each another. But we all agree on some common questions. Like here, we agree on fatality of mob violence and lynchings. No sane society can support such inhumane acts. So forget politics, and lend your support.
Call their hypocrisy, shout their omissions but first, let’s be loud and clear on one thing that we all agree —Enough Is Enough — No More Murders — Not In My Name.

But some experts have suggested that even if half the population had immunity, there might be a protective effect. The reported active COVID-19 cases in India stand at 6,73,166 and as many as 19,77,779 COVID-19 patients have been cured and discharged so far, the Union Health Ministry has said in its latest update. India's COVID-19 toll crossed 50,000 on Monday, with the country reporting 941 fatalities and  57,981 new cases in 24 hours since 8 am on Sunday. The total caseload rose to 26,47,663 but the number of people who have recovered from the disease also went up to 19,19,842, said the Union health ministry. The number of tests carried out for the detection of COVID-19 also crossed three crore, according to the Indian Council of Medical Research (ICMR) data. A total of 3,00,41,400 samples were tested for COVID-19 in the country till 16 August, including 7,31,697 on Sunday, it said. Bihar extended the lockdown till 6 September in view of the prevailing COVID-19 situation in the state, as per a notification issued by the state government. An MLA  tested positive and a minister went into quarantine in Punjab, even as Chief Minister Amarinder Singh warned that he would not hesitate to impose stricter restrictions to arrest the spread of the infection. In Manipur, former world boxing champion L Sarita Devi and her husband Thoiba Singh tested positive but were asymptomatic. Both of them were going to a coronavirus care centre in Imphal, Thoiba said. Toll mounts to 50,921 The countrywide toll due to COVID-19 climbed to 50,921 with 941 people succumbing to the disease in a span of 24 hours but the case fatality rate has declined to 1.92 percent, said the health ministry. Over three crore tests conducted so far The health ministry asserted that a new landmark had been achieved as the total number of tests for detection of COVID-19 has crossed the three crore-mark in India. In a testament to the focussed, consistent and coordinated efforts of the Centre, and the State and UT governments, India has set a new landmark of conducting three crore tests, it said in a statement. "With 7,31,697 tests conducted in the last 24 hours, India is on its resolved drive to increase its testing capacity to 10 lakh tests daily," the ministry said. The Tests Per Million (TPM) have seen a sharp increase to 21,769, it further said. "While the cumulative testing rose from 1.2 crore on 14 July to three crore on 16 August, the positivity rate has seen a rise from 7.5 percent to 8.81 percent in the same period", it said in a statement. However, the ministry said that the positivity rate will eventually fall if isolation, tracking accompanied higher testing. "Although higher number of tests will push the positivity rate initially, but as the Delhi experience has amply shown, it will eventually lower when combined with other measures such as prompt isolation, tracking and timely clinical management," the ministry said. Testing numbers dip in Delhi The number of coronavirus tests in Delhi in August as was lower in comparison to tests in July, reported news agency PTI. However, the government attributed the decrease to the fall in COVID-19 infections in the National Capital. The authorities conducted over 2.58 lakh COVID-19 tests in Delhi between 1 and 15 August, whereas the figure stood at over 3.13 lakh in the same period in July. Between 16 and 31 July, over 2.96 lakh tests were conducted in Delhi. "It is wrong to say that the number of tests in Delhi has dipped in the last few days. We are doing sufficient number of tests in Delhi. There can be fluctuations over short time periods, but overall we have been consistently doing 19,000-20,000 tests daily for months now," an official said. The official also said that the number of tests was low on some days in August due to festivals and celebrations such as Rakshabandhan, Janmashtami and Independence Day. The official also said that RT-PCR tests were easily available at all flu clinics, labs and in all hospitals "There has not been a single complaint about anyone being unable to get RTPCR test done. Earlier, when the cases were high more people were visiting these centers to get themselves tested. Now since the number of cases has significantly dipped in Delhi, the number of RTPCR tests has also fallen down accordingly," the official stressed. Delhi conducted 14,988 tests on Monday and 787 more tested positive, taking the overall count to over 1.53 lakh. The toll rose to 4,214 with 18 more fatalities, the Health Department said. Bihar extends lockdown till 6 September The Bihar government extended the statewide lockdown till 6 September.  According to a notification issued by the Home Department, restrictions will remain in place in the district headquarters, sub-divisional headquarters, block headquarters and all municipal areas in the state.  Strict measures will be enforced in the buffer and containment zones, it said. West Bengal, Kerala see record spike in new cases Meanwhile, other states and Union Territories (UTs) also reported fresh cases and fatalities. Uttar Pradesh reported its highest single-day spike of 69 fatalities, taking the toll to 2,515, a government bulletin said. A total of 4,186 fresh COVID-19 cases on Monday took the state's infection tally to 1,58,216, it said. The COVID-19 case count in West Bengal rose to 1,19,578 with the highest single-day spike of 3,080 new cases on Monday, while the toll increased to 2,473 as 45 more people died, according to a bulletin issued by the Health Department. Total 2,932 people recovered from the disease during the last 24 hours, improving the discharge rate to 75.02, it added. There are 27,402 active cases in the state at present. Kerala also witnessed its highest single-day surge of 1,725 COVID-19 cases  taking the infection count to 46,140 while 13 deaths took the toll to 169. Health minister KK Shailaja said Thiruvananthapuram reported the highest number of 461, followed by Malappuram with 306. Twelve more deaths due to COVID-19 were reported in Haryana on Monday, as the state recorded its highest single-day spike of 887 cases taking the total infections to 48,040, according to the health department's daily bulletin. Not averse to tightening curbs, says Punjab CM Punjab chief minister Amarinder Singh said he was not averse to imposing stricter restrictions, as the state reported its highest single-day spike of 1,492 COVID-19 cases and a record 51 deaths due to the disease.  The COVID-19 toll mounted to 862 and the infection count reached 32,695. During a review meeting, the chief minister did not rule out a fresh lockdown, especially in areas witnessing a surge in cases, but made it clear that economic activities would not be allowed to suffer. Montek Singh Ahluwalia, who is heading the expert group for reviving the state's economy, also said any measures to check the spread of COVID-19 should not impact economic activities, according to a government release. In his presentation on the COVID-19 situation, health expert KK Talwar said four districts— Ludhiana, Mohali, Jalandhar and Patiala -- were witnessing the maximum surge in infections and deaths and needed stricter preventive measures to control the situation. Deaths per million in the state had gone up to 27.2, and as many as 265 patients were on oxygen and 20 on ventilator support at present, he said. Meanwhile, Punjab MLA Manpreet Singh Ayali said that he had taken a test for COVID-19 after developing mild symptoms of the disease and his report came positive. Finance Minister Manpreet Singh Badal later announced he was going into self-quarantine after he came into contact with the Bathinda district police chief who has been infected with the virus. "Our SSP from Bathinda has been tested coronavirus positive and I met him on August 15 for the Independence Day function. On medical advice and for the safety of my family and workers, I am going into self-quarantine and as such no public meetings will be held by me during this period," Badal wrote on his Facebook page. Both of us have no symptoms at all and I don't see any reason to panic," Thoiba told PTI over phone. "I have no idea how this infection caught us. I think we were taking all precautions. via Today Bharat Authorities launched a nationwide search on Tuesday for participants of a huge religious gathering held earlier this month in the national capital's Nizamuddin area, which has become the new epicentre of the deadly virus pandemic amid fears that thousands present there could have carried the infection to the length and breadth of the country. Thousands of participants of the Tablighi Jamaat held in mid-March in Nizamuddin, which also is home to a famous Dargah, are known to have returned to their homes in virtually every state including Telangana, West Bengal, Karnataka and Gujarat. Many of these states have reported COVID-19 cases linked to this congregation. Several fresh cases of infection were reported on Tuesday from Delhi, Maharashtra, Kerala, Uttar Pradesh, Tamil Nadu, Gujarat, Jammu and Kashmir and Bihar, among other places, taking the nationwide tally well past 1,400 with at least 45 deaths, as per figures announced by government officials in different states. But, a consolidated official tally announced later in the evening by the Union Health Ministry put the total number of confirmed cases at 1,397 and 35 deaths, marking an increase of 146 positive cases and three deaths since Monday night -- two in Punjab and one in Maharashtra. However, this apparently did not include six deaths reported by Telangana government last night, all of who had attended the Nizamuddin congregation. While the Union Health Ministry's tally, updated as on 8.30 PM Tuesday, put the total number of confirmed cases in Tamil Nadu at 74, the state government put its aggregate number at 124, with at least 77 of them having links to the Tablighi Jamaat. For Maharashtra also, the Centre's tally was 216, but the state government officials put the figure at 302 with an increase of 82 in a day. Officials have been saying that some mismatch occurs due to delay in assigning certain cases to a particular state after doing necessary checks. According to the Health Ministry data, active COVID-19 cases stands at 1,238, while 123 people have been either cured or discharged and one had migrated. The central government separately told the Supreme Court it has taken "proactive and preemptive timely steps" to deal with the coronavirus pandemic, but termed fake news as the biggest hindrance and sought a direction for the media not to publish any COVID-19 information without ascertaining facts with authorities. The apex court asked the Centre to prevent migration of people due to coronavirus and to set up within 24 hours a portal for disseminating real time information on the pandemic to counter the panic being spread through fake news. It also said "panic will destroy more lives than the virus" and asked the Centre to get trained counsellors and community leaders of all faiths to calm down the migrants, rather than the police to avoid use of force and intimidation. The Union Health Ministry lamented that the number of hotspots has risen due to "lack of people's support and delay in timely detection" of the cases. Health Ministry Joint Secretary Lav Agarwal said the government is using cluster containment strategies and doing rigorous contact tracing in these hotspots to check the virus from further spreading. Within the national capital, more than 1,100 people who attended the congregation have been quarantined while at least 441 have been hospitalised. The government is screening all those who participated in the event, officials said. Agarwal, however, said it was not the time to find faults but to take action. In the national capital alone, at least 24 people who took part in the religious congregation, Tablighi Jamaat, have tested positive for the novel coronavirus, Delhi Chief Minister Arvind Kejriwal said, as he slammed the organisers for being "highly irresponsible" on their part to hold such an event at a time when thousands have died in other countries due to the pandemic. The Union Home Ministry said approximately 2,100 foreigners visited India for 'tabligh' activities this year, including those from Indonesia, Malaysia, Thailand, Nepal, Myanmar, Bangladesh, Sri Lanka and Kyrgyzstan. It also said that all state police have been asked to locate Indian Tabligh Jamaat workers from local coordinators, followed by their medical screening and quarantine. So far, 2137 such people have been identified and are being medically examined and quarantined, while more would be located, the Ministry said. Several state governments, including in West Bengal, Assam and Manipur, said they are taking steps to locate participants of the Nizamuddin event. Karnataka government said 54 people from the state had attended the event, out of which 13 have been identified but they have tested negative for the COVID-19. Gujarat police also launched a probe to identify all the attendees from the state and said primary investigations has revealed that some persons from Bhavnagar had attended the congregation. At least 17 people from Himachal Pradesh also attended the congregation, a state police spokesperson said. A Srinagar-based businessman is being seen as the "super-spreader" in this entire case as he travelled by air, train and road to Delhi, Uttar Pradesh and back to Jammu and Kashmir before he died of COVID-19 on March 26, raising fears he may have infected many others along the way, officials said on Tuesday. Six people in Telangana who attended the meeting in the city's Nizamuddin West area also died on Monday. According to officials, other states from where the attendees had come include Tamil Nadu, Uttar Pradesh, Maharashtra, Madhya Pradesh, Bihar, Jharkhand, Uttarakhand, Haryana, Andaman Nicobar Islands, Rajasthan, Kerala, Odisha, Punjab and Meghalaya. In Andhra Pradesh, officials said more than half of the 40 people who have tested positive for coronavirus in the state were linked to the Nizamuddin event. Including the 24 new cases related to Nizamuddin, the total number of confirmed cases in Delhi was seen nearing 100, while Maharashtra reported 72 new coronavirus patients in the state including 59 in Mumbai. Kerala also reported 7 new cases, taking the total number of those affected in the state to 215. The state also reported its second death from COVID-19. Fresh deaths were also reported from West Bengal and Punjab, among other places. The government, however, asserted that there is no shortage of medicines to combat the deadly virus outbreak and the Department of Pharmaceuticals is regularly monitoring distribution and addressing issues with the help of other departments, states and Union Territories. Seeking cooperation from the public to fight the pandemic, the Union Health Ministry officials said there was no need to panic. They also said not everyone needs to wear masks and that following social distancing is more important to prevent the spread of COVID-19. Separately, a petition was filed in the Supreme Court seeking a direction to the Centre and authorities concerned to provide free of cost testing facility for COVID-19 to all citizens in the country. The plea has also sought a direction to the authorities for ramping up the testing facilities for COVID-19 at the earliest "given the escalating mortality and morbidity rate across the country". Globally, the COVID-19 tally has crossed 8 lakh confirmed cases, while more than 37,000 people have died.
