Argonmexico / ¡Cuídala!… Elemento esencial para la supervivencia humana, el agua eleva las tensiones entre ciudad y campo. La ONU estima que en el orbe hay 2.1 billones de personas con sed; es decir, cuatro de cada 10 habitantes del planeta. La mayoría de ellos vive en áreas escasamente pobladas sin acceso directo, o con poco acceso a las fuentes acuíferas.

A partir de que las ciudades están cada vez más sobrepobladas, por ende, también consumen mayores cantidades del vital líquido. El 54 por ciento de los habitantes del mundo vive en áreas urbanas, y las previsiones para finales de siglo aumentan el porcentaje, según cálculos más o menos pesimistas, entre 60 y 92 por ciento con obvias consecuencias.

Si el futuro es de una negra sequedad, incluso ahora la crisis en los grifos es tangible. De los 736 millones que viven en las 482 áreas más pobladas, 233 (27 por ciento) tienen dificultades para obtener agua potable. No en vano, la India superpoblada sufre en grandes centros como Chennai, Jodphur, Jaipur.

Problemas similares enfrenta Asia de China a Pakistán, hacia Afganistán. Como los de Dar es Salaam y Luanda, en África; o Lima y Porto Alegre, en América del Sur. Los Ángeles, con menos problemas, aunque el racionamiento es habitual, como en otras áreas del estado norteamericano de California.

Hasta hace pocos años, se suponía que las probables causas de las siguientes guerras serían el petróleo o los minerales preciosos; no obstante, cada vez resulta más factible que el motivo sea el valioso líquido. Por ello, se estima que en la actual década el mundo entero se encontrará luchando por suministros de agua.

Datos de la Organización de Naciones Unidas, hasta 2018 se tenían detectados 263 conflictos internacionales como el de la Cuenca de Zambeze, la tragedia del Nilo, el drama del Volta en África, las batallas de Mali, Nigeria y el sureste chino; así como la confrontación en el Golfo de Bengala, en India.

En México se tienen registrados al menos 916 conflictos sociales derivados de la lucha por agua. Un ejemplo se registra en el lago de Cuitzeo, en Michoacán, que pasó de cuatro metros de profundidad en 1946 a 20 centímetros en 2018.

La contaminación, la presión demográfica, el cambio climático y el uso descontrolado empiezan a generar escasez, provocan carestía alimentaria y tensiones entre comunidades o países, que podrán desembocar en guerras por agua.

Según el Centro Común de Investigación de la Unión Europea, durante el 2017 se identificaron zonas potenciales donde podrían comenzar estos conflictos bélicos presentando como foco de atención las regiones de los ríos Nilo, Indo, Tigris, Éufrates, Ganges y Colorado.

Pero el tema no es nuevo. En 1995 el entonces vicepresidente del Banco Mundial, Ismail Serageldin, lanzó una de las primeras advertencias: “Si las guerras de este siglo se disputaron por el petróleo, las guerras del próximo siglo se librarán por el agua, a menos que cambiemos nuestro enfoque para administrar este recurso precioso y vital”.

A pesar de los esfuerzos realizados en años recientes, la escasez continúa en aumento. La Organización Mundial de la Salud alerta que para el año 2050, cinco millones de personas podrían sufrir la falta del vital líquido. El World Resources Institute pronostica que para 2040 la realidad sería sumamente complicada, al prever que al menos 14 de los 33 países de Oriente Medio se enfrentarían a recortes de suministros de agua; igual que Estados Unidos, China e India.

La pérdida de agua no sólo se debe a la sobreexplotación de ríos y mantos acuíferos, también es por el cambio ambiental, lo que a su vez ha impactado en la reducción cada vez más evidente de las precipitaciones. Tan sólo en 2011, el norte de México padeció una de las peores sequías en 70 años, al igual que España en 2017.

La preocupación es mundial, la herramienta financiada por el gobierno holandés: Alerta Temprana Global Agua, Paz y Seguridad (WPS, por sus siglas en inglés), presentada ante el Consejo de Seguridad de la ONU, combina variables medioambientales como precipitaciones, malas cosechas y factores políticos, económicos y sociales; y predicen el riesgo de conflictos violentos por el agua.

Previno diversos conflictos a partir de 2020 en Irak, Irán, Mali, Nigeria, India y Pakistán. Los desarrolladores afirman que la tasa de éxito en la identificación de zonas de enfrentamientos donde podrían ocurrir muchas muertes es de 86 por ciento. La herramienta se centra actualmente en los puntos conflictivos de África, Oriente Medio y el sudeste asiático.

Es hora de aplicar medidas reales, factibles. No basta realizar acciones pequeñas en casas o empresas, sino unas de gran escala de organismos a nivel mundial, incluso de gobiernos nacionales. La escasez de agua debe ser combatida de manera responsable y frontal. Urge tomar conciencia y emprender acciones concretas.

No es sólo no contaminar ni desperdiciar, es dar uso correcto a los recursos con los que aún contamos. No ser consumistas. Si actuamos con sensatez y pensando en el futuro, evitaremos un apocalipsis, porque la vida, la supervivencia y la guerra giran en torno a este preciado recurso: el agua. Si no la vas a beber, no la dejes correr…

Avala Mena en Segob Elecciones Libres… El gobernador de Tlaxcala asistió a la reunión convocada por la Secretaria de Gobernación, Olga Sánchez Cordero, con mandatarios del país y la Jefa de Gobierno de la Ciudad de México, para trabajar en coordinación con el Gobierno Federal y garantizar elecciones, libres y en paz.

El evento convocado en base al Acuerdo Nacional por la Democracia, el mandatario tlaxcalteca expuso en su cuenta de Twitter: “Participé en la reunión convocada por la Secretaria de Gobernación, @M_OlgaSCordero, con Gobernador@s y la Jefa de Gobierno, para trabajar en coordinación con el @GobiernoMX y garantizar elecciones libres y en paz, en el marco del Acuerdo Nacional por la Democracia”.

Previamente, la titular de la Secretaría de Gobernación escribió en la misma red social: “En encuentro virtual con ejecutivos estatales, los convoqué a mantener comunicación estrecha y detallar acciones de coordinación entre los 3 órdenes de gobierno durante y posterior a la jornada electoral. La @SEGOB_mx estará atenta para apoyar a las autoridades electorales. 1/2”.

En un segundo mensaje, publicó: “Prevalecen condiciones para que las campañas electorales concluyan sin mayores contratiempos y para que los comicios del 6 de junio se lleven a cabo con confianza en casi la totalidad de los municipios, distritos electorales, federales y locales del país. 2/2”.

Era necesaria dicha reunión, para evitar comicios teñidos de rojo. Pero que todos se comprometan.
