The price of U.S. crude oil saw a slight uptick to $82 a barrel on Tuesday, driven by optimism that weak manufacturing data could prompt interest rate cuts. The U.S. manufacturing sector experienced a downturn, reaching a four-month low of 49.9 in March, as reported by the S&P Global Flash U.S. Composite PMI. A reading below 50 indicates a contraction in activity.
Support for Rate Cuts
Investors responded to the sluggish manufacturing activity by betting on potential interest rate cuts by the Federal Reserve later this year. Lower interest rates typically stimulate economic growth, which in turn boosts demand for crude oil. Phil Flynn, senior market analyst at the Price Futures Group, noted that the renewed hopes for rate cuts are revitalizing oil markets, especially following recent sell-offs.
Rebound in Oil Prices
The uptick in oil prices follows a decline earlier in the day, with WTI hitting a session low of $80.89 a barrel, its lowest level since late March. Additionally, U.S. oil prices briefly dipped below the 50-day moving average of $81.22 a barrel for the first time since early February. Despite the rebound, U.S. oil prices remain more than $5 below this year’s peak of $87.62, driven by concerns over potential conflict between Iran and Israel.
Geopolitical Factors
Fears of a confrontation between Iran and Israel have subsided, contributing to the stabilization of oil prices. Moreover, the oil market has largely disregarded the looming threat of additional sanctions against Iranian oil. The House of Representatives recently passed legislation to expand sanctions on Iran’s oil exports, awaiting a Senate vote this week.
Under the proposed legislation, President Joe Biden would have the authority to impose sanctions within 180 days, with the option to waive penalties if deemed necessary for national security interests. However, the decision to enforce sanctions or issue waivers presents a dilemma for the White House, particularly amid concerns about the impact on the already tight oil market.
Political Considerations
Experts speculate that the Biden administration may delay imposing sanctions due to political considerations, especially with the upcoming 2024 election. Amrita Sen, founder and director of research at Energy Aspects, emphasized the administration’s determination to prevent a surge in oil prices ahead of the election. The political dynamics surrounding oil prices add complexity to the decision-making process regarding sanctions against Iran.
As oil markets navigate geopolitical uncertainties and economic indicators, the prospect of interest rate cuts remains a pivotal factor influencing crude oil prices, shaping the trajectory of the global energy landscape.

China tells US to stop ‘unreasonable crackdown’ on Huawei BEIJING — China’s government called on Washington on Tuesday to “stop the unreasonable crackdown” on Huawei following the tech giant’s indictment in the U.S. on charges of stealing technology and violating sanctions on Iran. Beijing will “firmly defend” its companies, said foreign ministry statement read on the state-run TV news. It gave no indication whether Beijing might retaliate for the charges against Huawei, China’s first global tech brand and the biggest maker of network switching gear used by phone and internet companies. Huawei Technologies Ltd. denied committing any of the violations cited in Monday’s indictment, the most serious escalation yet of pressure on Huawei, which has spent a decade battling U.S. accusations it is a front for Chinese spying and a security risk. The foreign ministry complained Washington has “mobilized state power” to hurt Chinese companies “in an attempt to strangle fair and just operations” for political reasons. “We strongly urge the United States to stop the unreasonable crackdown on Chinese companies including Huawei,” the ministry statement said. It said Beijing will defend the “lawful rights and interests of Chinese companies” but gave no details. The charges unsealed Monday accused Huawei of trying to take a piece of a robot and steal other technology from a T-Mobile lab that was used to test smartphones. Huawei also is charged with using a Hong Kong front company, Skycom, to trade with Iran in violation of U.S. trade controls. It said the company’s chief financial officer, Meng Wanzhou, lied to banks about those dealings. Meng, the daughter of Huawei founder Ren Zhengfei, was arrested Dec. 1 in Vancouver on U.S. charges related to Iran, a development that set off a political firestorm between China and Canada. “The company denies that it or its subsidiary or affiliate have committed any of the asserted violations of U.S. law set forth in each of the indictments,” a Huawei statement said. Huawei is “not aware of any wrongdoing by Ms. Meng, and believes the U.S. courts will ultimately reach the same conclusion,” it said. There was no allegation Huawei was working at the Chinese government’s direction. The U.S. government previously has accused Beijing of involvement in cyberspying and theft of industrial secrets. It has charged several Chinese hackers and intelligence officials. Huawei said U.S. prosecutors rejected a request to discuss the investigation following Meng’s arrest. It also noted the allegations in the trade secrets charge were the subject of a U.S. civil lawsuit that already has been settled. Meng is out on bail in Vancouver and is due in court Tuesday as she awaits extradition proceedings. Her case has set off diplomatic spats between the United States, China and Canada. The latest charges could dim prospects for U.S.-Chinese trade talks due to start Wednesday in Washington. President Donald Trump and his Chinese counterpart, Xi Jinping, agreed Dec. 1 to put off any further sanctions against each other’s exports while they negotiated. A breakdown in negotiations would likely lead to higher tariffs, a prospect that has rattled financial markets for months. While U.S. authorities stress that courts are independent, “ordinary Chinese people all believe it is a deliberate crackdown on Huawei,” said Lu Feng, an economist at Peking University. “From the U.S. perspective, it is a law enforcement issue, but from China’s viewpoint, it has a link to Chinese-U.S. trade relations,” said Lu. “The difference in understanding will bring about complicated problems.” The Justice Department officials provided details from a 10-count grand jury indictment in Seattle, and a separate 13-count case from prosecutors in New York. The Seattle charges allege that beginning in 2012, Huawei plotted to steal information about T-Mobile’s robot, known as “Tappy.” It says Huawei engineers secretly took photos of the robot, measured it and tried to steal part of it from T-Mobile’s lab, according to prosecutors. Perception & Reality
During recent travel in the Middle East, we met with senior executives at leading banks, exchange houses and regulators across the region.  Top of mind, in many of the meetings, were two things:  
i) the demise of Abraaj Capital; and  
ii) the impact of increasing pressure on Iran in the region.

Both are significant and have longer term consequences for the region.  
Let’s take them in turn.  
For the uninitiated, Abraaj Capital is a Dubai-based, Gates Foundation-affiliated private equity firm that loomed large for over a decade.  At its peak, Abraaj managed some $14 billion, mostly focused on returns in higher risk emerging markets.  Hailed as an "indigenous fund" that often punched above its weight alongside industry titans KKR, Carlyle and TPG, the outfit was, for some time, a local source of pride.  Abraaj generously sponsored Art Dubai, lavish gatherings in Davos and served as a sort of pit-stop for the who's who stopping through Dubai on way to London, New York or Hong Kong.
It all came to a stop earlier this year.  
Governance issues plagued the fund and ultimately, brought down the brand and its founder-leader seemingly overnight.  Despite being regulated by the Dubai Financial Services Authority, widely regarded as a top-tier regulator in the region (and globally), Abraaj faltered and with it people's confidence in a region plagued by broader perception issues.
So, how does this connect to Iran?  
Directly it doesn't.  Indirectly it does.  The link, again, is the broader perception of regional risk.  
Throughout the year the U.S. Government has stepped up pressure on Iran.  In May, for example, Treasury implicated the Central Bank Governor of Iran, citing his role in moving money for the Iranian Revolutionary Guard Corp (IRGC).  Moreover, Secretary Mnuchin called the Iran Central Bank Governor's actions, "...appalling, not surprising," hinting at the Administration's unguarded thoughts on the matter.  
On June 5, 2018, the Under Secretary of the Treasury for Terrorism and Financial Intelligence urged the private sector to “do more to make sure your compliance programs are airtight” with regard to Iran.  And just this week, as part of a high-level delegation to the United Arab Emirates (with side trips to Saudi Arabia and Kuwait), Treasury announced that it broke up a network of currency exchanges funneling millions of dollars for terrorism and the IRGC.  
These cases -- Abraaj and Iran -- raise important questions for management boards running regional financial institutions, as well as those on the outside looking to invest and operate in the region.
Questions like:
i) How well do I understand my internal control environment and its effectiveness and how do I ensure that my compliance program in this new environment is "airtight?";  
ii) Do I really know and can I dynamically monitor my counter-parties?; and
iii) How does the broader market really see me and what can I do to strengthen my position via third party validation of my controls?
