The National Health Mission's (NHM) Janani Suraksha Yojana 2023 (JSY) safe motherhood initiative seeks to lower maternal and newborn mortality by encouraging institutional delivery among low-income expectant women. It is a completely centrally financed programme.
JSY, which was introduced in April 2005, is being used in all Indian states and union territories. The National Maternity Benefit Scheme (NMBS), which has been in place since June 1997, and the Janani Shishu Suraksha Karyakram (JSSK), which was introduced in June 2011, were combined into one programme. Pregnant mothers who give birth in a medical facility are given financial support under the JSY programme.
By encouraging expectant mothers to give birth in medical facilities and consequently reducing home deliveries, the scheme's overall goal is to lower maternal and newborn mortality rates. The State Governments/UT Administrations are used to carry out the programme, which is implemented by the Ministry of Health and Family Welfare, Government of India.
The programme offers pregnant mothers financial support for having their babies in hospitals. Women from Below Poverty Line (BPL) families receive monetary support, which is sent straight into the recipients' bank accounts. Most states provide cash support in the amount of Rs. 1,400, though this amount may vary from state to state. The most that can be given in cash is Rs. 6,000.
Additionally, the programme offers pregnant women free transportation and companionship to the medical facility. Additionally, it promotes family planning by giving women having sterilisation an extra Rs. 200. Additionally, the programme offers pregnant women free needed medications and diagnostic services.
For the fiscal years 2021–2023, the Indian government has set out Rs. 15,000 crores for the Janani Suraksha Yojana's execution. The government has also taken a number of actions to ensure that the plan is implemented successfully. These include establishing a specific monitoring and evaluation (M&E) system, giving state governments technical support, and launching the Janani Suraksha Yojana Mobile App (JSYMA).
The scheme has had tremendous success. The institutional delivery rate increased from 38% in 2005-2006 to 78% in 2018-19, according to the National Health Mission.

Daily Current Affairs Dated On 28-June-2019 GS-2 Malnutrition Challenge in India: Context: As per the report of National Family Health Survey (NFHS) – 4 conducted by Ministry of Health and Family Welfare in 2015-16, 35.7% children under 5 years of age are underweight, 38.4% are stunted and 58.5% are anemic. Further, 22.9% women (15-49 years of age) have chronic energy deficiency (BMI less than 18.5) and 53% are anemic. Steps taken by Govt.:  The Government has accorded high priority to the issue of malnutrition and is implementing several schemes/programmes to address various aspects related to nutrition.  This Ministry is implementing POSHAN Abhiyaan, Pradhan MantriMatruVandanaYojana, Anganwadi Services and Scheme for Adolescent Girlsunder the Umbrella Integrated Child Development Services Scheme as direct targeted interventions to address the problem of malnutrition in the country. The monitoring systems in-built in the schemes are as under:  NITI Aayog undertakes periodic monitoring and evaluation of POSHAN Abhiyaan through their ‗Technical Unit‘ for assessing the impact of the programme.  In order to ensure regular monitoring and review of all sectoral programmes under POSHAN Abhiyaan, a National Nutrition Resource Centre – Central Project Monitoring Unit (NNRC–CPMU) has been constituted.  The Pradhan MantriMatruVandanaYojana is implemented through web based Management and Information (MIS) Software, viz., Pradhan MantriMatruVandanaYojana-Common Application Software (PMMVY-CAS) which is used as an effective tool for regular monitoring  The Anganwadi Services Scheme has an in-built monitoring system since its inception to track the physical progress of the scheme in respect of various input process, output and impact indicators through a standardized Management Information System (MIS). The discussions are underway regarding a National Policy for Domestic Workers as per information obtained from Ministry of Labour and Employment. The salient features of which are as under: I. Inclusion of Domestic Workers in the existing legislations; II. Registration of Domestic workers; III. Right to form their own associations / unions; IV. Right to have minimum wages, access to social security, protection from abuse, harassment, violence; V. Right to enhance their skills; VI. Protection of Domestic Workers from abuse and exploitation; VII. Domestic Workers to have access to courts, tribunals, etc. for Grievance Redressal. VIII. Establishment of a mechanism for regulation of placement agencies. Measures taken by Govt.:  The Government has enacted the Unorganized Workers Social Security Act, 2008 to provide for the welfare of unorganized workers.  It deal with matters relating to life and disability cover, health and maternity benefits, old age protection and any other benefit as may be determined.  In addition, the Central Government has recently converged the social security schemes of Aam Aadmi Bima Yojana (AABY) with Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY)  These provide life and disability coverage to the unorganized workers for the age group of 18 to 50 years depending upon their eligibility. About PMJJBY:  Converged PMJJBY gives coverage of Rs.2.0 lakh on death at a premium of Rs.330/- per annum.  Further converged PMSBY gives coverage of Rs.2.0 lakh on accidental death and disability at a premium of Rs.12/- per annum.  These converged schemes are being implemented by Life Insurance Corporation of India.  The annual premium is shared on 50:50 basis by the Central and State Governments. Daily Current Affairs Dated On 28-June-2019 Benefit of BBBP scheme to Daughters of Poor Women: Context: The Beti Bachao Beti Padhao (BBBP) Scheme aims to address the critical issue of declining Child Sex Ratio (CSR). The specific objectives of the scheme are: i. prevent gender biased sex selective elimination ii. ensure survival and protection of the girl child iii. ensure education and participation of the girl child through coordinated and convergent efforts. Salient Features:  Out of 640 districts (as per Census 2011), 405 districts are selected under Multi-sectoral intervention and advocacy & media campaign, while remaining 235 districts are covered under advocacy & media campaign only.  BBBP scheme has provision for awards and recognitions but no provision for direct individual cash transfer for any strata of society including daughters of poor women.  It is not a DBT (Direct Benefit Transfer) scheme.  Under the scheme, combined data of urban and rural areas are considered for the Sex Ratio at Birth (SRB). It is being implemented with an objective to provide skilling to one crore prospective youth under Short Term Training (STT) courses and Recognition of Prior Learning (RPL) across the country for four years i.e. 2016-2020. Main Features of Scheme:  Under PMKVY 2016-20, focus on employment has been significantly enhanced and candidates have been placed in various sectors and industries.  TPs are mandated to organize Placement/Rozgar Melas every six months with support from the Sector Skill Councils (SSCs) and to ensure the participation of local industry. Scheme also incentivizes TCs/TPs for facilitating placement of the trained candidates.  Further, the reimbursement of last 20% of training payout to TCs is linked with the placement (wage employment or self employment) of the candidate.  Additionally, post placement support of Rs. 1500 per month per trainee is applicable for special group (women candidates and persons with disability) and special areas (LWE, North East region and J&K) for 2 or 3 month post training depending on placement within or outside the district of the domicile of the candidate. Progress made:  Due to the above mentioned initiatives, the reported placement under PMKVY 2016-20 is approximately 57%.  Further, the third party impact evaluation of PMKVY 2016-20, conducted by independent body, has observed that 17% of the students enrolled under PMKVY 2016-20 prefer to go for higher studies than getting into employment. However, to reduce infant mortality and still birth, various programmes and schemes under National Health Mission are implemented by States/ UTs as follows:  Promotion of Institutional deliveries through cash incentive under Janani Suraksha Yojana (JSY) and Janani Shishu Suraksha Karyakaram (JSSK) entitles all pregnant women (PW) delivering in public health institutions to free ante-natal check-ups, delivery including Caesarean section, post-natal care and treatment of sick infants till one year of age.  India Newborn Action Plan (INAP) was launched in 2014 to make concerted efforts towards attainment of the goals of ―Single Digit Neonatal Mortality Rate‖ and ―Single Digit Still birth Rate,‖ by 2030.  Mothers’ Absolute Affection (MAA) programme for improving breastfeeding practices through mass media campaigns and capacity building of health care providers in health facilities as well as in communities.  Universal Immunization Programme (UIP) is supported to provide vaccination to children against life threatening diseases such as Tuberculosis, Diphtheria, Pertussis, Polio, Tetanus, Hepatitis B, Measles, Rubella, Pneumonia and Meningitis caused by HaemophilusInfluenzae B. .  LaQshya a Labour Room quality improvement programme is implemented in over 2100 health facilities across the country including medical colleges.  Pradhan MantriSurakshitMatritvaAbhiyan (PMSMA) is implemented to provide fixed-day assured, comprehensive and quality antenatal care universally to all pregnant women on the 9th of every month.  Rashtriya Bal SwasthyaKaryakram (RBSK) for health screening, early detection of birth defects, diseases, deficiencies, development delays and early intervention services has been operationalized to provide comprehensive care to all the children in the age group of 0-18 years in the community. The Ministry of Electronics and IT will soon place before the Union Cabinet a ₹450 crore proposal for Natural Language Translation — one of the key missions identified by the Prime Minister‘s Science, Technology and Innovation Advisory Council (PM-STIAC). About the Proposal:  The proposal is part of the 100-day action plan charted out by MeitY, following Prime Minister Narendra Modi‘s instructions.  The national mission on natural language translation aims to make science and technology accessible to all by facilitating access to teaching and researching material bilingually — in English and in one‘s native Indian language.  To achieve this, the government plans to leverage a combination of machine translation and human translation.  To overcome the language barrier, the government planned to set up an ecosystem which involved the Central and State agencies and start-ups. Nuclear Wastes: Why in News? India has adopted ―closed fuel cycle‖, where spent nuclear fuel is regarded as a material of resource. What does it Mean?  Closed fuel cycle aims at reprocessing of spent fuel for recovery of Uranium and Plutonium and recycling them back to reactor as fuel.  This finally leads to a very small percentage of residual material present in spent nuclear fuel requiring their management as radioactive waste.  Safe management of radioactive waste has been accorded high priority right from the inception of our nuclear energy programme. Only a small volume of nuclear waste (~3% of the total volume) is long-lived and highly radioactive and requires isolation from the environment for many thousands of years.  Even if put into a geological repository, the waste might emerge and threaten future generation  There is a potential terrorist threat to the large volumes of radioactive waste currently being stored and the risk that this waste could leak or be dispersed as a result of terrorist action.

As per the UNICEF 2019 report, Globalization, urbanization, inequities, humanitarian crises and climate shocks are driving unprecedented negative changes in the nutrition situation of children around the world.
Government of India has launched POSHAN (Prime Minister Overarching Scheme for Holistic Nourishment) Abhiyaan, to address malnutrition challenges in India by engaging all the important stakeholders in a convergent approach. The goals of POSHAN Abhiyaan is to prevent and reduce stunting, underweight and low birth weight by 2% per annum and the reduction of anemia by 3% per annum.
The Government of India has also launched several schemes under the aegis of Ministry of Women and Child Development (MWCD) to tackle malnutrition in the country including Anganwadi Services, Scheme for Adolescent Girls (SAG) and Pradhan Mantri Matru Vandana Yojna (PMMVY) to improve the nutritional and health status of children in the age-group 0-6 years. The Anganwadi Services scheme provides a package of six services i.e. Supplementary Nutrition, Pre School Non-formal Education, Nutrition and Health Education, Immunization, Health checkups and referral services.
In order to address child mortality and morbidity, the Government of India is supporting all States/UTs under National Health Mission in implementation of Reproductive, Maternal, Newborn, Child, Adolescent health and Nutrition (RMNCAH+N) strategy, which has following interventions:
1. Strengthening essential newborn care at all delivery points, establishment of Sick Newborn Care Units (SNCU), Newborn Stabilization Units (NBSU) and Kangaroo Mother Care (KMC) units for care of sick and small babies.
2. Home Based Newborn Care (HBNC) and Home-Based Care of Young Children (HBYC) by ASHAs to improve child rearing practices and to identify sick new-born and young children.
3. Early initiation and exclusive breastfeeding for first six months and appropriate Infant and Young Child Feeding (IYCF) practices are promoted under Mothers’ Absolute Affection (MAA) in convergence with Ministry of Women and Child Development.
4. Universal Immunization Programme (UIP) is being supported to provide vaccination to children against life threatening diseases such as Tuberculosis, Diphtheria, Pertussis, Polio, Tetanus, Hepatitis B, Measles, Rubella, Pneumonia and Meningitis caused by Haemophilus Influenzae B. The Rotavirus vaccination has also been rolled out in the country for prevention of Rota-viral diarrhoea. Mission Indradhanush is targeted to immunize children who are either unvaccinated or partially vaccinated i.e. those that have not been covered during the rounds of routine immunization for various reasons. Intensified Mission Indradhanush (IMI) 2.0 is rolled-out as per road-map for achieving 90% full immunization coverage across the country.
5. Nutrition Rehabilitation Centres (NRCs) have been set up at public health facilities to treat and manage the children with Severe Acute Malnutrition (SAM) admitted with medical complications.
6. Defeat Diarrhoea (D2) initiative has been launched for promoting ORS and Zinc use and eliminating the diarrhoeal deaths by 2025.
7. Social Awareness and Actions to Neutralize Pneumonia Successfully (SAANS) initiative for reduction of Childhood morbidity and mortality due to Pneumonia.
8. Anaemia Mukt Bharat (AMB) strategy as a part of Poshan Abhiyan aims to strengthen the existing mechanisms and foster newer strategies to tackle anaemia, which include testing & treatment of anaemia in school going adolescents & pregnant women, addressing non nutritional causes of anaemia and a comprehensive communication strategy. National Deworming Day (NDD) is implemented biannually every year for deworming of children (one to nineteen year of age).
9. All the children from 0 to 18 years of age are screened for 30 health conditions classified into 4Ds - Diseases, Deficiencies, Defects and Developmental delay under “Rashtriya Bal Swasthya Karyakaram�� (RBSK) to improve the quality of survival and to reduce out of pocket expenditure of families. District early intervention centre (DEIC) at district health facility level are established for confirmation and management of the 4D’s.
10. Village Health Sanitation and Nutrition Days (VHSNDs) are observed for provision of maternal and child health services and awareness on maternal and child Health and nutrition education through mass and social media to improve healthy practices and to generate demand for service uptake.
11. Name based tracking of mothers and children till two years of age is done through RCH portal to ensure complete antenatal, intranatal, postnatal care and immunization as per schedule.
12. Promotion of Institutional deliveries through cash incentive under Janani SurakshaYojana (JSY) and Janani Shishu Suraksha Karyakaram (JSSK) which entitles all pregnant women delivering in public health institutions to absolutely free delivery including Caesarean section, post-natal care and treatment of sick infants up to one year of age. जननी सुरक्षा योजना के उद्देश्य, लाभ और प्रक्रिया
जननी सुरक्षा योजना केंद्र सरकार की ओर से चलायी जा रही गर्भवती महिलाओं और नवजातों के हित में एक प्रयास है।स्वास्थ्य और परिवार कल्याण मंत्रालय द्वारा इस योजना को 2005 में किया गया था। इस प्रायोजित योजना का उद्देश्य गरीब गर्भवती महिलाओं को प्रसव की उचित सुविधा प्रदान करना है। योजना के अंतर्गत रजिस्टर्ड महिलाओं को एमसीएच (MCH- mother and child health) कार्ड दी जाती है, जो योजना का लाभ पाने के लिए जरूरी है।
जननी सुरक्षा योजना का उद्देश्य 
जननी सुरक्षा योजना का उद्देश्य गरीब गर्भवती महिलाओं को यथोचित सुविधा देना एवं सुरक्षित प्रसव करवाना है। इसके लिए गर्भवती महिलाओं को आर्थिक मदद देने का प्रावधान रखा गया है। सरकार का लक्ष्य जननी सुरक्षा योजना के माध्यम से बच्चों के जन्म के समय मां एवं नवजात मृत्यु दर को कम करना है। साथ ही ग़रीब महिलाओं की घर में डिलीवरी को रोकना भी उद्देश्य है क्योंकि यह पूरी तरह से असुरक्षि�� है। सरकार की पहल है कि इससे ग़रीब महिलाएं भी अस्पताल में सुरक्षित डिलीवरी करवा सके ताकि ज़च्चा बच्चा आपात स्थिति��ों से बच सकें और  सुरक्षित हों।
जननी सुरक्षा योजना (JSY) के लाभ 
इस योजना के तहत गर्भवती महिलाओं को 6000 रुपये  के आर्थिक लाभ दिए जाते हैं। यह राशि सरकार की ओर से गर्भवती महिलाओं के बैंक अकाउंट में डायरेक्ट ट्रांसफ़र किये जाते हैं साथ ही गर्भवतियों की सारी जांच और बच्चे की डिलीवरी नि:शुल्क करायी जाती है। सरकारी आंकड़े बताते हैं कि जननी सुरक्षा योजना से देश में सालाना एक करोड़ से अधिक महिलाओं को मदद मिल रही है और जच्चा-बच्चा को पर्याप्त पोषण उपलब्ध करायी जा रही है। 12 अप्रैल 2005 को शुरू हुए जननी सुरक्षा योजना पर केंद्र सरकार सालाना 1600 करोड़ रुपये व्यय करती है। हमारे देश में हर साल बीमारियाँ, पर्याप्त पोषण की कमी, गर्भावस्था से जुडी दिक्कतें आदि कई समस्याएँ के कारण  तक़रीबन 50 से 60 हज़ार  महिलाओं की गर्भावस्था के दौरान मृत्यु  हो जाती है और लगभग 13 लाख से अधिक नवजात की मृत्यु 1 वर्ष की आयु से पहले हो जाती है। इसी स्थिति से निपटने के लिए सरकार ने जननी सुरक्षा योजना की शुरुआत की है। राष्ट्रीय स्वास्थ्य मिशन द्वारा संचालित यह एक सुरक्षित मातृत्व कार्यक्रम है।
JSY योजना के नियम 
गर्भवती महिलाओं को दी जाने वाली सुरक्षा योजना अर्थात जननी सुरक्षा योजना के तहत ग्रामीण इलाकों में 1,400 रुपये और शहरी क्षेत्र में एक हजार रुपये दिए जाने का प्रावधान है। विदित हो कि गर्भवती महिलाओं को प्रधानमंत्री मातृ वंदना योजना के तहत पांच हजार रुपये और मिलते हैं। बच्चे की नि:शुल्क डिलीवरी के बाद पांच साल तक जच्चा-बच्चा के टीकाकरण को लेकर उन्हें जानकारी भेजी जाती है और  और नि:शुल्क टीकाकरण किया जाता है। योजना की प्रक्रिया और जरूरी दस्तावेज इसके लिए गर्भवती महिला को किसी सरकारी अस्पताल में रजिस्ट्रेशन कराना होता है। इसके लिए जरूरी दस्तावेज की ज़रूरत पड़ती है इनमे आधार कार्ड, वोटर आईडी कार्ड, सरकारी अस्पताल द्वारा जारी डिलीवरी सर्टिफिकेट महिला का बैंक अकाउंट नंबर आदि है। Janani Suraksha Yojana "आशा" एक महत्वपूर्ण कड़ी  जननी सुरक्षा योजना में "आशा" का महत्वपूर्ण रोल है। "आशा" मान्यता प्राप्त सामाजिक स्वास्थ्य कार्यकर्ताओं की एक संस्था है जो इस योजना के कार्यान्वित करने और सफल करने में एक महत्वपूर्ण भूमिका निभाती है। देश के ग़रीब और पिछड़े इलाकों की महिलाओं तक ये आशा कार्यकर्त्ता ही इन सुविधाओं का लाभ पहुँचाने का काम करती है।  आशा कार्यकर्ताएं ही गर्भवती महिलाओं की पहचान से लेकर उन्हें अस्पताल में भर्ती कराने और उन्हें जरूरी सुविधा उपलब्ध कराने तक की सभी औपचारिकता पूरी करती हैं। उन्हें जननी सुरक्षा योजना में लाभार्थी महिला को सरकारी प्रणाली से जोड़ने की भूमिका ��ी निभानी पड़ती है। प्रधानमंत्री जननी सुरक्षा योजना (PMJSY) के बारे में अधिक जानकारी आपको नीचे दिए गए लिंक पर मिल सकते हैं| Read the full article
