On the BBC Today programme yesterday we heard the official Labour Government policy regarding taxation and the rich.
Pat McFadden, Chancellor of the Duchy of Lancaster, the second highest government office in the land after that of Prime Minister, was asked this question,
"What do you say (to the accusation) the poorest are being pitted against the poorest whilst the wealthy go relatively untouched.” 
His reply said it all:
“We have a progressive tax system.  The top 1% pay about a third of tax. I don’t think, you can in the end, tax and borrow...we are reforming the State"
Lets look at the facts
The top 1% of UK earners pays 29% of all income tax not 33.3% as McFadden said.
According to The Money University, (December 2023) to be in the top 1% of UK earners you must earn more than £180,000 per annum. This 1% takes home just under 14% of the countries total income.
On the face of it, the top 1% or earners seem to be paying a greater proportion of the tax bill relative to their total earnings.  They earn 14% of the countries total income but pay 29% of the total income tax bill.
However, things are not what they seem and Pat McFadden knows this.
First, although the lowest 10% of UK earners contribute a relatively small proportion of the total tax bill, as their incomes are significantly lower, they face a higher burden from indirect taxes like VAT and Council Tax which take up a larger percentage of their income compared to higher earners.
Second, income for the wealthy comes not only from work but from unearned income in the form of dividends and shares, which are taxed at a LOWER rate than income from employment. The Office for National Statistics found that the lowest 10% of UK earners pay an average 42% of their income in the form of income tax, national insurance, VAT and council tax. By contrast, the richest 10% only pay 33% of their total income in tax.
Third, the wealthiest people in Britain are asset rich. They invest in land, property, art, jewellery and other assets that escape taxation even though these assets may gain in value. There is no wealth tax in the UK.
Fourth, we also have to remember it  is the amount of income you are left with after paying taxes that is really important. Using the above figures, if you have an income of  £180,000 you pay 33% in tax, leaving you £120,600. If you are within the lowest 10% of UK earners you have an income of £19,992 per year, of which 42% will go in taxes, leaving you with £11,595.
It is the lowest 10% of earners who are most likely to be on some kind of benefit, the benefits Starmer's Labour government are about to cut. In short, the poor are to be punished for being poor.
Although not a religious person I am reminded of the parable of the "Widow's Mite". It tells of a poor widow who donates two small coins—her entire livelihood—to the Temple treasury. Jesus praises her act, highlighting that she gave more than the wealthy donors, as she offered all she had, while others, who had paid more, still had wealth in abundance after donating to the Temple.
Among other ethical and moral teachings, this parable can be interpreted as a critique of societal systems that leave vulnerable individuals, like widows, in extreme poverty while the rich go on living in luxury.  It highlights the contrast between the rich donating comfortably and the poor sacrificing everything.

No, i am in an art museum with a vast area! This time i visited the "Lalique Museum" in Hakone. Here you can enjoy many works by Lalique, who worked in the Art Nouveau and Art Deco era, in an elegant space.

It may be a shortcut to enjoying art: "the desire to learn more deeply" about the works and their authors.
Now in touch with culture, Aiba-san is slowly exploring the exhibited cafés and rooms recreated in Belle Epoque style on the Orient-Express. The pieces on display in Paris symbolise Lalique's success as a glassblower, having created such works throughout his life. Inside the museum, vases and interior decorations from the Art Deco era are on display. He began creating beautiful accessories and decorative objects in the 50s, and began his career as a jeweller in his 20s and 30s by creating perfume bottles. René Lalique, a jeweller whose works are kept in museums, now aspires to the "Lalique Museum in Hakone." Aiba-san says, "I've always had an interest in art and museums, and although I haven't visited for a long time, i wanted to travel to enjoy art." Naoshima Island in Utsunomiya is called the ‘holy place of modern art’, and it's really fascinating. Plus, when i came here, i had the opportunity to immerse myself a little bit in that kind of experience. i always thought it should be that way. If i can learn more deeply about the creators, that would be interesting….. But i seemed to just admire the works and not delve deeper into the content. "When i see great work, i always feel it's amazing," he says, looking at interior jewellery created by Lalique. "An exhibition where you can feel the "background" of the works is wonderful."

Bodies
I have been grappling with this assignment for weeks now. Amidst the absurdities of an ongoing global pandemic that forces us to work, write and study from home, and the partial lockdown which forced my workplace to close for an indefinite time many weeks ago, I suddenly find myself with an abundance of time and a complete lack of inspiration and motivation at once. It took me forever to figure out which approach to take to this assignment. This was, however, not because the topics that we talked about in class did not stay with me – because they did. I very often find myself thinking about our session with Stacy Hardy and the way she drew our attention to our relationships with our own bodies. I have since made it a habit to actively try to sense myself in my whole body.
I remember back when I was younger, when I was still training for and performing in the circus, I used to be very much aware of my body and its strengths and limitations at all times. We spent months trying to push our bodies to new limits, constantly urging for more – more flexibility, more strength, more control. And we did it without consciously knowing that this was what we were doing. It never felt like exercising. It was merely part of the build-up to the annual climax: the public circus shows during the last week of summer break. Our bodies were our instruments; we used them as a means to tell stories to an audience.
In fact, many artists – particularly those who work in the performative sector – rely on their bodies to narrate stories or impart knowledge or emotions. And while actors or clowns usually use both their bodies and voices to portray characters and to narrate stories, dancers and acrobats are mostly restricted to their bodies. They move their bodies to tell their tales. The body is an important and absolutely essential part – not just of artists – but of every single person on this planet. By ‘body/-ies’, I refer to our actual physical bodies; that is our skeleton, muscles, organs, flesh, blood and skin. Bodies come in many sizes, shapes and colours. They can be flexible or stiff, tender or hard, fit or flabby, strong or weak, big or small, injured or healthy. They are incredibly versatile and can be shaped with the help of nutrition, exercise or drugs or even permanently altered through surgical intervention. Bodies can be decorated with tattoos, piercings, jewellery and clothes. Bodies can get ill or injured and bodies can be healed or even heal themselves.
And bodies have – at least in some way – been a very prominent topic throughout these past couple of months. The pandemic has forced us to focus thoroughly on how bodies work, how they can be vulnerable, how they can transmit diseases and what we have to do to keep them safe. Our bodies vulnerability to external hazards such as viruses has dominated and determined all kinds of decision-making during this pandemic. Decisions that were designed to protect as many bodies as possible, ironically forced many bodies into intermission. As theatres, opera houses, circuses, concert halls, sports stadiums and all sorts of stages had to shut their doors, millions of artists and performers suddenly find themselves unable to do the very thing they need to do to survive – both financially, physically and emotionally.
The movement of bodies has been restricted in various ways during this seemingly never-ending pandemic. Borders have been closed – not for goods, but for bodies – airplanes have been grounded, trains, trams and busses have come to a halt, ships were stuck in harbours, some governments have imposed curfews. And so, all over the world bodies have been stuck at home – at least those that have a home – to prevent them from ending up in body bags.
And many – including myself – have experienced feelings of rustiness, stiffness and ache due to a lack of movement. Confined to the safety of my apartment, I have come to re-evaluate my relationship with my body and the part I play in my physical and emotional wellbeing. I cannot even begin to imagine what this must feel like for dancers, acrobats or athletes. What if they are not only prevented from performing in front of an audience, but are also banned from their training halls, stages and dance studios? What does this situation do to people who are used to expressing their emotions through their bodies?
Back in May 2019, I went to see Jeremy Nedd & Impilo Mapantsula’s (CH/ZA) dance performance The Ecstatic at Kaserne Basel (co-production). The description of their show read as follows:
Pantsula, a historically significant South African subculture. Expressed not only as a powerful dance form which is well known for it’s [sic] high-speed virtuosic footwork, but also evident through a dress code, language, music, and a particular philosophy of life that is all it’s [sic] own. An expression that during Apartheid gave a voice to a whole generation. Praise Break, a mode of praise. A moment... a pause… a break in the context of the Christian Pentecostal Church service, where the dancing body, voice and music energetically coalesce and as a result blur the difference between ecstatic and cathartic. What happens when the aesthetics of these two worlds converge? What happens in this transcendental moment of “break”[?] Within the dance piece The Ecstatic six Pantsula dancers turn to the motions that lead up to the praise break in order to find out, and “break open” a new space all their own.

The show was phenomenal, and the audience seemed to be blown away throughout. The lightness, humour and flow with which the dancers moved across the stage was stunning and intoxicating. The performance was celebrated with a roaring round of applause and a standing ovation.
After the show, the audience had the opportunity to meet the crew and ask questions during an open discussion with the dancers and choreographers. Jeremy Nedd (CH) and the dancers (Impilo Mapantsula, ZA) explained, that the pantsula dance had its origins in the black townships of apartheid South Africa – particularly in Sophiatown and Alexandra in Johannesburg. The pantsula dance style and culture was developed by black South Africans as a form of peaceful protest against the racist apartheid regime. The dance moves originate from various everyday actions or movements frequently performed by black workers – for example running alongside and jumping on a moving train, sweeping the floor, or assembly-line work. Therefore, the pantsula dance tells the story of black South African workers. This is also reflected in their dance uniforms: pantsula dancers typically dress in colourful work wear inspired clothes, such as bib overalls and converse. According to Impilo Mapantsula, pantsula is not only a dance style, but rather a lifestyle and culture in itself.
What struck me, was the complete absence of women in the Impilo Mapantsula dance crew. When I questioned them about it, they explained that pantsula was originally developed and performed by men only. From the 1980s onwards, there was also an increasing number of female pantsula dancers. Impilo Mapantsula is actually a larger network of pantsula dancers in South Africa, which also includes women. However, they did not specify as to why they did not include any of them in the show.
I wonder what the pandemic with its curfews and lockdowns has done to the pantsula dancers and culture. Do they still meet in secret to dance? Do they dance together via skype or zoom in front of their smartphones? Do they now have to dance alone? What will happen to this culture and art form if it is forced to stand still for too long? How are they going to teach the next generations of pantsula dancers? How do they ensure that the knowledge and history communicated through this highly complex dance style will live on?
Pantsula is but one of countless forms of performative art which are practiced all over the world. How many of them will survive the pandemic? How will they change? Is the performative culture going to be changed throughout? Will dancers, actors and acrobats start to integrate physical distancing into their performances? I guess only time will tell.

A Ray of Hope for Dhokra Art and Artisans
“We are artists and the artist shapes the tomorrow with his art, dissipating the negative energy because after a thick dark night there is always a golden morning.” - Prakash Joshi, master craftsman.
When the artist takes the responsibility of bringing in ‘golden mornings’ into our world, it becomes the collective duty of the society to preserve the art that the artists practice. Among the several tribal arts that are receding into the shadows, the plight of Dhokra in the present day is particularly dispiriting. With the artists facing a paucity of resources and financial distress, reviving the art to its former glory is the need of the hour.
What can we do to bring a change?
 A change will be put in motion when artists are presented with new avenues of design and creativity. Once, the art that was restricted to human and animal figurines, has seen progression towards fresh ideas for eye-catching jewellery and home decor products. In the same way, a constant push to learn new styles and infusing them with their traditional techniques will give Dhokra handcrafted products a new image altogether.
To help Dhokra artists with newer inspirations, workshops and interactions with renowned artists will work wonders. Not only will these artisans, coming from humble villages, get a fresh perspective, but also the opportunity to exchange their ideas and understand the current trends in the market.
Initiatives by Patrons
Support by the government, initiatives by art enthusiasts and creation of awareness among the larger public, will help Dhokra craft to flourish in the society. In 2000-01, the government, under its TARA (Technological Assistance to Rural Artisans) programme worked with multiple Dhokra families in Bikna and Dariapur to educate them about levelling and measurement, thereby creating products with lesser flaws.
Similar enterprises by art enthusiasts to display and promote the dhokra products available online, and helping gather a larger audience for these artisans, will help them to work at a bigger scale. Additionally, these artisans must be given skill development training, especially the youth, who can use a fresh perspective to promote the art in the society. New ideas for marketing and advertising can create a complete brand for Dhokra art work.
The need for Technical Assistance
Dhokra art is undoubtedly a reflection of advanced thinking, given the fact that the art is 4000 years old. However, the process in today’s day has slowed down the production rate and is coupled with numerous other shortcomings. The use of furnaces which cause air pollution and lack fuel efficiency, issue of metal evaporation and subsequent increase in production cost by at least 20% are only some basic problems in the way of Dhokra artists. Modern technologies and adequate training to use them is thus an important necessity.
As we take small steps to improve the plight of these hardworking artists and their families, we must ensure that they feel welcomed into the new arena. A sensitive and inclusive approach to uplift the art is the silver lining that Dhokra craftsmen have been waiting for. By extending a helping hand today, we will not only help sustain an art form, but support an entire community of artisans who can showcase the richness of Indian heritage worldwide.

Gem & Jewellery Export Promotion Council (GJEPC) seeks special assistance For Gems & Jewellery Small Scale Exporters from MSME Ministry. The GJEPC made a representation on the key focus areas pertaining to Gems & Jewellery to the Micro, Small and Medium Enterprises (MSMEs) sector to Shri. Nitin Gadkari, Minister of MSME, Government of India. Through a virtual meet, Colin Shah, GJEPC Chairman and Vipul Shah, Vice Chairman, briefed Shri. Gadkari about the various initiatives proposed and planned by the Council to boost the MSME Exporters from the sector. India is the 5th largest exporter of gem and jewellery in the world with exports accounting for $36.73 billion. It is a labour-intensive industry, employing 37.3 lakh. By facilitating the infrastructure and policy reforms, the industry has the potential to grow its exports to around $70 billion. Colin Shah, Chairman GJEPC said, “Almost 85% (5,931) of the Council members fall under the MSME category, and most of them are involved in the manufacture of handmade gold jewellery, cutting and polishing of diamonds, precious and semi-precious stones and imitation jewellery. The Gems & Jewellery industry is highly labour-intensive and export-oriented, a comprehensive financial package of Rs. 900 Cr has been proposed to Shri Nitin Gadkari. GJEPC has plans to set up a Model Manufacturing Workshop and is focusing on up-gradation of Skill Development Programmes. Introduction of Technology Upgradation Fund (TUF) will benefit the MSME sector by enabling clusters to infuse advanced technology, which, in turn, would augment productivity, reduce costs, improve quality and spur innovation. This will also make MSMEs ready for global competition. The Council also discussed the challenges faced by the MSMEs to get finance and the need for Brand Promotion, showcasing India as one-stop-shop for quality diamonds, gems and jewellery globally. A holistic approach for developing the MSMEs in the sector would help the sector move to the next level of growth.” Colin Shah, Chairman informed the Minister that the MSMEs would benefit through its multiple initiatives comprising Infrastructure Development Projects such as the Mumbai Jewellery Park and Gem Bourse in Jaipur, which would give karigars better working conditions and state-of-the-art facilities. Common Facility Centres have been already set up in four clusters in Gujarat and are running successfully. Some more CFCs are in the process of being established in Coimbatore, Kolkata, Delhi, Rajkot, Jaipur and Hyderabad in the near future. With regard to the challenges in financing faced by the sector, Shri. Gadkari said that under CGTME Rs.1 lakh crore grant is available, and it is a collateral-free loan. This will resolve many problems of the MSME sector. The Ministry is in the process of launching the SME Platform of National Stock Exchange for small- and medium-sized companies with high growth potential. The SME platform of the Exchange shall be open for SMEs whose post issue paid-up capital shall be less than or equal to Rs.25 crore. The Social Banking Finance Institute has been developed by the Ministry to provide small loans to the karigars so that they can buy machines and manufacture or produce from their homes to earn a living. The GJEPC has been the voice of the sector for resolving the challenges related to financing, policy, etc. So far, the Council has conducted 155 seminars or workshops for MSMEs across 11 states and 34 cities.

Collins- a strange dream you once had
Most of the dreams I remember very clearly are the bad one’s, sadly. But one I had recently I was in a big, old hotel room. Like, slightly dilapidated old, not fancy old; red carpet, creaky double bed, dark green walls (yeah I know). And I had racks and racks of lipstick shelves, and was organising Nivea SPF lip balm into them. Which was rather strange. My subconscious warning me that summer is coming.

Umm - the first active interest I probably took on my own, without school or the interest of family members (my Grandad was big on ancient Egypt) was the Anglo-Saxon’s. I loved the art, loved their love of riddles, loved Beowulf, loved all the Sutton Hoo jewellery.

I am saddened that this show that takes you behind the scenes at the V&A Museum is over. I need more of it! If you haven’t seen it yet it is still available on BBC i-Player - all six glorious hours of fabulous insights into the work of the curators and conservators that look after this national collection. 
You get to see a very broad cross-section of treasures held by the V&A and the work that is done to ensure these items are preserved in the best state possible for generations to come. The programme covers pop art (screen-printed Beatles dresses), paper conservation, painting conservation, sculpture conservation, the origin of the word cartoon, Japanese art, Beyonce’s jewellery, designer dresses, minatures art, fibre/textile arts and literally everything in between. 
Honestly, there will be something for everyone - although I have first dibs on Pumpie (you need to watch episode one to understand what I mean).
