Congress, Centre spar on citizenship act, protests claim another life - india news
Tumblr media
A fresh round of political slugfest broke out over the amended citizenship act on Saturday as top Congress leaders accused the National Democratic Alliance (NDA) government of trying to divide the country, inviting a sharp reaction from home minister Amit Shah, who accused the opposition party of stoking violence.Protesters have clashed with the police in several areas of the North-east since Parliament approved the amended act earlier in the week, triggering a debate on whether grant of citizenship could be linked to religion. On Saturday, demonstrations continued in West Bengal and the North-east, which saw several incidents of arson and the killing of one person, taking the death toll in the protests up to three. The new law allows citizenship to migrants from Hindu, Parsi, Sikh, Jain, Christian and Buddhist faiths fleeing persecution in Pakistan, Afghanistan and Bangladesh. It has roiled the North-east, which has for long demanded protections to safeguard its cultural identity. Speaking at the Congress’s ‘Bharat Bachao’ rally at Delhi’s Ramlila Maidan on Saturday, party leader Rahul Gandhi said the North-east was burning after the government’s push for the new legislation. “The BJP government works to divide and weaken the country,” he said.Gandhi also criticised the government’s move to withdraw Jammu and Kashmir’s special status in August this year. “Go to Jammu and Kashmir, Assam, Nagaland and Tripura. They are burning,” he added.Congress president Sonia Gandhi, too, hit out at the Centre, saying the citizenship amendment act (CAA) will “destroy and shred” the soul of India. “But the country will fight against the act. Suffering injustice is the biggest crime. It’s time to rise to save the democracy and Constitution. The time has come to save the country and we have to struggle hard for it,” she said.At an election rally later in the day in Jharkhand, Union home minister Shah attacked the opposition party, accusing it of trying to fan violence in the North-east region. “We have brought the amended citizenship act and the Congress got a stomach ache and is fanning violence against it,” he said. The ruling Bharatiya Janata Party (BJP) president assured the people of the North-east that their culture, language, social identity and political rights will be not be affected by CAA.But protests continued in the region on Saturday. People in the North-east states fear that the act will legitimise the rights of immigrants in the region, affecting local people and culture. An oil tanker was set ablaze in Sonitpur district in Assam, which shares its border with Bangladesh, killing its driver. The empty oil tanker, on its way for refilling petrol from Sipajhar in Udalguri district, was set ablaze by a group of people at Dhekiajuli in Sonitpur on Friday night, the police said. A six-hour shutdown was observed in Nagaland against the legislation. An indefinite curfew imposed in the wake of protests was relaxed for several hours in Dibrugarh and Guwahati in Assam, which has emerged as the epicentre of protests against the contentious piece of legislation. In West Bengal, where the Trinamool Congress government has been opposing the legislation, arson was reported from various areas. Buses, a railway station and a toll plaza in Murshidabad were set on fire by protesters, the police said.In the Capital, hundreds of people gathered at Jantar Mantar to protest against CAA. The Delhi Metro Rail Corporation closed entry and exit gates at Janpath metro station in view of the protest.A day earlier, protesting students were lathi-charged by the police at Jamia Millia Islamia University, after which 50 people were detained and large gatherings banned in the area. The university and surrounding areas remained tense on Saturday, with heavy deployment of the police and amid more protests by locals.Congress leader TN Prathapan and All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader Asaduddin Owaisi have approached the Supreme Court to challenge the citizenship amendment act. Assam Leader of Opposition Debabrata Saikia and lawmakers from Assam, Abdul Khaleque and Rupjyoti Kurmi, too, have moved the court, challenging the legality of the act.The citizenship amendment act appeared to have an unholy nexus with the National Register of Citizens (NRC) exercise, said Owaisi, a Lok Sabha member from the AIMIM, in his petition before the Supreme Court. He urged the top court to lift the veil on the alleged CAA-NRC nexus that he said could become a barrier to the right to life and personal liberty available to every person under Article 21 of the Constitution, and not just to citizens.“Thus, even an illegal migrant has the right not to be deprived of his/her personal liberty except according to procedures established by law,” he said in the petition filed through advocate Nizam Pasha.Protests against the CAA have rocked the North-east for nearly a week now and even triggered a political debate with voices of dissent in the BJP-Asom Gana Parishad (AGP) alliance, which is in power in Assam, growing stronger.Several functionaries of the ruling alliance resigned from their posts, with some saying that the state government had failed to gauge the mood of the people against the new law.(With inputs from agencies) Read the full article

India Needs To Start Talking About Contraceptives
We’re on our way to becoming the world’s youngest country, but our attitude towards sex education and contraceptives is old-fashioned.
The findings of the much awaited National Family Health Survey 2015-16 (NFHS-4) were released last week. Among the major findings was the worrying statistic that more than 50 per cent of children in India are anaemic. However, there was good news too: the number of child marriages have gone down; the survey also found that 53 per cent of women in India have a bank account, and Kerala has achieved single digit in its Infant Mortality Rate.
There’s one finding in the NFHS-4 that hints at a larger problem that hasn’t seen as much coverage. It seems HIV/AIDS awareness in the 15-49 age group is at 20.9 per cent among women and 32.3 per cent among men. One of the telling gaps in the survey is that it includes data on contraceptive usage among married women of this age group, but doesn’t focus on usage of contraceptives among unmarried Indian youth. (The previous NFHS had some data, but not enough to make nationally representative conclusions and frame policies based on them.)
The United Nations Sustainable Development Goal 3 (SDG) for 2030, to which India has committed, calls for ensuring universal access to sexual and reproductive health-care services, including for family planning, information and education, and the integration of reproductive health into national strategies and programmes. Though the SDG goal does not specifically talk about unmarried youth, in India’s context, this demographic needs urgent attention.
Private surveys exist, but nationally representative data needed
The NFHS 2005-06 interviewed 40,817 women and 25,504 men urban respondents. Of these, only 184 women and 747 men were unmarried and sexually active. In rural areas, only 436 women and 1,233 men among the respondents were sexually active and unmarried. Obviously, this is not an adequate sample from which one can draw conclusions.
But there have been few private studies which highlight the issue. For instance, in 2011, the Population Council of India conducted a study titled “Condom Use Before Marriage and Its Correlates: Evidence from India” that covered six states (Andhra Pradesh, Maharashtra, Tamil Nadu Bihar, Jharkhand and Rajasthan). The survey interviewed 2,408 married or unmarried youth aged 15–24 who had had premarital sex, of whom 392 females and 986 males were unmarried at the time of survey.
The study found only seven per cent of young women and 27 per cent of young men had ever used condoms in pre-marital sex. Only three per cent and 13 per cent, respectively, always used a condom. Among respondents who were unmarried at the time of the survey, 14 per cent of women and 28 per cent of men had used a condom during their last sexual encounter.
Social stigma and stereotypes: A big factor
A drawback of these private surveys is the limited sample size of sexually active unmarried youth which highlights the need for a nationally representative study on unmarried youth and their sexual behaviors.
The lack of data highlights the need for government interventions for this demographic, but apart from addressing lack of data, it is equally important to address the societal stereotypes and stigma which hinder access to contraceptives.
Even in metro cities like Delhi and Mumbai, buying condoms can be an awkward experience, especially for women. A social experiment conducted by Prankbaaz highlights the sexism and bias towards women in these situations.
In 2016, the New Education Policy (NEP) draft prepared by the TSR Subramanian committee suggested that adolescents be provided with age-appropriate context intervention focused on unprotected sex, SRH concerns, including HIV/AIDS and drug and substance abuse. However, the Ministry of Human Resource Development (MHRD) replaced this with just a single sentence that says, "The Adolescent Education Programme and National Population Education Programme need to be extended to all schools as early as possible”. The Union Health Ministry’s new resource manual, Sathiyaa, is a step that deserves applause.
Unfortunately, Sathiyaa seems to be one of the few laudable steps. Recently, Union Minister for Women & Child Development Maneka Gandhi said, “Early curfew for girls who live in hostels could be necessary for their own safety. At 16 or 17 you are hormonally very challenged. So to protect you from your own hormonal outbursts, perhaps a lakshman rekha is drawn. It really is for your own safety." Leaving aside the dubious medical accuracy of her statement, the fact is that contraception is far more effective a safety measure than a curfew.
Depriving children of age-appropriate SRH education is a violation of international conventions and frameworks. India is signatory to the Convention on the Rights of the Child (CRC), 1989, and the International Covenant on Economic, Social and Cultural Rights (ICESCR). The CRC and the ICESCR give children a wide range of rights which could be interpreted as to include the right to receive comprehensive sexuality education for children to protect themselves from abuse, exploitation, and undesirable life outcomes.
By 2020, the average age in India will be 29 and it will become the world’s youngest country, with 64 per cent of its population in the working age group. With this booming youth population, it is vital to address the sexual and reproductive needs of this section. With rising education levels and employment opportunities, the mean age for marriage has increased as has the number that opts for pre-marital sex, live-in relationships, and one night stands. Yet contraceptives (especially condoms) remain taboo and an area of serious policy concern.

Coronavirus Outbreak in Maharashtra Latest Updates
More local trains for essential services staff from today
Central Railway and Western Railway will run additional 150 and 148 local services, respectively, in Mumbai from 1 July, reports PTI. Only essential staff including those of Centre, IT, defense, Raj Bhavan will be allowed and no general passengers will be allowed yet, the news agency quotes Railways minister Piyush Goyal as saying.
Coronavirus LATEST Updates: The Railways will expand its suburban services in Mumbai from today and run 350 trains each in the Central and Western Railway Zones, Union Minister Piyush Goyal said. The trains will, however, only carry essential services personnel identified by the Maharashtra government. Mumbai recorded 903 new cases, pushing the total number of cases to rise to 77,197 on Tuesday.
As Unlock-2 begins from Wednesday, India's COVID-19 tally climbed to 5,66,840 with nearly 66 percent cases reported in June alone. The nationwide toll rose to 16,893 with 418 new fatalities being reported in 24 hours, according to the Union Health Ministry data.
On Tuesday, Tamil Nadu again surpassed Delhi to regain the second spot among the list of worst-hit states by the COVID-19 pandemic.
Meanwhile, Prime Minister Narendra Modi announced an extension of the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), a government scheme, which aims to provide free ration for 80 crore people, by five more months till the end of November.
In his televised address Tuesday, the prime minister also said it is a cause of worry that people are not adhering as strictly to rules and precautions during the 'unlock' phase as they did during the lockdown.
Modi announces extension of free ration scheme
Stating the cost to the exchequer in extending the PMGKAY scheme, the prime minister said that over Rs 90,000 crore will be spent on the scheme, and if the last three months' expenditure on account of the free ration scheme is added, then the total budget will be about Rs 1.5 lakh crore.
The scheme was rolled out for three months from April soon after the nationwide lockdown was announced to combat the COVID-19 pandemic.
Noting that July marks the beginning of the festive season when people's needs as well as expenditure increase, Modi said that the government has decided to extend the scheme till November end.
The prime minister also said in his 16-minute address that the Central Government is working on the "one nation, one ration card" initiative which, he added, will benefit people living outside their home for employment and other needs the most.
This was Modi's sixth address to the nation after the outbreak of the coronavirus pandemic
The prime minister said that each member of a family covered under the scheme will get five kilogrammes of wheat or rice, and every family will get one kilogramme whole gram per month as well.
Modi, however, lamented that there is an increasing "negligence" in personal and social behaviour during the easing of restrictions and urged people to be more vigilant.
"We have also seen that since 'Unlock-1', there is increasing negligence in personal and social behaviour. Earlier, we were very careful with respect to wearing of masks, social distancing and washing of hands for 20 seconds. But today, when we need to be more careful, increasing negligence is a cause of worry," he said and urged the people to follow all necessary precautions.
He also emphasised on strict enforcement of rules, especially in containment zones.
"Those not following the rules will need to be stopped and cautioned," he said, stressing "be it a village pradhan or the prime minister, no one is above the law in India".
Maharashtra, Tamil Nadu record most cases
Maharashtra remained the highest contributor to the single day rise in cases, registering over 5,200 coronavirus infections, according to the Union Health Ministry.
Recording nearly 4,000 cases in the last 24 hours, Tamil Nadu has again surpassed Delhi to regain the second spot among the list of worst-hit states by the pandemic.
Karnataka also recorded more than 1,100 cases overtaking Haryana and Andhra Pradesh.
Delhi saw an increase of 2,084 cases in the past 24 hours. In June, the national capital added over 64,000 fresh cases to its tally, while over 47,357 patients recovered, were discharged or migrated.
The total number of COVID-19 cases has gone up to 15,394 in Telangana, 14,295 in Karnataka, 14,210 in Haryana, 13,891 in Andhra Pradesh, and 13,370 in Madhya Pradesh.
It has risen to 9,640 in Bihar, 7,752 in Assam, 7,237 in Jammu and Kashmir and 6,859 in Odisha. Punjab has reported 5,418 novel coronavirus infections so far, while Kerala has 4,189 cases.
A total of 2,831 people have been infected by the virus in Uttarakhand, 2,761 in Chhattisgarh, 2,426 in Jharkhand, 1,380 in Tripura, 1,227 in Manipur, 1,198 in Goa, 964 in Ladakh and 942 in Himachal Pradesh. Puducherry has recorded 619 COVID-19 cases, Chandigarh 435, Nagaland 434 and Dadra and Nagar Haveli and Daman and Diu together have reported 203 COVID-19 cases.

Delhi govt sets ball rolling for 'plasma bank'
The Delhi government has set the ball rolling to establish the first-of-its-kind "plasma bank" for treatment of COVID-19 at a facility in the National Capital and its modalities are being worked out, sources told PTI.
The bank is being set up at the Delhi government-run Institute of Liver and Biliary Sciences (ILBS) and doctors or hospitals will have to approach it if a plasma is required for treatment of a COVID-19 patient.
Addressing an online media briefing on Monday, Chief Minister Arvind Kejriwal had said the bank will be operational in the next two days.
The move comes as convalescent plasma therapy has shown "encouraging" results in city hospitals, he had said.
Sources said the facility where the plasma will be drawn from one person to donate to a COVID-19 patient, is being set up on the serving floor of the ILBS.
The plasma itself can be stored in the blood bank facility in a separate pack, a source said.
According to experts, plasma needs cryogenic storage at minus 80 degrees Celsius or less.

Nine IAS officers relieved from COVID-19 duty amid corruption allegation
The Odisha government on Saturday said it has withdrawn nine senior IAS officers from COVID-19 duty in a bid to send "new warriors" to continue the long fight against the disease which has claimed eight lives in the state. The clarification came a day after the Opposition Congress and BJP alleged corruption in management and purchase of medical equipment and protective gear against the coronavirus. They alleged the same equipment were purchased at different prices from different suppliers.
Denying the allegations, Health and Family Welfare Minister N K Das said there has been no corruption in the purchase of equipment. "The allegation of different prices for a single item perhaps stemmed from two factors," Das said. "First, the incentive offered by the state government if a certain product is supplied by a vendor within a specified number of days. The second factor is the hike in prices of products by the central government in March. We purchased products at prices fixed by the Centre. Therefore, there is no corruption here as alleged by the Opposition.

India's COVID-19 curve has been steadily rising throughout the lockdown period with a massive spike in cases in the fourth phase of the lockdown that ended on 31 May and afterwards.
The fourth phase of the coronavirus-triggered lockdown, which began on 18 May, saw 85,974 COVID-19 cases till 8 am on Sunday, according to health ministry data.
The lockdown 1, which was first clamped on 25 March and spanned for 21 days, had registered 10,877 cases, while the second phase of the curbs that began on 15 April and stretched for 19 days till 3 May, saw 31,094 cases.
The third phase of the lockdown that was in effect for 14 days ending on 17 May, recorded 53,636 cases till 8 am of 18 May.
Last Friday, the number of COVID-19 cases stood at 1,65,799, while a week before that on 22 May, there were 1,18,447 cases. Therefore, the spike in the last one week has been of 60,971 cases, while the increase in the number of infections in the week before that was 47,352.
At present, India is the world's seventh-worst hit nation in terms of overall case count, after the US, Brazil, Russia, the UK, Spain and Italy. When the lockdown started, India was nowhere on the chart and had just a 100 cases.
Experts say re-imposition of lockdown may be necessary
"Whenever lockdown is opened in phases, there will be a spurt in cases. A lockdown basically is used to prepare for the pandemic and halt the spread," said Dr Vikas Maurya, director and head of the Department of Pulmonology and Sleep Disorders at Fortis Hospital, Shalimar Bagh.
"Increase in cases will be there when unlocking is done in phases, but what is important is to be mindful that the situation should not spiral out of control, as if it does, then lockdown will have to be re-imposed," Maurya told PTI.
Noted lung surgeon Dr Arvind Kumar said that it was important to ensure that people continue to have a "self-imposed" lockdown and follow the "four golden principles" — don't go out unless necessary, always wear a mask, keep distance and keep washing hands.
"Right now the situation does not warrant a re-imposition of the lockdown, but if the situation spirals out of control, then we would have to go back to a lockdown," he told PTI.
Kumar, who works at the Sir Ganga Ram Hospital in Delhi, also asserted that it was too early to allow religious places and malls to open as there are not enough checks to ensure that people will not flout norms.
Dr Vivek Nangia, director and head pulmonology at Fortis Hospital in Delhi's Vasant Kunj area, also said that the rapid rise in cases was worrying.
It is still early to open malls and religious places as if congregations start to happen, then things could spiral out of control, he told PTI.
Despite this, the Union Health Ministry on Thursday issued standard operating procedures to be followed by religious places, shopping malls, restaurants, hotels and offices to contain the spread of COVID-19 as India gears up to reopen the economy.
The preparations for reopening the economy, which has been severely hit by the coronavirus-triggered lockdown, from 8 June comes amid mounting cases and toll in the country.
Meanwhile, the health ministry data showed the number of active COVID-19 cases in the country at 1,10,960 while 1,09,461 people have recovered and one patient has migrated, it said.
Thus, around 48.27 per cent patients have recovered so far.
The first case of COVID-19 in India was reported on 30 January from Kerala after a medical student of Wuhan university, who had returned to India, tested positive for the virus.

The surge in positive cases has pushed the infection count to 1,699 while 1.77 lakh people are under observation. On 8 May, Kerala had declared that it had flattened the coronavirus curve after reporting a solitary case and just 16 people under treatment. However, with more people coming to the state from abroad and other states, the cases have seen a sudden spike.
Likewise, Uttar Pradesh recorded its biggest single-day jump of 496 COVID-19 cases, taking the state's tally to 9,733, while 12 more people succumbed to the disease, a senior official said.
With the fresh deaths, the toll in the state has risen to 257, said principal secretary, health, Amit Mohan Prasad. There are 3,828 active cases in the state, while 5,648 people have recovered and been discharged from hospitals, he said.

Tamil Nadu also continued to witness a surge in COVID-19 infections with 1,438 cases and 12 deaths reported on Friday, taking the count to 28,694 and fatalities to 232. Of the fresh positive cases, Chennai alone accounted for 1,116 with the state capital's aggregate touching a whopping 19,826. Continuing with the trend of a new high everyday, Tamil Nadu on the sixth straight day Friday reported 1,000 plus cases and the newly infected include six people from Qatar, five from Dubai and one from Sri Lanka, a health department bulletin said.
In Gujarat, 510 new coronavirus patients were detected since previous evening, the highest increase in a single day, while 35 patients died, the state health department said.
Gujarat is the fourth worst-affected state in the country as per health ministry figures.
The total number of positive cases in the state has gone up to 19,119, while death toll due to coronavirus rose to 1,190, it said.
Nurses at Delhi's AIIMS threaten one-day walk out
Meanwhile, according to AP, nurses at a Delhi's All India Institute of Medical Sciences (AIIMS) threatened Friday to stage a one-day walkout next week if working conditions don't improve.
The nurses at AIIMS, a leader in treatment of COVID-19 cases, have been protesting since Monday over long shifts and the need to use congested cubicles to change in and out of personal protective equipment, a possible health risk.
More than 350 medical workers at AIIMS and 150 family members have been infected by the virus since March, the hospital's medical superintendent Dr DK Sharma told AP. He said about 60 percent have recovered.
“If day after day our health care workers are infected... we are going to face a big issue,” said Fameer CK, general secretary of the union that represents 5,000 nurses at AIIMS.
The union issued the threat to stay home from work next Wednesday after talks with the hospital administration on Thursday ended without agreement, he said.
Hospital authorities refused to comment on the protest.

As India moves towards relaxing a two-and-half month-long stringent lockdown under a systematic unlock plan by the home ministry, COVID-19 cases have been rising exponentially with a jump of nearly 61,000 cases in the past one week. Medical experts feel that if the situation spirals out of control, the lockdown may have to be reimposed. India saw 9,851 coronavirus cases and 273 deaths on Friday, pushing the nationwide infection tally to 2,26,770 and the toll from the deadly virus to 6,348, according to the Union health ministry. Most countries like Spain, Germany, Italy and the UK, lifted their respective lockdowns and curbs when their COVID-19 graphs either flattened or dipped, according to statistics shared on Twitter by Congress leader Rahul Gandhi. This is what a failed lockdown looks like. pic.twitter.com/eGXpNL6Zhl — Rahul Gandhi (@RahulGandhi) June 5, 2020 // // ]]> India's COVID-19 curve has been steadily rising throughout the lockdown period with a massive spike in cases in the fourth phase of the lockdown that ended on 31 May and afterwards. Experts say re-imposition of lockdown may be necessary "Whenever lockdown is opened in phases, there will be a spurt in cases. Kerala's daily count touches three digit, UP, Tamil Nadu register spike in cases For the first time, Kerala's COVID-19 daily figures touched three digits with the state recording 111 cases, prompting Chief Minister Pinarayi Vijayan to term the situation grim. Maharashtra reported 2,436 new coronavirus patients on Friday, taking the tally of cases in the state to 80,229, a health department statement said. The state reported 139 COVID-19 deaths on Friday , taking the toll to 2,849. Out of 139 deaths, 93 were reported from Mumbai Metropolitan Region (MMR) including 54 from Mumbai city. Mumbai accounts for 46,080 coronavirus cases and 1,519 deaths. The larger MMR has recorded 60,604 cases and 1,903 deaths. Nurses at Delhi's AIIMS threaten one-day walk out Meanwhile, according to AP, nurses at a Delhi's All India Institute of Medical Sciences (AIIMS) threatened Friday to stage a one-day walkout next week if working conditions don't improve.
